GOP senators assail Gen. Dempsey and Obama for response to Benghazi attack

Sen. John McCain reacts to Gen. Martin Dempsey's written statement surrounding the deadly attacks on U.S. facilities in Benghazi, Libya.

Published at 1:55 p.m. ET: Sen. John McCain, R-Ariz., sharply criticized Gen. Martin Dempsey, the chairman of the Joint Chiefs of Staff, for not deploying U.S. forces so they could rapidly respond to the Sept. 11, 2012 attack on the U.S. diplomatic mission in Benghazi.

“It’s one of the more bizarre statements I have ever seen in my years on this committee,” McCain told Dempsey, accusing him of failing to place U.S. aircraft ahead of time at bases such as Suda Bay, Crete, where they could  have reached Benghazi within 90 minutes on the day of the attack.

Given the threats and attacks on foreign diplomats in the weeks leading up to Sept. 11, 2012, McCain contended, Dempsey ought to have placed forces closer to Benghazi.

McCain called Dempsey’s testimony "simply false" regarding U.S. deployments to deter or respond to an attack in Benghazi.

Dempsey “didn’t take into account the threats to that consulate—and that’s why four Americans died,” McCain angrily told the general. In the Sept. 11 assault on the facility, Ambassador Chris Stevens and three other Americans, Glen Doherty, Tyrone Woods and Sean Smith, were killed.

The Arizona Republican also contended that “it was almost predictable” that “bad things were going to happen in Libya” in the weeks leading up to the attack because the fledgling government was too feeble to maintain control of the country – and he blamed Defense Secretary Leon Panetta and President Barack Obama for not deploying a strong U.S. military presence in the country to help keep order.

For his part Dempsey told McCain that “we never received” a request from the State Department to place forces closer to Benghazi to be poised to respond to an attack on the U.S. diplomatic facility.

“So it’s the State Department’s fault?” McCain asked.

“I’m not blaming the State Department,” Dempsey replied. But he said he was concerned on the day of the Benghazi attack about an array of possible assaults on U.S. facilities not only in Libya but in Afghanistan, Yemen, Sudan, Pakistan, and other locations in the Islamic world.

Dempsey, along with Panetta, was testifying Thursday before the Senate Armed Services Committee.

Senator Saxby Chambliss criticizes the job that Chairman of the Joint Chiefs of Staff General Martin Dempsey did to help protect the American citizens killed during an attack on U.S. facilities in Benghazi, Libya.

Panetta told the panel there were two short-duration attacks that occurred six hours apart. “We were not dealing with a prolonged or continuous assault which could have been brought to an end by a U.S. military response,” Panetta said.

Both Dempsey and Panetta said the best situation would have been to have had U.S. forces on the ground before the attack to defend the facility.

Two other Republican members of the committee, Sen. Kelly Ayotte of New Hampshire and Sen. Lindsey Graham of South Carolina, pressed Panetta and Dempsey on how many times they directly briefed Obama on the attack on the day it occurred – the answer was once.

Both Ayotte and Graham implied that Obama ought to have asked more questions and been more involved in keeping apprised of the events in Benghazi in real time. On her Twitter account, Ayotte said while the hearing was in progress, “POTUS outsourced #Benghazi response.”

While the attacks were underway, Graham asked, “did the president show any curiosity about how is this going, what kind of assets do you have helping these people?”

Panetta replied – citing his experience a former White House chief of staff, “The purpose of staff is to be able to get that kind of information and those staff (members) were working with us.” He added, “The president is well informed about what is going on.”

Graham also questioned Dempsey about Ambassador Stevens’s Aug. 15 cable warning the State Department that the facility in Benghazi couldn’t defend itself if it came under attack. Dempsey told Graham that he was surprised that Secretary of State Hillary Clinton did not know about that cable.

In his testimony, Panetta said the Department of Defense and U.S. armed forces “did all that we could do in response to the attacks in Benghazi.” He explained that “armed UAVs (unmanned aerial vehicles, or drones), AC-130 gunships, or fixed-wing fighters with the associated tanking – you’ve got to provide air re-fueling-- armaments – you’ve got to arm all the weapons before you put the on the planes” -- were not in the vicinity of Libya.

He said that even if he’d been able to deploy F-16 fighters or AC-130 gunships over Benghazi in time, “the mission still depends on accurate information about what targets they’re supposed to hit. And we had no forward air controllers there” and no communications with U.S. personnel on the ground.

He said, “because of the distance, it would have taken at least 9 to 12 hours, if not more, to deploy these forces to Benghazi. This was, pure and simple,  -- in the absence as I said of any kind of advance warning -- a problem of distance and time.”

He explained that “unfortunately there were no specific indications of an imminent attack on U.S. facilities in Benghazi. Without adequate warning, there was not enough time given the speed of the attack for armed military assets to respond.”

In his testimony Panetta also warned about the effects of the automatic spending cuts – called sequestration - that are mandated by the 2011 Budget Control Act and are set to begin on March 1.

“If Congress fails to act and sequestration is triggered, and if we also must operate under a year-long continuing resolution (keeping spending at last year’s levels), we would be faced with a significant shortfall in operating funds for our active forces with only seven months remaining in the fiscal year,” he told the committee. “This will damage our national defense and compromise our ability to respond to crises in a dangerous world.”

SECSTATE should have read her ugrent emails from Ambassador Stevens and notified the Panetta. Ambassador Stevens sensed immediate danger and should have been adequately protected. Panetta's response circumvents transparency. Sad.

American Girl-724855: Whether the assertions about former President Bush are true or not, I would submit that SECSTATE testifying she did not read any of the urgent emails from Ambassador Stevens totally amazes me based on the 45 years I have serving in and with the military. A four-star general would be summarily out the door if he did not read urgent emails from his wing commanders and people died.

Setting the "urgent" emails aside, lets look at the pattern of attacks in the months prior to that fateful day. Time and again our defenses were probed & tried. When the last government security contingent was pulled (against the written will of the ambassador), the enemy knew their cake-walk was complete.

This goes much further than that single day and positioning of "help" on that single day. This was political in nature because the new Libyan government did not want American troops in their ground in ANY capacity. To make the Muslim Brotherhood happy, we did as they asked - in spite of repeated probing (well known to America, and testified to before congress) by an enemy bent on making a statement.

All this adds up to why this matter is much different than past attacks on American interests. We knew there was a recent history of MANY problems. We ignored repeated requests for additional security. Even though the rest of planet Earth was calling this attack what it really was within hours, BHO continued to lie for days as they stalled for time & came up with a semi-credible plan to "CMA".

The attack on the Consulate in Benghazi where 4 brave Americans were killed, was;

A) A tragedy that perhaps could have been been prevented, but must be learned from or it will surely be repeated.

B) A cover-up "worse than Watergate" that deliberately misrepresented the true facts for political gain.

C) An Attack initially mistaken as part of the 9/11/12 Koran movie protests, that turned out to be a planned action by a group loosely affiliated with al qaeda, that has been misrepresented for political gain.

Clinton NEVER did the HARD work required of an effective SoS. To her the appointment which the Clinton mafia blackmailed Obama into giving her was simply four years of globe-trotting at taxpayer expense seeking photo-ops with foreign dignitaries. If the motivation (beyond conceit and a sense of entitlement) was to burnish her image for a 2016 run she has shot herself in the foot (and her fat azz). It is a pity that Obama was prevented from nominating his first choice for SoS - General Colin Powell.

At least she has gone and I hope stays gone. Air miles account for NOTHING and that is what her tenure achieved - NOTHING.

To the best of my recollection...the emails were never classified as 'urgent' by the Ambassador but that word sure is getting thrown around a lot here.

If someone could provide a credible link I would appreciate it. Some may believe it's purely a case of semantics but I disagree. If the emails were not classified as 'urgent' by the Ambassador then I can see as to why it was not immediately brought to Clinton's attention.

Benghazi was a tragedy, but there have been far worse. Republicans keep trying to make this into something that it is not, and we aren't buying it. Where is the outrage over the lives lost in Iraq, which is far worse than 4 deaths? What about the committees to tell us how false 'information' about 'mushroom clouds' was allowed to start a war we should not have started? There are a lot of things to learn from, and Benghazi is just another one. And not even close to 9/11, Iraq, Beiruit.....

It was not a 'US diplomatic mission' - it was a CIA base. So the real question to me is why the CIA operation (the 3 others killed with Stvens: Glen Doherty, Tyrone Woods and Sean Smith all worked for the CIA) was not better protected by their own contractors?

It is insane to act like this is the worst thing to happen in American History. This is not the first time a foreign diplomat has been put in danger, and, they know when they take them that they are dangerous jobs.

Yet the right wing while it keeps getting lower and lower in the national polls for the idiotic things they say about their fellow Americans, the President and others who have dedicated their entire live to the service of the people.

You are losing all credibility Conservatives! You do not give two squats about the lives of those people killed in Benghazi. You just want something anything, that you can treat like a scandal about Obama. The "worst" President ever just got elected twice by over 50% of the vote 5 million on the popular vote. No one has done that since Eisenhower.

One more thing that you lie about all the time. Obama is actually lowering the debt and has government spending down by historic numbers. Now of course some of the credit for that has to go to congress but at least be honest about one damn thing you say.

Those that call liberals low information voters are the biggest idiots of all. We saw this President and we saw what you were offering and we chose this guy. Get over it and start acting like real people and maybe just maybe you will win a national election again.

The big news is this:

Leon Panetta admitted that Obama was missing in action. Obama was out of the loop in everything during the 9/11/12 attack. Panetta had no contact with the White House during the hours of engagement at Benghazi.

And FYI, Bush had daily terrorist briefings while he was President. Obama does not.

dangerfield - We can learn from it so it doesn't happen again, but I still say it is C. Just me, but I try to look at things about national security without a polticial eye or political bent. I believe you do as well.

I also try to be consistent. Where I decried Bush on the Patriot act, I do the same with Obama's continuation of it. Where I decried Bush's civil right's abuses and torture, I am shocked at Obama's drone policy and its lack of oversight, not to say anything about its disregard of Constitutional protections for Americans. Most importantly I fear the precedent being made can have dire effects for future administrations.

As you have noted before, I find that the nature of (support of opposition) over the last week about this Drone controversy, is a litmus test. While some bring up salient ideas in its support others merely drone a party friendly line. I've made some posts against this policy, as have others, and while some have discussed it rationally. Others are said that we are aiding and abetting. What happened to the party of the big tent of ideas? A party welcomes D. Kucinnich and people that share his foreign policy brand of libertarianism so long as they didn't speak badly about their "GUY".

That is a problem, whatever side you come down on. Are people not able to calmly discuss an issue like this without flame throwers (verbiage and posters) coming out?

Sen. you seem to be overlooking the fact that in addition to it being the anniversary of 9/11 in Benghazi that day, it was also 9/11 everywhere in the entire world, and it was 9/11 at every one of our country's more than 400 Embassies and Consulates.

Furthermore, following the attacks on Sept. 11, 2001, the result of which cost thousands of lives, you did not ask a single confrontational or probing question of any member of the George W. Bush administration about their failures to prevent those attacks despite mountains of intelligence and ample warning. Is it possible you have become just an aging, hyper-partisan hack? Never-mind, ....that was rhetorical. The American people know what you have become.

Apparently McCain thinks that our enemies in the middle East are incapable of striking us even on their home turf, absent a mistake or a scandal by our President or his cabinet. I guess this begs the question: if they are so weak that any attack they mount is a failure of our leadership, why are we at war with them?

Maybe these guys should stick with what they're good at and pass some more restrictions on women's reproductive rights. Dealing with foreign enemies seems a bit too much for them.

If this attack had occurred under Bush it would hardly have made front page news. Four people dying in a terrorist attack isn't a national tragedy. Well over 3000 dead on 9-11 and 5000 dead looking for WMD because Bush had a dream Saddam had some and his destruction of our economy were the real tragedies. It's actually interesting that after 4 years under Obama the best slam the right can make about Obama is he failed to prevent an attack that killed 4 people.

I've read many of the posts...I think there is a kernal of truth in each of them (except, why bring up Bush, he doesn't have anything to do with this). The bottom line is that 4 Americans died. In addition, it seems there wasn't much we could do about it. Sure we could have put boots on the ground in Libya, but where would we get them from? The places where we moved them from would suffer loss of protection. Then when the terrorists strike them, the same Senators would be asking why did you take the troops from Morocco, Tunesia, Egypt etc. The Pentagon and the State department have huge resources, but they don't have unlimited resources. Dempsey said he could have repositioned the aircraft carrier, but he was worried about other sensitive areas.

So, we can raise taxes and buy more aircraft carriers. We can increase our military personnel. Is anyone out there thinking that we should raise taxes to buy more firepower? Sure, maybe our leaders, civilian and military made a mistake, but honestly, we have the best military minds in the world. If you toss them out for making a tactical mistake or messing with their publicist, where are you going to find replacements?

Questions ---Why do we have troops in Korea, Germany (all over Europe) and many other places. Do we really want to put troops in Syria? On the other side of the coin, do we want to let Yemen or Maly become terroist haven/training grounds? And what about that a**hole in North Korea? He wants to target the US mainland with ICBMs/nukes.

I don't know the answers, but I do know it is lot more complicated than why didn't we save the 4 guys in Libya?

Ambassador Stevens had the option to move to another location to sleep that night, and refused.

He was part of the CIA operations going on in Benghazi, and made the decision to stay.

It is indeed relevant to bring up the comparison of the Bush Admin. ignoring intel, which led to over 3000 Americans dying on US soil, vs the State Dept and Stevens being in a position that led to the deaths of 4 Americans on Libyan soil.

Those of you who refused to assign blame to the Bush Admin. for 9/11/2001 in NYC, yet are now blaming Obama for 4 American deaths on foreign soil in a country that isn't yet stable.....

Stevens should have left, if he thought he was in that much danger.

It is sad to watch a once great man like McCain melt down like he has been. I have rarely agreed with his politics, but always held him in high esteem. Aside from being a war hero, he has repeatedly in the past shown great courage while he bucked the republican Establishment and called them out when they were blatantly on the wrong side of history. Obama vs. Citibank (well, it wasn't even Obama vs. Citibank, was actually Buycks-Roberson v. Citibank Fed. Sav. Bank) wasn't a case about someone being to poor and being denied a mortgage. It was about mortgage redlining (which is a no-no in the financial world). Redlining is a practice where you shut someone out because of where they reside.

Let's say you take a city, we'll call it Anytown, and in Anytown, the south side of town starting Main and to the city's edge has a lower income than the north side of town. If you systematically deny the people south of Main street for loans simply based on location, that is redlining.

The plaintiff in this case also happened to be black and used that as part of the claim that discrimination was evident in this case.

Obama was a Junior Attorney in this case. The primary attorney was Fay Clayton. This is public domain and can be quickly researched.

Then again, this may be a case I hear about repeatedly since I work for a financial institution and it's often one that's brought up for examples of both redlining and overt discrimination.

Didn't get to hear much of the Senate questioning of Panetta but I did recall that Panetta stated when asked the question of when the President was notified and what was his response. I believe Panetta said he informed the President at their regular meeting around 5 pm on the date of the attack. He further stated that the conversation about Benghazi lasted about 15 to 20 minutes. He also stated the President told Gen Dempsey and Panetta to do what was necessary to protect Americans. According to Panetta Obama asked no questions or followed up.

This is a lack of leadership on the part of this President. One would think if there is an attack on an American facility the President would show more interest. I would expect at least the following question: "what forces do we have in the area, and are they ready to deployed and what is the time line for deploying military forces?"

Yes, "sfcret", everything you wrote was indeed true! Although, after receiving the 15-20 minute briefing, and basically telling his boys to "handle it", he did have the time to chat with Netanyahu for a full hour, but just couldn't find the time to follow up with anyone in his cabinet. This is not only a screaming lack of leadership, it's outright irresponsible.

Panetta said, though he did meet with Obama at a 5 o'clock prescheduled gathering, the president left operational details, including knowledge of what resources were available to help the Americans under siege, "up to us." In fact, Panetta says that the night of 9/11, he did not communicate with a single person at the White House. The attack resulted in the deaths of four Americans, including Ambassador Chris Stevens. Obama did not call or communicate in anyway with the defense secretary that night. There were no calls about what was going on in Benghazi. He never called to check-in.

That doesn't even fall under "phoning it in"! Must have been the Vegas lights swimming around in his microcephalus. I'm sure it was a dazzling show.

Thge Bush administartion was being pressured by the UN (where most of the claims of WMD where being stockpiled in a possible US strike), as well as both US parties and population to act on Iraq.

The claims that an attack were not just in the papers over there there were many many communications recieved that there was goning to be and attack on 9/11. This was reported for a couple of days right after the attack took place then those stories were covered up. The constitutin of the United States doe notr give the President the power to execute an American citizen ... because of "suspected" treasonous hevavior .period. If they were to attempt to capture the people they suspected of helping AlQuida and they got killed in the process that would be a different story all together. At least the attempt was made to bring them in and put them on trial. To simply order a drone attack on an American citizen by an American citizen much less the President of the Unitied States is murder if not treason. I don't like Alquida any more that the next guy but we are a country of laws that govern our people and our government. With out them we have caos.

Great, three wars instead of two. the news guy in the video after the McCain comment said something to the effect that 'what are they going to do when it comes out the kids were killed by these drones and it's handed over to the hauge".

Really? about 400 thousand people died in Iraq from direct bombing and after effects of said bombing and this guy is talking about collateral damage? at least one third were children. Really? the 400k figure is from a Harvard study, that's Bush's school. Where all the smart people go.

I hope everyone is currently keeping up on Agenda 21? Mr. Obama has already put people in place during his LAST term to help speed the process. Getting us all to move to the cities will be easy since he will simply stop permits that allow more building in the suberbs, increase taxes on those living there, as well as, make sure the gas prices go up by various means. One of those ways will be to increase the tax on gasoline at the pump, another to keep harping on "green energy", I could go on...but the point is, there are plenty of materials and researchers out there that are trying to warn us about the actual policies of the Obama Administration. Why do we keep fighting the people who are simply trying to warn us so that we can protect ourselves?

The financial crisis has been caused by many things and many people. And the common ingredients in all cases was greed.

The first mistake occurred in 1999 when the government repealed the Glass-Steagall Act of 1933. The Glass-Steagall Act prohibited any one institution from acting as any combination of an Investment Bank, and Insurance company, and a Commercial Bank. That mistake was fatal, and would have led to a financial catastrophy, even if no other mistake were ever made. Sadly, today, financial companies are still allowed to combine the 3 types of business activities.

In the second mistake, brokers engaged in fraudulent activities. For example, there was a program called 1 Million for a Billion at a prominent brokerage firm where a broker would buy 1 Billion Dollars worth of fictitious products in order to earn 1 Million Dollars in management fees. This essentially led to the company eating itself from the inside. By 2006, the company was a dead company walking.

The war in Iraq was another expensive mistake.

The outsourcing of jobs was yet another deadly mistake.

Once the big companies died and the jobs vanished, the housing bubble followed.

There are probably many other things that contributed to the financial meltdown. But I believe that these were the biggest.

The leadership position that McCain holds or for that matter any of the House or Senators when it comes to military spending, I would think that they should look into all embassies to see if each has enough support, military equipment etc and vote out the bucks accordingly. Can't they ask, is there enough support there? Is there enough equipment there? What is our people's exit stratigey in these places? Shouldn't these people be held accountable for these lives lost too?

Planes could have been sent, Gen.Ham was in the process of sending them when the W.H said to step down. Now if we could find out who issued that order, we might not be here.. 90 minutes is the air time for planes getting from Gen Ham to Benghazi. That could have stopped the attack.

              Okie

              The UN resolution to invade Iraq and the Congess passage of resolution allowing US to invade Iraq were widely argued as being necessary to give US leverage to gain Saddam's full cooperation with UN team's search for WMD. That Bush abandoned support of UN team's search for WMD before any were found is the biggest problem with our Iraq strategy.

              We put our forces at great risk of being attacked by Saddam's WMD. This was a stupid and foolish move on our part. All those Democrats who supported the authority to invade given to Bush must have been very upset when we rushed to invade Iraq before WMD were found and secured.

              The only way we will ever know what happened is from surviors of the attack. I was in 82nd airborne out of Bragg and we always had a brigade on mission cycle packed and ready to go. We also had a brigade in Italy as well. Im quite sure we had some Seals Rangers Special Forces ETC ETC close enough to at least make an attempt to help. Its is very very very starange that no atempt was made to at least try to help at the very least we might could have killed the terroist before they got away. Ther is more to this story than we will ever know.

              How is it that Wellstone had enough information to vote the correct way but everyone else was duped? You're trying to have it both ways. Was Hillary Clinton duped? If she and all the other dems are so easily duped maybe they shouldn't be in positions of power.

              Wellstone was a wonderful man, one of the few politicians who deserved the respect he received. He was a good man who believed in his convictions. It's too bad he died so young but he would have been swallowed up alive by Washington if he hadn't.               Velocity calculations put it at over 17,000 mph - which is impossible; if you count the frames the velocity becomes a manageable 1100 mph......believable velocity and well out of range of a Commercial Airliner.

              If the Government being run by the Republicans at the time want to continue to expect us to believe a lie than all facts surrounding 911 are suspect.

              The CIA was the real commanding agency at the attacked U.S. Consulate in Benghazi, Libya, not the State Department, senior U.S. intelligence officials said.

              In addition, two of the four men who died in the Sept. 11 attack -- former Navy SEAL commandos Tyrone Woods and Glen Doherty -- were actually CIA contractors killed defending the mission, not State Department contract security officers, as originally publicly identified, the officials told several news organizations on condition of anonymity.

              Also killed in the attack were U.S. Ambassador Christopher Stevens and U.S. Foreign Service Information Management Officer Sean Smith.

              The intelligence officials said that within 25 minutes of being alerted to the attack in a desperate phone call, the CIA rushed a half-dozen security operatives to the mission from a secret base about a mile away.

              The operatives, who arrived at the mission about 25 minutes after that, joined State Department security agents in a futile search through heavy smoke and enemy fire for Stevens, the officials said in the most thorough account to date of the assault and of the CIA's authoritative role at the consulate.

              The operatives evacuated mission personnel and took control of an unarmed U.S. military drone to map possible escape routes, the officials said. The MQ-1 Predator drone, used by the CIA for reconnaissance, began providing video surveillance.

              In the midst of the assault, the operatives also dispatched an emergency reinforcement team from Tripoli, the capital, and chartered aircraft that ultimately carried surviving U.S. personnel to safety, the officials said.

              The militant assault went quiet around 1 a.m., the officials said in a written account that said the pause lasted until almost daybreak and apparently led CIA and State Department officials to think the danger had passed.

              But just before dawn -- and not long after the CIA-led reinforcement team, including two military commandos, arrived from Tripoli -- the militants launched a brief but deadly mortar attack that surprised the Americans, the officials said.

              Two CIA security officers defending the base from a rooftop -- Woods and Doherty -- were killed in the attack, the officials said.

              Of the more than 30 U.S. officials evacuated from Benghazi, only seven worked for the State Department, officials briefed on the intelligence told The Wall Street Journal. Nearly all the rest worked for the CIA, under diplomatic cover, which was a principal purpose of the consulate, the Journal said.

              Most public criticism for consulate security lapses has so far been directed at the State Department, not the CIA. U.S. Secretary of State Hillary Clinton said last month she took responsibility for what happened.

              The new information does not address the Obama administration's various depictions of whether the assault was a protest that turned violent or a planned terrorist attack. But the officials reiterated early intelligence was patchy and often contradictory.               "It wasn't until after the points were used in public that people reconciled contradictory information and assessed there probably wasn't a protest around the time of the attack," a senior U.S. intelligence official said in a statement.

                While I live in MN too, maybe I see a different picture, could care less about wellstone, I remember a guy at work used to spew on and on about how the republican's killed him, sigh. Anyway not all of us agree with we take care of our own, we don't have a choice on what our taxes pay for, basically whoever wants free money come to MN, as soon as you cross the border as long as you have an address (even if it's not yours permnant address) we'll give you cash, why they had to start tracking the money being spent in vegas, MA, OH, ILL and suprise not in MN, sorry we are good people in MN but we are dupes as well. Anyone with a sad story has the possiblity of getting money and we have no say in how the money is spent or how much of it gets spent.

                If I could tell them where I thought the money should be spent, sort of check the box, I guarantee you it wouldn't be in handouts. People should help other people, not be forced too through my income taxes.

                Just saying that may be cruel, but we live in a cruel and unforgiving world. If people want to keep playing the money game, someone has to lose and someone will win, sadly the majority of us will lose, so it's becoming a "every man for himself" kind of culture. I didn't make the rules and I sure as hell didn't vote for any of them that did.

                Democrats, "Republicans Fault" ("Fiscal Cliff"). Fact. The Waitress arrived with the bill of $2.1 Trillion for the meal that President Obama ate, now he is looking around for everyone else to pay.

                Democrats, "Republicans Fault" ("Budget Cuts"). Fact. To pressure US Congress to find the money for President Obama's demanded spending of $2.1 Trillion that was previously not budgeted for President Obama threatened "Across the Board Budget Cuts" (Automatic Sequestration) for all previously Budgeted for Programs (like Medicare, Social Security, etc. "the Old People" Programs that the "Old People" paid into, etc..), Agencies (like FEMA, Department of Education, Veteran's Affairs, etc.), including chopping the Benefits and Entitlements of the "47%" (2012 actual 49%, update 2013 51%).

                The Republicans kept calling President Obama's Bluff of "Across the Board Budget Cuts" (Automatic Sequestration), until the last minute, and then extended this till March 2013. The money for the previously spent not budgeted for $2.1 Trillion that was not budgeted for by the then Democratic Party Controlled US Congress (both Houses) still not "Found".

Keep getting the Billions from the Corporations and the Rich to keep the Campaign Offices open to push your never announced "Agenda" as Political Action Committees.

                7) Get fined thousands while getting Billions after Presidential Candidate Hillary Filed Against Presidential Candidate Obama Violating US Law, McCain Feingold Bipartisan Campaign Act. After "Getting away with this" since before 2008, keep doing this.

                If they kill you 45 minutes after the attack starts and help gets there 46 minutes after notification, who are we saving?

                What good is safe room, if you can't stay in it safely for 48 hours?

                Bottom line, it is the HOST COUNTRY's responsibility to protect our diplomatic installations. Stevens should have left, if he felt threatened and more security wasn't forthcoming.

                People go there to work knowing full well what the dangers are.

                As much as I admire their courage, they knew before they left the United States headed for Benghazi that there was an element of life threatening danger in going there, and there is always that element of danger when you're stationed in a far off land away from the shelters of home.

                So then if you know that you can't respond until after they people are dead don't bother responding at all? Then there is no need for police, fire fighters, paramedics, etc because they will just be body collectors.

                It never cesses to amaze me how you guys want everyone to think that everything that happens in the government is handled by the president. If that was the case we would be a dictatorship or a monarchy. There are 3 branches of government so get off it. The president doesnt run the country alone. If that was the case then why are there so many aides, secretaries and staff members?? Are they just all standing around the water cooler waiting for a command? NO! They handle the day to day business of handling the orders and activities of the government..not everything makes it as high as the department heads so when you are talking about who is to blame then lets be alittle more realistic. Everyone with half a brain knows the "host" country is in charge of the security of the embassies over seas ..they do get funding aid from the country who embassies they are defending it is true but our government chose to cut the funding (which the GoP did "again" for a second time after the dem.'s put it back in in this last package) but the GOP doesnt want to talk about that because they are too busy blaming the dems and Obama for the lack of security that got these people killed. For the record the ambassador did say the security was questionable but the GOP didnt deem it necessary enough to give them more funding. Then once the attack occured that got him killed and 3 of his guys then the GOP chose to blame Obama and the dems. Face it GOP you are full of crap!. Funny how the wealthy like McCain and Romney feel their tax breaks are more impiortant then human lives in just about every catagory.

Place booby traps of C-4 all over the place so as a last resort, we can bomb the entire block we are on to kingdom come. At least we'd have the satisfaction of knowing we took those devils with us.

Now research the capabilities and speed of an AC-130W (additional information, AC-130s are Redacted, as usually fully mission loaded including fuel). Do you see something very wrong.

                What is also known from previous photos, is that the Ex USN SEALs and most of the US Security Forces did have Laser Designators for Terminal Guidance to paint targets on their M-4s/M-16s, that would have been used with an Armed MQs (Drones) or AC-130s for precision CAS (Close Air Support) that USN SEALs are trained and experienced to do. The speculation was that the Ex USN SEALs did Laser Designate "paint" the Ansar Al Shariah mortars while on the roof when they heard the unarmed RQ believing that it was a armed MQ.

                Do a Causative Timeline. Recommendation: Start your Causative Timeline with President Gaddaffi as a US Ally as negotiated by US Secretary Of State Condoleezza Rice. I used a heck of a lot of pieces of paper, pins, and different colored strings (connecting critical events, main events, moderate events, minor events). You might end up filling up a few walls, this is almost impossible to do on a computer (see the whole picture without scrolling). Before anyone starts name-calling, this is the same method that works used by Law Enforcement, Intelligence Agencies, etc.. At least you did not have a time limit. Also there are no irrelevant details, cross check each piece of US information (tainted, biased) with multiple sources especially using Non US (not tainted, not biased). Knowing and using the Science of the Interrelated Systems Management Approach is extremely important.

                  As in any government agency or big business, for that matter, there are layers of bureaucracy that hinder fast communications. As Panetta said, US military assets were many hours away. As it was, CIA assets in Benghazi were mobilized quickly and a rescue was mounted.

                  It is obvious that Benghazi consulate was in serious need of a security upgrade, but even then, all that was needed to save the life of our Ambassador Stevens was an emergency oxygen apparatus commonly available to firemen and miners. $300 million in security cuts passed by the Republican led House handcuffed State Dept. security around the world.

                  I find it inexcusable tht Republicans seek to exploit Benghazi attacks when they bear so much culpability in having inadequate security funding available to meet State Dept security needs. Penny wise, pound foolish.

Clinton's appearance before the House Committee that did the cuts, the House Republicans were most interested in cutting overall government spending.                   The problem was most of the money asked for was not for the security of our embassies but other projects less needed. If the pollys would put a reasonable and affordable bill with no added pork things may have been different. You say the house repubs are interested in cutting spending. I'm sure the repubs agree the utopian life the dems push would be great if it was free. Seems our potus thinks we do not need to pay our debts so borrow all we want from they say china I say the world bank but hey what difference does it make. We are so far in debt and yet we give foreign aid and ship our jobs off shore which both was made possible by a dem.

                  The security budget did include building projects that were being done by the State Dept on an ongoing basis since the embassy bombings in the late 90's at the hands of Bin Laden's terrorist organization.

                  Obviously, an upgrade for the Benghazi consulate would have been a new candidate (after Libyan civil war) for building funds for a security upgrade. No funding leads to no plans for security upgrade at Benghazi consulate.

The only ones who want to keep spending on their pet projects are the gop. Funny how spending is never an issue when the gop are in office. "deficits dont matter" quote Cheney.                   Our government bought brand new cars etc etc etc for embassies in PARIS ETC ETC ETC. The sad fact is our government does not use money wisely. Its not a repuk are dem problem the problem is we had enough money for additional securty but it was spent on luxuries at other embassies. our government is famous for spendin 500 buks on hammers etc etc. fact of the matter is something is very very very starange went on in the Bengazi attacks. We normaly send troops in to at least try to help. Something is very very very wrong with the entire stituation.

                  $500 for a hammer is often considered a way to fund a black ops budget. Unless you can show the invoice from the factory that received $500 for that hammer and interview workers at the plant, can you really be so certain?

                  There is certainly some waste in government, but secure vehicles for our embassy staff in areas where there is a potential for America's enemies to kill or kidnap our officials (such as Paris) may not be a luxury at all. Years before Bin Laden, other terrorist and separatist groups operated in Europe. Large immigrant populations from the Middle East make France a potentially dangerous place for American diplomats. Just because it hasn't happened yet, doesn't mean it cannot happen there.

                  Ok Shaak think about now Bengazi is in the top 5 of most dangerous places and Paris is not. Ok we had enough money take car of Bengazi but we didnt have enough to buy Pairs new vehicles and give Bengazi security.                   Think about the time line on funding requests, purchase requisitions, manufacture to specs, and receipt and deployment of the security needs of our embassies, consulates and trade missions (almost 280 separate facilities) around the world. A time span of one to two years is quite likely.

                  It is nice to be so certain of how things work when the actual workings of the acquisition process are seldom, if ever, discussed. Time lines need to be considered before jumping to the conclusion that you absolutely know what went wrong.

                  There have been terrorist attacks in Paris. Do our diplomats there need to put their lives at greater risk, so Benghazi consulate (after Libyan civil war) could be upgraded while our billionaires continued to get the Bush tax cuts they never needed? We need to provide adequate security for our embassy personnel everywhere. That is what is so wrong about the $300 million in security cuts made by those who refused to rise taxes on the rich.

                  It is impossible to say money had nothing to do with Benghazi. The security budget was cut in a Republican controlled committee and the State Dept was left with a $300 million hole in its budget when it determined what to spend on heightened security for Benghazi Consulate and Embassy in Tripoli after Libyan Civil war. Many cuts in requests for more security spending were made at embassies and consulates around the world.

                  I agree with you that millionaires and billionaires should still pay more in taxes.

The first lesson you teach children is don't be a tattle tale and don't make excuses for your own shortcomings.                     You obviously didn't watch the hearing from which you are lifting the Clinton quote; here what Clinton was responding to:

                    Sen. Ron Johnson, a tea party backed Wisconsin Republican serving his first term, persistently questioned Clinton about what he called Rice's "purposely misleading" the American people.

                    "We were misled that there were supposedly protests and something sprang out of that, an assault sprang out of that and that was easily ascertained that that was not the fact," Johnson said, adding that "the American people could have known that within days."

                    Shouting and gesturing with her arms in frustration, Clinton shot back:"With all due respect, the fact is we have four dead Americans. Was it because of a protest or was it because of guys out for a walk one night who decided they'd go kill some Americans," Clinton shouted during the hearing. "What difference at this point does it make?"

                    Amy - Yes, poor Hillary... She, too, did ALL she could... Even prior to the attacks when the marine guard stationed with the ambassador was ordered out of Libya (for Muslim Brotherhood reasons - political reasons), and the ambassador begged for an extension of deployment, Hillary did ALL SHE COULD to pull the guard out anyway.

                    Yes, she did all she could too... But no one on the left will admit to this fact (go ahead, I dare you), and none certainly will remember this in 2016...

The Bin Ladin attack was planned ahead of time with the seal team carrying cameras with the ability to transmit to the White House.                         Congress needs to come to the realization they are partly the blame for the lack of needed security in Benghasi due to denying funds to the State Department.

                        McCain has thrown everyone under the bus when it comes to this terrible predicament, but refuses to take his responsibility voting NOT to give the State Department the needed funds to protect our people.

                        This committee meeting is a waste of congress time. this Benghasi incident is done and past. It is history and the congress needs to move on to the needs of today funding the defense of our country, instead of providing this show on public TV. John McCain is fond of badgering our generals who made decisions they were qualified to make. McCain is so out of touch, that he can't stand or listen to those in authority of our defense department.                             They weren't outraged because Reps. didn't tamp it down to get reelected. Obama tried to push this under the rug until after the election. He wanted voters to see him as the savior for getting Bin Laden (who by the way was not even a threat anymore) and to not allow the public think Al Qaida was still a threat.

                            Elaine in an earlier post said it was the Republican Congress's fault for not funding money for security for the State Dept. and emabassies. The State Dept. high ranking officials themselves testified about this in Sept. before Congress that lack of funds had NOTHING to do with this. The lack of funding wasn't even in effect yet at this time. However now that this incident happened perhaps that will change.

                              The biggest question of all - if Stevens knew security at Benghazi was so precarious, why did he ever leave the main consulate on, of all days, 9/11.                               And as of late, with Hagel's confirmation hearings, and now Panetta, All that the Geriatric McCain can do is belittle, and become very arrogant against the JCS, and SECDEF. MCain truly has lost touch with things. It is now time for Congress to start working on things that matter, and stop digging up the past with all their committee's (Which in themselves don't work). Congress doesn't work, and the polls show it is at historical lows. (People, YOU, the American People VOTED them back in) Instead of voting on giving themselves pay raises, let's start working on bills that start CREATING and ENFORCING term limits for these members of congress who have been in there for 25+ years. And start creating items, and agenda's to help us rebuild and come back to the country that the Good Ole USA used to be.

                              The world is a vastly different place than when these dinosaurs took office, start understanding the present. There is no cold-war anymore, that ended in 1989. Our enemies now exist in the 'Sandbox' and on the Korean peninsula. Even China is worried about another nuclear test from North Korea.

                                  Faux News ran an edited smear special that implied that everyone was watching the attack in real time in the White House situation room. When Hillary testified she nearly began to laugh when a republican senator asked her if she was there and she then explained that the story he was referring to was "not accurate" and that she and others had no real time video feed.                                   It's not the same technology. The raid on OBL was planned, the Navy Seal Team had cameras and transmitters. We have yet to develop the technology like a crystal ball, that can just look in any where in the world, anytime.

                                  It a may be a good idea to place cameras at all U.S. facilities, but in my opinion, privacy issues would have to first be debated.

                                  I find the timelines to be highly incorrect. I served under the AC-130 and MH-130 gunships for 9 years at Hurlburt Field, FL. On Sept 12th 2001, the day after 9-11, we mobilized a deployment package from Florida to Turkey and made it there on the ground in under 20 hours and that is about 7500 miles with two stops in Baltimore and Germany.

                                  Right now, at Mendenhall AB in England, there is the 352nd Special Operations Groups with MH-130 Combat Talon's ready to go. Mendenhall is just under 2000 miles from Libya. A response time of 6 hours would be no problem also considering that Mendenhall houses the 100th Air Refueling Wing too.

                                  Let's not forget we have bases and attack aircraft, choppers and refueling tankers in Italy...a whopping 950 miles from form the center of Italy to the center of Libya.

                                  It wasn't just the time required to get there...it was an assessment of the threat. In the attack on th Consulate, it was over within an hour. NO deployment from outside of Benghazi itself could have assisted in warding off that attack.

                                  Then fighting ceased. The attack on the Annex came hours later. This was small arms fire initially and the response (additional forces from Tripoli and local pro-American militia) was thought to be adequate to the threat.

                                  The mortar attack was limited and came late. [I believe the Republican time-line indicates that attack came at around 4 AM to 5 AM. It was during that attack that the two former Navy Seals were killed by the mortar fire. Following that, the decision was made to evacuate Benghazi, which was accomplished over the next two hours.

                                  Yes, but protection was requested days before and according to the Obama Admin...there were demonstrations occurring outside the Embassy for hours prior to the attack.

                                  So, if I am in a commanding position and a high ranking official from a U.S. EMBASSY requests assistance AND there are apparent "demonstrations" going on outside the building...Im activating a deployment team immediately. No questions asked.

                                  When activated, that team could be in place within a matter of hours if not less. Currently and for the past 12 months we have had forces within 1000 miles of Libya.

                                  If you were in the service, I assume you know something about the chain of command. Requests for additional security would go up through the State Department bureaucracy and then over to DoD, where the order would come back down the chain of command to General Ham (I believe he was the operational commander).

                                  You may be absolutely sure than unless some prior agreement has been reached with the U.S. State Department, DoD does not deploy forces into sovereign nations to protect U.S. installations without coordination with the State Department.

                                  But, you can be rest assured such orders come down with alarming speed when the situation is deemed credible. Time Complaince Orders are rated as Standard, Urgent, Emergency and Immediate. By 7pm on Sept 11, 2001 we had orders printed and ready for deployment the next day. This was for a location and enemy that was unknown 12 hours prior and in reference to a trip 7000 miles overseas.

                                  For forces to be within 1000 miles and the location, victims and situation KNOWN, forces were readily available to be deployed. Im just saying, to be inside 1000 miles of the AOR and to suggest it takes 9-12 hours to respond is pure nonsense.

                                    It is very veyr very starnage that we didnt send anybody in. This was highly unusal because we have units ready for this kind of situation. I was in the 82nd at Bragg and we were jumping into Panama within 24 hrs of gettiing the call. The 82 also has a brigade in ITALY which most likely could have been there in time. Not to mention Special Forces Rangers Navy Seals etc etc etc. Somebody made a decision to stand down and normaly that would be a decision the commander in chief would have to make. We are prepared to take out american citziens with out due process so I find it very disturbing that no action was taken.

                                        Starbuck - what BS they had enough money to budget extra security. That's just a crock so that the State Dept gets more money. Maybe Hillary bought too many pantsuits with the money budgeted for Benghazi.

House Republicans cut the administration’s request for embassy security funding by $128 million in fiscal 2011 and $331 million in fiscal 2012. (Negotiations with the Democrat-controlled Senate restored about $88 million of the administration’s request.) Last year, Secretary of State Hillary Clinton warned that Republicans’ proposed cuts to her department would be “detrimental to America’s national security” — a charge Republicans rejected.

                                        Ryan, Issa and other House Republicans voted for an amendment in 2009 to cut $1.2 billion from State operations, including funds for 300 more diplomatic security positions. Under Ryan’s budget, non-defense discretionary spending, which includes State Department funding, would be slashed nearly 20 percent in 2014, which would translate to more than $400 million in additional cuts to embassy security.

                                        The Romney campaign argues that such extrapolations are unfair, because Romney and Ryan haven’t specified which programs they would cut and by how much. And that’s the problem: The danger in Romney’s plan is not in the few cuts he has detailed but in the many he has not. If Romney follows through on the tax cuts he has endorsed, increases defense spending by $2.1 trillion over a decade as promised and maintains Social Security and Medicare as they are for those 55 and older, he’d need to cut everything else government does by nearly a third — or more than $200 billion — in 2016.

                                          The fact is the funding cuts were voted on, and the vote was 149 dems - 147 reps.

                                          You can drag in Romney, Ryan or anyone else you hate, it won't change the facts.

                                          If you watched any of the hearings, C. Lamb testified that Funding was not an issue at all when the decisions to ignore the pleas for more security were put forward.

                                          Elijah Cummings and Eleanor Holmes Norton. The two claim that the deaths of the four Americans in Benghazi were due to Republican cuts in the budget… specifically cuts in the levels of funding to embassies and consulates. it’s a charge that was first made back on October 2, by Nancy Pelosi.

                                          Cummings and his fellow liberal liars are referring specifically to the final fiscal year 2012 omnibus appropriations package that included $2.075 billion for the State Departments embassy and consulate security programs. It is a figure that is $567.5 million less than what the Obama administration’s requested. while it is true that Republicans proposed the bill that contained these cuts, it is also true that while a total of 147 Republicans supported the bill, 149 Democrats also cast their final vote for the bill and the cuts contained in it. And Elijah Cummings, the ranking Democrat member of the House Oversight Committee who is blaming the cuts for the murder of 4 representatives in Benghazi, was one of them.

                                          When asked during hearings if the refusal to provide more security was caused by budget cuts to embassy security, Charlene Lamb, the Deputy Assistant Secretary of State for International Programs replied “No Sir” . So according to Lamb, a lack of available financial resources was not behind the lack of proper security in Benghazi.

                                          According to Eric Nordstrom, the man responsible for security in Libya, told member of the House Oversight Committee that the Obama Administration decided to “hope everything would” change for the better rather than provide additional security.

                                          He added; “So when I requested resources, when I requested assets, instead of supporting those assets, I was criticized,”

                                          Nordstrom further stated; “There was no plan. And it was hoped that everything would get better.”

                                          The recent outrageous and hypocritical attempts by Cummings and others on the left to blame the Benghazi attacks on Republicans sponsored budget cuts is just another example of how desperate Democrats are to ignore the facts and rid themselves and their President of the need to be held responsible for their actions that led to the deaths of our Ambassador and his three man security team, and the attempted coverup of the facts after the attack.

                                          It's official: Lindsay Graham is a jerk (to put it nicely) who's NOT looking for answers, but his next sound bite on Fox "News". By the types of questions he asks, he exposes the fact that either he doesn't know how security crises are handled at the highest levels, or he intentionally pretends not to know in order to ask stupid questions and paint a false narrative. If POTUS isn't constantly on the phone with Panetta, then he has no information as to what's happening? Really? Let me guess your theory Graham - Obama was playing basketball and eating chicken wings instead of following the Benghazi attack??

                                          McCain - Huh? I don't get what's going on with him. Really weird questions, he just comes across as bitter about everything. Personal, not professional.

                                          Someone needs to tell McCain that he's not running for President anymore. He comes across almost as if he's a bitter old man who must have been locked up, tortured, and starved for years on end until he was so full of hate that he can't help but lash out, then tries to redeem himself by getting elected President but is thwarted at the last minute by some newcomer....and a coloredfellow at that.....who was in diapers while McCain was eating bamboo soup in a tiger cage.....oh, wait a minute....never mind.

                                          I find it quite interesting that maran8th8 said that in her 45 years of service she has not heard of a general ignoring correspondence or he would be summarily dismissed. Then open the pages of your history book. Pearl Harbor had many instances where top brass was informed of impending Japanese attack. Some top brass even ignored communiques altogether and some dismissed radar warnings of a large mass of aircraft headed towards the Pacific base as something else and look at the damage, destruction and loss of lives that arose as a result. However, lets look at a more recent set of events that were even more destructive than the Benghazi attack, which occurred on and over American soil, during a republican administration and no one is questioning anyone about this including john mccain who was very prominent in that republican administration. How dare you people act as if the Benghazi attack was the worst attack to ever befall an American presidents administration. While certainly the loss of life is the most glaring of the conversation. Certainly we should not excuse the POTUS or any other cabinet member for failling to perform their job at the expense of American lives, however, this is not the case. I caution you to perform a simple math analogy. The total loss of lives and cost in dollars for the destruction left as a result of the September 11 attacks where bush and his administration showed a complete and utter incompetent grasp of the charge for which their titles called for is inexcusible and borders on criminal. Everyone should, even to this day, be screaming for someone to give an account for the total failure of a government to protect her people and its sovreign soil from such an attack. How dare you try to make Benghazi a mountain out of a mole hill (not excusing the loss of life)
