Rubio to frame bitter tax, spending fights in humanizing terms

Florida Sen. Marco Rubio will look to jettison Republicans’ caricature as a party of the rich in the official Republican response Tuesday to President Barack Obama’s State of the Union address.

Recommended: Obama says Bolstering middle class must be policy 'North Star'

Rubio, the Cuban-American senator and a rising Republican star, will frame Washington’s bitter fights over taxes and spending in humanizing terms. His remarks seem firmly tied to the broader Republican effort to expand its reach and shirk the image of a GOP that has grown older, whiter and more dominated by men.

“Mr. President, I still live in the same working class neighborhood I grew up in. My neighbors aren't millionaires. They're retirees who depend on Social Security and Medicare. They're workers who have to get up early tomorrow morning and go to work to pay the bills. They're immigrants, who came here because they were stuck in poverty in countries where the government dominated the economy,” Rubio will say, according to English-language excerpts released by his office. (Rubio will also deliver a pre-taped response in Spanish.)

Florida Senator Marco Rubio speaks during the final day of the Republican National Convention at the Tampa Bay Times Forum on Aug. 30, 2012 in Tampa.

“Mr. President, I don't oppose your plans because I want to protect the rich. I oppose your plans because I want to protect my neighbors,” the Florida senator will add.

Rubio’s speech will also seize upon anemic U.S. economic growth in the fourth quarter of last year to argue that increased revenues would only stifle the sluggish recovery from the 2008 recession.

The Gaggle talks about Marco Rubio's Republican response and discusses whether it is a big deal for him as a senator.

“Raising taxes won't create private sector jobs. And there's no realistic tax increase that could lower our deficits by almost $4 trillion,” Rubio will say. “That's why I hope the President will abandon his obsession with raising taxes and instead work with us to achieve real growth in our economy."

Recommended: Florida – the state to watch over the next four years

The Republican’s speech sets the stage for this spring’s fight over alternative Democratic and Republican budget proposals, both of which are tied into resolving the so-called “sequester” – the swift, automatic spending cuts that make up part of the “fiscal cliff.” Lawmakers delayed the onset of these cuts until Mar. 1, but lawmakers appear nowhere near a deal to avoid its effects, which would threaten to hamper economic growth and harm national security, according to the Obama administration.

Among other policy specifics upon which Rubio will touch are budgets and entitlement reforms. The first-term senator will call for ratifying a balanced budget amendment to the U.S. Constitution – a proposal that has failed before in Congress – as well as changes to Medicare that would shore up the program’s solvency for future generations.

There is nothing humane about addressing non-existent problems. All Rubio can do is
pique the annoyance quotient of the 53% of the popular vote and 332 electoral votes. Possibly, now even more than that since Rubio can't be not a bagger and GOP.

I had to turn Rubio's speech off; it was painfully bad. He started off OK but it just gradually descended into a nervous rambling of old talking points that had nothing to do with what the President actually said tonight. When he delivered the line about the President spending more in 4 years than Bush did in 8 I shut if off. Because that, my friends, is a completely fabricated lie with no merit in fact whatsoever. A tired, old, proven false whopper of a lie that somehow always makes it's way back to the top of the Republican's favorite talking points. Sorry guys - you need to get with the real program and get on board. No one who actually knows the facts is buying your story.

I thought Rubio was suppose to be a politcal superstar. That was a really poorly delivered speech. The response to the State Of The Union is a chance to score some political points but I think he damaged his career tonight.

I realize it's tough to follow the main act and someone who is very good at delivering speeches. But there are things you can do to at least deliver a cogent narrative. Rubio fell apart. His body language, nerves, and delivery were terrible.

I hope he is a better legislator than orator.

R. Lawson, Rubio is a superstar in the media's eyes only. We're going to have to put up with it for 4 years. There isn't one thing special about Rubio.

President Obama connects in a way a president should connect. I was thrilled to hear him push for a minimum wage hike; he spoke about voter suppression and how we shouldn't sit still for that; he was very emotional when talking about gun control; he talked about ending the war in Afghanistan.

It was a superb speech. One of his best.

Once again, it will be the GOP "My way or the highway". No matter what Rubio may claim, it is impossible to " Humanize" the creation of a a Second GOP Recession, which is the result we will see should the GOP get its way. Have any of the Radical Right bothered to study the tax rates for the top2% back in the 50s and 60s? Have any bothered to look at the Federal Deficits following WW II, or the Korean War? We paid it all down, the Nation was working, and the Middle class thrived. Compare that with the Current GOP approach. Consider what that approach has gotten us. Massive redistribution of wealth to the top 2%, almost 50% of all Americans living at or near the poverty level, shrinking of the Middle Class, Massive debt, almost 9 Trillion in Federal Debt incurred by Reagan, Bush I, and Bush II, yet the GOP with three administrations worth of "tax cuts for job creators" only created less than half as many jobs as the "job destroying Democrats", finally culminating with the Bush II Economic Meltdown.

Now Rubio, and the Remnants of the Late, Great GOP, want to try is one more time, as they have become "The Party of Maintaining the Status Quo". Once again, no solutions, no answers, just the same failed economic theories. Instead of putting the Nation back to work, the GOP wants to drive the Nation into "Austerity Mode", and duplicate here what has happened in Great Britain. For the GOP it is a win, win situation, Smaller government will result is "Austerity Mode". Go right ahead Mr. Rubio, put a kinder softer face on the New GOP. Don't try to create new jobs, or rebuild our economy. Instead, create a Second GOP Recession. Historically, this is what the GOP always does, then the Democrats have to rebuild it. History will repeat itself once again..

Neither does insolvency - just ask Greece, which is struggling with 30% Unemployment because they can't find any more money to borrow to pay their 'entitlements'.

We can either have voluntary minimal 'austerity' now, or have massive austerity forced upon us by others. You don't really think that Greece is CHOOSING austerity now, do you?

“The fact that we're here today to debate raising America's debt limit is a sign of leadership failure. Leadership means 'The buck stops here.' Instead, Washington is shifting the burden of bad choices today onto the backs of our children and grandchildren. America has a debt problem and a failure of leadership. Americans deserve better. I therefore intend to oppose the effort to increase America's debt limit.”- Senator Barack Obama, D-Ill, Senate Floor Speech on Public Debt, March 16, 2006

He had a great role model for this behavior in Barak Obama. Do you remember the first two years of Obama's first term when the Democrats owned DC? That's all we got from Obama: It's my way or the highway. Republicans were shut out of meetings and deliberations and scolded every time they tried to even make a suggestion.

Liberal: Walking bundle of contradictions.

The Republicans should just stick to two simple messages and keep repeating them;

1 - The skyrocketing Debt will be devastating to the future of our children.

2 - The massive increases in the money supply to fund the Deficits will result in massive Inflation, high Interest Rates, and more Unemployment.

These are simple messages that even the 'low information voters' will understand, and there is no doubt that we will have to deal with these problems in the near future.

Obama's own 2013 Budget projections show that the National Debt will increase from $9.986 Trillion at the end of fiscal 2008 to $20.392 Trillion at the end of 2016 (Obama's last year) - but President's budget projections are notoriously 'optimistic' - it will likely be closer to $25 Trillion in 2016. The Interest cost alone will be devastating.

The Chinese are no longer buying our Debt - in fact, they have quietly 'cashed in' about $200 Billion of their loans to us over the last year (they know inflation is coming), and the Federal Reserve has had to replace that money by effectively 'printing new money' - along with about $1 Trillion in new money to finance the Deficit. The money supply (M1) has increased from about $1.4 Trillion in 2009 to about $2.5 Trillion now. Every responsible economist will tell you that this is highly "INFLATIONARY" - ala the 14% Inflation and 18% Interest Rates under Jimmy Carter in 1980.

Even the far-left Liberal outlet The Huffington Post recognized this;

Roy, Obama thinks he can get away with preaching the only legitimate way to pay off the debt is by increasing taxes. However, the government has two ways of getting money. One is by taxing and the other is simply printing it. ("Quantitative easing" is currently the code words used for printing money.) When the government prints money it is in essence a tax because it devalues every single dollar. Consequently, Obama has raised taxes on the poor, and even those on welfare, by printing money.

And let's not forget he also increased taxes on the poor by way of directly taxing them.

Restored Payroll Tax Pinches Those Who Earn the Least

“You got to stretch what you got,” said Mr. Phillips, 51, a front-desk clerk and maintenance man for a nonprofit housing group who earned $22,000 last year. “That little $20 or $30 affects you, especially if you’re just making enough money to stay above water.” So he has taken to juggling bills, skipping a payment on one this month and another next month.”

“If you wanted to design a policy to squeeze the spending of lower- and middle-income households, raising the payroll tax is the way to do it,” said Ian Shepherdson, chief economist at Pantheon Macroeconomic Advisors. “It’s very regressive.”

http://www.nytimes.com/2013/02/08/business/restored-payroll-tax-pinches-those-with-the-smallest-checks.html?hp&_r=2&

Rest assured, many a poor fool will continue to support him.

    Roy,

The deficit as percentage of GDP (the only really important measure) is shrinking faster than any time since the demobilization from WWII. http://www.washingtonpost.com/blogs/wonkblog/wp/2013/02/12/jed-graham-the-deficit-chart-that-should-embarrass-deficit-hawks/?wprss=rss_ezra-klein

Therefore the rest of your argument is moot (and for the most part repeatedly debunked, not that you care.)

      #1.31 - Wed Feb 13, 2013 7:16 PM EST

John B, Des Moines, IA "Roy, The deficit as percentage of GDP"

      I can't believe you actually fell for that nonsense from that liberal rag sheet. They were posting useless info - Deficit 'reduction' as a % of GDP is pure baloney and meaningless. That's like saying "I borrowed $5000 last year but only $1000 this year, so I had an 80% reduction in my 'Deficit'. What's REALLY important is our Debt Ratio (Our total debt as a % of Income, which is similar to what a lender would look at when considering giving you a loan) - here are the figures for recent Presidents;

The average Debt Ratio for Clinton (1992-2000) = 64.2% of GDP

The average Debt Ration for Bush (2001-2008) = 62.6% of GDP - yes, it was lower than Clinton.

The Debt Ratio for 2012 = 104.8% of GDP, and Obama projects it to increase further by 2016.

Greece became insolvent when their Debt Ratio got to 120% of their GDP, which could happen to us within 5 years.

Roy, as someone who pretends to understand numbers I'm surprised you don't understand that deficit as a percentage of GDP is the ONLY number that matters. Conservatives know that, too, and the proof is the phony talking point about Greece. Conservatives couch that one ENTIRELY in a complaint that government spending in Greece is 'X%' of their GDP.

YOU know it as well, because you IMMEDIATELY shift to percentage of GDP for the remainder of your argument.

Further, you continue to take discussions about DEFICIT and immediately sidetrack them into DEBT.

Apples to apples, Roy. As someone who pretends to understand numbers you should know that.

So Rubio isn't an Ayn Rand acolyte? Odd. His fellow Republicans prefer a philosophy that believes Christianity is ludicrous for its altruism. Jesus would puke if he were to return and see how his Christians ignore his teachings while claiming to represent Him. Republican economics promote predatory, unregulated, unrestrained commerce that creates a wealthy class -- the poor simply need to serve the wealthy or die. Real Christian. Pukes.

Republicans want to represent the 1% and ensure they own all the assets in an America that operates like the game Monopoly. They resent the poor, the young, the sick, the elderly. His mom better watch out -- cause she will go over the cliff when things get too expensive or burdensome. You want to know how America ends? Vote for these madmen. Will people run away from TAXES so they can hand over their earnings to GREEDY, UNREGULATED, BILLIONAIRE CAPITALISTS? It's LUNACY.

No, they don't care . . . about you, about anyone not wealthy, about anyone not offering up a donation above $50k. They find you pathetic and entitled. They SAID so. They believe those who pay taxes are idiots. They believe SS recipients, the military, the ill and elderly are moochers. Better you should Invest in a rigged banking system (he refuses to regulate), a rigged investment system (run by crooks who get golden parachutes), or fraudulent schemes run by their cronies to rape struggling companies. Are you all so gullible?

The majority of them just want a life where they can vote for a more centrist party, want to pay their fair share but not all of the taxes, want value for their taxes paid, want a chance to work hard and reap the benefits of their hard labor. Those benefits come from either working for someone or owning and running their own business. I really don't see anything wrong with any of that. Wall street drives major business with demands for ever higher profits for investors who could be anyone moderate poor or rich who invests thru 401Ks", or pension funds to say the least. Our country is drowning in debt and it has to stop. Some say cut spending and some say cut and tax the rich more, well it is now so bad that neither will work. Yes, big cuts are needed and more revenue is the only way. When it comes to revenue, EVERYONE needs to pay more. No more giving people back more than they paid in period. We have turned into a nation of gimme gimme, and just where does all that end. Only when the tax code is totally revamped to where everyone pays their fair share and not just the rich. Before you start screaming at me, I am not rich, no savings, no retirement or stock or anything, only social security. But I do know the difference between right and wrong.

As Bill said, unless you can cough up the 50k donation - you don't count. And that is precisely where the GOP has turned sour. And unless the Dems pull their act out of the kitty - they are well on their way to the same fate.

I abhor all the damned spending. I abhor the billions we piss away on defense beyond actual defense. But it is a scenario where we - the middle class - THE backbone of Ameirca - get cut by the same blade.

NEITHER party has enough gumption to balance the equation. Their politics and in-fighting serve only to drive wedges from coast to coast. If it isn't money, it's social issues. And while the social issues stir up emotions - the money gets sniped to pork projects and favors.

What appears ludicrous to me is having any hope that either party is for any one other than themselves. And a 3rd party here in the US doesn't stand a chance.

Republican/Tea Bigots refuse to sponsor more jobs repairing America's infrastructure, adding teachers, police, firemen and you think that's all right?

Republican/Tea Bigots think health care is only for the rich, and you'll vote for that? (Look at how many fortunes were destroyed by health care bills!!!) You're OK with that?

Republicans run from the gun lobby rather than seek sane gun regulations and background checks? You OK with that?

That's right ED-653122 and let's not forget about good ole' Jeb Bush with the savings and loan scandal side by side with his brother George and well let's not forget that their good ole' pops, was a president at that time. How in the world is this possible???? Karma, I guess.

Here's my question: If Rubio still lives in the modest, working class neighborhood that he's always lived in; and if we are to believe that he is middle class and not rich or wealthy; pray tell how he's already paid off a $100k student loan bill? Did anyone else catch that? I think there is a disconnect from reality somewhere in that scenario.

"Rubio to frame bitter tax, spending fights in humanizing terms"

That is soooooooo hypocritical after they way they have dehumanized the devastating spending cuts to real human services while handing all that rich people welfare to the Koch's and other inhumane creatures like pimp Adelson.

yep, always love it when people want to protect us by taking away programs that help us. The GOP can talk all they want about how much they care, but when you look at their policies they tell a different story. With friends like these....

Being taxing and spending is so good for the economy, I assume it is only a matter of time before Obama suggests we should be taxing everyone at 100% and "redistributing" the wealth as seen best for the economy???

Well they couldn't have put much thought behind change the face of the GOP (as if they really could). Rubio, Rubio, this guy is not going to bring Hispanics to the table in droves. The GOP might even loss more Hispanics. Get some new faces GOP'ers. Not the same ones with rearranged words.

I'll bet Rubio isn't going to talk about a balanced approach but cut, cut, cut without revenue increases. Typical Republican talking points.

Rubio is going to say he lives in the same neighborhood? Rubio announced he is moving his family to DC! And while he worked in Tallahassee he had a $650K home that got foreclosed on.

"Florida Sen. Marco Rubio will look to jettison Republicans’ caricature as a party of the rich in the official Republican response Tuesday.."

First Read, as Obama poodle, always throw in as much negative rhetoric about the GOP in its stories...making Rubio's job seem impossible..

            Why not say this, then?

"President Obama will look to reinforce Democrats as the Party of Government in his State of the Union address.."

All politicians care about is getting re-elected. So as long as they haven't "torn there butt with the voters" they represent, it doesn't matter.

America we have a spending problem not a revenue issue. Over 25 years of federal government service gives me the right to tell the American people that federal service is nothing more that "upper middle class welfare". We could reduce the federal workforce within the Department of Defense by 80% with no impact to Soldier readiness. General Officers and Senior Civilians continue to waste time and money on useless training (Defense Acquisition University and CES) and organizations like AMC, ASA(ALT), and IMCOM that add absolutely no value. Yet nothing will change because no one within the Department of Defense has the guts to stop this obvious waste let along work to become more effective and efficient. America federal employees to include myself have failed you.

Voting against women. Are you referring to the Women's Defense act? There are already many laws on he book against assault. Why do we need more that are nothing more than gender specific?

It is an nice twist though to say his commonsense approach means he's against women. Apparently you think some women just might be stupid enough to believe it.

So this Rubio is the great hope of the Republican party? Just another baby-faced anti government, pro business tea party type that never saw a tax cut that he did not believe would solve everything. Same old, same old. There is no there there.
