Hurricane Sandy puts pressure on early voting

The deadly hurricane that is sweeping across the Eastern seaboard interrupted early voting in some states Monday, even as Republican presidential candidate Mitt Romney urged voters in Ohio to cast their ballots early.

Speaking at a campaign event in Ohio, Romney noted the significance of early voting: “I know that early voting has begun. Get out there and vote, I see a voter right there. Get out and vote, we want ya early. We need you. It sends a very strong message ...”

He explained that “all the media follows how much early voting is going on, and they look at your zip code and where you live and make an estimate of whether you’re a Republican or a Democrat, and they decide whether we’re ahead or we’re falling behind.”

But Hurricane Sandy’s path of disruption and destruction may turn some would-be early voters into old-fashioned Election Day voters if it keeps them from driving or walking to their poll station over the next few days.

Early voting has been under way in Ohio since Oct. 2. Much of the state was under high wind warnings from the National Weather Service for Monday and Tuesday.

Matt McClellan, a spokesman for Ohio Secretary of State Jon Husted, said Monday that the county boards of elections prepare contingency plans for emergency situations that are reviewed by Husted’s office.

“The Secretary of State's office is also receiving daily updates from the Ohio Emergency Management Agency on the weather. We are confident that at this point in time local boards are prepared,” McClellan said.

In West Virginia – which, unlike its neighbor Ohio, hasn’t been a hotly contested state in the presidential race – snow was falling Monday as forecasters  predicted total snowfall of up to three feet in some parts of the state.

West Virginia has an early in-person voting option and early voting has been going on since last Wednesday. Secretary of State Natalie Tennant said in a statement Monday that early voting was continuing, but she cautioned, “If you don’t have to go out, stay inside and make sure you are ready for this storm. Be mindful of high water, downed power lines, and icy conditions. Please, do not go out and risk your safety to try and make it to an early voting location. There are several more days of early voting and even Election Day, which is next Tuesday.”

Tennant said her office is working with county clerks to develop contingency plans for early voting locations in the event that electricity is cut off.

In Maryland, with its coastline directly in the path of Hurricane Sandy, Gov. Martin O’Malley issued an executive order Sunday canceling early voting for Monday and Tuesday and extending the early voting period through Friday.

The October surprise came later than usual and the campaigns are left with big decisions – how will the weather we're seeing along the East Coast impact strategy in the battleground states going forward. NBC's Chuck Todd reports.

In Virginia, a state that Romney and President Barack Obama have fought fiercely to win, absentee voting is permitted (by mail or in person) in cases where a person will be absent from the state on business on Election Day or in cases of disability or illness.

Due to the hurricane, local election offices were closed Monday in several of the state’s largest cities and counties including Loudon County, Arlington County, and Fairfax County.

In-person absentee voting in Virginia ends at the close of business on Saturday.

Other states in the track of Hurricane Sandy that do not allow for early in-person voting are: New Jersey, Pennsylvania, Delaware, New York, and Connecticut. They do permit absentee ballots to be cast by mail, although in some cases a reason is required.

In Pennsylvania, where Vice President Joe Biden will be campaigning Friday and where a pro-Romney Super PAC will be spending $2 million on TV ads in the final days of the campaign, there is no early in-person voting, but voters can mail in an absentee ballot.

In the final push in the 2012 presidential election, candidates Mitt Romney and Barack Obama make their last appeals to voters.

The deadline in Pennsylvania for applying to a voter’s county Board of Elections for an absentee ballot is Tuesday. Completed absentee ballots must be received by 5 p.m. on Friday, but since this is a presidential election year, the state will count absentee ballots received by the close of the polls on Election Day for the offices of president and vice president.

The hurricane’s impact on voters was reaching as far away as Minnesota, where Secretary of State Mark Ritchie told people in his state who were being deployed to the East Coast to assist with the emergency response to Hurricane Sandy to vote absentee-in-person before they leave or to request an absentee ballot.

“We want to make sure every eligible Minnesota voter can vote. My office is contacting emergency-response organizations, utility companies and relevant government agencies to ensure that those who have already departed and others who are being mobilized can vote,” Ritchie said in a statement.

Real Clear Politics (RCP) is consistently cited by both FOXNEWS and NBCNEWS as a current source for
reliable averaged polling data at every level of American politics.

RCP on Thursday returned North Carolina (NC) to the status of "toss-up state," and in so doing, reduced Romney's likely electoral vote tally from 206 to 191. However, Romney still holds an appreciable albeit softening lead of 3.0% in NC and remains the favorite to capture that state in the upcoming election.

In sum, RCP now considers the following eleven states, listed in descending order of electoral votes, as "toss-up": Florida (FL), Pennsylvania (PA), Ohio (OH), Michigan (MI), North Carolina (NC),Virginia (VA), Colorado (CO), Wisconsin (WI), Iowa IO), Nevada (NV) and New Hampshire (NH).

With only 175 hours left in the 2012 presidential campaign, Obama leads in seven of the toss-ups, Romney leads in two, and in CO and VA as of Saturday the candidates are now tied.

So…

For Obama to win re-election, the easiest route still appears to be through maintaining his current lead in the four toss-up states in which his existing margins are widest, PA, MI, NV, and WI, together with OH where his lead has been hovering at a vulnerable 2.0% for the past few days. Doing so would bring his electoral vote total on Election Day to 271. In this scenario, Obama could still surpass 270 while failing to hold either IO or NH.

However, should Obama fail to hold OH, the loss could effectively be neutralized by any of the following combination of wins from states where FiveThirtyEight is currently predicting Obama victories:

Path #1: Obama loses OH but wins IO, NH, and CO resulting in 272 electoral votes.

Path #2: Obama loses OH but wins IO and VA resulting in 272 electoral votes.

Path #3: Obama loses OH but wins CO and VA resulting in 275 electoral votes.

However, regarding Path #1, there is some question as to the accuracy of the RCP polling numbers in NH which still include in their average a recent 'outlier' finding from UNH which had Obama leading by a questionable 9.0%.

For Romney to unseat Obama, he not only would have to hold the two states in which he presently leads, FL and NC, although his leads in these two states have been falling for days, bringing his electoral vote total to 235, but also steal victories in CO where his lead fell from 0.4% on Friday to that of dead heat, in VA where his lead fell from 1.0% Saturday to another dead heat, and finally with OH where Obama's lead fell this morning to 1.9%. By so doing, Romney's electoral vote total would reach 275.

Should Romney take CO and VA but fail to take OH, he could overcome this shortfall by stealing WI and either IO or NH, resulting respectively in an electoral vote total of 273 or 271.

With only 175 hours of campaigning left, this one may come down to the wire…. and to the October jobs report which, because of Hurricane Sandy, may be delayed from a scheduled Friday release to the following Monday, the day before the election.

Let's hope that Election Day is free of both voter fraud and voter intimidation and that eligible voters who have registered in good faith over the past six months are in fact able to vote on November 6; let's also hope that vote tabulation itself is performed honestly and accurately by both the election commissions and private corporations to whom this essential role is being entrusted.

In any case, it will be interesting to watch as election night unfolds.

In a Bloomberg interview, Jeep's president said the automaker plans to restore Jeep production in China, suspended in 2009, and is considering making all Jeeps in China. "Fiat SpA, majority owner of Chrysler Group LLC, plans to return Jeep output to China and may eventually make all of its models in that country, according to the head of both automakers' operations in the region," reported the business wire service.

Mike Manley, chief operating officer of Fiat and Chrysler in Asia and president of the Jeep brand, told Bloomberg, "We're reviewing the opportunities within existing capacity" as well as "should we be localizing the entire Jeep portfolio or some of the Jeep portfolio" to China.

Chrysler builds Jeep SUV models at plants in Michigan, Illinois and Ohio. Manley said the firm is in talks with China's Guangzhou Automobile Group Co.

Our debt has went up and up for 30 YEARS where have you been? Who brought on the fiscal cliff? Republicans Block FEMA Funds For Disaster Relief

We have mentioned before (here and here) about how Eric Cantor has said he will block relief funds without offsetting cuts. He threatened to do it with funds for relief in Joplin, MO after their devastating F5 tornado, and again with Hurricane Irene. Apparently, the outcry about his positions did nothing to change the Republican mindset, and last night they voted to block a FEMA funding bill, never allowing it to come to a vote. Via Raw Story:

A package of disaster relief funding worth $7 billion was blocked from coming up for a vote by Senate Republicans on Monday, drawing sharp condemnation from Senate Majority Leader Harry Reid (D-NV) who lambasted the conservative party for abandoning Americans in need.

“Last night, Democrats tried to move forward on a measure that would have granted the Federal Emergency Management Agency additional funding to help communities devastated by natural disasters,” Sen. Reid said in an advisory.

“This ought to be the least political issue going – whether to reach out a helping hand to our friends and neighbors in their time of need,” he continued. “They have lost friends and loved ones. Their homes, businesses and livelihoods have been destroyed by acts of god. Their communities are under water or reduced to rubble.

The vote was 53-33, with Republicans uniting against measure that would have brought the aid package to a vote and put a rush on some emergency funds. A 60-vote majority was required to pass it.

“They don’t need help next week or next month,” Reid railed. “They need it now. They need it today.”

He added that because of the increased number of natural disasters this year, the Federal Emergency Management Agency (FEMA) has just over $300 million left. President Barack Obama has issued disaster declarations in 48 states since the beginning of 2011.

The funds are so low, Reid said, that FEMA has stopped rebuilding the town of Joplin, Missouri, which was practically destroyed by tornadoes earlier this year. It withdrew funding for the Joplin rebuilding in order to provide food and shelter to the victims of Hurricane Irene.

So – flooding victims aren’t getting the funds, and the people of Joplin are being victimized again, not by an act of God but an act of Senate Republicans. Keep in mind that this wasn’t a vote to deny the funds. It was a vote to deny the funding ever being considered. Maybe they thought that if it didn’t come up for a full vote, they could sweep it under the rug. I have a hunch those folks who have lost homes, businesses – even family members – won’t be so eager to see this swept away without full consideration.

Disaster relief is one of the things that government is best suited for. But as the constant drone from the right tells us, we should have no government. That somehow, these people should be able to fend for themselves when these disasters happen. As Ron Paul said in the CNN/Tea Party Express debate, that’s freedom.

In this case, it’s the freedom to lose everything you own and care about, and not get any help in recovering. I hope the folks in these hard-hit areas remember who pulled the rug out from under them when the 2012 elections roll around.

    Today he changed his mind again...what he was for he wasn't for and what he wasn't for he is for now!

    Romney whines there is not enough taxpayer money to fund FEMA......DUH when he avoids paying his fair share of taxes by hiding money offshore, and republicans signed the Norquist pledge not to raise taxes back up on the rich...no wonder we don't have enough money coming in!

        Romney Ad Wrongly Implies Chrysler is Sending U.S. Jobs to China

        Republican nominee Mitt Romney is running a new TV ad that implies Chrysler is planning to move U.S. auto jobs to China, though that is not the case.

        Romney provoked an outcry after he told a crowd in Defiance, Ohio on Thursday: “I saw a story today that one of the great manufacturers in this state, Jeep, now owned by the Italians, is thinking of moving all production to China. I will fight for every good job in America.”

        The story, by Bloomberg News, starts out in a confusing manner by saying that Fiat, the majority owner of Chrysler, "plans to return Jeep output to China and may eventually make all of its models in that country."

        Chrysler has confirmed that this is all a lie.

        Mitt Romney is a lying pig.

              Welcome to Romneyworld and the country of Amercia (How Flipper (Romney) referred to America). An imaginary land in the minds of repugs who are in denial, where the rich invest in communist countries bankrolling jobs overseas that undercut Amercia's businesses and destroying the economy. A place where voters rights are a thing of the past and the middle and lower class are reduced to the role of servants. Where corporations destroy the environment while denying public and worker safety and whose policies are vote as I tell you to and do as I say. It's my way or the highway. A country where the 95 percent of the population are taxed beyond their means and healthcare can be denied by private enterprise if they do not think they can make a profit, while the wealthy at the top get tax breaks and subsidies for turning the environment into a cesspool and destroying the economy and health of the planet that we need to thrive in the name of more profit.

                  I keep hearing that "15 million more are on food stamps." In fact, you are right about that! But how many are "working poor" My company pays many of its employees who work for me minimum wage, and even though they work 50 hours a week, plus, they still need food stamps to feed their families. I know, I have to help them quailify for it. Let me ask you a question, and I will keep an open mind about it. How would the Romney/Ryan administration address such a horrible state when those who work that much make so little?

                    Richard, let me give you an example of liberal: Today in "USA Today" an article appeared about California voting to require all foods that have genetic alteration to be labeled as such with which food stuffs were altered. The special labeling will cause the price of food to rise nation wide. If California wants unaltered food let those foods be so labeled. Even so called organic grown foods have genetically altered seeds, unless they come from old farm stock of home grown seed stock.

                    The food industry needs to let California go hungry and the rest of the clueless can join in. There is the alternative of buying Chinese and maybe the farms will outsource.

                                It will be interesting to see how Virginia voters react to the President's handling of Hurricane Sandy. Although at present they're on the southern edge of the eye of the storm, there is sure to be considerabe damage along the coastline in particular.

                                RCP currently has Virginia as a dead heat, but FiveThirtyEight has Obama's chance of winning Virginia at almost 60% and growing.

                                It's also rather interesting how complimentary Governor Christie is being toward the President regarding federal provision of FEMA resources to New Jersey. Were I in Romney's campaign headquarters, I'd just as soon have Christie STFU.

                                Perhaps Christie is still angling for a face-to-face with Springsteen....

                                      Not a republican/democrat thing... Romney isnt my first choice for president, but if we are going to have an America in 20 years, Romney is our only hope. Voted for Obama in 08, he has only increased the poverty class, broke our immigration laws, left our diplomats to die as he watch via drone. I'm a democrat, but I have no choice to vote for Romney. Obama has failed.

                                      Obama was delivered a train wreck and has only started what is necessary to recover despite the opposition and roadblocks put in his way by the repugs. Recovery takes far longer than it does to wreck the nation. Take a look at how long it took when the repugs caused the great depression. It took over ten years and ten times the amount of money to put the country back on track back then. With all of the interference from the pugs recovery has been slow but we are recovering in spite of them. Use your vote to remove the repugs from office and unite our government so that we can move forward. Romney will undue this country and lead us into another depression.

                                      Per Romney: Fema should distribute the funds to the states, ultimately to the people themselves. A Pre-specified amount of dollars could be distributed to each state to manage, and if a state runs out of relief funds, it is out of luck....

                                      Per Obama: Keep the money for disaster relief in one place, and use it to cover the cost of the damage, and not speculate on a state by state basis! Isn't the whole idea to cover whichever states need relief the most?

                                      We saw what immoral heathens Republicans were, when the last big storm came up the East Coast, wiping out infra-structure from Florida to Vermont. Republicans opposed a bill that would have funded FEMA so it could offer to help these states!

                                        Romney only has a 19% chance of winning the presidency. If he loses Ohio, it is under 10%. Romney has gained in "likely voters" in established red southern states which has no effect of the race. What does matter is the lead that Obama has in "registered voters" in toss up states. Thats what matters.
