Team of rivals: Rand and Rubio jockey for '16 spotlight

 

They both were elected in 2010 under the Tea Party banner after beating primary opponents favored by the Republican establishment. They’re both rising stars in the modern GOP, and, last weekend, they finished first and second place in a straw poll of conservatives’ pick of a presidential nominee for 2016.

And as they both maneuver to mount their own campaigns that year – or, at least, preserve the option of doing so – Sens. Rand Paul, R-Ky., and Marco Rubio, R-Fla., must share the spotlight. Intentionally or not, they’re already jockeying to do so.

Both senators have carefully worked to build their national profiles following the 2012 election, using high-profile opportunities to plot slightly different paths toward the same goal.

On no issue is that more apparent than immigration.

Rubio had joined with three other Senate Republicans and four Senate Democrats in recent months to forge a bipartisan framework on a comprehensive overhaul to immigration laws that would provide undocumented immigrants a pathway to citizenship. The Florida senator embarked on a media tour in the weeks following the framework’s unveiling to sell the plan to skeptical conservatives, doing the legwork to build political cover for the plan (and gain valuable exposure to the Republican base in the meanwhile).

Paul made clear with a speech on Tuesday – in which he unveiled his own plan creating an eventual pathway to citizenship – that Rubio isn’t the only GOP player on the issue. 

“Immigration reform will not occur until conservative Republicans, like myself, become part of the solution,” Paul told the U.S. Hispanic Chamber of Commerce. “I am here today to begin that conversation.” 

Both Paul and Rubio might support the broader goal of immigration reform; they both took strides to carve out public roles for themselves in the process. 

For her part, Rubio ally Ana Navarro said the notion of a rivalry between the two men was “overblown by the media.” 

“Rand Paul is a leader in the Republican Party, and he should add his voice to the debate on immigration. His voice can and does make a difference,” she said. “The bottom line is, this is not an issue Marco or any one senator individually can or should carry alone on his shoulders. The more people helping to carry the ball, the more likely we will cross the finish line.” 

But while the two senators might not share a formal rivalry, they are undoubtedly two of the GOP’s biggest stars right now whose utterances alone command attention.

Look no further than last week’s Conservative Political Action Conference, where Paul and Rubio finished first and second, respectively, in the gathering’s closely-watched straw poll. A quarter of straw poll participants supported Paul and 23 percent threw their support behind Rubio. (The two gave back-to-back speeches on Thursday at CPAC.) The next closest finisher in the straw poll checked in at 7 percent.

The close finish between the two senators reflects all the work beyond immigration they’ve each done to burnish their profiles in 2013.

Republican leaders, of course, tapped Rubio to deliver their official response to President Barack Obama’s State of the Union address – a speech that was generally well received for its content, if ridiculed for the Florida senator’s awkward pause for a swig of bottled water.

Delivering the official Tea Party response to the State of the Union that very evening? None other than Paul.

Rubio has also built up his foreign policy credentials by taking a trip in February to Israel and Jordan, and delivering major policy addresses (including one about that trip abroad).

Paul, meanwhile, drew considerable attention for his filibuster of Obama’s nominee to head the CIA on March 6, a 13-hour affair that won him praise from fellow Republicans. (Rubio at one point appeared on the Senate floor to deliver his own remarks in favor of Paul’s efforts.)

"Rand has made progress with the filibuster," said Dave Carney, the chief strategist for Texas Gov. Rick Perry's presidential campaign and a political consultant based in the influential primary state of New Hampshire. "Neither one has huge advantage here as of now."

Both senators are undeniably positioning themselves with 2016 in mind. Paul is at least open about that, acknowledging his potential interest in seeking the Republican nomination (like his father, former Rep. Ron Paul, R-Texas) in several interviews. The Iowa GOP on Tuesday announced that Paul would headline their Lincoln Day dinner, further stoking speculation.

Rubio’s team is quicker to downplay the Florida senator’s ambitions, dismissing any talk of a presidential campaign as far too premature, just a few months removed from the last campaign.

But as each of them jockey for pole position heading into 2016, it may fall to the differences between Rubio and Paul to distinguish themselves from each other. For starters, Paul tends to emphasize a more libertarian and cautious foreign policy, while Rubio has generally been more willing to strike hawkish tones.

Both senators’ CPAC speeches are also instructive in parsing out how they make their pitch to conservatives.

Paul made a firm appeal, for instance, to revolutionize the Republican Party, and return the GOP to its small-government, libertarian roots.

“They want leaders that won't feed them a line of crap or sell them short. They aren't afraid of individual liberty,” he said of the new generation of young conservatives, calling the current GOP establishment “stale and moss-covered.”

Rubio, by contrast, emphasized his own biography as the son of immigrants, and stressed aspirational tone in his speech to CPAC.

“We don’t need a new idea, the idea is America, and it still works,” the Florida senator said.

SO far I would say that our two party system is for the few..not the majority. All you have to do is look at what congress has done over the years..which is nothing...granted..some taxes have been cut..but who benefited most from these cuts and who is pushing for even more ? Congress is looking to cut education for our children..collage funding for students wanting to go...and now cuts are being asked for there also..interesting part of that is for Rubio..who used that funding which he now wants along with most other republicans to cut. I would like to see all of congress working for us all..not the few that they are pushing to help out today.

The choice is two tea party favorites. Continually putting up far right candidates means losing many moderate Republicans. Suddenly showing an interest in Hispanics won't fool any it's simply lipstick on a pig. You know their core beliefs are anti immigrant and anti minority.

I would vote for either one in a heartbeat. I prefer a candidate who understands the constitution and is willing to stand up for that, rather than the Democratic party who will give away the farm to stay in power and the majority of the Republicans who aren't much better.

This country is turning into a society that refuses to hold each other accountable for their own actions, a society where everything is fair for everyone, a society where everyone looks to the government to solve their problems, a society that vilifies the so called rich (i.e. the producers) while the politicians stoke that stupidity while they line their pockets with our money. There is so much waste in our government, but as the sequester debacle has shown, neither party has the guts to do what is right. Spending could be cut 10-15% right now and if done properly, 99% of the country would never know. Congress pushes for spending on military equipment that the military has said is not needed. Congress refuses to make simple changes to the US Postal Service that could make it solvent. Obama stops tours of the White House but gives Egypt $500M. It's never ending!

The waste is endless, yet you morons keep puffing out your chest, posting all your regurgitated socialist talking points while the country spends it's way into bankruptcy.

And btw, I wouldn't consider this any kind of political victory. It was never a formalized bill and never came up for any kind of vote. But see, that's the beauty of the Democrats.     I consider myself as a “Goldwater Republican,” meaning that I am moderately conservative and believe in a good budget with appropriate spending.  The Republican Party, (The GOP - meaning the Grand Old Party), has to wake up and realize that they must represent and care about all of the people - not just the conservatives and not just the wealthy. 
    
    The GOP must realize the value of teamwork in order to achieve goals.  Like it or not, we are all in this mess together.  The silliness and incompetence of the U.S. Congress is responsible for this mess.  We, the people, elect the members of congress.

    Norquist said with Romney all they needed was someone who had five digits to hold a pen not someone to develop policy. They already had a plan, the Ryan plan. I wonder which of these is pliable enough they won't try to actually be a president?

    All we have to do is replace Obama. ... We are not auditioning for fearless leader. We don't need a president to tell us in what direction to go. We know what direction to go.       As much as I like Rubio, he cannot be pressident as he is not a Natural Born Citizen! and therefore inelgible! Neither of his parents were citizens when he was born so he is only a "native born" citizen and not natural born. The same goes for Obama also as his father was a British citizen and as such gave Obama British citizenship at birth. Obama is an inelgibe and now an illegal president!       As much as I like Rubio, he cannot be pressident as he is not a Natural Born Citizen! and therefore inelgible! Neither of his parents were citizens when he was born so he is only a "native born" citizen and not natural born.       Unless we get a Christie/Huntsman or Huntsman/Christie (preferably the latter, probably the former) ticket, there is zero reason to lend any credibility to the Republican Party and its endeavor to win back the White House.

      Bill Thomas. I am from Florida and know Rubio, I voted against him every chance I had to vote against him. People voted him in, but are now VERY sorry that they voted for him.       The GOP (Grumpy Old People) does not like to win National Elections. Rubio or Rand will surely put the Presidency into the hands of the Democrats for another four years. And it is a matter of another Congressional Election or two before the House is taken over by the Democrats. The GOP (Greatness Once Prospered) still has not learned their lesson. Too bad they did not pay attention to Gov. Christie, lessons on how to play nice...compromise...give credit when it is due. The problem is that Gov. Christie has to realize that getting rid of police officers is not the solution to cutting crime rates (Camden, NJ - the worst crime & proverty rate in the nation) nor is getting rid of teachers the solution to educating the future of our country; yes, the children are the future of this county!! Wake up, folks!!

      And one more thing people...let's get the facts straight. Obama is not the fault for our deficit being so high. It was GWB who got into office in 2001, immediately slashing taxes (more beneficial to the rich) then spending money for a useless war (2002) over make-believe WMD. How much did this extra spending with less revenue coming in cost the taxpayers? Nearly $2Trillion and the lives of many military & civilian people. The smart solution would have been to cancel those tax credits; not going to war would have been smart too. Closing tax loopholes would have been helpful in keeping the deficit down. Then we had the Financial Crisis caused by greedy executives of the large financial banks...approving loans for people who never should have had them in the first place. In comes TARP (signed by GWB October, 2008). It was also the last quarter of 2008 when the unemployment level topped off at 10.2%.

      A mess can be created in second, but it takes much longer to clean up a mess. GWB had eight years to create the mess. It was going to take more than 8 years to clean it up.

      In comes Obama. I am sure he was overcome by the real mess he saw the moment he stepped foot in the White House. Reminded me of the CEO that took over Lucent Technologies after they fell apart. He had no idea what he was getting into; at least, he thought he did. Unfortunately Obama only had 2 years with a Democratic House. Got a few intelligent things passed...health care was very important...though not the solution I would have choosen. The Republicans did not like the success Obama was having in first term so they set out to do one thing...see that he was not elected a 2nd term! Sorry, but I thought elected officials were elected to work for the voters? They sat on their fat azzes doing absolutely nothing...even when Obama handed them their own solutions. They just did not want him to have any success on their dime. Too bad, that did not work out for Boner...I mean...Boehner!

      In 2011 Romney got his wish...47% of the votes. Love how that came back to bite him in the azz!!!

      BillThomas...how much money did you lose in the stock market in 2002 and 2008? That was not Obama's fault, he was not President. Just ask the people who retired...the mechanic, the machine handler, grocery store manager, small business owner, non-union private school teacher; then go talk to the waiters & waitresses, school bus drivers, gas attendents, store clerks, meat butchers, car wash attendents, dry cleaner, and retail workers...to name a few. Ask them what they are living on now that they cannot get jobs in their old age or illness? Go talk to the people with illnesses they were born with or contracted due to no fault of their own...oh wait, I am one of those people. I have Cystic Fibrosis...defying the odds at 40 years old. Paid my own tuition for 3 college degrees...so much for a career when all your money goes to health care so pharmaceutical company execs can live high on the hog. I probably would be dead if I did not have the earning power to pay these bills. Yep, $275k in 10 years. I could have bought a house, put money away for retirement. I did not file bankruptcy because I did not want to ruin my credit...for obtaining a decent job. My will to live is at the mercy of corporate greed...damned if I do and damned if I don't!!

      Obama was not my answer in 2008...I wanted Hillary! Guess what...? I don't give up...Hillary 2016!!!

      The Democrats continuously say that they are for the Middle Class and Lower Income people, while ridiculing the Republicans for "being for the 1%". It's totally a bunch of BS. So many of the Liberal/Progressive policies that are being pushed are some of the worst policies for those Middle Class and Lower Income people. Just to list a few...Raising the minimum wage, Gun Control, and ACA, just to name a few.

      Raising the Minimum Wage for instance causes a huge jump in unemployment. Raising the Minimum Wage, while resulting in a boost in the immediate income for those individuals who are only making the minimum wage, however, it will also result in a gradual increase of unemployment and also an increase in the people who are working part-time jobs instead of full-time. The costs for that business to operate will increase, which will not stay with the business, it will be pushed down the line onto both the consumers and onto the lowest ranking employees. So what happens when the minimum wage goes up, the employees really aren't making any more money because they will either be losing their jobs or will be losing hours (If you just lose 10 hours from your 40 hour work week after the raise, you will still be making basically the same amount as if the minimum wage wasn't increase...7.25*40 = 290, 10*30=300) and also it will result in an increase in the cost of living, so their money won't be able to buy as much as it does now. This is because as costs increase, for businesses to make profits, they have to increase prices, thus putting the pressure on the consumer.

      Gun Control. Some of the biggest cities, such as Detroit and Chicago have some of the highest concentrations of Low Income families, and taking guns away from those law-abiding families who need them the most will increase the danger that their families are in. Just look at history to see what Gun Control can do. The KKK used Gun Control in legislation in Democratic southern states in the late 1800s through the 1900s to keep the newly freed black communities from having guns, with which they could defend themselves with.

      The ACA has been proven to increase taxes on all middle income, low income and high income families. The taxes on the hospitals and on businesses who won't buy the insurance for their businesses (because the ACA actually makes it cheaper to just pay the fine and be done with it than actually buy the insurance) and even if they have to buy the insurance for everyone, it will be passed on once again to the employees and the consumers. Health insurance premiums and the price for health care will continue to rise and will be an additional burden on all taxpayers (not just the wealthy).

      But please, don't take my word for it, look it up yourselves....

China protects it's industries and penalizes imports, manipulates their currency and forces companies that want to build factories there to partner with Chinese partners and share technology. China's only concern isn't immediate corporate profit they only care about what's best for their country. Is that unrealistic? To compete we need to have a government that protects our industry as they do not one that protects corporate profits no matter where it comes from. It's time Republicans remember they're Americans first and businessmen second. And no I don't accept that corporations have to be rewarded to be good Americans. It comes naturally to Democrats.

              They like to scream about the trillion dollar deficit Obama created in 2009 apparently not smart enough to know the 2009 budget was passed by Bush in 2008 and that the CBO declared deficits would exceed 1 trillion at least through 2011 regardless of who was elected. They listed the cause as the loss of 100's of billions in tax revenues due to the meltdown, continuing war costs, debt servicing and the addition of millions onto unemployment, welfare, food stamps and Medicaid roles who lost their jobs the last half of 2008 and early 2009. Imagine Obama having such an impact before he was even elected. Notice date of article. 13 days before Obama took office.

That 1.2 trillion brings Bush's total from 5.7 trillion to 12.1 or an average of 800 billion a year despite the fact he started with a 450 billion surplus and 4.2% unemployment. Obama started with a 7.9% unemployment rate, millions in foreclosure, 700,000 a month losing jobs and our financial system that would have collapsed. Are you people really that stupid? After the meltdown tax revenues were down 500 billion a year with 10 million more people eligible for food stamps, unemployment, welfare and Medicaid. I can't believe how dense you people are.               Yes, at least if you are a libertarian! I think women have the right to do as they please with their body and I am a fiscal conservative. Don't paint all fiscal conservatives with the social conservative brush. I am very socially liberal. I believe people have the right to choose what they can put in their bodies (meaning drugs) and should be allowed to sell their bodies if they so please. Do you believe in social liberty or are you just another Democrat shill? If women have the right to choose what to do with their own body then they should be allowed to be prostitutes, use drugs, get abortions, etc. Does the government have the right to tell anyone what they should/shouldn't do with their body?

              The Republicans you are speaking of, are the party that were formed in 1854 in order to Abolish slavery, which they did when one of their own became president in 1860. It was the Republicans who tried to impeach the Democratic President, Andrew Johnson, after he vetoed the Civil Rights Act of 1866.

              The Vietnam War, one of the most controlversial wars in American history, started in 1954, but the US didn't get really involved in it until President Kennedy in 1961 (he was a Democrat), we pulled out of Vietnam under a Republican President in 1975. It was President Gerald Ford who got us out of Vietnam.

              Both the 15th and 19th Ammendments to the Constitution were passed by Republican congress, Republicans controlled the House of Representatives and the Senate.

              It was a Democrat, FDR, who allowed all Japanese Americans to be rounded up and held in internment camps simply because of their Japanese heritage. That was later rescinded by a Republican, President Gerald Ford.

              While Iraq may be seen as a rather controversial war, it still resulted in the US helping the Iraq people overthrow a dictator and become a democracy, giving those people a chance to be free.

              So from what I see, looking back through US history, both parties have done some good and some bad. The Republican party has done quite a bit to increase freedom for all peoples, while the Democrats are most notably known for installing all the entitlement programs, such as Social Security, Medicare and Medicaid.

              So saying that the Republican party has done more damage to America than any other party in the history of the US really means that you are either extremely uneducated or you are racist, sexist and probably enjoy the government controlling every single aspect of your life...

                The republican party of the 1850's and 1860's is dead. The republican party, since the 1960's has been the political party of racism and segregation. It was formed as a home for all the racist and segregationist "Dixiecrats" who left the democratic party in droves after Truman desegregated the American military and Johnson signed the Civil Rights Act.

                The Vietnam situation had American involvement while the French were fighting the Vietnamese Nationalists. We were involved way before Kennedy with "military advisers". Both Kennedy and Johnson expanded our involvement and Nixon, after lying about ending the war, then extended it into Laos and Cambodia before ending the war by essentially turning tail. Something that should have been done long before.

                Again! The republican party of the last half of the 19th century in no way resembles today's republikan party. Not even close. The republicans responsible for the 15th and 19th amendments are long dead, both physically and intellectually.

                It was FDR, easily one of the greatest Presidents we have ever had, who lead us through the 2nd World War and helped destroy the scourge of Hitlerian Nazism in Europe. His internment of the Japanese Americans was a mistake but understandable at the time. Nowhere near the death of hundreds of thousands of Iraqi civilians that we "liberated" during a war based on lies and treasonous deceit. There is no democracy in Iraq, bringing democracy to Iraq meant " there...now you're free to give us your oil". Whether in Chile or Central America or Kuwait or Iraq we really don't give a @!$%# about democracy. It's capitalism that counts!

                You're right both parties have done good and bad. But the republikan party of today, of right now, is doing some serious damage to our country and our relationship between government and its citizens. If Social Security and Medicare are entitlements then I'm all for them. They have kept millions of our senior citizens out of penury or poverty. They represent the finest in our government. The republikans, taken over by the Ayn Rand, radical fascist right will not be satisfied until they have taken this country back to the 19th century. A disastrous future for America.

                    For starters, Paul tends to emphasize a more libertarian and cautious foreign policy, while Rubio has generally been more willing to strike hawkish tones.

                                                    The people of Florida outside of Miami are not to pleased with this Cuban spokesman[A Nice version for Rubio]. His family and his use of LOADS of Florida State money when he was speaker of the FL house questionably to repair cars ,House and Massage parlors didn't set to well with the real voters. We are still waiting for an explanation of how the funds got to him and why he was allowed to get at them. His favorability by REAL Florida voters isn't very good or high. His chances of re election are pretty poor. Even the Miami Cubans are dissatisfied with and about him.

                                                        Alaska Girl! Seriously? Only a true liberal such as your self would read my comment and come up with that comment. Now, let me walk you through it s-l-o-w-l-y....

                                                        First, let me state, I am married to a person of another race and my children are bi-racial so I think I would qualify as anything other than some bigoted pig as you may suggest.

                                                        My comment was directed at the fact that it seems we have a real problem in this country whereas we would vote for a person that is this or that instead of based on their platform. Poll results show an overwhelming majority of blacks voted for Barrack. Now mind you, most have seem to forgotten that he is no more black than white...remember, he is bi-racial.

                                                        That would be like me voting for Kennedy because I am Catholic or voting for Gore because I was born in North Carolina....which comes into play when a candidate picks a running mate based on where they are from to help "carry the south" or the like.

                                                        My comment reflects the sad state of our population that bases their vote on what they are going to get from a particular candidate versus what is in the best interest of the country.

                                                        I am of neither party and have voted both democrat and republican, sadly, as most, the lesser of two evils.

                                                                  I do not see where I wrote they would win the ballgame, only that they would be RIGHT BACK in the ballgame.

                                                                  Most of the population are not informed, therefore basing their vote upon a candidates looks, origin, race, gender, etc. If they think they are "informed" it is usually through the campaign commercials played while watching Survivor or one of the other idiotic reality shows that pass as entertainment nowadays.

                                                                  I do know quite a bit more than the average voter. I listen to both conservative and liberal points of view. I read from both sides as well. I try to educate myself and make an informed decision. And yes, it still comes down to picking the lesser of two evils simply because there is no good party in our present form.

                                                                  50 more years (if not sooner) it wont even matter...this country is going down the tubes...time for a new party (and not the Tea Party) to emerge.... I have had it with both of the status quo.
