The federal government currently puts hemp in the same category of illegal drug as heroin, LSD and ecstasy -- but the Senate's top Republican wants to change that.
Senate Minority Leader Mitch McConnell, R - Ky., joined forces Thursday with a pair of West Coast Democrats -- Oregon Sens. Ron Wyden and Jeff Merkley -- to cosponsor a bill that would allow American farmers to grow hemp without fear of punishment. Also on board is libertarian Rand Paul, McConnell's fellow Republican Bluegrass State senator.
“I am proud to introduce legislation with my friend Rand Paul that will allow Kentucky farmers to harness the economic potential that industrial hemp can provide,” McConnell said in a statement Thursday. "During these tough economic times, this legislation has the potential to create jobs and provide a boost to Kentucky’s economy and to our farmers and their families."
The debate over legalization of hemp is contentious in Kentucky. The Chamber of Commerce supports legalization, but some law enforcement groups say it is a step that could lead to the legalization of marijuana.
McConnell's move follows action in the Kentucky state Senate, which voted Thursday to legalize hemp production there -- if the federal government also decrees that it's legal. Oregon has approved hemp production, but farmers can still be prosecuted under federal law.
Hemp is a variety of Cannabis sativa, the plant species that also produces marijuana. McConnell wants to legalize so-called industrial hemp, which contains a much smaller amount of THC, the chemical that produces marijuana's high.
Proponents of industrial hemp tout its many legal uses, such as in soap, cosmetics, and rope for sailboats and other watercraft. Farmers say hemp twine is much stronger than other rope used to bind bales of hay. Toyota -- which builds Camrys in Kentucky -- has spoken in favor of hemp legalization, saying they want to use the fibers in car panels and insulation.
Typically, the plants that make great industrial hemp make less potent marijuana. Plants that make great pot don't usually produce the strongest industrial fibers.

Industrial hemp is just that. Do you want to smoke that? Nothing has been said anything about personal use possession or medical marijuana. Please don't get excited over this. Its a step in the right direction but who would want to trust mitch mcconnell and rand paul. Plus law enforcement gets a big paycheck from the D.E.A. to eradicate marijuana so they are going to say anything so they don't lose a dime of their budget to keep it illegal.

You might want to take a couple of minutes to watch the short video, produced by the US Government, called "Hemp for Victory" (easily found on you tube). Acres of 15 ft tall plants as far as the eye could see. Kentucky was one of many states involved in the legal production of industrial hemp.

Arthur: You've got that right! Personally, I'd love to see all hemp legalized. As it is now, the criminalization of marijuana is nothing but a shell game to keep law enforcement employed. As with Prohibition, you can't stop what the people want. All you can do is legalize it and bring it under the ordinary rules of commerce or make criminals out of people who really aren't criminals, but want to make the choices of what to do that doesn't affect other people themselves.

The legalizing of hemp used to be a lib cause, it is an amazing plant(second only to its psychoactive cousin marihuana) that as others have stated can be used to make numerous products from the material to manufacture a vehicle to the fuel to run it. There are more than 40 different strains of hemp, the most commonly used is Cannabis oglalas which has less than .2% of THC in it, compared to Cannabis Sativa or Cannabis Indica which are the two strains that are considered Marihuana that have 20+% for "chronic/high grade" or somewhere between 10 and 15% of THC concentration for "swag/mexican dirt weed".
So you are right that hemp is a cannabis plant, but it is not Cannabis Sativa as you say, for those that are afraid of this opening up legalization of sativa or indica plants, it is only possible if the law introduced is insanely vague on what is being allowed, a simple line saying that the sativa or indica strains will still be illegal to grow would solve this, or better yet state that only cannabis plants containingless than 1% THC concentration are legal to grow.
Come on people other nations have easily made this distinction and have been producing hemp while still maintaining the ban on marihuana, in fact we the U.S.A. are their biggest customers, importing more hemp than any other nation.

yes like i said i know there are people who abuse the system, what system isn't? i know people that are using the law for legitimate reasons as cancer is prevalent in my family, also my sister in-law uses for her MS, my buddy came back from iraq and is using it to help anxiety issues from his PTSD, and lastly my cousin and a friend are abusing the law to smoke without worry of being arrested for their self perceived pursuit of happiness (i would do the same if i wasnt concerned with being in a government database as a user, as this could cause issues with my job). Industrial hemp was grown here qnd in Mexico during WW2 for a variety of uses. It was later banned again because there was fear that kids would get a hernia trying to get high from it. :-)

Now Industrial Hemp is a "Vice?" The "Land of the Free" is the only industrialized country in the world where Hemp for food, fiber, paper, construction materials, clothing and, yes, fuel. In fact, anything you can make with hydrocarbons (petrochemicals) you can make with carbohydrates (Hemp). Except, of course, a toxic oil spill. You can put hemp oil on your salad. Here, in my home of Kentucky, our most well known industries are cigarettes, booze and gambling (horse racing). We used to be known as the Hemp State, because the growing conditions are outstanding for the production of hemp seed, which was sold to the many other states which grew industrial hemp for industrial feedstock. Why not let a positive industry grow here?
The Middle East has oil, and we send billions of dollars "over there" to run our country. Much of that money is used to finance terrorist activity here, and around the world. Kentucky has the chance to take the lead in returning to a saner reality, where the money spent on fuel and quality alternatives of the various petrochemical, chemical and pharmaceutical product derivatives go not to foreign countries through the centralized US banking system in Wall Street, but to regional and local banks. This is because Hemp processing plants, in order to be economical, need to be within 50 miles of the Hemp farms. Supporting Main Street, not Wall Street, is the real threat of Industrial Hemp.
And, as far as the claim that Hemp is illegal, according to the Congressional Research Service:
"Strictly speaking, the CSA [Controlled Substances Act] does not make growing hemp illegal; rather, it places strict controls on its production and enforces standards governing the security conditions under which the crop must be grown, making it illegal to grow without a DEA permit."

I agree that industrial hemp is a useful crop. But it will never replace oil because the oil industry won't allow it. And, as a fuel. its still carbon based. I can't help but think that if President Obama had made this stand, McConnell would have railed about his lack of morals and ties to drug dealers.
Tag, even though it is carbon based it is above ground carbon. In other words the carbon comes from CO2 in the air thereby reusing the same thing that may be causing "global warming". Hey, Pigotry, there's nothing new about hemp. George Washington's diaries discuss his experiences cultivating it. It was possible to obtain a license to grow hemp in the US right up until Congress banned it in 1970.

And on a personal note, back in the late '70's as I was riding thru Indiana I noticed some "familiar" looking herbage on the roadside, I pulled over and sure enough it looked like what I thought it was and proceeded to indulge, or so I thought. An hour later an Indiana State Trooper pulled up and took one look at me and in formed me that during the war the local farmers raised hemp to be sent to the shipyards and what I had sampled was a 30th generation feral growth of that production. He didn't bust me, he just shook his head and said to enjoy my 3 day headache I was going to start to have.

Hemp's cousin Pot only became illegal when prohibition ended in the 1930s. The by-then-massive FBI needed something new to justify their existence and began the "Refer Madness" campaign.

Seems to me, I recall Jim Stafford's song about the Wild Wood Weed. Kept hearing it as I posted my comments, True there is that side for many who want to make pot legal. But with so many healthful, beneficial uses, it truly is a shame to deny farmers the right to produce it and keep the rest of us profiting in so many areas of our life from it.

Why does law enforcement even have a say in this? Isn't that the tail wagging the dog? Their job is to enforce laws as passed by the people's representatives in their legislatures. It is not their job to make, shape, or guide policy. They are neither medical nor health professional, nor are they sociologists. Even legislators are supposed to be concerned with the business of government, and not social engineering. Society is an engine that runs by itself, it does not need government oversight, and government is not constitutionally empowered to direct society. Leave people alone, let them do what they want so long as they do not harm others. Government's "war on drugs" has wasted billions of dollars and helped create the gang and violence problem we have in this country. Good going, guys.
It would be reasonable and appropriate for law enforcement agencies to argue, if they believe it to be true, that the legislation would make it more difficult for them to enforce existing marijuana laws. But I agree with you that the argument that they are making -- that it could lead to marijuana legalization -- is inappropriate.
Besides, it's a stupid argument anyway: There just isn't any logical reason to believe that legalizing industrial hemp will somehow lead inexorably to legalizing marijuana -- whether you are for or against pot legalization.

If you study history of drugs you can actually see things like hemp and marijuana where only made illegal because they where favored by minorities it was actually a way to stop minorities from stealing the jobs. This is still the case today why do you think things like cocaine have less hash penalties then other drugs? Because its favored by the wealthy. Although in some states Marijuana laws are a lot less strict then they used to be.

Hemp can also used for making speaker cones. Apparently, hemp speaker cones are stronger than paper speaker cones so the hemp speaker cones can be made thinner and still be stronger than a regular paper cones.

I personally don’t know who has and who hasn’t smoked pot,which has made profound differences to our nation and even the people of the world.
But what this article, topic and your statements are about is defiantly liberty,
individualism, and the human power to make decisions based on truth and the ability
to decipher those decisions from fiction. Our Government was simply established
to protect and maintain individual rights. Laws in fact are supposed to be written

I think we may be missing the bigger picture......McConnell is up of re-election in the midterm. He's not faring as well as he would like or his supporters and with the possibility of having a celebrity challenge him for his seat I think I'd be fore the legalization of like hemp as well!
Windancersong just taught me alot about hemp I didn't know, but one aspect was left off, it can also be used in home construction, it is called hempcrete when used in this manner. I only know offhand of one builder in the US using it in Asheville, NC area, but is not uncommon overseas. The advantages are many, the homes are strong, efficient and the walls absorb toxins making these "hypoallergenic" homes.

I grew up in Ohio and "industrial" hemp grew wild along the railroad tracks due to WWII and the transportation of the plant. Industrial hemp is very useful and better yet more renewable than trees (faster growing). If one is intelligent enough to keep the political party crap out of the discussion it would be easy to see the value of the product. I grew up in the 60's and did not partake of the drug as did my friends (I prefer a good bourbon or scotch) so legalizing "real" pot for smoking means little to me.

Industrial Hemp is totally different than the weed . The stuff grows wild in Iowa and along the Mississippi in some states. It was grown at one time till the cotton industry lobbied to make it illegal to eliminate it's competition in the market place. First informed decision I've heard come from Mitch McConnell. One must understand that it was the conservatives that muddied the water that made the hemp industry go away. I believe they were conservative Democrats from the south at that time. Hemp is easier to grow, produces a FAR greater yeild, is mush easier and cheaper to harvest, is more versatile in the types of cloth that can be manufactured from it, AND, it doesn't leach the soil as badly as cotton does. These should be reasons-enough to have hemp-growing legalized. Hemp is legal elsewhere, and hemp clothing is available, and has-been, over the internet. I own a hemp shirt, since 1990 (when I purchased it though a mail-order firm), and it shows little wear, for it's age. I cannot say that I own ANYTHING made of cotton, which has lasted that long. The notion that this will lead to legalizing marijuana? Lawmakers care not about the actual drug, it is FAR less damaging than liquor. But the jails are filled with folks who are in on marijuana-related charges. The super-rich invest.., yes, invest, in prisons. We will need far-less law-enforcement to wrangle the despicable pot-smokers into those prisons, and ultimately, the folks who really run the country (see: super-rich), will take a hit in their pocketbooks. Well said... People have to realize that the main reason why marijuana is illegal is because that's how the "private prison for profit" (over private 250 prisons) system in this country wants it. They've been lobbing government for years to keep it illegal and to make laws more strict with longer sentences ... The longer citizens are in prison the more money they make (100.000 P.P. inmates ).... Why do you think that the US incarceration rate is the highest in the world ?.... The US represents 5% of the world's population and 25% of the world's prison population.
