Republicans press for answers from Clinton on Benghazi

Updated 3:30 p.m. ET - Senate Republicans pressed for more answers Thursday on what led to the Sept. 11 attack on the U.S. mission in Benghazi – with their focus squarely on Secretary of State Hillary Clinton who will testify to the Senate Foreign Relations Committee next month.

At a committee hearing Thursday, Sen. Marco Rubio, R- Fla., a potential 2016 presidential contender, said it was “puzzling” that the report from the Accountability Review Board Clinton appointed to investigate the attack places blame only on lower-level officials for giving insufficient attention to the security risks in Benghazi.

In the attack Ambassador Chris Stevens and three other Americans, Glen Doherty, Tyrone Woods, and Sean Smith, were killed.

Dr. Zbigniew Brzezinski and former Rep. Jane Harman talk about the attack on the U.S. consulate and why the host country needs to protect the United States' diplomats. They also debate how the U.S. can fix the security in these embassies. The panel then  turns the conversation to the campaign to discredit Sen. Chuck Hagel as a potential pick for Defense Secretary.

 

“There’s a lot of questions to be answered, including some that only Secretary Clinton can answer,” Rubio told NBC News after he left the hearing. “We need to know beyond the assistant secretary level -- where the report places most of the blame -- what did these senior officials know after the repeated meetings (with the Libyan prime minster and other Libyan officials). Libya was not some remote outpost somewhere… It was a place that the U.S. was heavily engaged in militarily.”

He said the possibility that the deteriorating security situation in Benghazi did not come up in meetings between Clinton and the Libyan officials or in meetings between other State Department officials and the Libyans “is deeply troubling to me.”

Eric Boswell, the assistant secretary of state for the Bureau of Diplomatic Security has resigned and three other officials have been relieved of duty, the department said late Wednesday.

White House spokesman Jay Carney said "accountability has been brought to bear with regard to four individuals who are very senior” at the State Department. But he added, “they're not taking the fall" for the attack.

Clinton has been out of the public eye for several days due to illness and a concussion she suffered after fainting. 

Substituting for Clinton in testimony before the committee Thursday was Deputy Secretary of State William Burns.

“All of you who know Hillary know that she would rather be here today,” said committee chairman Sen. John Kerry, D-Mass., who is likely to be President Barack Obama’s nominee to replace Clinton. “I assure you it is not her choice she is not here today and she looks forward to appearing before the committee in January. I want to make that clear.”

At a House Foreign Affairs Committee hearing on the Benghazi attack Thursday afternoon, Chairwoman Rep. Ileana Ros-Lehtinen, R- Fla., said Clinton “has every intention of testifying before our committee by mid-January as soon as she gets the go-ahead from her doctor.”

And Ros-Lehtinen said the State Department’s claim that Congress had not provided sufficient funding was not persuasive. “Perhaps it should take a closer look at the (State Department) money that is being lavished on global climate change, a culinary diplomacy program, and other favored projects,” she said. “This money could have been used for providing diplomatic security…..”

Ros-Lehtinen said that the State Department was spending nearly $1 billion on global climate change programs. And she said that just the day before the Sept. 11 attack in Benghazi, Clinton was “engaged in launching a new program called the Diplomatic Culinary Partnership, where Americans chefs will travel the world to engage in ‘culinary diplomacy.’ Certainly this is an example of misplaced priorities.”

Burns told the committees that report by the Accountability Review Board (ARB) “takes a clear-eyed look at serious, systemic problems. Problems which are unacceptable. Problems for which – as Secretary Clinton has said -- we take responsibility.”

He said told the State Department has “already begun to fix” the security lapses that allowed the Benghazi attack to succeed.

On Tuesday the ARB report blamed State Department officials for “systemic failures and leadership and management deficiencies” that led to the protection for the Benghazi facility that was “grossly inadequate to deal with the attack that took place.”

Kerry said that “the report pulls no punches.” He said that “clearly mistakes were made” and that “there were clear warning signs” that the US facility in Benghazi was in danger in the weeks leading up to the attack.

“We get this right about 99 percent of the time,” Deputy Secretary of State Thomas Nides told the committee. “We would like to be at 100 percent.”

Kerry said that for years the Congress had underfunded the State Department and noted that the international affairs budget is less than one-tenth that of the Defense Department.

Kerry noted that the ARB report calls for spending $2.3 billion a year for 10 years to protect State Department personnel overseas.

But Sen. Bob Corker, R- Tenn., slated to be the senior Republican on the panel in 2013, vigorously dissented from that view. He told the hearing “he was “dismayed that this hearing has already focused on the need for additional money, which may well be needed,” but since the committee had not done a thorough review of how the State Department spends its approximately $50 billion in annual funding, “we have no idea whether the State Department is using its money wisely or not.”

He also asked why Clinton had not asked Congress before the attack to allow her to re-allocate State Department funding to ensure the Benghazi facility was secure.

He added later that there was a 16-person Defense Department security team in Libya who could have been shifted from Tripoli to Benghazi – and at no cost to the State Department other than lodging. “This has nothing to do with money,” he said.

Kerry said that American diplomats need to engage personally with the people in the nations where they are stationed, especially in the Middle East. “We have to be on the ground, outside the wire, reaching out to those people,” he said.

“Bad things have happened before and bad things will happen again unfortunately in the future,” he said. “We do not want to concertina-wire America off from the world.”

Rubio told NBC News that there was larger lesson in the Benghazi attack: “One of the factors that led to the Sept. 11 attack was “the inability of the Libyan central government to have any control over militias” and that, he argued, was “a direct result of a policy decision made to ‘lead from behind.’”

He said the Obama administration got engaged “too late” and “not decisively enough” in Libya. “The reason why there are all these multiple militias in Libya is because this was a protracted conflict that created the opportunity and the space for these militias to form – similar to what we’re seeing now in Syria.”

If the United States had gotten decisively engaged in Libya, Rubio contended, the conflict “would have ended a lot sooner and the opportunity for these militias to form would have been diminished.”

Pigotry, the GOP House did not deny the calls for more security and immediate assistance from our men over there, the current administration did. They had several hours to respond but instead, just sat back and watched.

They knew they were wrong. Thats why they came up with a lame excuse of a film and kept repeating it, didn't report the real story for almost a month and is the real reason Hillary is not testifying. Now that the election is over they will try to get away with everything. Simply the worst administration the US has ever had.

Who has done a better job with security?

Funny there wasn't any outrage at all the deaths under Bush, yet they are calling Obama's head.

Republicans need to get a grip and fund security of embassies overseas.

Having just read the minute by minute account of the full attack I see no shortcoming by the state department. All reasonable resources were brought to bear as the escalation slowly increased over hours.

Mr. Stevens died do to smoke inhalation as he did not follow others during the escape. The GOP is upto their usual reckless deceptive grandstanding.

I remember several intelligence agencies reports about Osama's plans to attack the US interests that came up in front of high level Bush administration officials including him and the Repugnicans were not too harsh on them; that event cost more lives and brought a huge security issue for our nation, than this Benghazi attack which occurred in an Islamic nation in chaos after a civil war. I think this is more of the same Tea Party witch hunt to discredit Hillary and harm her political future if she decides to run for president.

Ok, its been weeks now since this has happened. I've read some of the articles, avoided many since they seem full of BS and light on facts, and I'm aware of all the back and forth, finger pointing, and political grandstanding that is going on, but I'm still unclear here? What is the end game in all of this? Monday morning quarterbacking aside what are we trying to accomplish here? I get the understanding wanting to know where the breakdowns occurred so we don't repeat them (even though we -our gov- don't seem to always learn very well or moreover do prefer to be reactive than proactive) but beyond that, what really is the end game??? To me it seems its all a political issue more than anything with little regard for those that were killed. Someone please explain! And I say this not giving two flips about either party.

I'm amazed that so many people are still referring to "a budget cut in security funding" when the woman in charge of embassy and consulate security world-wide testified under oath before congress that there was no budget issue regarding Benghazi - that Hillary Clinton had ordered security at Benghazi be kept artificially low. This after 48 security incidents in 60 days, including 2 bombings. And the closure, for security reasons, of almost all other consulates and the Red Cross.

    You don't have a clue!!! If security personnel were so limited, why were there 15,000 in Iraq/Afghanistan or a brigade in the high risk area of Paris? In Government or business, you never have all the personnel you would like, but you assign them to high risk areas. Libya was clearly a high risk area and the Obama administration simply ignored that fact. Read the report and not just what MSNBC, ThinkProgress, and the rest of your liberal sources talk about. Get the facts before you write.

            What is truly sad is the fact that the 9/11 attacks were not only allowed to happen, they were facilitated by some in our government, including VP Cheney, the CIA, the FBI and NORAD, as well as a foreign government called Israel.

            The Bush/Cheney adminisatration fought at attempts to investigate 9/11 and would not testify themselves, unless it was done together ( had to keep the stories straight, I guess). Oh - it all had to be secret.

            They never explained why warnings from Russia and other nations were ignored, why access to files on the computer of Moussaui, the alleged 20th hi jacker was denied, despite pleas from the FBI agent in Wisconsin, where Moussaui was taking flying lessons or why NORAD was conducting exercises on 9/11. Those exercises were to simulate response from an airplane crash into a building. Wow, what a coincidence. Was it a drill or not a drill? How would responding pilots know?

            The 9/11 Commission never addressed how and why Bldg 7 fell in a controlled demolition, despite never having been hit by an airplane. 1300 Engineers and Architects all agree that the WTCs were brought down with nano thermite, not planes. Bldg 7 is the smoking gun.

            It's amusing to me how many people seem to be ignorant of the fact that people like the President or the Secretary of State don't personally handle details like how many security guards are assigned to a post, how they are armed, etc. There are underlings whose sole responsibility it is to handle those kinds of details and the President or the Secretary rightly depend on those underlings to do their job. In this case the underling apparently was not doing his job and now he has resigned, probably having been forced to resign. Now, that is not to say that the President and/or the Secretary don't deserve some criticism for the security lapse. The President picks the Secretary and the Secretary, presumably, picked the guy who just "resigned." But to suggest that the Secretary is harboring some secretive or particularly damning evidence about this security screw-up, something that she's going to be able to suddenly blurt out in a hearing, is beyond stupid. I know the Republicans in particular are just breathlessly waiting for something they can use in the political arena, which is mainly what they do while they are refusing to do serious work on the country's urgent problems.

            Harry - The whole problem was they didn't connect the dots. Four planes were flying around and NORAD was off conducting drills. The Pentagon was not hit until an hour after the WTCs and NORAD was conducting drills. Not one person lost their job or was even reprimanded. He was on video saying "PULL IT" just before Bldg 7 fell into its own footprint in 6.5 seconds. "Pull it" is the term meaning to pull a building down with explosives.

            Anyone with a functioning brain can see Bldg 7 was rigged to fall. Watch the video. If one building was rigged, they all were rigged. It takes weeks to plant the explosives. The news media was saying the building was going to fall, well in advance of the actual fall. It only had a few fires in it. Silverstein had insured all 3 buildings for billions against a terrorist attack in July. Wow, what a lucky break for him.

              Joe Thomas and Moderate, Secretary Clinton had the flu, as did several members of her retinue on the overseas trip she was on. Dehydration, while working the hours necessary, would be natural. Ms. Clinton works her butt off. I firmly believe the reports she fainted and suffered a concussion. I've done the same, although I've never had the flu. The dehydration came from working in my yard, about an acre and a half. I felt a little dizzy, came into the carport, felt dizzier, fainted and ended in the emergency room.

              An underfunded State Department just can''t give the necessary security to all the hotspots in the world. Both Republicans, who will be blamed, and the Democrats, who won't, voted against more funds. Give State the money necessary to do their job. And make sure that enough Marines, who guard the missions, are posted to give the necessary security.

              Make sure your Representatives and Senators, be they Democratic or Republican, know that the American people will not tolerate situations such as happened in Benghazi due to lack of funds and poor planning and not taking appropriate actions to stop them.

                          Guess this sums up 'who' was responsible:

                          On Tuesday the Accountability Review Board (ARB) blamed State Department officials for "systemic failures and leadership and management deficiencies" that led to the protection for the Benghazi facility that was "grossly inadequate to deal with the attack that took place."

                          The board found that despite repeated requests from American diplomats in Libya that the number of security staff in Benghazi on the day of the attack was inadequate.

                          Guess who is in charge at the SD? Oh, that's is Hillary.

                          Fat chance she will ever win in 2016. Hopefully she will save herself the embarrasment of running. If she can't run 1 Department there is no way she could hope to run the Country. Not that she would have had the chance anyway.

                          The sad thing is that Kerry is much worse. He is a coward and a traitor, but I guess we can't expect any better from the powers that be.

                          Wish he would have been tried for treason along with his friends Jane Fonda and Tom (whatshisname). He is a disgrace to everyone that ever wore the uniform. We are not responsible for what happens outside the compounds. In fact it is the Host country that is supposed to make sure our Embassy's are not breached. Once they are it is States responsibilty to make sure we can defend ourselves.

                            Mrs. Clinton can't testify at the Libya hearings because she fainted and can't remember anything. In a un-related news it is also reported that President Obama and Ambassador Rice have also fallen and can't remember anything. White House spokesman James Carney provided a stinging criticism of the republicans for putting lives in danger by refusing a request for 20 Billion dollars to replace a worn door mat at the White House.
