Cantor urges Obama to work with GOP on 'smarter cuts'

Published at 10:40 am ET:  House Majority Leader Eric Cantor urged Congress and President Barack Obama to agree on “smarter cuts” instead of the $85 billion in spending reductions that are set to begin March 1.

On NBC’s Meet the Press Sunday, the Virginia Republican said the $85 billion in spending reductions in the current fiscal year, called “the sequester” and mandated by the Budget Control Act which Obama signed into law in 2011, are “not the best way to go about trying to control spending.”

Cantor told NBC’s David Gregory that House Republicans have proposed alternatives – such as reducing the value of federal employee pension benefits – that would help avert the automatic spending cuts.

Cantor pinned the responsibility for suggesting the automatic cuts on Obama: “He’s the one who proposed the sequester in the first place.” Republicans, he said, are “anxiously waiting” for the president to begin discussing alternative cuts with GOP congressional leaders.

But Cantor said, “Every time you turn around,” Obama’s proposal is to raise taxes again. “He just got his tax hike on the wealthy and you can’t in this town every three months raise taxes,” the GOP leader said.

Obama and Democratic congressional leaders are seeking to raise additional tax revenue by eliminating or curbing some tax preferences and deductions. This would mean a new tax hike on top of the $700 billion increase signed by Obama on Jan. 2. That law, the American Taxpayer Relief Act, increased the top income tax rate on single earners with incomes above $400,000 and on married couples filing a joint return with incomes above $450,000.

It also reduced exemptions and deductions for single people who earn more than $250,000 and married couples filing a joint return who make more than $300,000. This effectively increased their tax bill.

Obama and most members of Congress didn’t expect or intend that the automatic spending cuts would go into effect; instead they thought they’d serve as a fail-safe device to spur agreement on a “grand bargain” of entitlement reforms, spending reductions and tax increases. When the “super committee” of 12 members of Congress failed to achieve that bargain, the automatic spending cuts were left as the default policy.

Senate Majority Whip Sen. Dick Durbin, D-Ill., said, “Sequestration was designed as a budget threat, not as a budget strategy.” He added, “It was supposed to be so awful that the super-committee would finally reach a bipartisan agreement.” He blamed Republicans on that panel for rejecting tax increases as part of an agreement.

As a way of raising more revenue, Durbin said, Democrats want to eliminate or curb some tax preferences, a strategy which “doesn’t really impose a tax burden on middle-class families.”

In an interview Sunday on Fox News, House Democratic Leader Nancy Pelosi argued that cutting spending on education and scientific research is harmful -- “and they are what are affected by the sequestration. So it is almost a false argument to say we have a spending problem. We have a budget deficit problem that we have to address.”

She said federal spending on education and research will produce more jobs – and that will mean more revenue flowing into the Treasury. “Nothing brings more money to the Treasury of the United States than investment in education of the American people,” the California Democrat said, arguing that Congress must choose “(spending) cuts that help us” and not allow “cuts that hurt our future.”

On immigration policy, Durbin hailed Cantor for changing his mind on allowing younger illegal immigrants or people brought into the United States by their parents when they were very young to become legal permanent residents and ultimately U.S. citizens.

Cantor said, “I thought the best place to start was with children. These are children who due to no fault of their own were brought here.”  He mentioned his own immigrant grandparents who emigrated to flee the anti-Semitic pogroms in Russia.

When Gregory asked Cantor whether he could bring with him a lot of conservative Republicans in the House to support an overhaul of immigration laws, Cantor said, “There’s a lot of movement right now in the House and the Senate, both sides of the aisle, with folks having a lot of different ideas.”

But Cantor clearly indicated that he would like Congress to pass a bill focused only on illegal immigrant children and “put a win on the board,” before addressing other, more complex aspects of immigration policy.

Yet Durbin said a legalization program for children or for people under age 21 would be only part of a larger immigration bill, and that a group of Democratic and Republican senators including Sen. Marco Rubio, R- Fla., is crafting that larger measure. “But it won’t just apply to children,” Durbin said. 

On another contentious policy dispute – Obama’s targeted killing policy for terrorists, even if they happen to be U.S. citizens – Durbin said Obama is working toward “a legal architecture to deal with this new war on terrorism” and “the new mode of war,” which includes not only drones as weapons, but computer-based or cyber warfare. “The policy is unfolding,” Durbin said, he did not say whether he thought a revised or new congressional authorization to use force was necessary.

Obama and the Justice Department have argued that the targeted killings of suspected terrorists in Yemen and elsewhere are fully authorization by the resolution Congress passed a few days after the attacks of Sept. 11, 2001. That congressional resolution, plus the president’s inherent authority as commander-in-chief to defend the nation from imminent attack, supply his constitutional basis for action, the Justice Department argued in a white paper reported Monday by NBC News.

    What is the truth about the “Big Oil” 4 billion a year “Tax Subsidy”?

    The summary of oil-related subsidies in the U.S. for 2010 totals $4.5 billion. That is a number often put forward; $4 billion a year or so in support for those greedy oil companies.

    But look at the breakdown. The single largest expenditure is just over $1 billion for the Strategic Petroleum Reserve, which is designed to protect the U.S. from oil shortages. The second largest category is just under $1 billion in tax exemptions for farm fuel. The justification for that tax exemption is that fuel taxes pay for roads, and the farm equipment that benefits from the tax exemption is technically not supposed to be using the roads. The third largest category? $570 million for the Low-Income Home Energy Assistance Program. (This program is classified as a petroleum subsidy because it artificially reduces the price of fuel, which helps oil companies sell more of it). Those three programs account for $2.5 billion a year in “oil subsidies.”

    So why do we still have fossil fuel subsidies? Because almost nobody — not even Bill McKibben — wants to get rid of all of the programs that are classified as fossil fuel subsidies. I suspect McKibben would not advocate eliminating the Low Income Home Energy Assistance Program. Two of the most outspoken Democratic opponents of oil subsidies have strongly defended this particular program — even though it is classified by the OECD as the 3rd largest petroleum subsidy. When Republicans tried to cut funding for the program, Sen. Chuck Schumer, D-N.Y., called the proposal an “extreme idea” that would “ set the country backwards.” Rep. Edward Markey, D-Mass, states on his website that he is a “longtime Congressional champion of providing assistance to low-income families to heat and cool their homes.”

    In fact, look at the reaction from Democrats when President Obama tried to reduce funding for the program. Rep. Markey’s office said: “If these cuts are real, it would be a very disappointing development for millions of families still struggling through a harsh winter.” Sen. Jeanne Shaheen, D-N.H., noted her opposition: “The President’s reported proposal to drastically slash LIHEAP funds by more than half would have a severe impact on many of New Hampshire’s most vulnerable citizens and I strongly oppose it.” Sen. John Kerry, D-Mass., wrote a letter to President Obama that stated in part: “We simply cannot afford to cut LIHEAP funding during one of the most brutal winters in history. Families across Massachusetts, and the country, depend on these monies to heat their homes and survive the season.” Yet each one of these Democrats was defending a program that is lumped into that all-encompassing category of “oil subsidies.”

    Last year CNN did a story where they put together their own list of the so-called oil subsidies, and in their list the “largest single tax break” — amounting to $1.7 billion per year for the oil industry — is a manufacturer’s tax deduction that is defined in Section 199 of the IRS code. This is a tax credit designed to keep manufacturing in the U.S., but it isn’t specific to oil companies. It is a tax credit enjoyed by highly profitable companies like Microsoft and Apple, and even foreign companies that operate factories in the U.S. Further, the deduction for oil companies is already limited. Apple is able to take a 9% manufacturer’s tax deduction, but ExxonMobil is only allowed to take a 6% deduction.

As you might expect, given the proliferation of robotic toys for less than $100, the actual cost of the "robo squirrels" was only a few hundred dollars.

        Two wars and a drug benefit program were finally put on the books. In addition, the effects of the economic meltdown that put more people on unemployment benefits, welfare assistance and food stamps cost money. The alternative was wide spread homelessness and starvation. We have these programs because we don't believe that people should freeze and starve in bad economic times and when the economy recovers, so do those numbers.

          Bush/Cheney did not include the cost of the wars in the federal budget. Funding was approved by continuing resolutions but no funding mechanism was ever developed other than borrowing. If the wars were included int he budget Bush would have had to scrap his tax cuts to pay for them.

                  I've been following some of the discussion about what the GOP needs to do to reconnect with a substantial part of the electorate that does not agree with their core platform. I discovered listening to Cantor this morning that the plan is to just ignore those issues.

                  When asked how the GOP needs to deal with the fact that a majority of voters do not agree with them on issues of taxes, abortion, contraception etc Cantor essentially ignored the question and said that voters only care about their children and jobs. If they can help people get their children into better schools and get jobs, that's what matters. In other words, the GOP figures that people are only concerned about themselves and if the GOP can make them comfortable, those people won't care or notice if conservatives impose their religious and social values on everyone.

                  Jindal is right - the GOP has to stop being the stupid party. They also need to stop assuming that the American people are the stupid people.

                  You do understand that the EPA, DOE, Education (that's redundant with DOE by the way), loopholes, foreign aid, were not invented by Obama, right? You do understand that while congress tries to beat the executive over the head with these agencies and programs, they are working hard to get their share of the funds into their states and districts, right? That their chances of being reelected are tied to how much pork they can bring home to their states while demanding that other states do without?

                          Before entitlements and employee benefits are cut, let's look at the below:

                          1. Terminating funding for any new weapon systems that are just upgrades.

                          2. Halting work on the European Missile Defense System. This system is primarily for the defense of Europe. If Europe wants one, let them pay for it.

                          3. Initiating a BRAC process to look at every one of the 1000 military installations we have overseas which have around 600,000 USA troops, many with families, to man them. Surely, all are not needed.

                          Also, why won't folks like Obama, Cantor, Boehner, Durbin and even the media bring these things up?

                          No pensions should be cut. All of those people worked for those pensions. It isn't their fault. I agree with the oversea bases and the weapon upgrades. Nothing for 10 years. That should give us time to get the funding under control and no one will pass us in quality.

                                I would say the president does work more then congress. Maybe not on what we want but Congress on average works only 140 days a year of that time around 3 hours is spent on actual work. For thise they get paid what almost $200,000 a year for what amount to what about 1/3 of a year.

                                      This is a proposal that would balance the Federal budget without raising taxes. You'll also see that in 2010 Entitlement spending was 13% of GDP. Defense spending was 5% of GDP. And you idiots want the defense spending to get the plug?

                                      Also, Federal spending in 2010 was an unheard of 25% of GDP. And you idiots think we don't have a spending problem?

                                      Tell me what your plan to finance a government that big would be. I'd love to hear your answers.

                                        My point is that current US Spending is 25% of GDP, highest in our Nation's history since WWII. Entitlement spending is almost 3 times what defense spending is. And a lot of you act like defense spending is the bigger strain on the federal budget.

                                        Whatever we do, we need to get federal spending back to below 20% of GDP. And Entitlement Reform is the best way to do it since it currently makes up of 52% of all US spending.

                                              On NBC's Meet the Press Sunday, the Virginia Republican said the $85 billion in spending reductions in the current fiscal year, called "the sequester" and mandated by the Budget Control Act which Obama signed into law in 2011, are "not the best way to go about trying to control spending."

                                              Translation for those who aren't fluent in Teapublican-speak: "Don't endanger the extremely lucrative contracts my buddies and I have with the Defense Department, among others."

                                              Again, it's the LOSERS thinking they can tell the WINNERS what to do with their win. It's also very satisfying to see these smug, arrogant leeches at least begin the process of groveling. But they'll need to get a whole lot more humbler than that before we offer them any morsels. That's just the way it works Teapublicans! . . . nobody knows that better than you all.

                                                Who controls the House of Representatives? Our constitution was designed as a system of checks and balances against the abuse of the people by the Govt. The Republican House is finally starting to understand that role and is actually doing the work of the people to stop the further expansion of our already communist govt.

                                                  What is the truth about the “Big Oil” 4 billion a year “Tax Subsidy”?

                                                  The summary of oil-related subsidies in the U.S. for 2010 totals $4.5 billion. That is a number often put forward; $4 billion a year or so in support for those greedy oil companies.

                                                  But look at the breakdown. The single largest expenditure is just over $1 billion for the Strategic Petroleum Reserve, which is designed to protect the U.S. from oil shortages. The second largest category is just under $1 billion in tax exemptions for farm fuel. The justification for that tax exemption is that fuel taxes pay for roads, and the farm equipment that benefits from the tax exemption is technically not supposed to be using the roads. The third largest category? $570 million for the Low-Income Home Energy Assistance Program. (This program is classified as a petroleum subsidy because it artificially reduces the price of fuel, which helps oil companies sell more of it). Those three programs account for $2.5 billion a year in “oil subsidies.”

                                                  So why do we still have fossil fuel subsidies? Because almost nobody — not even Bill McKibben — wants to get rid of all of the programs that are classified as fossil fuel subsidies. I suspect McKibben would not advocate eliminating the Low Income Home Energy Assistance Program. Two of the most outspoken Democratic opponents of oil subsidies have strongly defended this particular program — even though it is classified by the OECD as the 3rd largest petroleum subsidy. When Republicans tried to cut funding for the program, Sen. Chuck Schumer, D-N.Y., called the proposal an “extreme idea” that would “ set the country backwards.” Rep. Edward Markey, D-Mass, states on his website that he is a “longtime Congressional champion of providing assistance to low-income families to heat and cool their homes.”

                                                  In fact, look at the reaction from Democrats when President Obama tried to reduce funding for the program. Rep. Markey’s office said: “If these cuts are real, it would be a very disappointing development for millions of families still struggling through a harsh winter.” Sen. Jeanne Shaheen, D-N.H., noted her opposition: “The President’s reported proposal to drastically slash LIHEAP funds by more than half would have a severe impact on many of New Hampshire’s most vulnerable citizens and I strongly oppose it.” Sen. John Kerry, D-Mass., wrote a letter to President Obama that stated in part: “We simply cannot afford to cut LIHEAP funding during one of the most brutal winters in history. Families across Massachusetts, and the country, depend on these monies to heat their homes and survive the season.” Yet each one of these Democrats was defending a program that is lumped into that all-encompassing category of “oil subsidies.”

                                                  Last year CNN did a story where they put together their own list of the so-called oil subsidies, and in their list the “largest single tax break” — amounting to $1.7 billion per year for the oil industry — is a manufacturer’s tax deduction that is defined in Section 199 of the IRS code. This is a tax credit designed to keep manufacturing in the U.S., but it isn’t specific to oil companies. It is a tax credit enjoyed by highly profitable companies like Microsoft and Apple, and even foreign companies that operate factories in the U.S. Further, the deduction for oil companies is already limited. Apple is able to take a 9% manufacturer’s tax deduction, but ExxonMobil is only allowed to take a 6% deduction.

                                                        Grahams Staff has asked that McCain be left alone. We agreed if Graham would post a staff supporter with McCain so when he is asked questions the staffer can give him some facts.

                                                        Stop the wars 1 trillion, cut Republican spending on such things as race tracks and the Air Force new computer system. Stop the funding of the Defense Companies who do not produce 30 billion. Eliminate the tax shelters for Republicans 60 billion.

                                                          When will they get it through their heads that this failure president has no intentions of cutting anything unless it is defense or medicare, things people don't want cut. He can then deflect that to being the Republcans fault, keep dividing the country, wait for the horrible Obamacare plan to get into full swing becoming the largest part of the economy, and speed up his personal agenda plan on the country as a whole. The guy is a fraud. Just end all the waste and borrowing from our kids futures... that would be enough.

                                                          The USPS has shut down Saturday deliveries, due to the GOP, who forced them, and no other private or public corporation, to pay 75 years into the future for pensions of employees not even hired yet. And the GOP gave them less than 10 years with which to come up with the funds, while refusing to allow postal rates to increase to cover the temporary shortfall in profits, while the GOP hope the USPS, started by Benjamin Franklin, will fail!

                                                          Because the USPS uses union labor, under contract, the GOP is against it, even though the majority of the USPS workforce is comprised of returning veterans from serving our country's military forces. The GOP is trying to convince Americans that for-profit Fedex, DHL, UPS, and others, who now use the services of the USPS on over 30% of their deliveries to areas in our rural districts these alternate carriers refuse to deliver mail in can run leaner and meaner while they all charge more for deliveries!

                                                          The GOP would have us believe they are suddenly interested in being more civil, and want to come together with Democrats, when it is obvious that again, what they claim is the opposite of what they actually do.

                                                          Already, Republicans are imposing tougher voting legislation to block minority voters access to the voting precincts. Already, the GOP is atrtacking women's rights to choose, while proposing more intra-uterine probes on any women who seek abortions! Already, the GOP is proposing new distrtict lines and changes in electoral counting procedures to give them the edge in the next elections, while claiming they are our representatives.

                                                          Already the Republicans are refusing to announce one loophole on the rich they are willing to reduce, while our next fiscal cliff looms large and they would use austerity (cutting jobs) to convince us they are interested in more jobs! John Boehner (R) will not allow Bernie Sanders (I) to introduce his bill that could provide our government with 600 billion dollars in relief by changing the tax code, allowing 25% of our corporations to go tax free, year after year, by hiding their profits in the Cayman Islands and elsewhere.

                                                          Never listen to what a Republican says and believe it! Please understand when the GOP says something that behind closed doors they are plotting the opposite legislation.

                                                          Eric Cantor, who invested in our banks losing money, because he knew they would, did nothing to fix the problems leading to the economic collapse and the Bush Recession, while he collected his dividends for the downturn his party was responsible for! It was the Republican Party who crafted the Graham-Ruddman Act, giving banks the ability to gamble with our mortgages and finally crash into a recession because they resold the same junk bonds one too many times!

                                                          These Republicans now would convince us they are not greedy, while wanting to cut funding for Social Security, Medicare, and Medicaid, while reducing funds for the blind, children's lunch programs, and funds for the returning servicement with PTSD!

                                                          When will America finally cast off this albatross that hangs around Lady Liberty's neck?
