Subscribe to RSSUpdated at 2 p.m. ET -- At a campaign-style event at the White House Friday, President Barack Obama invited congressional leaders to the White House next week for talks on how to avoid spending cuts and at least some of the tax increases scheduled to occur in January. But he insisted that tax increases on the wealthiest Americans must be part of any deal.
NBC's Brian Williams anchors President Obama's first post-election appearance, in which he calls on Congress to work with him to avoid the fiscal cliff and get the economy moving again.
In a statement at the White House, Obama indicated he will meet with Senate Majority Leader Harry Reid and House Speaker John Boehner next week "so we can start to build consensus around the challenges that we can only solve together."
The president was referring to $64 billion in automatic spending cuts that will take effect in January if a deal cannot be reached. Those cuts are mandated by the Budget Control Act that Obama signed into law last year.
In his first White House appearance since defeating Republican Mitt Romney in Tuesday's election, Obama said he was "open to new ideas" to avoid what is known as the “fiscal cliff.” But he also dug in his heels by insisting that additional revenue be part of the solution.
“We can’t just cut our way to prosperity,” he said, adding that he would insist that “the wealthiest Americans to pay a little more in taxes” – a line that drew applause from the group of supporters standing behind him on stage. Obama defines "the wealthiest Americans" as single taxpayers earning more than $200,000 a year and couples with annual earnings in excess of $250,000.
And he claimed an election mandate, saying, “On Tuesday night we found out that the majority of Americans agree with my approach.”
Obama also repeated many of the themes of his re-election campaign speeches in Friday’s remarks – such as his view that more federal infrastructure spending is needed.
Obama did not take any questions.
Budget analysts call the combination of automatic spending cuts and tax increases set to occur at year end the fiscal cliff.
As part of an agreement to avoid the fiscal cliff, Obama and congressional leaders must also agree how much taxes ought to go up and which taxpayers will be hit by tax hikes. According to the Congressional Budget Office taxes will increase by more than $400 billion in 2013 under current law.
Adding to the pressure to design a deal that would avoid the fiscal cliff, the CBO on Thursday repeated its previous warnings that the spending cuts, combined with scheduled tax increases, would probably cause a recession next year.
Specifically the CBO said in its Thursday report that the tax increases and spending cuts would cause the unemployment rate to rise to 9.1 percent by the fourth quarter of 2013, compared to a jobless rate of 7.9 percent in October.
In a video released by the Obama campaign, a tearful president thanks his campaign workers before he sets off to tackle second-term issues including taxes, the debt and replacing as many as five high profile secretaries in his Cabinet. NBC's Chuck Todd reports.
The tax increases would raise the average tax burden by almost $3,500 per taxpayer in 2013, according to According to the Tax Policy Center. This would happen because the current income tax rates and some tax breaks are scheduled to expire or shrink on Dec. 31. Among them, the popular middle-class tax break, a $1,000-per-child tax credit for each child age 17 and younger, would be cut in half.
In addition, starting on Jan. 1, the Affordable Care Act imposes a $20 billion tax increase on people with incomes above $200,000, or $250,000 for joint filers. Adding to the tax increase, a temporary reduction in the Social Security payroll tax is set to expire at year end.
The president has argued for raising taxes on Americans with incomes over $200,000 and over $250,000 for married couples who file jointly.
But the exact mix of tax increases and who must pay them will be the subject of intense negotiations between the president and congressional leaders over the next few weeks.
Before February Obama and congressional leaders must also work out a deal to raise the federal government’s borrowing limit.
After re-election, House Speaker John Boehner says he believes the House GOP and President Obama will find common ground "to avoid the fiscal cliff." Boehner is also talking less harshly about the president's signature health care law.
In a press briefing Friday morning, Boehner said he is willing to work with Obama and congressional Democrats, but remains opposed to raising the tax rates for any Americans.
“The members of our majority understand how important it is to avert the fiscal cliff,” he said. He sketched out his opening bargaining position: Extend current tax rates for one year, allowing Congress time to entirely redesign the tax code, eliminating some tax deductions and preferences – and pass “entitlement reform.”
He made the case that “by lowering rates and cleaning up the tax code we know that we’re going to get more economic growth. It’ll bring jobs back to America – it’ll bring more revenue.”
The revenue question is crucial: Because the U.S. economy remains anemic, federal revenue has still not reached its pre-recession peak. While revenue increased for third consecutive year in fiscal 2012, it is still 5 percent below the 2007 peak.
Boehner warned about the spending pressure from growing entitlement programs: “We’re spending a trillion dollars more than what we take in. You can’t continue to do that. This is year two of a 25-year demographic bubble. …. Ten thousand Baby Boomers like me retiring every day.”
He said “everything on the revenue side and on the spending side has to be looked at.”
Obama and the Democrats go into the bargaining over fiscal policy with voters having given them a stronger bargaining position.

In Tuesday’s balloting, Democrats scored a net gain of at least six seats in the House, which was better than most analysts had predicted, and they exceeded expectations by gaining two seats in the Senate, dashing GOP hopes for a takeover of the upper chamber.
But Boehner said Tuesday that “The American people re-elected a Republican majority (in the House) and I’m proud of the fact that our team in a very difficult year was able to maintain our majority.”
But showing that the election outcome had altered his strategy, Boehner signaled a retreat Thursday from Republican calls for total repeal of the Affordable Care Act.
“I think the election changes that,” Boehner said in an interview with ABC News. “It's pretty clear that the president was re-elected, Obamacare is the law of the land.”
But he added, “I think there are parts of the healthcare law that are going to be very difficult to implement. And very expensive. And as the time when we're trying to find a way to create a path toward a balanced budget everything has to be on the table.” The speaker may try to make rescinding parts of the law an ingredient of any deal he tries to strike with Obama and Reid.

How about some reform on the welfare system, I dont mind paying more tax but this should not be a country were if you keep having kids the goverment will take care of them. I can't have a second kid because financially right know. I am paying 500 a month for day care which I know is a good deal but I can afford 1000 a month for two. It just isnt right that my money and the money of many go to take care of the lazy. I am not taking about the elderly, or the disabled here. We need to take care of thses people and the true poor, but just have a better system, they chould not be able to eat T-bones for dinner with there EBT cards. They should be able to live but they need to be a little uncomfortable so they will want better and try to take care of themselves. Not trying to be mean here but come on, enough is enough.

We need more revenue, AND we need spending cuts. The issue is, spending is being cut in areas such as essential services, education, the arts, etc when it should be cut through more balanced contract awarding. How many billions have been spent on incomplete, badly completed or unnecessary projects? How many billions have been spent by doing favors for contractors or paying them more than is fair?
When it comes to blame, though, I place it largely on Republicans. This is not because I hate Republicans, but because they decided to follow Norquist instead of doing what they were elected to do: run this country.
As far as keeping taxes low for high-earners to improve employment, that's total crap. A large reason why we're still suffering for jobs is because a the economy has scared many workers causing them to stop asking for raises, stop taking time off and overall do more work per person than before the recession. This has been studied and proven as fact. As long as workers do more work per person and the employers get the same overall work done, they won't have any reason to hire more people. Get more by spending less, not a difficult concept.

Nobody should send the federal government anymore money - period - for any reason. Every year I've been alive whether taxes are high or taxes are low they spend more than they collect. Cut spending - balance the budget for at least 8 years in a row before asking for any more money for any reason - so called investments - so called deficit/debt reduction - military - nothing. Make due with the money you're collecting now. Wake up idiot Americans.
As an American who will only pay more and more next year between the expired tax cut and the affordable care taxes all I can say is what is obvious to anyone with a basic understanding of economics. We spend too much money period. Now you can raise taxes but that will not bring in enough money to cover all of the spending. Personally I'd be happy to pay more with one proviso.. EVERY AMERICAN should pay federal income tax ( please dont talk to me about FICA I pay that too ). The only exception should be those making under the poverty line. If everyone had to pay more taxes and we all felt the pain together then wed start looking at cutting spending. As long as half the country doesnt pay and only takes its way to easy to just keep saying please sir may I have some more.
One more thing... when the "wealthy" pay more tax they will spend less , and hire less and companies will let go workers. Actions have consequences remember that when the unemployment rate goes up folks.. you asked for it you got it...

Actually the rich doesnt seem to be spending that money. The wealth of the richest 400 people went up 13% in the past 3 years. That's $218 billion dollars that they didnt spend. More to the point if government takes money from them it does get spent. What do you think happens to tax dollars it just gets burnt? Tax dollars are used to buy things which keeps the wealth circulating boosting the economy. What doesnt boost the economy is when the rich take their money and put it into hedge funds to make themselves more money. There is literally trillions of dollars sitting on the sidelines because companies are not investing their money in products and factories, but rather putting it into the stock market because they can make money faster that way. If the companies arnt going to invest the money to improve the economy then maybe the government should tax those kinds of investments more so companies invest in products not in markets.
You know the rich were doing just fine under the many administrations before Bush all the while paying a higher tax rate. And those of us in what used to be the middle class watched our wages rise along with economic growth, spare the occasional recession that rights the economy from time to time. The ultra rich have become used to out of this world earnings even during times of hardship the country is faced with. Bush's tax cuts started this whole mess! He gave sandwiches to the rich and crumbs to the rest in his form of tax cuts. Now everything is out of kilter. It's time to right this ship! Obama has never cut a government program ever. He cant spell balanced let alone execute it. Ive worked in the financial industry for 30 years. If a company has to spend more money than it did before they have to cut costs. Their biggest cost is employees. So for small companies or large increase their federal costs it will come out of the pockets of the employees either by cutting benefits or getting rid of employees that how it works. And folks making 250K for two incomes in the New York area are not funding their kids trust funds .. they can barely keep their head afloat. Honestly thats the best laugh Ive had all day.. People with trust funds make in the millions not the 250k level.. please ...

He lied to us... he has now also suppressed information on an Iranian attack on a U.S. drone that occurred on 11/1... hmmmm. Another lie so it didn't come up before the elction. Obama was not elected as senior class president... he is leader of the free world and needs to comport himself in a manner befitting the honor and magnitude of the position. In this current time of videos, emails, and very high technology... we are able to see for ourselves what happened in Benghazi. I think the military (ousted from their office for speaking out)... that were waiting for the order to save the Ambassador and the seals who risked and lost their lives to protect one of their own tell the story best. The Obama Administration (in the words of Leon Panetta too)... said they hesitate to send our military into harms way when they don't have all the facts. They watched in real time and in horror while being told to STAND DOWN" for 7 hours of horror while an Ambassador to the US was being attacked. Why were we the ONLY ones left in Benghazi while Britain and two other countries took their representatives and Ambassadors out of Libya?... Why were we the only ones flying our country's flag over a previously attacked embassy? Why wasn't there any extra protection sent to get these people out? We had marines an hour away who are trained for these attacks. We had navy seals waiting with laser sites to destroy the rockets aimed at the embassy... They lost their lives... All of them... and you have no idea what went on behind closed doors because they are covering their butts! They did nothing as usual. And you can't dismiss the lies and deception and murders of our border patrol agents either... Lies, incompetence and a fear that it would have affected the election so liberals who research nothing and the liberal media along with this Administration are complicit in the murders of our fellow Americans and some people should be going to jail instead of proceeding in further destruction of the country.
Nanlie, I fully agree with your post. I am hoping and praying that Obama will be impeached and then tried for murder. I also want to see Eric Holder tried for murder as well given the US lives lost in the Fast and Furious operation.
The republicans must fall in line and start to compromise ,and so must the democrats ! This country has spoken and they want compromise ! As for the Obstructionist tea-party they should pull up a seat and vote for comprise also and forget Grover Norquest he was not elected to any position and has no say in America period ! ! Government run on compromise, and the time is here for compromise period !

The next few years are going to be just like the last two or four. Unless politicians of both parties can put aside their differences for a few weeks to truly do the job they were elected to do, the only thing that will change is how much worse off we are are a country. Once January arrives, no one will do anything.
