As President Barack Obama celebrates his election night victory, he faces a second term that presents both immediate and longer-term challenges, some with deadlines that must be confronted in the seven weeks before New Years’ Eve.
And he'll do it with a Senate still in Democratic control and a House of Representatives again ruled by Republicans.
The U.S. government faces enormous difficulties unless lawmakers can break the cycle of disagreement and dysfunction. NBC 'Meet the Press' moderator David Gregory reports.
Here's a look at the six splitting headaches awaiting Obama:
Automatic spending cuts
Congress passed and Obama signed into law the 2011 Deficit Control Act which will cut more than $100 billion in outlays in 2013, starting in January. These cuts were intended to be so unpalatable that they’d spur Congress and the president to strike a deficit reduction deal, but the plan seems about to backfire. Congress and the president in 2013 will be getting more deficit reduction than they really want. The director of the Congressional Budget Office, Douglas Elmendorf, said in August that the cuts in spending, combined with scheduled increases in taxes at the year's end would cause “a significant tightening of fiscal policy” which would “probably lead to a recession early next year.”
Americans re-elect President Barack Obama, a Republican House and a Democratic Senate after an estimated $6 billion dollars was spent on the election to try and swing the numbers. NBC's Political Director Chuck Todd discusses where we go from here.
Taxes going up, by a significant amount – and not just on the rich
The current income tax rates expire on Dec. 31. A popular middle-class tax break, the $1,000-per-child tax credit for each child age 17 and younger, will be cut in half unless Congress and the president take action before the end of the year. The temporary reduction in the Social Security payroll tax is also set to expire. As a result of all this, according to the Tax Policy Center, the average tax burden will increase by almost $3,500 per taxpayer in 2013. In addition, the Affordable Care Act, starting on Jan. 1, imposes a $20 billion tax increase in 2013 on people with incomes above $200,000, or $250,000 for joint filers.
Debt limit
According to the Bipartisan Policy Center, by sometime in February the federal government will reach its borrowing limit, even with the use of extraordinary stopgap accounting measures by the Treasury Department to push back that date. The House Republicans only very reluctantly voted to raise the debt limit in 2011 after the impasse between Obama and the House GOP over debt had severely shaken the confidence of investors in U.S. financial markets. The new House may be even more resistant to a debt ceiling increase with Obama winning a second term.
Confirmation of pivotal Cabinet members and regulatory chiefs
After securing a second term, Obama will, at a minimum, need to nominate a new Treasury Secretary to replace outgoing Tim Geithner and a new secretary of state to replace Hillary Clinton. Depending on the mood and membership of the Senate, the nomination hearings could prove contentious. Obama will also need to win Senate confirmation for those nominees selected to fill 82 judicial vacancies.
Implementing the Affordable Care Act and appointing the members of the Independent Payment Advisory Board
The administrative mechanism to carry out “Obamacare” needs to be designed, refined and run. Congressional Republicans are especially hostile to the Independent Payment Advisory Board, an outside body of experts, picked by the president, which is supposed to propose cuts in Medicare spending, with those cuts getting special fast-track consideration in Congress. So far Obama has appointed none of IPAB’s 15 members. Those nominees will be subject to Senate confirmation.

Chaos in Syria, WMD – and don't forget Iran
The phrase “weapons of mass destruction” may have gone out of fashion after U.S. forces failed to find any in Iraq after they invaded in 2003, but there’s no dispute that the Syrian regime does possess a large arsenal of chemical weapons, including nerve gas. Some of those weapons and ingredients might go missing as the civil war grinds on. Meanwhile Syria’s ally Iran has carried on work to build nuclear weapons and is not cooperating with the UN’s International Atomic Energy Agency which is trying to find out more about the Iranians’ secret research.

The other headache Obama has is that the Republican majority in the House is even bigger. Boehner is not going to acquiece on taxes and Obama shouldn't think he's got a "mandate" like he thought he had in 2008.

DrMan, your point is valid. Republicans still control the House, and the President has shown nothing but contempt as far as working with them. Last minute changes, strong arm tactics, public scoldings...did not work last time and won't work this time. He has to work openly with Congress...not just drop a plan on them and tell them to approve it a.s.a.p.

If Boehner refuses to acquiesce on allowing the tax cuts for the wealthy to expire, and the Senate Democrats don't surrender, and Off the Cliff occurs, it will be the fault of those GOP Representatives who give a higher priority to obeying a BS Pledge to satisfy Grover Norquist, in conflict with their only Constitutional obligation which they swore to when the took the Oath of Office.
As to Senate Minority Leader McConnell, whose unconstitutional commitment to making sure Obama didn't get reelected, by forcing the Democrats to get a 60 vote majority to stop filibuster on almost every Bill sent from the House, before a simple majority of 51 could be adequate to pass any legislation that McConnell decided not to like - that man needs to grow up to reach the maturity of a 5-year old child, and accept the fact that for a Representative Democracy to work, the minority Party is expected to compromise with the majority Party, barring extenuating circumstances that genuinely would justify filibuster.
At least Sens Graham & Cornyn displayed the wisdom which admits that they accept the reality that Romney lost, at least in part, because the GOP has acted like a Pup-Tent Party rather than the Big-Tent Party they used to be. The GOP members must accept the reality that Male WASPs are an ever-shrinking minority that is shrinking towards irrelevance; that the Grand Experiment known as the United States of America has functioned very well as a Melting-Pot. In fact, the US has become such a Melting-Pot that no single Ethnic Group is numerically large enough to be a majority anymore.

Here in MD, people voted yes to question 5 which was about the gerrymandering. How it passed is a testament to people being clueless about what they are voting on. I saw so many come to the polls who had never read or thought about the questions. We had 7 state questions and 15 county questions. Some of them took forever to try to read the questions and decide on the fly. They could not have understood question 5.
Obama won't have a headache, he doesn't care. Obama has the keys to AF1 and the nations American Express card, and that is all he ever wanted. 20 trillion in debt is on the way. The fiscal cliff won't be a problem because those most threatened by it are defense contractors, the very rich, and other GOP supporters. The corporate interests will pressure the GOP into an agreement with Obama. The same is true of the debt ceiling.
And as to the anger/happiness of the night, you know, since really long before the American Revolution, this has always been true: Conservatives go into the old folks home bitterly complaining that the country is going to Hell, while liberals smile away in their old age at how things are continuously getting better. In the long run (see marriage equity laws, openly gay senator, black president, universal health care coverage now, but also Roe v. Wade, interracial marriage, votes for women, child labor laws, end to slavery and overthrowing the king) - in the long run, liberalism is the inevitable tide of history.

Time to scrap the B & C variants of the JSF (F-35). The "A" (air force variant is sufficient). The Navy & Marine versions can be replaced with latest editions of the F-18. Speaking of Stealth for all those who feel a 5th generation aircraft is necessary....JG74 Luftwaffe Typhoons scored three F-22 Raptor 'kills" in this years Red Flag Alaska proving that in the "merge" (dog fighting range), the F-22 is not invincible although at long range it remains so. But this points out that stealth is not all its cracked up to be and new detection systems could render that capability vulnerable. Thus why pay 100's of millions of $$$ for aircraft when tried and true updated variants of F-15's (Silent Eagle), newer blocks of F-16's and Super Hornet F/A-18 E/F can do the job for at least the next 25 years. And forget those Russian (T-50) and Chinese supposed 5th generation test vehicles. They won't come into service for at least 20 years and by then pilotless aircraft at cheaper prices could rule the skies.

The most positive thing for me is that Obummer's election resulted in about a $7000/yr pay raise. I plan to drop my health insurance and get the free health care that the rest of the entitlers are going to get. Even after paying the TAX penalty I come out over $7K ahead. I hope all of you saw the tax increases on the middle class in the article because that is just the beginning.
If Obama insists on the other tax increases in Jan 13 then the middle class will be devastated. I saw the post the tax break for the rich let me remind you that in the Bush tax cuts the rate for the low and middle class is 10% and 15% and after Jan 1 2013 those rates will go up to 15% and 18%.
Lets not forget that Obama wants to raise the corporate rate to 35% and then you will see an exodus businesses going overseas and our unemployment skyrocket.
I think many of need to realize that the corporate tax for our global competitors is 25% and that is where our corporate tax rate should be just give us an equal footing with our competition.
Lets not forget that Obama wants to increases capital gains tax up to 35% also which will discourage investment into our country and be another blow to the middle class.

National Debt as of the end of fiscal 2008 (Bush's last year) = $9.986 Trillion.
National Debt at the end of fiscal 2016 (Obama's last year) = $20.391 Trillion.
By the way - this includes Obama's 'assumption' that he gets his tax increases on the 'rich'. If that doesn't happen, the Debt will be higher.
I find it ironic that the young people who provided Obama with his margin of victory are the very same ones that will 'inherit' this unsustainable Debt burden, and have to pay for it - with interest.

By the way - For those who are unfamiliar with Economics, the amount of interest payments on the Debt will have to be paid with higher taxes on everyone - Under Bush, it averaged slightly under $200 Billion per year, but if the interest rates return to the average under Clinton of 4.7%, the interest payments alone will skyrocket to almost $1 Trillion per year by 2016 (Almost $10 Trillion over 10 years – for interest alone). That money will effective come out of the pockets of American families and go into the pockets of 'Investors' – largely foreigners like the Chinese, thus decreasing economic growth/job creation substantially. We are on the same path as Greece.

Molor - the Electoral College is an antiquated system that our forefathers decided to include in our system of government so that they could manipulate elections. At the time is was instated, women could not vote and blacks were slaves. It is a system that needs to be dismantled. Presidents should be elected solely on the basis of popular vote. BTW, Obama won the popular vote by a very slim margin. This means there was no mandate. It also means that approximately half of the people in this country disapprove of him as president.

But those of you moaning about no mandate and slim victory doesn't change the fact he would have won under a popular, single transferable vote proportional representation system.
Also, the idea that the states with the greatest electoral votes share are wielding too much influence (for example, your much maligned California), is specious to the point it is laughable. These are the most populated states.
If anything, the influence of smaller states with tiny populations that will still, at a minimum, represent 3 electoral votes grants a greater political tool to a state whose population would otherwise not be as well represented. If anything, the big populated states are being disenfranchised by this.
As for congress and the President, it's time for some actual compromise on BOTH SIDES, enough finger pointing 'he says, she said' BS. Taking your bat home and hoping for a stagnant, intransigent congress is nothing short of pathetic. Perhaps then Congress will attain more than a paltry approval rating, and the people will offer support for the POTUS. Without this, both will suffer, as will the U.S.

Raising taxes will produce more revenue, which will allow the government to undertake critically needed and too-long postponed infrastructure repairs, which in turn will produce ripple-effect economic activity (starting with tools, heavy equipment and safety boots and continuing to new TVs and vacations in Hawaii or Washington state). The increased economic activity will in turn produce more revenue at every level of government, which will allow the debt to be paid down much more quickly that even the most Draconian austerity measures could ever hope to do.
To the people grumbling that we're in peril of becoming Greece or Spain: Austerity only helps the bankers, and causes the workers to suffer for no gain. A look at the European countries that have instituted austerity proves that this is true. The brutal truth is that we need more government spending and a higher debt cap today in order to achieve economic growth and full employment tomorrow, and pay down the debt the day after tomorrow. Republican economic ideas are a proven failure, everywhere in the world they've been tried, and it's past time to bury them once and for all.

This election does highlight some of the flaws in our electoral college system. Some states have adopted a split electoral vote system where the winner of the popular vote in their state takes 2 votes by default and the remainder is split based on the percentage of the popular vote that each candidate won. I think that more states should adopt that model. It would be a more accurate representation of the popular vote and the wishes of the nation as a whole.
Don't get me wrong, here. While I did vote for Obama, I don't agree with the large discrepancy between the popular vote (where he won by a narrow margin) and the electoral vote (where he won by a sizable margin). Let's hope we get this fixed for 2016.

Ummm. Budgets are set and passed by Congress. President only recommends a budget, Congress passes them, and President has to sign it. But Congress hasn't passed a budget for a very long time now (predating Obama). Instead they find it easier to just kick the can down the road. So I got no problem with deep cuts, but the Prez and Congress got to work together on the budget.
Too bad you both posted before his comments happening right now. By the time the total count is in, his margin of victory in the popular vote will be even larger than when you posted also. It is NOT 50/50. It is 50/49 with 86% of the vote counted. In the areas of NV, VA, & FL that aren't completed yet, the projections are for large margins in Obama's favor that will further increase his popular vote. While CA, WA, OR, and HI have been declared for Obama, their totals are not yet final, so again that percentage and total count will increase.

Seems to me that Romney was the one that catered to a specific race and class (white, middle class, non-college educated), while Obama was far more inclusive. Regardless, neither candidate ran a clean campaign (they were both exceptionally negative and hateful). And regardless of whether you look at the electoral votes or the popular vote, Obama certainly did not get a mandate. Of course, neither did the Republican-led Congress.
I think both parties better stop thinking in terms of their parties and be a bit more grateful that the people gave them both one more chance to stop bickering and start governing.

Sure did. Romney was a much better candidate than McCain. Also - the economy sucks. But did you not notice he still lost? And losing by less does not a mandate make.
I had high hopes that Romney would be a good moderate alternative to Obama (I'm not a big fan of Obama either, by the way). Instead he had to turn hard to the right to secure his nomination. That will get you the party hard-cores, but ultimately will cost you votes. Hopefully, like I posted earlier, both parties will get their respective heads out of their collective arses and start making decisions for the country instead of for their party.

The main reason women voted for Obama is because Romney/Ryan would clearly have sought to end Planned Parenthood and restricted abortions at the very least, possibly overturning Roe v Wade. If you don't think these are important issues for women, then you're deluded. Just accept that your candidates positions on these types of social issues lose them votes. LEGITIMATELY. That you can't understand that shows where the problem is.
Many of us were unhappy Obama wasn't able to turn things around faster but we'll never accept republican my way or the highway obstructionism. This countries operated by a government willing to compromise for the good of the nation since it's founding. A right wing unwilling to compromise isn't worthy of support. Romney/Ryan spent all their effort telling us that Obama wasn't doing enough but never explained how their idea's were better or even how they could work. Running on a platform of getting the black man out isn't enough to win.

And if you think that the Chineese people are all poor, you're dead wrong. They live better than most Americans do. What is the price of a loaf of bread in America, what, 2 bucks or more a loaf? I can buy a nice loaf of bread here for seventy five cents. What's wrong with this picture? Cigarettes are a buck a pack and beer is forty five cents a bottle. Can we say the same thing about Republicans, particularly the Tea Party republicans who blocked just about every initiative that the president supported in the last two years--even initiatives that Republicans traditionally support? Cooperation is a two way street, and we certainly did not see a whole lot for Republicans, particularly in the Senate where they filibustered (or at least tried to) just about every major initiative in the last four years.

I know you're still angry about obamacare, but he tried to work with the republican house on other initiatives and got it stuffed in his face time and time again. In 2010 he went along with the republicans much so that the democratic base was ready to abandon him for caving too much. He had a deal with for 4 trillion cut with Bhoener and Eric Cantor nixed it. This president has faced unprecedented obstruction. When Bhoener can stand at the podium and say "I got 95% of what I wanted" How can you lay that highway thing on the president?
I also am a 'somewhat' fiscal conservative. We are spending too much. However the baggage of conservative social issues trump my negativity. Romney was too much of a flip flopper on his verbal responses to problems and issues. Not consistent and demonstrated that of a poor leader......and a sneaky one at that.
Please let me know if I'm wrong, but I'm not aware of any President ever doing that with his former, final opponent. Obama did with Hillary Clinton, but they are of the same party.

All the blame cannot be put on the House. The Senate has tabled virtually every bill the House has submitted. In addition to refusing to submit a budget (balanced or not) for the previous 4 years.
At least the Senate could have modified the submitted bill and sent it back to the House. That is when the House re-modifies it and sends it back to the Senate. THIS is how COMPROMISE works in our legislature.
Our President should have intervened and put a little pressure on the Senate (and House) to start cooperating instead of just sitting on the sidelines and going on talk shows. Since he cannot campaign for another term, hopefully he actually sits down and at least tries to work at fixing our Nations problems.
Hint: We have more important problems than "green energy".

The way to reduce the high school drop out rate is to establish more technical high schools.
Unfortunately, our high schools are geared for college prep. There is a vast majority of high school students that realize that they are NEVER going to go (or want to go) to college. But, if you can show the same potential dropouts a way to make a damn good living by giving them a trade, I would venture to say that it would cut the dropout rate substantially.

Well...Mitt did pick up a couple percentage points since the 2008 election but when you see 96% voting one way, I'm guessing it's not just the candidate platform that people have in mind.

Although this won't be an immediate headache, Obama will also face the prospect of appointing one or two more Supreme Court justices in the next four years. Four of the justices are over 70, and thus may be looking to retire, or they may pass away.
Ruth Bader Ginsberg (79): The oldest justice, who has also had health issues. This would replace a liberal with another liberal and thus would not be likely to engender a major fight in the Senate. I'm a bit surprised she didn't retire already, rather than risk Romney (or another Republican) appointing her replacement. I'd say she's the most likely to go in the next four years.
Stephen Breyer (74): Another appointee of Bill Clinton, he might decide to leave during an Obama presidency, so as to assure another liberal (or at least left-center) appointment.
Antonin Scalia (76): A conservative Reagan appointee, he would be the least likely to retire, as he's already given indication that he would not want his successor to undo all that he has done. However, if he were to die in office in the next four years, the battle to replace him would provoke a major fight by Republicans, as it could majorly shift the balance of power on the courts.
Anthony Kennedy (76): A Ford appointee who has ruled from the center, with some conservative rulings and some liberal ones. His retirement/death would also provoke a touch battle, as he was the swing vote for the last seven years or so (ever since the retirement of Sandra Day O'Connor).
I'd say the Ginsberg and Kennedy retirements are the most likely in the next four years, which would give Obama a grand total of four justices, the most since Reagan. And I don't see Republicans in the Senate letting these appointments go as easily as they let the Kagan and Sotomayor appointments in the first two years of the Obama presidency.
Ginsberg was already replaced by Kagan and hasn't stepped down yet, don't increase the size of the court to tip the balance from it's current state. Like Roberts said We will suffer the consequences of the actions of those we elect, I believe a second term without worry about re-election will push an agenda that is not in the best interest of the United States.
