In his first major address since taking office three weeks ago, Secretary of State John Kerry told an audience at the University of Virginia Wednesday that Americans must invest more in foreign aid and diplomacy in order to protect U.S. security and to cultivate American prosperity.
“Deploying diplomats today is much cheaper than deploying troops tomorrow,” he told an audience of students and others. He noted that he was speaking at a university founded by the very first secretary of state, Thomas Jefferson, who also served as American ambassador to France.
“Foreign assistance is not a giveaway. It’s not charity. It is an investment in a strong America and free world,” Kerry said.

The former Massachusetts senator, who was the Democratic presidential nominee in 2004, noted that “our whole foreign policy budget is just over one percent of our national budget. Think about it a bit: over one percent, a little bit more, funds all of our civilian and foreign affairs efforts -- every embassy, every program that saves a child form dirty drinking water or from AIDS, (or) that reaches out to build a village and bring America’s value.”

Kerry said that not spending U.S. taxpayer dollars on foreign aid and diplomacy would leave a vacuum that would “quickly be filled by those whose interests differ dramatically from ours. We learned that lesson in the deserts of Mali recently, in the mountains of Afghanistan in 2001, and in the tribal areas of Pakistan even today.”
Kerry argued that foreign aid need not mean poorer nations being permanent dependents of the U.S. taxpayer. “Eleven of our top 15 trading partners used to be the beneficiaries of U.S. foreign assistance,” he said. “That's because our goal isn't to keep a nation dependent on us forever. It’s precisely to create these markets, to open these opportunities, to establish rule of law. Our goal is to use assistance and development to help nations realize their own potential … and become our economic partners.”

Kerry emphasized the role of the State Department and American embassies in drumming up business for U.S. corporations, citing, for example, the American embassy in Jakarta for helping secure “an order for commercial aircraft – the largest order Boeing has ever been asked to fill. Meanwhile, the Indonesian state railroad is buying its locomotives from GE.”

He also argued that the United States must join with other nations to reduce the threat of nuclear weapons and “build partnerships” so that “we don't have to fight these battles alone. This includes working with our partners around the world in making sure Iran never obtains a weapon that would endanger our allies and our interests.”
He did not mention in his speech the continuing civil war and refugee crisis in Syria. Kerry and President Barack Obama are under pressure from a bipartisan group of senators to do more, including establishing an no-fly zone over Syria, in order to protect rebels from the armed forces of President Bashar al-Assad.

Mind boggling numbers. Heck, the U.S. is supporting a heck of a lot of countries, some of which are adamant on destroying the U.S.
But remember, Mr. Obama "promised" more Foreign Aid in his Progressive SOTU speech.
I would bet that the subject of foreign aid is something that most from the left and the right agree on. We cannot afford to give billions away to countries that hate us anyway. We are the next best thing to broke!

Got to love a liberal that asks how we can give out money when we are broke. Yet read that same poster under articles talking about the sequester and there is nonstop blame for Republicans not preventing it from happening. So I guess we are too broke to hand out foreign aid, but not too broke for any spending cuts.

Mr. Kerry talked about INCREASING the amount of Foreign Aid and stated the aid was in "America's self interest". He is only parroting what Mr. Obama said in his SOTU speech.
If you agree with Mr. Obama and Mr. Kerry about increasing the aide, then break out your Progressive check book and write the State Department a check.
Better yet, maybe Mr. Kerry can write his own check since he is saving money by having his yacht stored in a different State to avoid taxes.

I am sure you are one of those that favors the wealthy paying their fair share, but can't define what their fair share is, right? Notice for example that American Girl doesn't feel Republicans know anything about the economy, which could be true, but since Obama has orchestrated the worst recovery in history obviously Democrats don't either.

Most Foreign Aid is not only MONEY. But services and materials that are supplied by US Companies. These services and Materials keep US Citizens WORKING and receiving a pay-check...
Just like the DISASTER Relief Operations, that use US Citizens/Military and supplies from the US...
Currently the US & Thailand are conducting 'Operation Cobra Gold'. This not only includes Military maneuvers, but it also is building schools and providing Medical services in Thailand and other countries...
Most of the former USN/USMC Med Cruises included 3rd World RELIEF Operations. These built roads/buildings and supplied medical/construction supplies, plus it trained our service men/women...

Seems interesting to me that Democrats, who have controlled the House for 46 of the past 60 years and the Senate for 40 of the past 60 have had far more influence on the tax code then Republicans. In fact, how long was Charlie Rangel the head of the House Ways and Means Committee again? Rangel was also on the Joint Committee of Taxation. Democrats had a tax cheat as the chair of the House Ways and Means Committee, how special. Well seaskip, closing loopholes has been a broken promise of Democrats and Republicans for decades, in fact tax reform has been promised for decades. Now all Democrats want to do is raise taxes and reapportion spending. But cut nothing. So far Obama has cut nothing, at least nothing that will happen during his terms, and we will have to wait until 2022 to see if anything he touts as being cut actually happens. You should try holding your own party accountable for a change seaskip. All they do is talk a good game, but there is never anything on the table everyone can read. It takes three to tango in Washington, and Republicans represent only one of the three.

Foreign Aide is a practice of buying peace. Buying peace while expensive is still cheaper when compared to war - both economically and in the cost of American lives. Foreign Aide to (1.) Pakistan - provided relative calm between them and India, (2.) Egypt - relative calm between them and Israel. Need I go on? While it is annoying the cost is cheaper in the long run. At least I think so. grumble, grumble.

Each and every year we provide 3.5 billion in aid to Israel. In 2013, we also gave them 1 billion to build their "Iron Dome" missile defense system. We provide Egypt 1.5 billion so that they will help Israel provide border security. Meanwhile Israel has the strongest economy in the world. Look at the figures:

Chris - I didn't mention Iran in my post. This forum concerns foreign aid and we do not send foreign aid to Iran, as they, unlike Jews in Israel, support themselves. Perhaps you should read it again.

It is absolutely incredible to me that people do not understand our dependency on some countries, whether it's transpotation based, military based or economically based or political influence.

There must be a solution to our government. There just must be. My vote is Libertarian, but even that may be a pipe dream or a failed ideal of small government. Maybe we citizens are not yet ready for that level of personal freedom and accountability.
What we need is better education in this country so we can be more empowered to decide what really happens in our government, rather than sit idly by while politicians do as they please. Phillipines, 11.) Ethiopia. These eleven countries account for $26.3B usd last year. I just don't see the need in basically throwing our monies down the drain to these third world $hitholes, when we so badly need it here at home. Israel has the largest technological research complex in the world, second to San Jose, California. They are quite advanced in other fields, have geographical, security and strategic value to US. They also reinvest the foreign aid money in the US. And finally, they are the only one in that neighborhood with rule of law and functioning demcracy.
As for the rest of the countries on your list, I agree with you 100%.

1) We started a war there. That kind of means we should try to do something to make the people not hate us/fix what we broke.

Aid to Isarel? hell no. We are funding a good 20-30 % of Isarel GDP either with direct aid or indirect deals..What do get? nada.. we gain more arab enemies in return...
Aid to Egypt? hell no. We gave them couple billions a year just so that mubarek was nice to isarel...
Aid to Pakistan? yes.. We need government to function so that they can keep mullas' hands out of nukes
Aid to poor african countries? Sure, humanitarian reasons, people are starving there...
Aid to former soviet republics? yes, we give them aid, most via military equipment.. In return we get their reliance on US, trade etc..
