Millions of Americans use deductions to lighten their tax burden. But one lesson of Wednesday night’s debate between President Barack Obama and Republican presidential nominee Mitt Romney is that those deductions might be in jeopardy – no matter who wins the election.
They disagree on income tax rates, but one policy on which Obama and Romney agree is limiting the use of tax deductions and other tax preferences. And 2013 seems to be shaping up as the first chance for fundamental tax reform since 1986.
The chairmen of the two congressional tax writing committees will be as important in shaping that reform as the president will be. If Republicans keep control of the House and Democrats retain control of the Senate, those two chairmen will be Rep. Dave Camp, R- Mich., and Sen. Max Baucus, D Mont.

In a preview of tax reform, Baucus said in a speech last June, “Every tax provision needs to prove it has a tangible benefit to our economy or society. If not, it doesn’t belong in the tax code.”
That “tangible benefit” is the crux of the debate over deductions and other tax preferences.
Congress wouldn’t have created each deduction if it didn’t have a specific policy purpose it was pursuing. And Washington wouldn’t be filled with tax lobbyists and other advocates if companies, industries, and non-profit organizations didn’t know they needed to defend their specific tax break and argue that it has a tangible benefit.
If proof were needed of the tenacity of interest groups in defending tax preferences, consider what happened in 2009 when Obama proposed in his first budget plan to limit the use of tax deductions. The interest groups (the non-profit sector, the home builders, etc.) were able to defeat Obama’s attempt in 2009, and they might be able to scuttle any similar proposal in 2013.
For now, there’s only the most general agreement between Romney and Obama – both men say they want to limit the use of deductions and other tax preferences.
While Romney hasn’t committed himself to a specific plan to limit deductions, Obama has offered a detailed plan as part of each of his budget proposals since he became president. The Democratic incumbent proposes to limit the tax benefit of deductions for taxpayers with taxable income in excess of about $213,000 for individuals and $266,000 for couples who file joint tax returns.

The staff of the Joint Committee on Taxation illustrated how Obama’s limitation would work: Assume a taxpayer in the 36 percent tax bracket for 2013 makes a $10,000 contribution to a charitable group. Under current law, the $10,000 contribution results in a $3,600 tax savings. But under the Obama proposal, the same $10,000 contribution by the same taxpayer would result in a tax savings of only $2,800, thus forcing him or her to pay $800 more in income taxes.
As for Romney, “His point is first and foremost, ‘I want to cut (income tax) rates and then I’m going to pay for it by getting rid of other things in the tax code – reducing the value of itemized deductions, getting rid of some exclusions – in order to bring enough revenue in to fill the hole that I dug with (income tax) rate cuts,’” said Roberton Williams, a tax analyst at the Tax Policy Center in Washington.
In not offering specifics on his plan to limit deductions and other tax breaks, Romney likened himself to Ronald Reagan, who when he ran for president in 1984, “laid out the principles that he was going to foster,” as Romney said, but didn’t provide detailed plan. But Reagan did offer a specific tax reform proposal in early 1985.

Romney said in Wednesday night’s debate, “I'm going to work together with Congress to say, OK, what – what are the various ways we could bring down deductions, for instance? One way, for instance, would be to have a single number. Make up a number, $25,000, $50,000. Anybody can have deductions up to that amount. And then that number disappears for high-income people.”
Romney has proposed to scrap the Alternative Minimum Tax – the parallel tax system that limits the ability of higher-income people to use deductions to lower their tax liability. But he indicated in Wednesday night’s debate that he’d hit higher-income people perhaps even harder than the AMT does by denying them deductions entirely.
Romney has now floated three different possible limits on deductions – $17,000, $25,000 and $50,000 – and while also saying he would entirely eliminate tax deductions for some upper-income people.
To get a feel for how a $25,000 limit on deductions might affect taxpayers, consider that for those who take itemized deductions the average amount deducted last year was $25,769, according to the Tax Policy Center.
But the average is heavily skewed by the fact that high-income taxpayers take such large deductions. For those in the top one percent of the income distribution, the average mount deducted in 2011 was more than $173,000.
The vast majority of taxpayers have deductions which total less than $20,000. For itemizers in the middle of the income distribution the average amount deducted is about $16,000.

Of course for many taxpayers none of this is directly relevant to their own tax situation since two-thirds of taxpayers take the standard deduction and do not itemize. But they too would be affected by a change in tax policy that, for example, caused Americans to give less money to private schools, colleges, museums, and charities.
Diana Aviv, president of Independent Sector, a nonpartisan coalition of nonprofits, foundations, and corporate giving programs, said if under a Romney plan, deductions were limited to $17,000 or $25,000 and if much of what the taxpayer was deducting was mortgage interest and state and local taxes, then charitable deductions might be squeezed out.
“The charitable deduction doesn’t benefit the donor – the person of means – it benefits the charity,” she said. “So if the charitable deduction is clustered with these other tax deductions (such as the mortgage interest deduction) that actually do benefit the individual, there is no question in our mind that the charitable deduction will be the loser.”
Aviv said for people who itemize, how much money they give to charity “is entirely correlated with the tax incentive … There’s a mountain of evidence to show that the charitable tax incentive adds to the volume that people give. So we will see massive cuts in the level of giving to charitable organizations” if Congress limits deductions.

I find your position confusing. You say you want to see all Bush tax cuts expire, yet you promote voting for the party who has not only said those cuts cant be repealed, but they want to add more to it.

This whole idea of lowering taxes and getting rid of deductions is unbelievable. Tax cuts are a blank check giveaway with no strings attached. Deductions should at least make sure that the money is being used for the betterment of the country.
I know I am gonna get hammered by those who say it is the peoples money in the first place not the governments, to them I have this to say. Do you live in a vacuum. Sure you went to work or built that company, but did you do it all from your home? Did you need roads and other infrastructure. Do you use utilities. If there is a crime at your business do you want the cops to show up or the fire department to put out any fires? If it were not for the rich paying taxes then this country would be in more of a mess than it is. Your taxes, at least those of you that are actually paying taxes, would have to go up tremendously.
What always just kills me in the discussion of taxes and politics. is the total omission of local property, and sales tax revenues. These are the taxes which directly affect the voter. It's property tax that pays for your schools, your teacher salaries and benefits. Federal taxes are paying for school lunch programs. Sales taxes pay off bond indebtedness, say for a sewer expansion project. Federal taxes pay for monitoring the cleanliness of the water once it is treated to insure people downstream in another state aren't sickened by upstream sewage dumping. There are federal, state, and local taxes. Sure there are federal guidelines to meet, such as The Clean Water Act, but the municipality ( for instance ) is not restricted in it's choice(s) of engineering solutions, thus the variety of waste water treatment technologies.
People will shop out of their community because of high sales taxes. People will reside out of the community they work in because of high property taxes. These are the Middle Class working people, not the ultra rich, nor the poverty bound. The federal government can't restrict you to a specific spot to do your shopping so bond issues get paid off, nor can they restrict public employees to live in the communities which pay ( through taxes ) their salaries and benefits.
Republicans know they could never attack popular programs like Social Security and Medicare directly -- it would be political suicide. So for a generation Republicans have utilized a strategy known as "starving the beast," which means depriving the government of revenue through tax cuts.
When democratically elected, accountable governmental power is disestablished, unaccountable corporate power will fill the void. That's what Republican blather about "over spending" really means.
Stop believing the lie that Mitt's tax policy will increase the deficit by 5 trillion over ten years. That projection is absolutely false because it does not take into account the job growth we are expected to experience in the next several years.

The math does not lie, although the bulk of the addition to the deficit would mostly come after Romney had served his terms it(his plan) still adds up up to and addditonal 3 bil plus a year for 10 yrs. While I understand your point, I think the inheritance tax is one of the worst taxes on the books. If I inherit from my parents why should I have to pay taxes again on what they already had been paying taxes on for years? Why should families have to sell off or go in debt when inheriting a piece of property or business that has been in that family for generations.
The right keeps harping on the fact that President Obama has not passed a budget when the facts are Congress passes budgets NOT the President. The average voter cannot comprehend $5 trillion over 10 years. The candidates need to come down to the level of most people and stop talking down to them. Spewing such large numbers only allows them to obfuscate the issue and lead the electorate with their attack rhetoric.
The surest way to balance the budget and reduce the deficit is to cut unnecessary spending and raise taxes. If the American people, especially those who tout "patriotism" are sincere about the necessity to reduce the deficit and leave the country in better shape for their children, then they'll be willing to pay a moderate increase in taxes, along with the 1%.
When revamping the tax code, start with the Earned Income Credit. It's abominable that single mothers with 5 kids by different fathers can drive $20,000 SUVs while their kids get taxpayer funded educations, taxpayer funded school lunches that contribute to obesity that is treated with taxpayer funded health care. All this while they get tax refunds in the thousands of dollars every year while paying less then 1/4 of their return in Federal withholding taxes. Let Obamacare stand and they'll at least PAY for their share of health care.

Coporate tax rate of 28% Romney's prosal for next four years = $4.8 trillion deficit + present $1.32 trillion deficit equaling $6.12 trillion deficit.

The Republican opposition to Big Government programs like Social Security and Medicare is not due the national debt. The national debt is due to the Republicans' opposition to these programs since they can only be financed by a system of progressive taxation -- which is the real Republican target.

The Bush tax cuts reduced the rates for the lowest taxpayers the greatest. 15% to 10% is 33% tax decution for those of you who are math illiterate...further, the child tax credit went from $500 to $1000. So, as a portion of their income, the poor got a better deal. And, what happened? REVENUES (what really matters) to the federal governemnt INCREASED by 50% from when Clinton left and 2007 and the Dems started to control spending...look it up...$1.8 trillion in revenue in 2000 and $2.7 trillion in 2006 and 07. This was AFTER 9/11 and the mini depression that happened after that and two wars (that BOTH Dems and Repubs voted for after BOTH saw the intelligence). The revenue now is about the same that it was when Obama came to Washington but b/c of the Dem spending, there are $1.4 trillion in deficits and not $400 billion like they were under Bush (too much, but WAY better than now)...so, it's the spending stupid...
I do wish Romney would not increase military spending, but at least that is part of what the federal government is for...

The projections for 2000 and beyond were for surpluses, but there were a lot of assumptions baked into those projections. Also there were several unpredictable events which would have impacted those projections in both directions.
The bottom line is that our government is addicted to SPENDING. Just like you don't cure alcoholics by giving them more alcohol, you cant cure spendaholics by giving them more money to spend.
The best prescription going forward is to starve the beast until we get to a balanced budget through a combination of cuts and growth. Then, once we are in balance we can do a temporary increase in taxes to go directly to paying down the debt.
Any tax increases now just allow our irresponsible government to avoid dealing with the problem and kicking the can further down the road when the problem will be MUCH larger (interest rates will ultimately go up and the interest on our debt will balloon and blow a fatal hole in our budget).

I once worked for a lady who grew up dirt poor and ended up owning a ton of rental properties. Every year around tax time she would be in her restaurant doing her taxes and say the same thing "I hate to write this check, but you know what? The fact that I'm doing this means I made good money this year."
The point is, every person who is making poverty level wages and not paying taxes would be more than happy to make more money to the point that they owed.
And that's about 8% of the 47%. The rest is made up mostly of elderly (very little taxable income), working kids (remember those $3K 1040EZ returns?), and military. Would it make you feel better if Grannie pitched in 'something'?

These people are all not in the shape you describe. There are a percentage that make several 100k who manage to have enough deductions to pay zip. Not really in the 1% but comfortable. Some of these people I am sorry to say did not take advantage of what they could have. Here is an example in my own family. My husband paid for all of his education up thru a doctorate. One sister paid for her MS. The other sister was a spoiled brat and her parents paid for 3.5 years of college at which time she dropped out. Got married, had a kid one month later. Her husband who had a father teaching at a respected university, dropped out of that university although he had free tuition. Drifted among low paying jobs, separated from my SIL when the kid was 8 and never paid child support. My SIL qualified to go back to school...he'll my Inlaws would ave paid but my SUL could no be bothered. Moved in with in laws, moved in with them for 5 years and never worked. After they finally got sick of that, they forced her to move out and get a job...at a call center. Obviously pays lower wages. She pays no taxes. Ok, she has little money having blown anything from my in laws who have passed. Tell me why I should feel sorry for her situation?
There are a lot of people like her who just refused to work hard to accomplish a good life. I know people who started tat a community college, taking one class at a time, then did the same at the four year school. Sometimes you do need to get a grip on your life.

It means that he believed Bush and members of his administration, including Colin Powell, when they said they had irrefutable, "slam dunk" intelligence. Mike, I have 4 kids and agree with you. My decision to have children is a personal choice and I shouldn't get a tax break for it. There are so many simple little changes to the tax code based on personal lifestyle decisions that would increase revenue.
Interesting that those credits were started by Repubs, as they want to encourage large families, apparently. Where were your arguments then? You should probably argue for taking away the standard deductions as well, as that is impacted by # in household. Are you okay with Romney saying as he did in the debate that he won't raise taxes on the middle class, meaning he won't raise the tax rate OR cut deductions? How is he going to pay for the promised tax cuts? Why should he want them to get more tax cuts when he already complained (as do many of you on here) that they aren't paying taxes anyway (remember the 47%)? 2/3 of the people in that category are making between $20,000-and millions per year and using totally legal tax deductions to lower their rate to zero. Why is that not ok for them, but is ok for Romney to use deductions? I personally don't think charitable contributions should be able to be deducted. Without the Bush tax cuts the bottom rate would be 15% not 10%, an increase of 50%!! Also the # paying no federal income tax would decrease from 47% to 25%. Increased taxes would not be used to "pay down the debt" as long as we are borrowing 40 cents of every dollar we spend!!!!

Circular logic. Increased revenue (taxes) would mean we wouldn't be borrowing as much. The problem arose because Bush not only cut revenue (taxes) but increased spending at the same time. Rather like you quitting your job which pays $25/hour, buying a big house and car, and taking a job that pays $10/hour. Not a wise move for your personal finances nor for a government.
Oppie's right, in good times the government shouldn't cut taxes, they should be putting it away for a rainy day so when we have a crash (which we always will) the government can afford to spend to get the economy going. Or to use the household finances analogy, so if you get laid off you can tap your savings rather than fund your lifestyle from your credit card.

Look it up...geesh...we got into trouble due to increase spending...the Dems have doubled down on all of that...tax revenues now (total) are about the same as they were in 2007 (when the Dems took over spending)...this total is about $2.7 trillion in revenues (which was a lot greater than the $1.8 trillion in revenue in 2000)...and we have $1.4 trillion in annual deficits vs $400 billion when two wars were active in 2007. Are you talking about the tax cuts that Bush started during a war (unprecendented by the way), with the war's costs not being on the books, or are you talking about the needless Bush war on Iraq that took efforts away from Afganistan, forcing Obama to having to spend more money there, or are you talking about the stimulus bill started under Bush that Obama continued to save the economy from another great depression?
There is a major difference:
Romney wants to cut taxes, that based on it being a % means much better $ deal for the rich, and he wants to give a LOT more to the military. He says he will cut services, but every non partisan tax house agrees, there isn't enough to cut to make up that amount of a difference...
Those things mean that Romney MUST cut the deductions.... Where Obama doesn't have to because he is willing to raise taxes on the 1%

Apparently you don't realize that welfare is about 5% of the budget-doesn't make a dent in the deficit. Medicare, Social Security, and Defense are the main concerns. And the most popular and expensive tax deduction is that on home mortgage. That doesn't sound as good when it hits close to home people, does it? That's why Romney won't admit it, now, anyway.

The problem with a flat tax is someone say makes 10k per year, paying $1500 in taxes would be very painful on the other had if someone makes 100k per year and pays 15k in taxes, it wouldn't really hurt them.
Well for a flat tax to work it would also need to state that citizens pay taxes on assets held abroad as well or you will see an outflow of money like we have now to avoid taxes.
We already have to pay taxes on foreign held assets. The government does allow a deduction for foreign taxes paid on those assets. There are few tax shelters left, and they are slowly being closed.

Couple of questions: If the unemployment numbers really did fall by .03% and only 114,000 thousand were employed, even adding in the 86,000 "undercounted" from last month, that still leaves over 200,000 thousand unaccounted for this month! ( It would take 456,000 people to be taken off the rolls for a .03% fall), what was their fate?

The Reagan budgets increased military spending in an arms race with the Soviets. State spending is an issue at state capitols and homestead exemption caps have fueled all types of local revenue increases with fees and sales tax increases or broadening of the tax base.

It is very unlikely the home mortgage deduction would be done away with. Given the losses in the home mortgage market, the lack of the deduction would just throw the housing market into a new tailspin. However, the deduction might be done away with for 2nd homes or high income people.
I doubt that the deductions would change for investment in rental property (as opposed to the second home that you use), as it would further depress the housing market as well.
When you plow your way through the platitudes and ambiguous language, it comes down to this: the middle class will pay and the corporations and the rich will not.
As much as I feel Obama would be better than Romney, I fully believe Obama will lose this election as a result of the first debate. Battleground states are starting to swing to or have swung to Romney the past couple of days. With early voting in some states and absentee ballots, many of those voting will have that negative debate impression of Obama in their minds. No matter they will have two more presidential debates. Once they've voted, they can't change their minds if Obama has two great debates going forward. Nope. Damage has been done and I think Obama senses how much damage has occurred from this single 90 minute performance or lack of a performance.
Only hope now would be the Dems retaining control of the Senate and setting a new filibuster record the Republicans have set the prior 3+ years. I'd rather go over the fiscal cliff and let the chips fall where they may.

I've posted elsewhere that I feel Romney is a pathological liar and gave reasons for that conclusion. At the end of the day, though, our country is filled with a lot of pathological idiots. I've been watching the polls constantly and I assure you there has been a shift the past couple of days towards Romney in the battleground states just at the moment people in a great many states will be able to vote early. Does no one understand that they will all raise taxes? They have to, the extent of government debt ensures it. If you had a choice between $250 simply handed to you and you don't have to do a darn thing, no questions asked, or, earn $600 taxable at 50% but you'll have to do a little bit of time and effort, which one would you choose?

Fees are generally a more focused form of revenue. Everybody could pay for public parks, or those that actual went to a park could pay a fee.
When is the time to raise taxes? When I stop reading about the USDA paying 200k for a consultant to learn to chant ridiculous phrases, when I am not sending the US court of Appeals to boondoggles in Hawaii, or VA trips to resorts in Florida. Lets start there.
Since the repubs like vouchers so much how about a meal voucher of 10 bucks for all business meals. and no deductions for entertainment. and a $50 voucher for hotels to limit the amount of the deductions off profits. how about charging income tax on perks for executives. Obama isn't asking senior or anyone else to pay an extra $500 a month or $6000 a year for their Medicare. Obama is not asking a disabled or bed ridden senior with Alzheimer's to go out with a voucher to find coverage with a private insurance company.

The President gave it his best shot and he Failed. Time to put someone else in the White House that can get Americans working. Every 4 years vote them all out. Politicians should not have job security. Their benefits are a lot better than ours. And now the Government is using part time jobs to count as full time jobs. The President has made a deal with contractors who have to lay off thousands of workers.
If the contractors wait until after the election to lay off thousands of workers the President will take care of the contractors legal expenses for workers who sue them. If the President is re-elected we might as well flush the toilet and go down the drain with him.

I am in favor of eliminating all tax cuts and deductions, they should all be re-debated. Along with this complete restructuring of the tax code and as to not overburden taxpayers, I would lower tax rates so that the revenue stream remains the same. I feel this will accomplish a few things: make people more responsible for their own economic choices, stop shifting the tax burden of the choice of some on to others who do not make that choice, and allow for a simpler system that will make tax evasion and fraud more difficult.
I agree....The only one that I would like to keep is the deduction for giving to charity. I would rather the money go to help people that go to help the government.
Did you know that at one time a Corporation had to improve the quality of life and standard of living of it's workers as well as the local community, or it's Corporate Charter would not be renewed by the State it operated in?
Or , that any criminal or fraudulent activity by the Corporation or its representatives could lead to the Corporation being dissolved and all assets auctioned off by the State to benefit employees, the community, and the State?

I wonder if it is too late for me to run. I can promise more than Romney, and like him I wouldn't have to tell how I could accomplish them. With Romney not telling how he plans to do anything, how can Obama has to debate invisible promises--invisible windmills. For example--which deductions will Romney eliminate to make his 25% tax reduction? Capital gains--no way! Mortgage deduction--maybe. Religious contributions--no way, it would have cost him $420,000 last year, since he was in the 14% bracket and he gave 3 million to church and charities. Home office--maybe because he doesn't have one. Medical deductions--why not? If he will tell us how, we might have a meaningful debate.
