Geithner urges Republican leaders to offer ideas on averting fiscal cliff

Updated 11:43 am ET President Barack Obama’s fiscal cliff negotiator, Treasury Secretary Tim Geithner, predicted on NBC’s Meet the Press Sunday that congressional Republicans will accept Obama’s plan to raise income tax rates and limit deductions on people making $200,000 and over. “I think we’re going to get there,” he told NBC’s David Gregory.

He said if Republican leaders have their own alternative ways to reduce federal deficits, they need to offer Obama their proposals.

Treasury Secretary Timothy Geithner made the Sunday morning talk show rounds, saying "the only thing that stands in the way of a deal right now is if a group of Republican members decide they're going to block a deal." NBC's Mike Viqueira reports.

“We need to know what they’re prepared to do on (tax) rates and revenues and we need to know what they’re prepared to do on the spending side,” he said.

So far, Geithner said, they have not said “who should pay higher taxes.”

In contrast, Geithner said, Obama has been specific, for example, about how he’d shift more of the burden of paying for Medicare to affluent retirees: his fiscal year 2013 budget proposal would increase premiums and co-payments for higher-income Medicare beneficiaries, starting in 2017.

“If the Republicans don’t like those ideas and they want to do it differently (or) they want to go beyond that, then they have to tell us what makes sense for them and then we can take a look at it,” he said.

Geithner is leading the bargaining with GOP leaders on how to avoid the “fiscal cliff” –Washington jargon for the combination of tax increases and spending reductions which are scheduled to occur under current law at the end of the year and which the Congressional Budget Office has said would tip the economy into a recession.

With 29 days left to reach an agreement on avoiding the fiscal cliff, neither GOP leaders nor the president seem to be taking steps toward an accord.

Two senators who were re-elected last month, Sen. Claire McCaskill, D- Mo., and Sen. Bob Corker, R- Tenn., also appeared on Meet the Press to comment on the fiscal cliff negotiations.

Corker said he supported “closing loopholes” which he called "a pro-growth way of getting more revenues from wealthy Americans." He predicted that ultimately “cooler heads will prevail” and the two sides will agree on a deal.

Corker said that in the fiscal cliff bargaining Obama had not yet proposed additional curbs on Medicare and other entitlement spending and he predicted “you’re not going to have a deal until that happens.”

McCaskill said if current tax rates expire at year end, then “we would come back in January first thing and pass a tax cut” along the lines of Obama’s proposal. “Are the Republicans going to vote ‘no’ on that?” she asked incredulously.

On Medicare, McCaskill said she would support “more aggressive means testing from higher co-pays from those people who can afford it.” In his Fiscal Year 2013 budget blueprint Obama proposed higher premiums and co-payments for higher-income Medicare recipients, cutting $28 billion in federal spending over ten years.

But liberal Democrats have opposed that idea, saying it could erode support for Medicare among upper-income people, leading them to opt out of the program. “This will end Medicare as we know it,” said Rep. Allyson Schwartz, D- Pa., last spring when Republicans adopted Obama’s higher premium and co-pays idea as part of the negotiations over how to offset the cost of cutting the Social Security payroll tax.

Obama’s initial fiscal cliff bargaining position has been that income tax rates and tax preferences enacted since 2001 should remain in effect for single earners making less than $200,000 a year and for married couples filing joint return who make less than $250,000.

In a statement Sunday, House Democratic Leader Nancy Pelosi urged House Speaker John Boehner to bring to the floor a bill already passed by the Senate to continue current income tax rates for people making less than $200,000.

She said if Boehner "refuses to schedule this widely-supported bill for a vote, Democrats will introduce a discharge petition to automatically bring to the floor the Senate-passed middle class tax cuts." A discharge petition is procedure by which a bill may be forced out of a committee and onto the House floor for a vote. The Democrats would need to get 218 members of the House to sign a discharge petition in order for this procedure to succeed.

Republican leaders oppose any tax increase, although they would agree to a redesign of the income tax system that could raise more revenues for the federal government by ending or curtailing some deductions and other tax breaks.

The GOP leaders also want some plan for reductions in spending on Medicare and other entitlements.

The fiscal cliff refers to:

  • The expiration at year end of tax reductions enacted in 2001, 2003, 2009, and 2010.
  • A 27 percent cut in Medicare’s payment rates for doctors’ services.
  • A ten percent cut in defense spending and an 8 percent cut in nondefense spending -- cuts mandated by the Budget Control Act which Obama signed into law in 2010 as a part of a deal with Republicans to get them to agree to raise the federal government’s borrowing limit.
  • The end of emergency unemployment benefits.
  • The end of a temporary reduction of 2 percentage points in the Social Security payroll tax which was in effect this year and in 2011.

In addition the Affordable Care Act will impose, starting in January, a new 3.8 percent Medicare payroll tax on income above $200,000 and will expand the tax to cover investment income as well as wage and salary income.

About two-thirds of the fiscal cliff comes from the impending tax increases scheduled to take effect at the beginning of 2013 under current law.

According to the nonpartisan Tax Policy Center, "Taxes would rise by more than $500 billion in 2013—an average of almost $3,500 per household—as almost every tax cut enacted since 2001 would expire."

A report issued in October by the Center found that almost 90 percent of Americans would see their taxes rise unless Congress and the president agree to change current law. "For most households, the two biggest increases would be the expiration of the temporary cut in Social Security taxes and the expiration of the 2001/2003 tax cuts," the report said.

Um...anyone can spend money better that our government. The government that is the biggest, and most expensive in the history of life on this planet.

You start by saying we need to build our military? Why? So we can have soldiers stand next to IED, or suicide bombers? I'd argue we have enough planes, battleships, carriers, to fight multiple wars simultaneously- see Afghanistan, Iraq...etc.

What we need is less. less unemployment assistance- let is run out. If we keep social security- we need every current worker to contribute more to get the same promised levels of benefits, and we need every current retiree to realize they and they employer underfunded their payments..and we need to freeze payments to current retirees wherever possible. Same with Medicare and Medicaid- our government screwed up and undercharges current retirees- vastly underestimated longevity and health care costs. Current workers need to be charged more. Current retirees need treatment curtailed and only basic treatment offered- no expensive MRI or cutting edge drugs...just the basics as that's all their contributions should realistically pay for.

Admit the underpayments retirees made, reduce or use basic treatments unless that have the means for cutting edge treatments themselves.

Reduce the role and scope of government. Get federal government out of education. Let local boards push teachers for performance and make teachers responsible for the product they put out.

      Take an example of someone was born super rich, buying government bonds, which pay him tax exempt interest. That interest comes out of taxes that are paid by the majority of the populations through all kind of taxes.
      This born rich guy did absolutely nothing to earn a living and we are simple supporting him because of someone in past somehow accumulated wealth that was transfer to him. Government should never borrow money from anyone, if there is program that is needed then collect enough taxes to cover the cost. Tax the super rich not borrow from them

          The Colossal Ignorance of Our Leaders Created this Fiscal Crises, Nothing More Nothing Less.

          It is indisputable that a nation sovereign in its own currency can issue as much of it as it wants to pay any obligation denominated in its own currency. It does not need to "GET" revenue to pay its bills. It simply issues more of its fiat currency to satisfy its obligations. Why would it need revenue/income to spend? Would you if you issued all the money to your family? Why would you need to go out and "Get" a job to earn income? You could never go broke because you'll always have the ability to pay. You would tax your family for other reasons than to raise revenue since you create money out of thin air.

          Therefore, the Federal Government levies taxes to manage inflation, distort income distribution and market prices, and force acceptance of its currency. Its the only currency it will accept in payment of its taxes and, therefore, citizens must provide goods and services to the government, or receive a transfer payment in order to get the currency to pay the tax. The Federal Government, unlike the States, firms, and households, does not levy taxes to raise revenue per se to spend.

          Any statement from any source that tells you "tax payer funded this or that" simply displays the near universal ignorance in this nation of basic but axiomatic principles on how our monetary system's tax policy functions post gold standard.

          The Fiscal Cliff is easily resolved. Congress repeals the debt ceiling before Jan. 1, 2013.

          Or, the President issues debt free legal tender to spend and reduce the debt by trillions allowing funding for all appropriations and indeed all authorizations without going to bond markets. Obama knows that in this situation, his best bet is to rally the public to his cause, to make clear to the public that they have refused to do what the public demanded they do in the last election, and to keep their feet to the fire until they act.

            That Obama is using the bully pulpit to move the negotiations forward demonstrates that he does not want to go over the cliff. This is in fact part of the negotiation itself: it strengthens his hand, because the public has made it clear that they don't want to go over the cliff. In this situation, it is the smartest thing he could do.

                Where are the democrats cuts in spending? They have the controlling hand. They are the ones that added so much to the national debt. Where are their ideas? They are the ones that had control of the purse string for the last six years. If you people can remember at the end of the Clinton Years the country was in a recession and a lot of people were getting laid off. The old story with president Bush was that congress was not going to give him a blank check. Obama has had a blank check for the last 4 years. and the democrats control of the purse strings. Bush is not president now Obama owns the debt he has run up with failed policies and bankruptcies. Where are the JOBS? Wonder if Geithner has paid all of his taxes. 4 people dead in Benghazi and no answers.

                I don't think most of America is regarding Benghazi as anything more, or less, than an act of war by hostile enemies. We are saddened by it, we are angry and we want those responsible to pay, but most of us have an understanding that this is the fault of all of Washington. Some of us even think if the republican party was not so bent on cutting costs, maybe it would not have happened. I know both parties voted to reduce our embassy budgets, we learned that was a big mistake. I also know that help was requested earlier on, but I don't know what form of help could have been given under the circumstances. I do know a witch hunt is not going to hurt Obams, thats already water under the bridge.

                Not sure why or where Turbo Timmy has been for the past four years, but the Repubs have consistently offered numerous budget and cost savings ideas and suggestions.. These have been in the form of written as well as verbal accounts of possible efforts to streamline government and reduce costs. As an outside observer, their efforts are in the mainstream view to revise the tax code, streamline government and eliminate overlap and redundancies, restructure entitlements to provide a long term survival for future generations without impact on current seniors, create employment incentives for firms to grow,hire and train employees, expand world markets and stabilize trade and currency agreements. To name just a few observations.

                Personally, I would add the following: Pay Obama $1 per year until our GDP is 6% growth and debt is below $1T, take away AF1 and allow him to utilize public transportation, no vacations for four years- he needs to focus more on his job, all book and future business deals must be revenue surrendered to reduce the public debt created under his administration. No allowances for staff or vacations/junkets/ clothes beyond a set annual stipend of $3000 for FLOTUS. Lastly, take away all administratin limosines and replace with green Volts or wind powered bicycles.

If the President doesn't like what gets passed through Congress, he has the option of vetoing it. Of course, then it will be on HIS head if the deadline doesn't get met.

                        Pure garbage Eric. Hundreds of companies have declared special dividends in order to avoid the higher taxes in 2013 in the event the Bush tax cuts expire and dividend taxes go up. Sheldon Addleson of Los Vegas Sands got a dividend of over a billion in a special dividend.

                                I voted for Obama and his proposal is so full of crap I could puke. He said he wouldn't change Medicare but yet now he will but in 2017 when he leaves office. He said he only wanted to impose a 3.8% tax on wealthy but now he wants more in reductions eliminations. This is essentially the same budget that no one even us democrats wanted. We can't blame this one on the tea party people. The president said one thing now is doing a 180.

                                GIVE THE GOVERNMENT YOUR MONEY. Timothy Geitner proposes that we let the government have UNLIMITED ACCESS to UNLIMITED DEBT by allowing the government to BORROW MORE MONEY WE DO NOT HAVE and not have Congress vote on increasing the DEBT LIMIT.

                                Spend and then Tax is what communist do, even the socialist nations Tax first before Spending and that is bad. Allowing idiotic politicians to PROMISE PEOPLE EVERYTHING for their votes and then SPEND WITHOUT ACCOUNTABILITY is why we are in this dilemma now, and they think we should give them now not only the money we have now but the money we will have in the future now as well by BORROWING and SPENDING without limits or being held responsible.

                                    The President has proposed a budget every year. The House passes a budget (Ryan, Romney, who cares) that is totally unacceptable to the dems.                                     I really can't believe any democrat in their right mind would support this budget. If I were running for reelection in 2014 I wouldn't. Massive tax hike twice the size that Obama said he wanted. No debt reduction other than simply screwing doctors and hospitals even more. Remember when Obama said republican math did not add up? Well his might but it comes at a massive expense to money that could actually pay workers.

                                    A revenue increase of $160B per year, which at least pays for the cost of extending the Payroll Tax Holiday of $100-110B per year.

                                    So tax cuts for the 53% are being pitted against $50-60B per year and a <1% spending cut.

Their senior level executives have provided misleading budget information in an attempt to forward an agenda, even though it will end up costing us more.
