Subscribe to RSSUpdated at 2:20p.m. ET: In a hearing marked by sometimes sharp and pointed exchanges, Secretary of State Hillary Clinton told the Senate Foreign Relations Committee she took responsibility for not adequately protecting U.S. personnel in the Sept. 11 attack on a diplomatic facility in Benghazi, Libya that resulted in the killing of Ambassador Chris Stevens and three other Americans.
While being grilled by Sen. Ron Johnson, R-Wis., a fired-up Hillary Clinton defends her department's handling of the flow of information concerning the cause of the deadly attack on the US consulate in Benghazi on Sept. 11th, 2012, maintaining accusations of misleading Americans could not "be further from the truth."
Defending the administration’s immediate handling of the attack, Clinton clashed at times with Republicans over the account the administration gave in the initial days after Sept. 11.
Clinton said the Obama administration did not try to mislead the American people about the cause of the attacks. “Nothing could be further from the truth,” she said as she sparred with Sen. Ron Johnson, R- Wisc.
She angrily told Johnson that at this stage it did not really matter what the precise origins or motives of the attack were: “What difference at this point does it make?”
She told Arizona Sen. Jeff Flake, a Republican, “we did not have a clear picture” of all that was going on in Benghazi although she did acknowledge that senators had “legitimate questions” about the administration’s account.
Sen. John McCain, R- Ariz., -- after telling Clinton “we are proud of you” and that all over the world “you are viewed with admiration and respect” -- delivered a blistering criticism of the Obama administration’s handling of the events in Libya.
“There are many questions that are unanswered and the answers you’ve given this morning are frankly not satisfactory to me,” McCain told Clinton. He added “the American people and the families of these four brave Americans still haven’t gotten the answers they deserve.”
He asked Clinton whether she was aware of numerous warnings from Stevens and other Americans in Libya that the facility in Benghazi was not capable of resisting a sustained assault. He also said there had been other warning signs such as an attack on the British ambassador to Libya.
He angrily asked Clinton why Defense Department forces were not nearby to defend the Benghazi facility.
Last month a report issued by the Accountability Review Board (ARB) appointed by Clinton, blamed State Department officials for “systemic failures and leadership and management deficiencies” that led to protection for the Benghazi facility that was “grossly inadequate to deal with the attack that took place.”
In her response to McCain, Clinton said, as she did to other senators on the panel, that some additional information on the causes and circumstances of the attack is in the classified portions of the report issued by the ARB. Senators and Senate staff can read the classified portions of the ARB report, but the public cannot.

And she blamed members of Congress for holding up additional aid to Libya that might make the country more secure and less chaotic.
Clinton was testifying Wednesday afternoon on Benghazi before the House Foreign Affairs Committee.
In his questioning of Clinton Wednesday morning, Sen. Rand Paul, R- Ky., told her, “I’m glad that you’re accepting responsibility. I think that ultimately with your leaving, you accept the culpability for the worst tragedy since 9/11, and I really mean that. Had I been president at the time and I found that you did not read the cables from Benghazi, you did not read the cables from Ambassador Stevens, I would have relieved you of your post.”
He added, “It’s a failure of leadership” which cost the Americans in Benghazi their lives. “I think it’s good that you’re accepting responsibility-- because no one else is.”
Paul also argued that U.S. personnel ought to never have been sent to Benghazi “in a war zone” without a military guard. “You shouldn’t send them in with the same kind of embassy staff that you have in Paris,” he added.
While testifying before the Senate Foreign Relations Committee about the murders of U.S. diplomatic personnel in Benghazi, Libya, Secretary of State Hillary Clinton got emotional as she recalled the flag-draped coffins at Andrews Air force Base in the days following the attack, stating her work is "not just a matter of policy; it's personal."
Clinton replied that all four State Department officials criticized in the ARB report for their roles on the Benghazi events had been removed from their jobs and placed on administrative leave. “The ARB (report) made very clear that the level of responsibility for the failures that they outlined was set at the assistant secretary level and below.”
The furor over the Benghazi attack helped derail one possible nominee to replace Clinton at the State Department, UN ambassador Susan Rice, whom Republicans assailed for using administration talking points that portrayed the incident as a spontaneous response to an inflammatory anti-Islamic video.
But Clinton told the committee that in the hours and days after the attack, “I was not focused on talking points” and “I wasn’t involved in the talking points process.”

In her opening statement, Clinton told the committee, “As I have said many times since September 11, I take responsibility. Nobody is more committed to getting this right. I am determined to leave the State Department and our country safer, stronger, and more secure.”
Clinton's voice choked with emotion as she recalled the return of “those flag-draped caskets” from the Americans killed in Benghazi and put her arms “around the mothers and fathers, sisters and brothers, sons and daughters” of those killed.
Clinton also used her testimony to deliver a vigorous call for continued U.S. involvement in the North African nation of Mali where the Obama administration is aiding French efforts to defeat Islamic jihadist forces.
She told the committee that the United States cannot allow Mali to become a safe haven for the group Al Qaida in the Islamic Maghreb (AQIM), warning of the risk of AQIM attacks on the United States itself.
Clinton also said she could not confirm reports that some of the terrorists involved in last week’s Algeria hostage taking were also involved in the Benghazi attack but called it a "new thread" to follow.
She did say that there is no doubt that Algerian terrorists have weapons they obtained from depots in Libya that were opened up and “liberated” after the dictator Moammar Gadhafi was toppled, with U.S. and NATO help, in 2011.

Clinton said she had accepted the ARBs recommendations for improvements in security procedures and had asked her subordinates “to ensure that all 29 of them are implemented quickly and completely.” She said these changes are designed to “reduce the chances of another Benghazi happening again.”
On Thursday the Senate Foreign Relations Committee will hold its confirmation hearing for Clinton’s successor, Sen. John Kerry of Massachusetts, who is the committee’s chairman and is likely to be confirmed without any opposition.

But, she is falling on her sword for Obama, and that will just about "do it" for her shot at the Presidency in 2016.

Ultimately, when American lives are in danger overseas, it's the President's responsibility to do something about it.

Why take responsibility for something that's not your fault? The GOP majority made repeated and deep cuts to embassy security and construction. In the 2011 continuing resolution, Congress slashed the president's request for embassy security and construction and forced another cut in fiscal year 2012 - at the insistence of the House of Representatives (mostly GOP members – Paul Ryan included). Altogether Congress has eliminated $296 million from embassy security and construction in the last two-three years with additional cuts in other State Department security accounts.
Hillary is too magnanimous.

The Washington Times is reporting that at the same time State Department officials were cutting security for our diplomatic stations in Libya, they were increasing the budget for our embassy in Austria in order to
purchase Chevrolet's electric powered Volt. In a May 3, 2012, email, the State Department denied a
request by a group of Special Forces assigned to protect the U.S. embassy in Libya to continue their use of a DC- 3 airplane for security operations throughout the country.
Four days later, on May 7, the State Department authorized the U.S. embassy in Vienna [Austria] to purchase a $108,000 electric vehicle charging station for the embassy motor pool’s new Chevrolet Volts. The purchase was a part of the State Department’s “Energy Efficiency Sweep of Europe” initiative, which included hundreds of thousands of taxpayer dollars on green program expenditures at various U.S. Embassies.
The American embassy in Austria is considered one of the safest diplomatic postings in the world. The American mission in Benghazi, Libya is considered one of the most dangerous. While the State
Department Rules of Engagement for Libya signed by Secretary of State Hillary Clinton within the last eighteen months specifically prohibits the stationing of Marines at any diplomatic station in that country, the American embassy in Austria has a full complement of Marines. Among their duties are the presenting
of the American flag at the annual 4th of July picnic held at the embassy in Vienna every year.

The republicans and others don't want to know what happened because they want to blame someone. They just want to know what happened, why it happened and how we can prevent it from happening again. The problem is Susan Rice went on all the talk shows and lied to everyone about what happened. She didn't say she didn't know, she didn't say it was still developing, she lied and said it was a spontaneous protest. Clearly that was not the truth.
Now, because she lied, we want to know why she lied and who told her to lie. Those aren't unreasonable questions to ask given that four people died.
This whole thing is of the liberals own doing. If they had not lied this would have gone away in the 24 hour news cycle but because they opened Pandora's box when they sent Rice out to lie they have this mess on their hands.
This really isn't about pointing the finger at someone, it's about figuring out what happened and then not letting it happen again. It is the left who waste so much time blaming other people/parties. The blame matters not, let's just make sure we don't make the same mistake.
And I liked Hillary. Not for president, though she would have made a much better one than the one we have now. Before this if she had run for president in 2016 I could see myself voting for her. She has guts and she knows politics. And, of course, Bill comes with her. She's ruined her chances of the presidency because Rice went on the talk shows and she did not.

Seriously? Bush gets a free pass on 9-11 because Clinton didn't kill Osama.....why not blame Osama's father for not using a condom? Face it....Bush had 8 months on office....he dropped the ball on day one and never picked it up till after the attacks....then he blamed Sadaam......what a disgrace.
If there is any fault it lies with the people Clinton is talking to and that is the Republican tea movement in Congress, the State department independent investigation report puts Congress at fault, saying two top state officials appealed to Congress five times to fully fund the Embassy in Benghazi , Libya to ensure diplomats safety, but Congress faulted by failing to provide sufficient funds !!!
PS - For starters Benghazi wasn't even an Embassy, it was a CIA out post !!!
The shame of this entire "testimony" is that it will boil down to a waste of time. The administration will not face up to the fact that they lied, and nothing will come of it but more government as usual. God forbid we ever lose our Second Amendment, for if we will lose the Second Amendment, we will lose the entire Bill of Rights, and what little government accountability we currently have.

There are plenty of documents that prove that BOTH sides lied to you,
1.)There were over 350 Emails sent out DURING the attack, at least 5 to the situation room in the White House.
2.)The entire cabinet was watching LIVE DRONE FEED from not one but TWO drones, yea they had “no idea what was going on”
3.) “Ambassador” Stevens wasn’t even in an Embassy, it was a CIA SAFEHOUSE, look at ANY picture provided and you shall see a House on fire, not an Embassy, which has gates, guards, some form of protection.
4.) As the first shots rang out at our Consulate, the calls for help, coming from the “safe” annex were sent to Washington.
Not once.
Not twice.
Three times, Tyrone Woods(ex SEAL) and a CIA operative, at the annex, called for help and asked permission to go TO the Consulate to offer assistance…To fight.
Washington denied them.
Not once.
Not twice.
Three times, Washington denied them help or permission to join the fight.
After the third denial, Ex Navy Seal, Tyrone Woods, went against the direct order to stand down and, he stood up.
Tyrone Woods went to the Consulate defying a direct order and he got as many of our personnel out of there as he could…Including the body of State Department officer Sean Smith.
5 . We also learned yesterday that Woods and Doherty were on the roof of the annex and from their vantage point, could see the position of the mortars being fired at them. They “painted” that position with a laser used to guide weapons from military aircraft.
Military aircraft that were not coming to help.
Those aircraft, from Italy, which could have included Blackhawk helicopters and a C-130 gunship, had also been ordered, from Washington, to stand down.
For those unfamiliar with a C-130 gunship, it is one of the most feared weapons in our military. The C-130 is specifically designed for close air support roles include supporting ground troops, escorting convoys, and flying urban operations. Air interdiction missions are conducted against planned targets and targets of opportunity. Force protection missions include defending bases and other facilities.
As far as the enemy is concerned…When a C-130 gunship comes into the picture…Hell comes with it.
Defense Secretary Leon Panetta spoke on Thursday and, as a reason for NOT sending help, stated: “The basic principle is that you don’t deploy forces into harm’s way without knowing what’s going on, without having some real-time information about what’s taking place. And as a result of not having that kind of information…[we] felt very strongly that we could not put forces at risk in that situation.”
The problem is this.
We DID have real-time information. Those in the State Department were literally watching the terrorist attack happen live via video link AND we had what we now know were 2 unmanned drones over the attack site in Benghazi. If that’s not enough, at the annex, less than a mile away, we had a Navy Seal, Tyrone Woods AND a CIA operative.
By the time the second wave of the attack began, at the annex, we had the CIA operative and 2 Navy Seals, Woods and Doherty and THEY were “painting” the position of the mortar launches with a laser used to guide the very weapons that a Blackhawk or C-130 could have brought to bear.
If that’s not enough, our military is the most highly trained military on earth. Those who fly those ships of war train each and every day for exactly the sort of eventually that was transpiring that night in Benghazi. Their very job is to go into harm’s way.
Combined…all of this lays waste to Panetta’s explanation and reduces it to nothing but a bald faced, unadulterated lie.
For an act of treason to occur, a state of war must exist.
We are indeed at war. In Afghanistan, we are currently engaged in war against al Qaeda. Ansar al-Sharia IS a well-known al Qaeda affiliate and Ansar al-Sharia was attacking our consulate and annex, both considered American soil.
For an act of treason to be committed, one must manifest a betrayal of allegiance to the United States, such as furnishing enemies with arms, troops, transportation, shelter, or classified information.
There are some 20,000 shoulder fired rockets, RPG’s and other heavy weapons MISSING that were provided to Libyan rebels in the attempt to oust Gaddafi from power. We didn’t know WHO those rebels were at the time we armed them and, in fact, within hours of Gaddafi’s death, the flags of al Qaeda were flying in Benghazi.
Furthermore, in cables from security personnel in the months leading up TO the fatal attack, it was clearly stated that those al Qaeda flags were still flying over several government buildings in Benghazi.
Also, regarding an act of treason, If a subversive act has any tendency to weaken the power of the United States to attack or resist its enemies, aid and comfort has been given.
The order for Navy Seal Tyrone Wood to stand down, the orders to our military in Italy to stand down and the repeated…not once…Not twice but…Three denials of help from Washington does, by any definition, equate to a “weakening of the power to resist its enemies.”
During the 2nd debate, when a question regarding Libya was posed, Obama responded:
“Secretary Clinton has done an extraordinary job but, she works for Me. I’m the president. I’m always responsible.”
The State Department was watching the attack live, in real-time.
Emails were sent to some 400 people in Washington DURING the attack, in real-time.
Among the recipients of those emails was the White House Situation room.
At the time those emails arrived at the White House Situation Room, Obama was meeting with his Security Team.
Obama says that HE is the president and HE is responsible.
I am sensing a very, very…VERY short chain of command here.
The calls for help from the CIA operative and Tyrone Woods were NOT ignored and did NOT go unanswered. The requests to enter the fight from bases in Italy were NOT ignored and did NOT go unanswered.
All were DENIED.
That shows a purposeful action.
All of those calls for help and requests for deployment were DENIED purposefully.
The result was that our enemy, those conducting the operation against our Consulate, our annex, our assets and our personnel in Benghazi, was aided…AIDED…by a purposeful lack of response…DIRECTED FROM THE HIGHEST LEVELS IN WASHINGTON.
Our Consulate in Benghazi was destroyed while Washington officials watched, received emails and denied calls for help in real-time.

Whatever confidential papers or records contained in that Consulate were either destroyed or went missing while Washington officials watched, received emails and denied calls for help in real-time.

For the very life of me, I cannot conjure a single conclusion other than treason, brought about by political cowardice, for denying help not once, not twice but, three times in the midst of a terrorist attack and not one reason but treason, brought about by political cowardice, for the willful and purposeful order to those in a position to offer needed help in the midst of a terrorist attack, to stand down.

You may also recall our fleet was available to support the troops. If you recall we also sent a response, a quite effective response, to the attack in the in the form of a 1300 pound projectile eliminating the leadership responsible for the attack. At no time did anyone deny who attacked us or why. Does this clear it up for you.

I think its pathetic the way conservatives are trying to blame the actions of terrorists on dedicated people here. The ONLY people responsible for the deaths of those embassy personnel, are the terrorists.
Knowing why they did it certainly needs to be understood, but blaming people for not knowing soon enough, is pathetic. I do not suspect they tried to lie, or cover anything up. I think they gave out the information they had at the time. And as was made obviously clear listening today, the situation was fluid, and there are limits to what information is available in real time. Time is ALWAYS a factor. Anyone who has tried to micro-manage something complicated, that is unfolding quickly, knows there are going to be things you miss, or dont see in time. The fog of war, is what it is.
I think the real question should be, why didnt they have the funding they needed, and how can anyone be expected to do their job to its fullest, when they dont have all they need. This incident only serves to highlight the effect partisanship has had on missions around the world. Based on what I've read (on the internet and we all know everything on the internet is true) Zero Dark Thirty was based on actual events, however, the use of torture (waterboarding) did NOT reveal any information on the location of Osama Bin Laden. I tend to agree with that assessment because the waterboarding ended before our current President was elected and the actual take down was nearly three years after he took office.

Taking responsibility is not taking blame. Blame lies throughout the entire intelligence/state department structure and in the hands of those who assaulted the compound. Blame lies also in the fact that no embassy is bullet-proof; and most are in no way capable of defending against a sustained attack of that magnitude.... which is why, in most cases, evacuation is the primary response to attacks.
Taking responsibility is accepting that it's your duty to do what's in your power not only to prevent such a thing from happening in the first place, but to also rectify the situation and do what you can to keep it from happening again. This, as with any leadership role, depends on a whole web of subordinates, associates, and others also doing their jobs. And sometimes, not even all of that is enough. Some things cannot be helped. Captain Hindsight is indeed a pretty useless superhero.
As far as her responses today, she basically disarmed the RW entirely. They can harp all they want about Benghazi and how it's all her fault, but the majority of Americans understand that it's a sh!t world out there and things like this happen and will continue to happen so long as we actively engage in diplomacy with unstable countries.
We can shape up, make adjustments, and do better - but it will never be perfect. She is still incredibly popular and by 2016 all the conspiracy theories in the world will only serve to undermine whatever bid you have against her - the same way they undermined your bid against BO. My suggestion: stop the crazy hyperbolic ranting and get real. Maybe if you do that the majority will begin to take you seriously again by 2016 and you could have a chance.

The primary guard for American buildings in foreign countries is the host nation itself. They are the ones who stand guard. Helping them are Diplomatic Security Officers who assist with vetting guards and screening people applying for work at the embassy, conducting investigations. Supplementing them are usually private contractors. They guard the gates, check vehicles, and do physical protection for VIP's like the diplomats. Lastly you have the FAST teams. These are Marines whose job it is to respond to terrorist threats and attacks. They are not there as part of normal security.

If you want to blame someone for not spending the money on security, then blame the Republicans in the House Appropriations Committee for not providing enough funding to the State Department to hire enough private contractors.

need more funding;
failure of leadership of several departments in State, in the months and weeks leading up to attack, though no INDIVIDUAL failures;
need to tie performance reviews of leadership to results (though not in this case, only going FORWARD);
kudos to State department heads in DC for their response to the Benghazi situation - THE NEXT DAY;
need for better fire extinguishers; etc.

If not for pressure from 9/11 widows, they never would have testified.
There were many warning about 9/11 in the weeks preceeding the attack and all were ignored.
We lost over 3000 on 9/11 and the Republicans are satisfied with the explanation of "it was a failure to connect the dots".

Along with responsibility comes consequences. In this case retiring from politics and public life is in order. She by dodging the further questions of why the talking points must come clean as well. The administration was maneuvering in light of the elections. It is pure and simple. She has shown leadership now she should model leadership just like Petraeus and retire permanently. There is no room in the White House for people who not only make the mistakes but lie about it to cover their involvement.

Rep. Jason Chaffetz (R-Utah) acknowledged on Wednesday that House Republicans had consciously voted to reduce the funds allocated to the State Department for embassy security since winning the majority in 2010.
On Wednesday morning, CNN anchor Soledad O'Brien asked the Utah Republican if he had "voted to cut the funding for embassy security."
"Absolutely," Chaffetz said. "Look we have to make priorities and choices in this country. We have…15,000 contractors in Iraq. We have more than 6,000 contractors, a private army there, for President Obama, in Baghdad. And we're talking about can we get two dozen or so people into Libya to help protect our forces. When you're in tough economic times, you have to make difficult choices. You have to prioritize things."
For the past two years, House Republicans have continued to deprioritize the security forces protecting State Department personnel around the world. In fiscal year 2011, lawmakers shaved $128 million off of the administration's request for embassy security funding. House Republicans drained off even more funds in fiscal year 2012 -- cutting back on the department's request by $331 million.
Consulate personnel stationed in Benghazi had allegedly expressed concerns over their safety in the months leading up to the Sept. 11 attacks that killed four Americans, including Amb. Chris Stevens.

How many civilians (including children) do you think died in Afghanistan in the last 4 years, and how many American and Allied soldiers? Benghazi is about an ambassy, and the safety of our ambassadors in general, its about 4 Americans who were murdered while not being in a war situation. It was a semi cover-up, they didn't deny the event itself, but they pretended that it was a spontaneous attack caused by a video. No matter how much you like President Obama, you should care about those men, you wouldn't shrug it off it one of them had been one of your loved ones.

It seems like Hilary has been wearing the glasses since her release from the hospital. After falling and being diagnosed with a concussion...then the doctors later found a clot (hematoma) between her skull and her brain. Perhaps the doctors advised her not to wear her contacts for awhile. Maybe they feared they could blur her vision and cause her to fall again. That could be a problem...especially of she is still taking "blood thinners". Or perhaps they were just afraid of her falling again and having the clot occur again. I'm just guessing here....

Saddam Hussien had WMD in the 1980s. Mostly mustard gas remnant from WWI and WWII, but he had it all the same. He just used them on the Iranians during the Iran/Iraq war (1980-1988) and the Kurds. The whole "belief" of WMD in Iraq was an ongoing thing throughout the 1990s. Hell, the UN had weapons inspectors being denied all through 1994. Do some of you just not remember that, or were you not born then? Ignoring history is the first step to not knowing where you are going. If you look, the country isn't moving forward. Just to the left a bit.
It's a shame too, I was always taught to "keep it between the ditches". Otherwise, something bad happens.
As far as Hillary in 2016, I'm not sure if I would vote for her after evading the questions, but her lying shows her to be a politician. I find it funny how all the liberals try and make fun of anyone they do not agree with as robots, or watch fox news, tea nuts, etc... If there were any real thought from the left they would realize a conservative thinker would not vote or really support most of the views of a liberal. He has put us further in debt than every president put together. The unemployment is high, and then on top of a horrible economy we have the huge mistakes by his administration. Benghazi, liberals don't seem to care about the 4 Americans whom were serving this country and got killed. Liberals don't seem to care that they watch from the White House for 7 hours while these people were under attack... and did NOTHING. Then during the debates the liberal moderator defending Obama when he lied about Benghazi. The sheep ate it up. This election was won by the media getting the sheep to follow what ever they said. So, before you liberals start with your name calling of conservatives, honestly look at Obama's record and the drooling the liberal media did over him. At least there are Americans that don't fall for that. You claim Fox tells us what to believe and who to vote for. Fact: it has been proven that out of all the news outlets Fox is the only one that gives each side fair coverage. The others give more positive, and in some cases (MSNBC) constant positive coverage to the liberal point of view.

And many are of the opinion that had Bush I and Bill Clinton been more assertive, Saddam wouldn't have been an issue and 9/11 would have never happened.

Go Hillary. This was bad news but so was the recent attack in Libya. That entire part of the world is ripe for a terrorist attack at any time. We should not blame the military, they do a good job most of the time. Way to take responsibility. Thank you for keeping us out of any more wars in the middle east. If McCain and Graham had it their way we would be bogged down in about 5 different wars (Libya, Iran, Iraq, Syria, Afghanistan). As it stands we are winding down our last war.
