The Senate Monday night passed a $50.5 billion emergency spending bill to aid people in New York and New Jersey who are trying to rebuild their homes and businesses after last October’s devastation from super-storm Sandy.
The vote was 62 to 36, with 60 votes needed for passage.
Before approving the spending bill, the Senate defeated, 62 to 35, an amendment by Sen. Mike Lee, R- Utah, that would have offset the new Sandy outlays by reducing discretionary spending (including defense) by 0.5 percent over the next nine years.
The House had passed the Sandy spending bill two weeks ago. But the House action had come only after New Jersey Gov. Chris Christie and House members from the Northeast harshly criticized Speaker John Boehner for not allowing a vote on a Sandy relief bill on New Years’ Eve.
Congress has already passed $9.7 billion in additional borrowing authority for the National Flood Insurance Program to help pay Sandy claims from homeowners in New York and New Jersey.


Why do we taxpayers have to pay for this?? Do/did these people not have insurance like the rest of us?? Why did we have to pay for Katrina and the like??And Dave,you are right on the money!! We lived near there and these people,for the most part are obummer people--ready for any hand outs and I said why rebuild--it will happen again and they will expect it again..I believe in helping people but only when there is no other help in coming..All the stories that were told about Katrina were told by liberals/bleeding hearts..There are ones of us that know the whole truth..These people brought in professional looters from all over the country--some family and friends.I am sick of people not taking care of their own problems,they need to be held accountable..

This delay was entirely uncalled for. Democrats, those cheap SOBs who love to spend taxpayer and everybody else's money had to triple the dang emergency bill. After they add in PORK, PORK and more PORK, it is the Republicans fault for not passing the bill right away. Disgusting. Glad finally the real Sandy victims will get some assistance.
Ya alot of them have flood insurance, but like most insurance companies, they love to take the money in, but when it comes to paying out you have to go through hell and back. Criminal pigs just like these politicians.
Let me see bail-out or aid is their a huge difference? Let me see if insurance companies will not cover your losses or cover you at all. Likely you should not build permanent structure there.
If anyone should bail-out or give financial aid it should be the states with the local laws that permit expansion in these potential disaster areas.
In my case you will never see me build a house in a floods plain or potential one. Why because I have enough sense to know if insurance will not cover then maybe the smartest thing in not to build there.

@DJN, I guess you don't understand Flood-Insurance is issued by FEMA which is a government agency and they only cover the actually damage, but (there always is a BUTT) FEMA now says to rebuild a home flooded by Sandy you must raise (lift) the home 13 feet in the air, which their flood insurance does not cover!
Flood insurance for private home repairs ran out of Money and if you remember, Congress passed a $9 billion bailout to fund the Flood Insurance Program so it could make payments to the home owners. This $50 billion is to rebuild infrastructure such as roads, power lines, sewers, etc. Weneed to increase the insurance premiums for home owner flood insurance so it is self supporting. Government should not subsidize Flood Insurance.
Problem is, the goevnrment redraws the lines for 100 year flood plains. I had property that was not in a flood plain. government redrew the boundary for flood plain and my bank recalled my loan because I did not have flood Insurance. The flood insurance through the Government cost $1700 a year.
@Billy, I'm in the same boat, FEMA has just in 12/2012 to be finalized this summer their new floodplain maps for the north-east coast!
You don't have insurance, no problem. Just politicize you loss and the government will come running with the taxpayer check book.
Texas got 3 billion for Ike and it wiped out the entire Bolivar Peninsula and devastated Galveston all of the way to Houston and it took 4 YEARS to get the relief money. My problem is the Corps of Engineers tried to build a seawall along the Jersey shore a few years ago but the residents protested against it!Another thing that ticks me off is Katrina was all Bush's fault but Sandy caused nary a stain on Obama.
Talk about crazy!! The townships that did build the sand dunes were actually sued for blocking the homeowners view of the ocean and the courts awarded one homeowner $375,000 in damages FOR BLOCKING HIS VIEW, but protecting his home from Sandy!

I for one am glad that they are getting help finally. Out in the weather is a hard place to be.
However, sure wish the money was all for that area as far as infrastructure and food, not other things mixed in. I would also like to have seen some fiscal responsability shown as far as were we make the expenditure up at.

actually Ford and Chrysler did not get bailouts from Obama. Ford Ceo gave up his salary except for 1 dollar and Chrysler sold 50% to Daimler (Germany) to make it. the banks and insurance companies, mortgage firm etc., are still paying plus 4% to the treasury. Katrina cost the tax payers 50 billion in four states, LA., TX., Ms., and ALA. plus more as Katrina moved noth causing floods in TN., KY., WV., PN., and VA. (if I left anyone out I'm sorry.) most spent was in and around New Orleans. those people all live in a flood plain. most of the residents don't have flood insurance. everyone complained that the govmint was to slow and a lot of the damage has not been repaired. graft in New Orleans is as common as "red beans and rice". not to mention the flight of the city administration, police and fire departments running out on the people they were supposed to "protect and serve". Coast Guard and Nat'l Guard had to provide the boats and people to do the rescues.

Hello Government: There are always options other than monetary help especially debt. One idea is we should use existing government Housing Authority to coordinate well organized systems to make available, and rotate in, work groups made up of volunteer citizens from all over the nation. Let us please plan for the future.

The $9.7 billion approved by Congress earlier was to pay claims under the National Flood Insurance Fund managed by FEMA. Remember just as any other insurance there are premiums a resident or business pay and should there be a disaster they file a claim. Also noted that should you not have insurance and receive a loan under this program you may be asked to carry flood insurance.
Boehner's facial expressions usually look like he let out a silent fart and he is making everyone figure out who did it.

Freaky Slinger-domestic spending has already been cut $1.2 Trillion and the upcoming sequester cuts more domestic spending and defense. Let's see if the Republican will try to block the defense cuts. FYI- when an attempt to pass a Jobs bill by cutting oil subsidies ($10+Billion) guess who blocked this legislation? Not to mention more recently the Senate passed a Vets Job Corp bill with a pay for and guess who blocked this? So the next big test will be how they handle the sequester and Continued Resolution and it should be interesting. However, I can tell you how it will go based on the last four years. One party will say that we need to cut Social Security, Food Stamps, Unemployment, and God forbid another disaster but no mention of changing loopholes for hedge fund managers, carried interest, capital gains, oil or farm subsidies. Let just look at some facts. 2000, we had a budget surplus. We paid higher tax rates and the military budget was a fraction of what it is now- and very effective.
2008, economic collapse, lost wars and trillion dollar deficits locked in as far as the eye can see. Gents, I am a business owner and a libertarian. I would love to trash the Dems, but the repubs created the problems, expanded the government and reduced our freedoms. If you can't accept the facts, then you are welcome to live in your bubble. I am a little naive, but I sure would like to see the spending bill publized so we citizens could see exactly where the money is going. I suppose that's too radical though. I am not very adapt at being able to search out the web. I am sure it's on the web somewhere, so if someone could let me know where to go I sure would like to see it. I am 70 and the Lord has blessed me with good health so am still able to work, so yes I am paying taxes, not only on my income but also what little social security I get. Thanks and God bless!
I'm not going to begrudge these people the money they need to rebuild. The money they receive will never give them back the things that mean the most, the pictures, the tree where the swing once rocked their children, the rooms that held the memories of family gatherings, christenings, weddings and funerals, happy times and sad times. The new rooms won't hold those memories. Some of these homes had been in the family for generations. How do you replace history? And the new building requirements will effectively prevent some of them from rebuilding, because they won't be able to make up the difference, maybe because they live on a retirement income, or because they no longer have the good paying job they once had.
Not all of these folks were millionaires. Many were just ordinary people living in homes that they had grown up in, trying to pay the taxes and homeowners fees on a small income. They may never recover financially. It isn't cheap to live in New York or New Jersey. Property taxes are high. Housing costs are high. Living expenses are high.
I hope that there is some kind of clearing agency for contractors, a place where these people can check to make sure the people they hire are honest and reputable and will do the job they promise.
