Ryan brings policy details, but supplies Biden with a big target

It will be a tall order for Paul Ryan to match the strong debate performance delivered by his ticket mate, Mitt Romney, last week in Denver. But that’s just what the Republican vice presidential nominee is tasked with doing on Thursday, when he meets the Democratic incumbent veep, Joe Biden, at his first (and only) debate of the 2012 election season.

With Thursday's Vice Presidential debate looming, Paul Ryan and Joe Biden are busy preparing for their big moments. VP debates aren't likely to tip the course of the election, but many of them remain memorable. NBC's Ron Mott reports.

When Romney selected Ryan to be his running mate, the choice was cheered by conservatives excited to have a champion in the cause to curb government spending and reform entitlement programs. But Ryan has also provided Democrats a big target — a result of his proposal to fundamentally transform the Medicare program. 

Elected to the House in 1998 at age 28, Ryan is doing something unprecedented for a running mate — bringing a detailed policy agenda with him and finding that the presidential candidate who picked him has accepted it and is also running on it. 

GOP Vice Presidential candidate Paul Ryan expects in this week's VP debate for Joe Biden to come at him full force. The Washington Post's Eugene Robinson discusses what he expects from the VP debate and what it could do for the election.

It’s likely that the Ryan budget plan and especially its Medicare transformation will be a primary focus of Biden’s attacks on Ryan in the debate. But it’s unlikely that Biden will go as far as a left-of-center group, The Agenda Project, did last year in making the argument against Ryan’s plan. The group’s TV ad featured a Ryan lookalike actor, with “America the Beautiful” playing in the background, pushing an elderly woman off a cliff to her death, as the ad said, “Is America beautiful without Medicare? Ask Paul Ryan and his friends in Congress.” 

Biden will surely be more subtle than that ad, but his argument will be aimed squarely at the crucial demographic in Florida and other states: voters on Medicare or those about to be eligible for the health insurance entitlement. 

When Ryan’s party regained control of the House in the 2010 elections, GOP candidates performed best among voters age 65 and older, nearly 60 percent of whom voted Republican, according to exit polls.

Reforming health care
Here are the highlights from Ryan’s Medicare proposal:

  • His reform would gradually increase the Medicare eligibility age to 67.
  • The phased-in increase in eligibility would start in 2023.
  • His proposal would do away with Medicare’s open-ended payments for those born in 1958 and later.
  • Ryan’s plan would not apply to those now receiving Medicare benefits – but he does favor repeal of the Affordable Care Act (ACA), which would mean that today’s seniors would lose the additional prescription drug benefits that the ACA gave them.

But even though Ryan wants to repeal the ACA, his budget blueprint incorporates various cuts to Medicare that were enacted in the overhaul, saving more than $500 billion over ten years. They’re the same kind of cuts that the Republican ticket has criticized Obama for enacting.

It is no accident that Ryan, the policy wonk who says “I'm kind of a PowerPoint guy,” finds himself in this starring role. He almost seemed destined for it back in 2010, when he played the role of chief antagonist to President Barack Obama at the Blair House health care summit. He was tough on entitlement spending and confronted the president with a six-minute lecture on what was wrong with his health care overhaul.

“This bill does not control costs,” Ryan told the president. “This bill does not reduce deficits. Instead, this bill adds a new health care entitlement at a time when we have no idea how to pay for the entitlements we already have.” 

At that summit, Ryan also made what has become a core argument in Romney’s speeches and one that the GOP presidential nominee deployed in his first debate with Obama last week: The Affordable Care Act “treats Medicare like a piggy bank. It raids a half a trillion dollars out of Medicare, not to shore up Medicare solvency, but to spend on this new government program.” 

Conservative favorite
That six-minute lecture helped make Ryan a hero to GOP base – at a time when the Republican Party was still feeling the sting of Obama’s 2008 victory. 

“There were only two choices on the list of VP candidates who would have excited the base, Paul Ryan and Marco Rubio,” said Republican campaign consultant Jason Roe, who is currently working on GOP House races in Illinois, Arizona and California. “What Ryan has done is he’s brought seriousness about what’s going on in Congress and the issues related to the debt and reforming entitlements.” 

Ryan “brings kind of a sober sensibility to the debate. Some of the things that he has talked about over the last few years are tough medicine. Even if people don’t agree with him, they at least recognize that he’s being honest about the problems and honest about what the solutions are going to look like,” Roe said. 

Before Romney’s strong debate performance last week against Obama, “there were elements of the base that were not yet excited about Romney,” Roe said, and in the period between the GOP convention and that debate victory, Ryan supplied “proxy enthusiasm for the ticket.”

But Democratic strategists say that Ryan’s budget plan provides fodder for them, not only in the presidential race but in congressional races as well. 

A few days after Romney chose Ryan, Alixandria Lapp, the executive director of the Democratic House Majority PAC, said, “From House Majority PAC’s inception (in April 2011), it was clear that the Ryan budget could be the key to Democrats taking back the House majority.” 

House Majority PAC spokesman Andy Stone said Tuesday, “It’s not a state secret that we were going to use Ryan budget attacks against Republican candidates this cycle. They’re incredibly potent –  all the polling has demonstrated that. The fact that Paul Ryan is on the top of the ticket now means that they are that much more effective. And we can see the effect of these hits in lots of districts around the country.”

He cited House Majority PAC TV ads which are being run against first-term Republicans Rep. Daniel Webster in Florida and Rep. Jeff Denham in California, as well as against seven-term Rep. Charlie Bass in New Hampshire.

Sovereign debt crisis warnings
Republicans have been offering proposals for more than 20 years to redesign Medicare, but it’s the reality of sovereign debt crises in European nations that has given a new urgency to the case for entitlement reform. Ryan sounded that theme Monday night at a Pontiac, Mich., fundraiser: “The worst thing that could happen is President Obama gets re-elected and we go down on a path towards a debt crisis.”

But he has been sounding that alarm for well over two years: “You have Portugal, Italy, Greece, Spain with huge debt crises. We should not fool ourselves to think that that could not come here,” Ryan said early in 2010 in an interview with MSNBC’s Chris Matthews.

Differences with Romney 
On Thursday night, Biden might seek to highlight Ryan’s differences with Romney on at least on at least two significant issues, abortion and the 2009 GM/Chrysler bailout.

Romney would allow abortions in cases of rape or incest, or when the mother’s life is in danger. But Ryan’s position is that abortions, even in the case of rape and incest, should be banned.

Ryan also voted for the 2009 GM/Chrysler bailout, which Romney opposed, and as recently as Monday lamented the loss of auto industry jobs. “In the district I represent, we lost two Delphi (parts) plants, we lost a Chrysler engine plant, we lost the GM plant in Janesville where I live. So trust me when I say, we know a very healthy auto economy is healthy for America,” he said.

Biden MAY have a chance if Ryan doesn't show up. Otherwise I think Ole Joe may have a long row to hoe. He may do better than his Boss if he would at least look up from his shoes every now & then.

Let’s apply a little logic to the voucher vs Medicare question. If you have 100 people in an insurance pool paying 1200 a year and insurance companies offer 50 of them a lower rate because they are in better health, that will leave 50 that would be more likely to need health care. Thus, it would be more expensive. This would require an increase in the amount charged to seniors that remain on Medicare. If healthy seniors receive the same amount paid by Medicare seniors, in the second year, will the receive an increase.

Once again Romney/Ryan are putting forth a plan without telling how it will work. It is not that their plans are bad, it is just they have no plans

Well, we will have to see WHICH Paul Ryan will show up. Will it be the one who wants to eliminate Medicare and Medicaid, repeal Dodd/Frank, roll back benefits for veterans or will it be the one who ran the marathon in under 3 hours ?

I expect that whoever shows up on the Republican podium, if you decide to drink for each lie, by halfway through the debate, you'll be well on your way to being drunk.

jorge, you should look at the youtube video CLEARLY showing Romney sneakily taking notes out of his pocket and putting them on the podium in front of him...plainly put, Romney cheated...i hope they make sure next time to not allow him notes, or allow Obama to have them as well. I doubt willard will do as well if thats the case. Also, EVERYTHING Romney said in that debate was either an outright lie, or went directly against his views just weeks earlier. Vote for whomever you want, but dont be fooled by the bs

We have 350,000,000 personal weapons in the USA that is all the defense we need so wipe out DOD except for the nukes and use the $800B to pay down the debt and leave SS and Medicare alone.

Use the Internet to teach middle and high school through college and save another trillion or so.

Eliminate all taxes except for a single sales tax - which would provide a report card on the health of the economy and limit government spending to a percentage of the GDP. Pure consumer tax about as fair as can be done.

Eliminate private sector election funding and force the media to provide free ads 30 days prior to any election and have at least two non-moderated debates for the candidates. stop all ads 48 hours prior to election day to give people a chance to think.

OK extremists on both sides of the fence go ahead and yell.

Erskine Bowles, co-chair of President Barack Obama's budget-deficit commission had this to say of Paul Ryan.

"I always thought that I was okay with arithmetic. [Paul] can run circles around me, and he is honest, he is straightforward, he is sincere. And the budget that he came forward with is just like Paul Ryan. It is a sensible, straightforward, honest, serious budget and it cut the budget deficit just like we did, by $4 trillion... The President came out with his own plan and the President, as you remember, came out with a budget, and I don't think anybody took that budget very seriously. The Senate voted against it 97 to nothing. He, therefore, after a lot of pressure from folks like me, he came out with a new budget framework, and in that new budget framework, he cut the budget deficit by $4 trillion over 12 years. And, to be candid, this $4 trillion cut was very heavily back-end loaded. So, if you looked at it on a 10-year basis and compared apples-to-apples, it really was about a two and a half trillion dollar cut."

That's a democrat saying good things about a republican on UNC Chapill Hill campus, a very liberal school.

Hey if you are 55 and younger get ready for a Health Voucher, You can choose between a Heart attack and a Stroke but you cant get both unless you pay that additional 8 thousand a year to your insurance company, and then you got to hope that they don't throw you off the insurance, because we know the insurance company has a heart and are not in it for the Bottom dollar

ir12, I am no spring chicken and I do not believe it is some else's responsibility to take care of me. If my meager savings and my family do not want to help then it is my problem and I should just let nature take its course. Paul Ryan's justification for killing Medicare as we know it is a LIE. It isn't because of a Eorpean economy. It isn't because of insolvency. And it isn't an Entitlement. People become entitled when feeling they deserve something without qualifying for it. People must qualify for Medicare/Social Security from credits earned by contribution by FICA contributions. It's rather simple.

The Baby Boomer generation was born from 1945-1964. Within this generation was an influx of America's population. As they now approach retirement, they become Medicare/Social Security enrolees. As the enrollment of Baby Boomers swell during a shrinking demographic for funding. Republicans refuse to make adjustments for enrollees premiums and would rather END Medicare, as we know it.......for offsetting costs of COPORATE TAX CUTS. It has nothing to do with the economy. Medicare can always be solvent when funded correctly due to FICA contributions from the American tax payer.

Don't buy the Paul Ryan-Romney BS line...........

End the war on drugs

End the privatization of the penal system

No sales tax on food, shelter and medical care

Allow documented guest workers (immigration reform)

Repeal/Amend Constitution to revoke Citizen's United (Corporations are not people nor are they voluntary associations, they are solely immortal entities formed by people to limit personal liability and perform other fiscal functions, whose political actions are not necessarily the expressed will of the shareholders)

Repeal NDAA. The Army should not have the right to detain US citizens indefinitely without trial, nor should they have the right to fly drones over US soil

Repeal the Patriot Act. Reform the Department of Homeland Security (and re-name it to something that sounds less fascistic)

And we're on our way to utopia.

rod.g Medicare is a government program that people have paid into over a 40 year career. It can be fixed, but Ryan is trying to destroy it so it can be eliminated. Where do you get the idea it is someone else taking care of you.

Now that's funny. For starters, I watched the whole thing and never saw him do anything of the sort and the fact is that there are very few formal rules for presidential debates and that's not one of them. Besides, being prepared is not "cheating." I'd wager that most Democrats wish obama had managed even half as much.

I don't know if Ryan will win this debate or not but I hope so and believe it is a distinct possibility. At the very least, hopefully he'll manage to show America who Biden really is and just how much of a plan obama/biden DON'T have.

Notes:

-Biden is severly gaffe prone. The word is that they are teaching Biden one line zingers to hit Ryan with. Odds are he botches at least one of those one liners and it becomes famous.

-David Axelrod is personally overseeing Biden's training. I don't think Biden is too "trainable".

-Biden has a tendency to make up stuff and use as fact and rebut using something else made up in thin air. If Ryan cannot give a one or two line rebuttle to a Biden made-up fact, Ryan will lose.

-The dangers for Ryan is to try to explain too much, with too much detail. This leaves him open to be shreaded.

If Ryan sticks to the program, stays brief, without stumbling over left field remarks by Biden he should win.

A tie works for either campaign, and keeps them from a week or two of damage control.

The debates are a joke anyway. The events leave the viewer cheated of their time as the events are scripted by the handlers and then spun by the media afterwards.

I just have one question for all the candidates: Since the trickle down and huge tax breaks for the wealthiest few accomplished nothing but creating a greater class divide in this country since the great depression (and as a great as a financial instability also) what are your detailed plans to address the disenfranchisement of the middle class within this country ?

A fairly simple and pointed question that I would give each candidate a chance to answer without any interruption from the other.

So much whinning by the lefties about Medicare and other government handouts. Grow up and take responsibility for your life and old age.

I am sixty and have no worry I will have what I need for future medical care and treatment. Also remember, we are mortal and not meant to live forever -- make peace with your maker before it is too late.

Seniors abuse Medicare with excessive doctor and ER visits, and they take way too many meds which cause other problems. My in-laws are the worst. They go to the emergency room for every little ache, pain and sniffle. So Medicare pays a $1,000 plus bill for the ER when a doctor's office visit would be no more that $125. There is horrendus waste in our system and it needs to be stopped! They have trays of prescription medicine on their kitchen table, and the sad part is they take what they think they need each day versus what the doctor's instructions are. Absolutely insane. This scenario is very typical.

The emergency room should only be for true life or death emergencies. Any other need should be redirected to the person's doctor either that day or the next business day.

It is revealing of the true values (or lack thereof) of the Obama administration and their supporters that at the same time that they hurl constant liar accusations at Romney and Ryan, the Obama people are now established repeat liars engaged in cover up with respect to the Benghazi consulate attack. It is also now clear that administration incompetance and a desire to look good led to the lax security there. If you want documented, proven liars, whose mistakes caused the actual deaths of Americans, look no further than team Obama. Hopefully Susuan Rice and Hilary Clinton will long remember that Obama was willing to make them look like fools publicly for his own political gain.

I looked at factcheck.org as well. It was Romney who came out with outright lies. He literally made up numbers on: how many Americans are jobless, how many college graduates are out of work, how much incomes have decreased, how much the deficit increased under Obama, and literally quadrupled the estimates of how many people could potentially lose their healthcare through their employer. He also lied about the 716 billion cut from Medicare (which is not a cut, but a reduction in spending. And that money is slated for paying for prescriptions for seniors. Thus, it actually ends up being a net benefit for seniors.) He also flat out lied about the ACA board because it is explicitly stated in the law that this board can not make decisions, but only suggestions.

On Obama's side, the lies that factcheck.org called out were:
1.) That Romney is proposing a 5 trillion dollar tax cut. But that's not really a lie -- Romney is proposing a 20% tax cut across the board that would amount to 5 trillion dollars over 10 years. Romney claims that he will offset the cost to make it budget neutral, but as factcheck.org points out in that very same article, several studies demonstrate that it would be IMPOSSIBLE for Romney to make that budget neutral. (Thus, another lie in Romney's column).

2.) Obama said that there have been 5 million private sector jobs created. Official numbers put it at roughly 4.6 billion, but Obama was including BLS stats that say there are 500,000 jobs that haven't been included in those numbers (and won't officially be included until after the election). However, the fact remains that with those numbers it's over 5 million jobs that have been created. So, also not a lie. (And factcheck.org specifically states this as well).

3.) Obama will put taxes at Clinton-era rates for high income earners. This is true if you only count his tax plan, but not true if you count extra taxes in the ACA. So, I give you that is definitely a stretch by Obama.

4.) The cut in healthcare costs he implied were due to the ACA. It's true that healthcare costs are down, but people have argued that is due to other factors. So another stretch by Obama.

And that covers all the factchecking that factcheck.org did on the debate. So we have two cases of Obama stretching the truth in his favor.. and at least 8 outright lies from Romney. So, again.. who is the liar?

    Ryan is an idiot; plain and simple. He is not the deficit hawk and "bold guy with the Power Point" that the media has made him out to be. He only embraced deficit reduction when it became politically appealing (aka when Obama went into office). He is actually the physical embodiment of Ayn Randian economics, the economic plan that would make Ronald Reagan shudder (and he voted against Medicare). The Ryan plan not only cuts Medicare severely, but ravages Medicaid and throws tens of millions of American into the ranks of the uninsured, most of them poor people. It cuts trillions of dollars from lower and middle income programs, and worst of all, it squanders the savings on tax cuts for the wealthiest Americans, a $5 trillion tax cut that is more radical than that of Mitt Romney.

    Essentially, Paul Ryan's budget is the consequence of the starve-the-beast policies that America bought into when they "elected" Dubya in 2000. Republicans and Democrats alike argue that Bush wasn't a real conservative, since he increased spending just as he cut taxes. But in actuality, when looking at a long-term perspective, Bush adhered to the starve-the-beast policies that is personified by most modern conservatives. He just wasn't able to get into the second phase of it, which was the austerity part. But either way, the Republicans are on the verge of achieving their small-government goal of rolling back the New Deal; if they win in November, hold the House, and take back the Senate, which is still a possibility, they could easily pass the Ryan budget into law, and therefore weaken and potentially eliminate 80 years' worth of blood, sweat, and tears. My fellow liberals, this election is truly the most important in a generation. If we lose this fight, we may lose the economic foundations that built up our nation's supremacy of a social safety net, of social insurance when you are old or disabled, and of a progressive tax code that has each man pay from his ability. In essence, we are fighting for the New Deal all over again, and we're losing.

    The problem he has is that Ryan KNOWS numbers, and what they mean in an economy. Joe "Bite Me" Biden will only know the numbers and not what they mean. Ryan will dismantle him in the first half hour. After that they'll just be counting off Joe's gaffes as they accumulate.

    And yes, they took issue with some of the things that President Obama said Tuesday night. Personally I don't agree with them on Mr. Romney's DENIAL that he has proposed a $5 Trillion dollar tax cut through the reasoning that he is proposing to offset the tax cuts with revenues from elimination of deductions, closing loopholes, etc. If he did not propose reducing (cutting) taxes then there would be no offsets needed to make it revenue neutral. Independent economists have looked at Mr. Romney's proposals (and lack of specifics regarding the required offsets) and concluded that his math does not add up unless taxes are increased on middle- and lower-income peoples. The major oppositional study (rather a critique of the study critical of Mr. Romney's tax cut plan) is from the Heritage Foundation; you remember them, they are the ones who originally came up with the individual mandate provision back during HillaryCare.

    I would simply ask him first if it feels good to talk about entitlements, and he himself using them as well, like his college education off SS--- NICE combat story.--I would assume such righteous people would quickly shut up, when millions are getting nothing for college, and millions in college have 100 K in debt-- I hope one day some people are going to wake up to reality and tell these government shut downers (SS + Medicare) to shut up, or at least stop charging me and my employer (me) 16 + % gross on my salary up to 110 K--that is then based now at 17,5 thousand a year every year for life for me!--so where is my money?!!--Was it used to go to the moon? and what else, please explain where my money is!

    Ok, Obama lost the first debate, but to say Romney did not lie, is just wrong. He lied about the 5 trillion tax cut to the wealthiest, it's even on tape, he said he would give that 5 trillion tax cut to the wealthiest, he also lied that the stimulus did not create jobs, it created 31 million private sector jobs and counting(notice how Unemployment went down to 7.8% and don't bother telling me books were doctored, your whining now). What about the tape regarding the 47%, now he is 100%. The guy is a flip flopper face, he won't tell us what tax loop holes he will get rid of(mostly like one of them is the mortgage, but won't say it because that will affect millions of home owners).       Many independent analysts have looked at the Ryan voucher plan and have explained in excruciating detail why it will have a negative effect on Medicare and raise overall costs on seniors.

      While you're exhorting other people to not listen to "just what they want to hear", it's been mentioned several times by several fact checkers that the 716 billions dollars from medicare is not a cut but a savings over 10 years. Also, that money is specifically slated for prescriptions for seniors. So, it ends up in a net gain for seniors.

      Perhaps you should take your own advice and actually research what you're talking about.

      If you're counting on politicians to get you a job, good luck with that. The fact of the matter is, politicians on both sides have no idea how to create jobs. Tax cuts have not worked (we're still under the Bush tax cuts) and government stimulus has not worked. So they distract us with social issues that have no economic impact whatsoever to hide the fact that they have no idea how to fix the economy. We're now in a global job market. The jobs that have gone overseas are not coming back. Those in China & India can do the job just as well as we can for far less money than any of us would want to be paid. When we've been in this situation in the past what has saved us has been the development of a new industry. And that doesn't come from politicians.

      Here is a detailed analysis of R&R's tax plan. There is no way it will work without raising taxes on everyone making less than $200,000 a year.

      It's been about two months since researchers at the Brookings Institution and the nonpartisan Tax Policy Center published their devastating report on Mitt Romney's tax plan. After going out of their way to give Romney every possible benefit of the doubt, the scholars found the Republican's plan would either explode the deficit or lead to a middle-class tax hike.

      Brookings and the TPC backed up their analysis, but even common sense suggests they're right -- Romney/Ryan intends to slash taxes, increase defense and entitlement spending, and balance the budget, all at the same time. There's simply no way this can be done without asking more from the middle class.

      Romney, predictably, has condemned the Brookings and the TPC report, questioning the scholars' integrity and accusing the researchers of using shoddy math. Brookings' William G. Gale today sticks up for "the basic power of arithmetic" against Republican criticism, explaining that Romney's proposal really would "necessarily have to raise taxes on taxpayers below $200,000."

      This was true even when we bent over backwards to make the plan as favorable to Romney as possible. We considered an unrealistically progressive way of financing the specified tax reductions. We accounted for revenue feedback coming from potential economic growth estimates as estimated by Romney advisor Greg Mankiw. We even ignored the need to finance about a trillion dollars in Romney's proposed corporate cuts.

      Our conclusion was not a prediction about Governor Romney would do as President, it was an arithmetic calculation: all of the promises couldn't be met simultaneously without resorting to tax increases on households with income below $200,000.

      Gale presents a terrific metaphor: suppose Romney claims he can drive a car from Boston to Los Angeles in 15 hours. Brookings and the TPC would say that would require Romney to exceed the speed limit, Obama would use this in campaign ads, and Republicans would decry the analysis as "partisan," but, "You still can't drive cross country in 15 hours without speeding."

      Josh Marshall added, "If you care about these things you should take a moment and read Gale's short piece. If you're a reporter who doesn't like being lied to you should definitely read it."

And even if he tries to broaden the base in the most progressive manner that is physically possible, he will still cut taxes for the rich by a large amount and raise taxes on everyone else by a large amount.

      Romney lied about his tax cuts for the wealthy. They WILL add $5 trillion to the deficit, and it is IMPOSSIBLE to pay off a 2 recent very costly (republican) wars and a federal deficit/national debt this size with no tax increases. Romney lied about Obama's cuts to Medicare providers. They will not impact seniors.

      Obama did NOT lie in 2008. He made promises like all politicians that were impossible to keep. Romney is doing it now. Romney/Ryan CANNOT reduce the national debt with their promised massive tax cuts for those who can pay the most, massive military spending increases, no controls to Medicare (the social program that is currently adding the most to the national debit) for more than 10 years, nothing to control the high number of uninsured Americans for healthcare coverage that keeps adding to the national debt because their unpaid costs are being passed on to paying consumers including those on Medicare and Medicaid, etc. etc. Under Romney/Ryan the national debit and federal deficits are sure to increase.

      Of course RYAN WOULD END MEDICARE through totally privatizing it as he proposed in his first budget bill that he was the sole sponsor of. Check it out in the Library of Congress's web site. Ryan would have no traditional Medicare option. Seniors would have to purchase private health insurance that would probably start at a premium of over $1500 a month in 2023 and greatly increase every year with healthcare inflation and for every year of a senior's life. (Ryan had proposed an average $600 monthly voucher to start that would increase at a much lower rate than the cost of healthcare inflation.)

      Bottom line is private health insurance DOES NOT want to cover seniors with the liability of all the age-related diseases and conditions, and will price them out of the market again like they did before traditional Medicare was implemented, thus ending Medicare and the ability to pay for healthcare for future seniors--a huge blow the the future economy, the healthcare industry, the cost of healthcare with all the future unpaid bills of seniors, many broke seniors who cannot even pay their property taxes on their homes, leaving a huge tax burden to younger people.

          The Ryan plan cuts the same $781 billion from Medicare, but from what I can see does not "put it back". At least in Obama's plan we know where it is coming from and how it gets added back. It comes from curbing waste, fraud and abuse from the system. The is two cases being prosecuted right now of note. One in Florida of fraud of more than $1 billion and one in California of over $800 million, not counting many more. I know, I know..that isn't $781 billion but those are just two examples. And lets not forget this is over 10 years. As for the ACA, alot of what you are saying the money is for funding the ACA is going back to seniors. There is NO explanation of where the cuts are coming from in Ryan's plan or where the money is going to.

            Here are 30 — 30! — of Benen’s weekly “chronicling” posts. These are all backed up and sourced. These are not assertions, interpretations or allegations. These are facts, actual instances.

            Over the past 30 weeks, Mitt Romney has told lie after lie after lie: I, II, III, IV, V, VI, VII, VIII, IX, X, XI, XII, XIII, XIV, XV, XVI, XVII, XVIII, XIX, XX, XXI, XXII, XXIII, XXIV, XXV, XXVI, XXVII, XXVIII, XXIX, XXX.

            This has produced what James Fallows calls the “post-truth” age — a relentlessly dishonest onslaught of brazen falsehoods with which the media and the political system are struggling to cope. What do you do when every article, every “fact-check,” every arbiter denounces a lie and corrects it, but then a politician just keeps repeating it?

            It’s remarkable to behold.

            One of the weirder aspects of this for me is watching this unfold in the politically conservative culture of my evangelical world. The most partisan evangelical conservatives are also those most likely to rant against “relativism” and to trumpet their status as defenders of “absolute truth.” Those same folks will dismiss this post — and all 30 of Benen’s posts above — as mere partisan attacks without ever bothering to examine the 533 factual instances of Mitt’s mendacity, chronicled.

            That’s the only cognitive defense they have, I guess. Jam fingers in ears and shout la-la-la-you’re-being-partisan!

            Because, you see, the fact that Mitt Romney said something he knew to be false is a partisan fact. And the fact that he has done this at least 533 times in the past 30 weeks is also partisan.

            I suppose the other approach for Romney defenders who cannot bear to face the fact of those 533 facts will be to angrily pore over all of Benen’s lists, reading each one with a lawyerly eye.

            Have at it. Please. Cherry-pick. Spin. Split hairs. Hand-wave away whichever lies you wish as mere misdemeanors and not full-fledged felonies against honesty.

            But how many of those charges do you think you can get dismissed? 10 percent? 20 percent? Maybe, if you’re that sort of person and you work really hard at it — if you’re willing to get even more pedantic and semantic and technical than even you are usually comfortable with — maybe you could half convince yourself that 50 percent of those lies somehow shouldn’t really count against Romney.

            That still leaves more than 260 lies. That still leaves Mitt Romney as a convicted liar, 260 times over. And at that point you’ll have to join your friends with their fingers in their ears.

            But you’ll still know.

            Because everyone knows. Mitt Romney lies. A lot. That is what he does. That is who he is. And friend or foe, he does not care if you know it.

            Why worry about those two? Both of them lie. They are both Professional Politicians. Maybe it's in the job description. All I know is that I don't trust either one. That's why I'm running for the Oval Office myself. I have a plan for America too. And mine will work.

            He was told he can write in the candidate's name that he chooses anywhere on the ballot and if the name he wrote down is an actual candidate, it will count. So that is what he is doing. He is based in Norfolk, VA.

            We DON'T have to choose between just these two.

                  Ryan is nothing more than this election's version of Sarah Palin. Conservatives don't particularly like or trust Romney so he nominated one of their own. If he (Ryan) has replaced William F. Buckley as the philosophical head of the republican party they are lost. I don't know how the debate will go and I don't think Biden is necessarily reliable about it but if Ryan mops up the floor with Biden it will be the first time I have seen Ryan mop up anything.

                  It's possible Biden might not have a great performance, but he had a great performance in 08, and that was when he was watching his Ps & Qs so that nobody would call him chauvinistic the day after the Biden/Palin debate. I know I was worried he might say something off kilter in that respect when he went up against her, but there was none of that. Biden has been a reliable debater and knowing that he has to make up for Obama's lack of enthusiasm from last week I'm sure he'll do a helluva a job. That's what I'm hoping/expecting to see when these to go head to head.

                  And guess what....Sarah Palin would have been a far better President than Mr.Obama, I'm sure (Who could have been worse ?). None are better off but GM Union Members, while all rest have lost their jobs while Mr.Obama spent 2 years on Obama care. Then Mr.Obama spent the next two years campaigning, vacationing and golfing, while more lost their jobs and the economy stagnated. He hasn't done anything the last 2 years for fear it wouldn't work and he'd lose this election. Well, he will lose this election...I just saw an electoral college model predicting the winner of this election from the University of Denver done by Political Science Professors, it has been around since 1980 and has Never Been Wrong and has predicted accurately every election since 1980. It has Romney winning this election by a near landslide, because this election is all about the economy and jobs, not government funded give-a-ways, government wasted tax dollars on green energy while millions are out of work and surely not about government funded (actually China funded) Union political payback construction jobs, while more lose their jobs. Gas has gone through the roof with Obama as President and again, it's due to his energy policies. Time for a real leader and a real President, Mitt has my vote.

                  By the way, You'll never hear about that Electoral College Model on MSNBC or NBC, they would never want you to know about it or see it. If and when they have to report it because viewers question their reporting of real news, they'll just try to blow it off as not factual or a lie or something. The electoral college model has not been wrong since 1980 and has accurately predicted the presidential elections accurately since it came out in 1980, it has Romney winning this election in a near landslide.                     Even if that were true for the last two years, it certainly doesn't explain the lack of action during the first two years when the Democrats controlled both the House and the Senate.

                    And, if the Tea Party is all about "hating Obama", then why are they going after Republican seats? Why are they targeting people who have a reputation as "big spenders"? Seems to me they are doing exactly what they say they are all about.... reduced spending and fiscal responsibility in government.

                        Obamas 2700 page bill hurts seniors and gives more entitlements especially to Illegals!!!! His program allows insurance drug coverage to dictate the meds you can have and they can deny certain drugs. Ryan's vouchers will not cover the cost of insurance,but in both cases entitlement gets the best.

                          The Brookings Institute and the Tax Policy Center both say that Rack and Ruin's plan does not add up jim. Reality......What a concept! Maybe you should try it sometime.

                          It's been about two months since researchers at the Brookings Institution and the nonpartisan Tax Policy Center published their devastating report on Mitt Romney's tax plan. After going out of their way to give Romney every possible benefit of the doubt, the scholars found the Republican's plan would either explode the deficit or lead to a middle-class tax hike.

                          Brookings and the TPC backed up their analysis, but even common sense suggests they're right -- Romney/Ryan intends to slash taxes, increase defense and entitlement spending, and balance the budget, all at the same time. There's simply no way this can be done without asking more from the middle class.

                          Romney, predictably, has condemned the Brookings and the TPC report, questioning the scholars' integrity and accusing the researchers of using shoddy math. Brookings' William G. Gale today sticks up for "the basic power of arithmetic" against Republican criticism, explaining that Romney's proposal really would "necessarily have to raise taxes on taxpayers below $200,000."

                          This was true even when we bent over backwards to make the plan as favorable to Romney as possible. We considered an unrealistically progressive way of financing the specified tax reductions. We accounted for revenue feedback coming from potential economic growth estimates as estimated by Romney advisor Greg Mankiw. We even ignored the need to finance about a trillion dollars in Romney's proposed corporate cuts.

                          Our conclusion was not a prediction about Governor Romney would do as President, it was an arithmetic calculation: all of the promises couldn't be met simultaneously without resorting to tax increases on households with income below $200,000.

                          Gale presents a terrific metaphor: suppose Romney claims he can drive a car from Boston to Los Angeles in 15 hours. Brookings and the TPC would say that would require Romney to exceed the speed limit, Obama would use this in campaign ads, and Republicans would decry the analysis as "partisan," but, "You still can't drive cross country in 15 hours without speeding."

                          Josh Marshall added, "If you care about these things you should take a moment and read Gale's short piece. If you're a reporter who doesn't like being lied to you should definitely read it."

                            "I always thought that I was okay with arithmetic. [Paul] can run circles around me, and he is honest, he is straightforward, he is sincere. And the budget that he came forward with is just like Paul Ryan. It is a sensible, straightforward, honest, serious budget and it cut the budget deficit just like we did, by $4 trillion... The President came out with his own plan and the President, as you remember, came out with a budget, and I don't think anybody took that budget very seriously. The Senate voted against it 97 to nothing. He, therefore, after a lot of pressure from folks like me, he came out with a new budget framework, and in that new budget framework, he cut the budget deficit by $4 trillion over 12 years.                             I don't like religion, but I don't hate people who are religious UNLESS they try to legislate their religious views into law. This is one big turn off of the republican party. Even though I tend to side with democrats and consider myself liberal, I do share some of the ideals of republicans. I DO believe in the death penalty (which is weird that religious people do because of thou shalt not kill and all that) and I also agree with legislating that sharia law cannot be considered acceptable in America. Then again I don't think catholic law, general christian law, mormon law, or jewish law should be enacted either. I like that we have freedom of religion and freedom FROM it.

                            By far the scariest thing about religion is the insane people who follow it. Even if I'd been raised in a more religious household (we stopped attending church when me and my sister asked to stop going) I think some of the atrociousness that is displayed by the religious would have been enough to make me rethink being involved in such a cult. I'm not atheist or religious, I'm agnostic. So like I said, it'd be nice if people kept religion the hell away from legislation.

                            I know a way we can make revenue for the government to pay off our bills!!! REMOVE TAX EXEMPT STATUS FROM ALL THE CHURCHES! I don't see why they get a tax exempt status anyways seeing as how often they choose to play politics.

                            T LibGirl : I live in Florida and we have a great Republican Governor(HA) and almost all are the wonderful religious Republicans Right now in the coming election they have great amendment called the Religious Rights Amendment I was about to vote for it until I found what it really was. It has nothing todo with religious rights at all it was to remove a law on the books that state tax money can't be given to the church . They want that repealed and give tax voucher money to the church schools. Why tax money donated to churches when the already are tax exempt that should be unconstitutional I would think. They are the ones that says cut spending.

                            You should NEVER vote for an amendment to your State constitution regardless of your view on the issue.

                            Amending your State constitution is like etching a change into stone, it is extremely difficult to change it, which is why special interest groups now actively pursue Constitutional amendments.

                            Open the door and you will soon have a State constitution that is a thick as the Internal Revenue Code, and about as clear. Constitutional amendments should be exceptionally rare, like few over hundreds of years.

                            Keep it simple and force legislatures to do their job and draft proposals as legislation, not constitutional amendments.

                            So, when Republicans speak today of smaller government, that is what they mean. That is their theoretical model for America. Ryan's House Budget is based on that model. If you haven't connected the dots yet, then let me go on.

                            Do you see anything about Social Security, Medicare, Medicaid, veterans benefits, farm subsidies to protect family farms, small business protection from giant corporations, or government regulations to prevent to protect you and your family from contaminated food, con artists selling you contaminated medicines, etc. etc.? None of that is there! Why do you think Paul Ryan wants to privatize Social Security and end Obamacare? I say again, he has told you that he is working out of the theoretical model to implement his ideas. How many times must you hear it before you believe what this reactionary revolution is all about?

                            Paul Ryan and his minarchists who make up "the movement" in the Republican Party today believe a free market system, even though it has natural cycles of high prosperity and extreme economic depressions, should be left to regulate itself according to the Darwinist argument, "the strongest in nature will survive and the weak will die out."                               The AP said Obama's claim "doesn't add up." Politifact deemed the president's claim "half-true," calling it "accurate but misleading." Could Romney's tax cuts by themselves add up to $5 trillion? Maybe. But he also pledges to close loopholes and deductions to make up the difference, though he hasn't offered many specifics.

                              Obama acknowledges this, but still calls it a $5 trillion tax cut. "The $5 trillion figure accounts for only half of Romney's plan," Politifact notes

                              Rep. Emanuel Cleaver, D-Mo., the chairman of the Congressional Black Caucus, said last year,"If (former President) Bill Clinton had been in the White House and had failed to address this problem, we probably would be marching on the White House."

                              The problem to which Cleaver refers is black unemployment. At the beginning of the Obama administration, 12.7 percent of black adults seeking work were unemployed.Black unemployment is now 14.1 percent. Black teenage unemployment at the beginning of the Obama administration was 35.2 percent. Black teenage unemployment is now 37.9 percent.

                              Last month,Cleaver said: “As the chair of the Black Caucus, I’ve got to tell you, we are always hesitant to criticize the President. With 14 percent [black] unemployment, if we had a white president we’d be marching around the White House….The President knows we are going to act in deference to him in a way we wouldn’t to someone white.”

                              A reporter asked Cleaver what would he say had Secretary of State Hillary Clinton, instead of Obama, been elected president.Cleaver admitted: “As much as I love Sen. Clinton, I would have been all over her on 14 percent unemployment for African-Americans. I would have said, ‘My sister, I love you, but this has got to go.’”

                              Actor Morgan Freeman accuses Senate GOP Leader Mitch McConnell of placing the defeat of Obama ahead of the welfare of the country. But there is no problem with Cleaver putting Obama’s re-election ahead of the welfare of the very people who most enthusiastically voted the President into office?

                              Cleaver and other black Democrats in the House hail from the same tax/spend/regulate left side of the left party. What possible useful advice could they offer? “Hey, Mr. President, please don’t accede to our political demands because, in truth, they are counterproductive.”

                              Back in April 2003, then-Illinois state Sen. Obama sharply criticized high black unemployment under then-President George W. Bush. Obama assailed Bush’s “attack on working families,” arguing that the President needed to “fix up the economy first” before doing anything else -- like lowering taxes. Black unemployment, at the time, was 10.3 percent. Obama spoke about “the economic disaster that is occurring in our communities.”

                              When black unemployment edged up to 10.9 percent the next month, Obama called out Bush for his “unprecedented $300 billion deficit,” which, he said, “underscores the recklessness of the George W. Bush administration and the Republican Congress.” Under Bush, the economy grew for 35 consecutive months. And black unemployment reached a low of 7.9 percent.

                              Puzzled at the disdain for Bush -- despite better black employment numbers than those under Obama? Consider the contempt so many blacks display toward former President Ronald Reagan.A few months ago, I interviewed PBS television host Tavis Smiley. To make the case for less government and lower taxes -- the opposite of which Obama has pursued -- I cited the unemployment rates and other economic numbers for blacks under Reagan.

                              Smiley: Every stat you cited, vis-a-vis people of color, does not measure up when you talk to the people of color who had to live through the hell of those eight years of Ronald Reagan.

                              Elder: What do mean, “talk to the people”? I’ve just given you labor stats, census stats -- these are facts, Tavis. Unemployment fell faster in the black community than the white community -- it fell faster for teens, it fell faster for adults, it fell faster for Hispanics. And you’re telling me when you talk to people, they don’t like Reagan, so therefore stats go out of the window?

                              Smiley: Larry, your numbers are not true. When I get back to my office, later today or tomorrow, I’ll send you some more numbers. You know this --numbers don’t lie, but people do. The numbers are very clear.

                              What if Obama were white?

                              Apart from high black unemployment, Obama opposes allowing urban parents to select the school for their children. Though he calls education “the civil rights issue”of the 21st century, Obama opposed the popular D.C. Opportunity Scholarship program. By lottery, inner-city Washington, D.C., children received vouchers to help allow parental choice in education. High school graduation rates increased from 70 percent for applicants not offered a scholarship to 82 percent for the scholarship recipients.

                              The head of the Congressional Black Caucus concedes that blacks suffer from a level of unemployment that would be unacceptable under a white president. But because of Obama’s race, Cleaver refuses to criticize him.

                              How is this any different from how actor Samuel L. Jackson explains why he voted for Obama? “I voted for Barack,” said Jackson,“because he was black. ’Cuz that’s why other folks vote for other people -- because they look like them.” Meanwhile, black political leaders like Cleaver refuse to criticize what Obama himself, in 2003, called“the economic disaster that is occurring in our communities” -- because Obama looks like them.

                              And Tavis Smiley’s “more”numbers have yet to arrive.

                                  Exactly, first off Romney hasn't had a chance to lie, he has laid out a plan, he has answered questions he hasn't been in office to prove what he would actually do, this is case with every candidate ever, they all eventually prove to be "liars" in one way or the other, it is unrealistic to think a person can live up to everything they claim in just 4 years (3 years then 1 year of bashing their opponent) that being said the only thing i have seen obama do in office is repeal dont ask dont tell (which had no effect on 99.9% of the population) and force through ACA which still is a loser in polls. So he can't run on that, if he could honestly stand up and say we are in better shape today over 4 years ago because i championed this, this and this I would cross the party lines and vote for him, i did it for Clinton i would do it again, but he can't. Obama is (by most accounts) a great man and good person, that doesnt make him a great president, his stimulus bill accomplished nothing, his health care will (if left unturned) prove to be a disaster, he flip flopped on his view of gay marriage because polls showed it didnt matter what side you landed on as long as you chose a side (so he chose the opposite view of any Mormon) and he has added more to the debt than all other presidents. 8% unemployment with no plan other than green energy to fix it (guess what the windmill manufacturers are already pulling out and headed back to asia ) and he continues to allow threats to the US to do what they want (north korea claims they have a ICBM that can reach US main land). The administration tried to cover up a terrorist attack that killed US diplomats in Libya. About the only thing the guy has done that i agree with is not shutting down gitmo after he took a look and realized its a necessary evil, and made sure everyone could get insurance (needs a massive overhaul still, when a child becomes an adult they shouldnt have an issue getting insurance due to a preexisting condition, and that is the only exception) so they attack Romney calling him out of touch, basically saying because he is succesfull he doesnt understand the people of the US, i take offence to that, everyone should be offended when your president says this guys doesnt get you because he has lead a more successful professional life than you ever will....oh and another thing obama is in the 1% he is a millionaire and has no idea what life is like for 99% of the country but he knows if he keeps handing out thanksgiving turkeys people will support him...

                                  Biden is a retard, a racist and reject of the democratic party. The Clinton stroy where she was actually approached to replace him on the ticket was never debunked. Her husband (Bill) bumped his timeslot to another day during the DNC convention. If anyone has ZERO expectations in this debate it's Biden and to think he's only one heartbeat away from the Presidency. Which is why Obama choose him. No sane person would ever consider harming our president with that tool as our back up. No one can deflect the failure of a Presidency better than Biden. Which all Americans already know going into this debate. But like football, this is definately a "trap game". On paper Ryan crushes Biden, but that wacko does have heart and charm and will be going hard at Ryan on Romney's policies. You can bet on that.

                                  When there is a forest fire, why don’t they just send one person to fight it and require that it be extinguished in 1 day?

                                  That is essentially what Republicans have expected President Obama to do with the economic disaster left him in 2009.

                                  As with the forest fire it takes everyone pulling together with coordinated precision and still time is needed to extinguish the fire. This is further complicated by wind, humidity and other uncontrollable factors.

                                  As the fire slowly recedes, the damage is significant and only time will heal the damage to the forest and landscape.

                                  I suspect that most Americans appreciate this distinction. As Bill Clinton so astutely mentioned at the DNC, no person could have turned this country around in 4 years.

                                  The Republicans would have you go down to the hospital and yell at the sick people for not getting well and out of there quicker.

It should be a good debate, Biden will try to bring emotion into the debate, it is his only chance to come out good, he can not debate the policys, or the facts of thier results, I am sure he will bring up the questionable at best 7.8% unemployment number, but if he does I know Ryan will bring up the numbers on why it is questioned. The same goes for the 47% issue, I hope Ryan stands by it, becasue it needs to be addressed.

                                    Mitt Romney says many, many things that are not true. He says this despite being in possession of the correct facts of the matter.

                                    Which is to say that Mitt Romney lies. A lot. He lies more than any other national candidate for office in my lifetime. And I was born before the Nixon administration.

                                    This is documented. Proven. Validated, verified, demonstrated, catalogued and quantified. Mitt Romney lies.

                                    Here are 30 — 30! — of Benen’s weekly “chronicling” posts. These are all backed up and sourced. These are not assertions, interpretations or allegations. These are facts, actual instances.

                                    Over the past 30 weeks, Mitt Romney has told lie after lie after lie: I, II, III, IV, V, VI, VII, VIII, IX, X, XI, XII, XIII, XIV, XV, XVI, XVII, XVIII, XIX, XX, XXI, XXII, XXIII, XXIV, XXV, XXVI, XXVII, XXVIII, XXIX, XXX.

                                    Click those links. Read the lists. List after list of lie after lie. Hundreds of them — 533, to be exact, although Benen does not make any claim to providing a comprehensive chronicle.

                                    This is unprecedented. “We’re not going to let our campaign be dictated by fact-checkers,” Romney’s pollster, Neil Newhouse, said.

                                    This has produced what James Fallows calls the “post-truth” age — a relentlessly dishonest onslaught of brazen falsehoods with which the media and the political system are struggling to cope. What do you do when every article, every “fact-check,” every arbiter denounces a lie and corrects it, but then a politician just keeps repeating it?

                                    It’s remarkable to behold.

                                    One of the weirder aspects of this for me is watching this unfold in the politically conservative culture of my evangelical world. The most partisan evangelical conservatives are also those most likely to rant against “relativism” and to trumpet their status as defenders of “absolute truth.” Those same folks will dismiss this post — and all 30 of Benen’s posts above — as mere partisan attacks without ever bothering to examine the 533 factual instances of Mitt’s mendacity, chronicled.

                                    That’s the only cognitive defense they have, I guess. Jam fingers in ears and shout la-la-la-you’re-being-partisan!

                                    Because, you see, the fact that Mitt Romney said something he knew to be false is a partisan fact. And the fact that he has done this at least 533 times in the past 30 weeks is also partisan.

                                    I suppose the other approach for Romney defenders who cannot bear to face the fact of those 533 facts will be to angrily pore over all of Benen’s lists, reading each one with a lawyerly eye.

                                    Have at it. Please. Cherry-pick. Spin. Split hairs. Hand-wave away whichever lies you wish as mere misdemeanors and not full-fledged felonies against honesty.

                                    But how many of those charges do you think you can get dismissed? 10 percent? 20 percent? Maybe, if you’re that sort of person and you work really hard at it — if you’re willing to get even more pedantic and semantic and technical than even you are usually comfortable with — maybe you could half convince yourself that 50 percent of those lies somehow shouldn’t really count against Romney.

                                    That still leaves more than 260 lies. That still leaves Mitt Romney as a convicted liar, 260 times over. And at that point you’ll have to join your friends with their fingers in their ears.

                                    But you’ll still know.

                                    Because everyone knows. Mitt Romney lies. A lot. That is what he does. That is who he is. And friend or foe, he does not care if you know it.

That is a 2.3% decline in the number of Americans working! Since Obama became President, the middle class has lost 7.4% of it's medium household income! Obama where are the JOBS!No more O and Joe!

                                      The deficit will continue to grow because there are too many overspending programs and they can't all be cut at once.
