How much are taxpayers spending on Egypt and Libya?

President Barack Obama is proposing that American taxpayers spend about $1.55 billion on aid to Egypt and another $1.5 million – not billion - on aid to Libya in the fiscal year that starts on Oct. 1, which would be the same amount allocated for Egypt in the current fiscal year, and a decline of about $1 million in Libyan aid.

The attacks this week on the U.S. Embassy in Cairo and on the consulate in Benghazi, Libya, have caused some members of Congress to question whether taxpayers’ money is being well spent.

The morning after the Benghazi attack, which resulted in the deaths of four Americans (including Ambassador Christopher Stevens), Secretary of State Hillary Clinton said many Americans were asking, “How could this happen in a country we helped liberate, in a city we helped save from destruction? This question reflects just how complicated and, at times, how confounding the world can be.”

But she said the attack was the work of “a small and savage group – not the people or Government of Libya.”

As “complicated” and “confounding” as American engagement in Egypt and Libya might be, Sen. Rand Paul, R- Ky., took to the Senate floor Thursday to offer a simple response to the events: either halting or putting tight restrictions on the flow of U.S. aid to not only Egypt and Libya, but to Yemen and Pakistan as well.

Paul offered an amendment that would require the governments of all those countries to cooperate with investigations of the attacks on U.S. embassies in Yemen and Egypt and the consulate in Benghazi and turn over those who planned or took part in any of those attacks to U.S. custody.

(Paul also wants the Pakistani government to release from prison Dr. Shakil Afridi, who helped the U.S. to locate Osama Bin Laden.) 

The amendment has not been voted on by the Senate.

“The American people are tired of this,” Paul said. “Our Treasury is bare. There is a multitude of reasons why we should not continue to send good money after bad.”

He added, “Not one penny more for Libya or Egypt or Pakistan until they act as our allies. Some say we have to keep sending it. Fine, let’s send it when they act as our allies. Let’s send it when they start behaving as civilized nations and come to their senses.”

Senate Foreign Relations Committee Chairman John Kerry, D- Mass., responded: “Whatever happened to the great commitment of the conservative movement in America to freedom and democracy and to help it develop? Just turn our back on it and pull out the aid? What the heck - because we don’t think they are civilized?”

Kerry warned that “unscrupulous people (who) we all know have hated us for a long time” would “love to get the upper hand” in all those countries and Paul’s amendment might help them do that.

As far as Libya is concerned, Karim Mezran, adjunct professor of Middle East Studies at the Johns Hopkins School of Advanced International Studies, said the actual dollar amount of U.S. aid matters far less than the symbolism of supporting a pro-Western, pro-U.S. government. “Do you stand with a regularly elected government which the U.S. and the Europeans helped bring to power, or do you allow it to sink by withdrawing support?” Mezran asked.

The foreign aid numbers make it clear that Egypt is a far bigger matter than Libya.

According to the Congressional Research Service, between 1948 and 2011, the United States gave Egypt $71.6 billion in foreign aid. In the past fiscal year, Egypt ranked fifth among countries receiving U.S. foreign aid money, after Israel, Afghanistan, Pakistan and Iraq.

For the fiscal year which begins on Oct, 1, Obama is requesting $1.55 billion in aid to Egypt: $1.3 billion in military aid and $250 million in economic aid.

To put that number in perspective, the federal government spends about $1.5 billion a day on Medicare.

More aid? They kill our diplomats and burn our embassies around the world and we send them more aid? You have got to be kidding!!! This makes no sense at all. Cut off the aid, even for a short period of time. I realize they want us to believe a small group of radical muslims attacked us.....but if we make an example of them, rather than reward them, perhaps they will do more to police the actions of the radical muslims living in their country!!!! What are the consequences for these countries? Or this administration for helping them after we have been attacked?

Almost $3 billion dollars for aid to Egypt alone when you include military support.....Which we have to borrow in order to assist the other countries! Now we are paying interest on trillions of dollars, maybe we should not spend what we don't have...but what makes it worse is to spend it on other countries!!!!

Of course we have money; we also have expenses. Currently we have more expenses than revenue coming in, but that's a matter of spending and taxation policy.

The larger issue is whether our aid and relationships with these countries (and with all foreign aid) is worth the investment. Cutting off aid in response to popular demonstrations or an armed terrorist attack - particularly in the immediate wake of such incidents - seems unwise in the extreme. The attackers in Libya WANT us to withdraw our aid, they want to isolate and undermine Libya's fragile new democracy. Responding emotionally and playing directly into their hands does not advance the United States' interests.

Just keep in mind the LAST time the world laughed at our weakness, took over our embassies, and killed an ambassador in an embassy was during the Jimmy Carter administration. And we see how THAT turned out. Weakness begets weakness which begets embarrassment and ridicule. Just my attempt at a little humor throughout this disaster. The sad thing is that the conversation would probably go just like that. I agree with you on your other posts. The last thing we need for America right now is another war but when you have people killing Americans and storming our embassys all over the world we have to do a little more than just wag our finger and condem them. There is a reason why China and Russia have both said they would rather have Obama in the White House over Romney. This is a good example. Wasnt it just a few weeks ago that Russia had fighter jets buzzing American air space near Alaska and Obama was okay with that?

Cutting foreign aid is an incredibly short-sighted response to this series of incidences.

We have not been attacked by any nation. The demonstrators represent a tiny fraction of the populations of their respective countries (Egypt has 82 million people) and the violent demonstrators represent a fraction of that small section. Yet poster after poster on this thread claim we should determine US foreign aid based on the actions of at best a few thousand individuals.

At +/- $50 billion annually, US foreign aid is roughly 1/40th the cost of US involvement in the Iraq War (assuming $2 trillion direct and indirect costs). To the extent it makes wars like that one less likely, US foreign aid seems like a sound investment.

I see Obama and Clinton being attacked for supporting Egypt as if it were their idea, when it has been America's policy for many years and the Bush administration adamantly defended its annual outlay of nearly $2 billion in military and economic aid to Egypt. The criticism of that policy is not new, either. I think that by stating that Egypt is not our ally, however, Obama is putting Egypt on notice that he is rethinking that policy in the light of current events.

      We will have to borrow the money. Because we are already more than 16 trillion dollars in debt and the White House has predicted huge deficits for at least another decade I estimate that this will end up costing the tax payers 10 times the amount borrowed to repay over the next 180 years. Of course at the rate we are going the federal government will be bankrupt before it can start paying back anything. For example our President promised that the 2012 federal deficit will not exceed 229.27 billion dollars yet the White House has predicted that the 2012 federal deficit will exceed 1.2 trillion dollars. Not even Greece will be able to bail us out. I think that these countries should be providing us with aid.

But our US oil industries play this game with this American resource so they can increase their profits at the American people's expense. So the government should seize these oil companies and make it benefit all of the American people and not the pockets of a very few. Third, bring jobs back to the USA. Tax heavily those companies that export jobs overseas so they no longer make a profit and subsidize those companies that hire US workers. Forth, stop supporting illegal immigrants and obey our own laws to send these people home when they are caught and most importantly, CHARGE the county they came from the expense of returning them. Be strong... be truthful... and don't give in to other countries BS!!!

      I love how liberals are trying to use Romney's taxes as a reason why giving away nearly $2 Billion a year to just Egypt and Libya make sense? First, Romney paid his taxes. He filed his taxes. Just because he sees no benefit in showing them to YOU doesn't mean he didn't pay what was legally owed. If he hadn't paid taxes owed then the IRS would be all over him.       Secondly, when we are talking about how to cut our deficit here is $2 BILLION right in front of us we can cut. Yes, relative to the debt it is minor but our government is wasting $2 Billion here, GSA wasted $1 million on a conference, $3 million was given to the University of California to study the video game World of Warcraft, the federal government owns 50,000 VACANT HOMES, Congress appropriated $20 million for "commemoration of success" celebrations related to Iraq and Afghanistan, the National Institutes of Health spends $1.3 million per month to rent a lab that it cannot even use, and our government spends $25 billion annually maintaining unused or vacant federal properties.

      And this is just the tip of the iceberg!! We could cut more than $100 billion a year without even blinking and that would be nearly TWICE the amount that the "tax on the rich" would bring in (estimated at $65 billion IF there was no affect on the economy - which certainly there would be).

      In other words stop trying to divert from the problem. This government wastes money that is in the hundreds of billions of dollars a year and Egypt and Libya is just a small example of how we give away money unnecessarily AND what makes it even worse we have to BORROW all this money we waste.

But hey, keep hating Israel. I mean afterall in 1948 they kicked the hell out of the muslim arabs after the UN Partition Plan (which was self defense and didn't involve US Assistance), the 6 day war in 1967 when again they kicked the hell out of the same arab muslims that didn't learn in 1948 (again without US boots on the ground), and was decent enough to allow Palestinians to live in the West Bank and Gaza Strip knowing full well that those poor poor palestinians would continue to fire rockets into Israel even after abandoning settlements. But hey they are jews right, and just because everyone else hates em, we should follow suit. Yeah, I can see your point.... NOT!

      One prominent strain shaping American reaction to the protests in the Muslim world is bafflement, and even anger, that those Muslims are not more grateful to the US. After all, goes this thinking, the US bestowed them with the gifts of freedom and democracy – the very rights they are now exercising – so how could they possibly be anything other than thankful? Under this worldview, it is especially confounding that the US, their savior and freedom-provider, would be the target of their rage.

      On Wednesday, USA Today published an article with the headline "After attacks in Egypt and Libya, USA Today asks: Why?" The paper appeared to tell its readers that it was the US that freed the Egyptian people from tyranny:

      "Attacks in Libya that left four US diplomats dead – including Ambassador Christopher Stevens – and a mob invasion of the US Embassy in Cairo, in which the US flag was torn to shreds, have left many to wonder: How can people the USA helped free from murderous dictators treat it in such a way?"

      Did you know that the "USA helped free" Egyptians from their murderous dictator? On Thursday night, NBC News published a nine-minute report on Brian Williams' "Rock Center" program featuring its foreign correspondent, Richard Engel, reporting on the demonstrations in Cairo, which sounded exactly the same theme. Standing in front of protesting Egyptians in Tahrir Square, Engel informed viewers that this was all so very baffling because it was taking place "in Cairo, where the US turned its back on its old friend Hosni Mubarak", and then added:

      "It is somewhat ironic with American diplomats inside the embassy who helped to give these demonstrators, these protesters, a voice, and allowed them to actually carry out these anti-American clashes that we're seeing right now."

      That it was the US who freed Egyptians and "allowed them" the right to protest would undoubtedly come as a great surprise to many Egyptians. That is the case even beyond the decades of arming, funding and general support from the US for their hated dictator (to his credit, Engel including a snippet of an interview with Tariq Ramadan pointing out that the US long supported the region's dictators).

            One year we decide sending our military might to Afghanistan to root out the bad guys is worth it, then the next year we decide we need to send our military to Iraq to root out WMD's that don't exist, then in 2003 we decide, since WMD's don't exist, that we want to spread democracy in the middle east, then we decide that it's too expensive to keep our soldiers occupying 2 countries at once and we are loosing too many service member lives: so time to come home, and to top it all off, now we decide that the democracy we helped spread isn't what we wanted after all. Maybe all you geniuses can explain why the people that attacked this country on 9/11 were trained, protected, and sheltered in Afghanistan by an extreme Islamic fundamentalist group called the Taliban. Here's a hint: the US thought it was too expensive to provide foreign aid to the government of Afghanistan. Add up the cost of fighting 2 wars simultaneously, the lives lost in the process, and the debt we've saddled ourselves with to do so.                 The USA has a current annual budget deficit of more than $1,400,000,000,000. A few hundred BILLION of that is borrowed every year from China (when they buy our bonds). We will be paying interest on this borrowed money to China for the coming decades. We take this borrowed money and GIVE large chunks of it yearly to nations in the Middle East. These same nations allow (and sometimes encourage) their citizens to KILL our citizens (and even our ambassadors). It's time to stop borrying money from China so we gave give it to these ungrateful nations! IF they need money in aid, then China can loan it directly to them! I BET if China loans the $ to them that they won't even try to pull this crap on China! Nope, China knows how to deal with terrorists!

                  Seems to me, you guys have it all backwards. We've been giving this aid to Egypt since the 60s. It's not really feasible to blame that on Obama, or say it's only been the last four years. The President wasn't offering these countries money.                   President Obama stated Egypt is not our enemy or our ally. Then why did he granted them Billions of dollars in foreign aid to them each year (other USA Administrations did also)? The article stated $1.55 Billion in Y2013. That is NOT the totally amount of USA federal taxpayer aid to Egypt. The correct figure is $1.7 Billion.                         Interesting, I guess you never heard of Khobar Towers, never heard of the Marine Barracks in Beirut, never heard of the bombing of the German Discotech, never heard of Pan Am Flight 103, never heard of the attempted bombings of the World Trade Center PRIOR TO 9-11, never heard of the Embassy bombings in Kenya, probably never heard of the bombing of the USS COLE either. Hell I am even willing to bet you probably never picked up a news paper or caught any current events other than what you have overloaded on catching snippets between Days of our Lives and As the World Turns.

                        Another little interesting tidbit, just FYI - April 1996, Osama bin Laden was an official guest of the radical Islamic government of Sudan – a government that had been implicated in the attacks on the World Trade Center in 1993, with the belief bin Laden had funded the terrorist operation.The bombing of Khobar Towers in 1996 (Clinton Administration officials admit that they “received a wave of threats against Americans and American installations in Saudi Arabia” in the weeks leading up to the attack, “but failed to prepare adequately for a bomb the size that killed 19 American military personnel), and the bombing of the USS COLE, were also linked directly to Osama bin Laden and the Al-Qaeda network.

                        According to the 9/11 Commission they found that the Clinton administration encouraged Sudan to deport bin Laden back to Saudi Arabia and spent 10 weeks trying to convince the Saudi government to accept him. One Clinton security official told The Washington Post that they had "a fantasy" that the Saudi government would quietly execute bin Laden. When the Saudis refused bin Laden’s return, Clinton officials convinced the Sudanese simply to expel him, hoping that the move would at least disrupt bin Laden’s activities.

                        We have MORE than enough oil in the Bakken Field. In fact there is more oil under Montana and North Dakota that what is even remotely available in Saudi Arabia. And if you believe the horsesht that comes out of these inflated prices, it boils down to oil speculation, then its refineries. But do you realize most of the refineries are in the Gulf states. So common effing sense tells you build refineries up north, or east or west, or hell why not build quite a few of em. But you see, they won't want to do that, of course not, would make too much sense.

                        Here is the other little issue people seem to forget. We had an oil crisis back in the 70s under Jimminy Peanut Farmer Carter with miles long lines at the gas pumps. Did we learn from that? NOPE. Instead what do we do? Well we ENCOURAGE FOREIGN OIL COMPANIES TO DRILL IN AMERICAN OIL FIELDS, then SELL US OUR OIL. If you doubt it, What the hell is BP doing in the Gulf of Mexico, with waivers from the US Dept of Energy? Forget about that little oil spill? Those fields are in AMERICAN TERRITORY being drilled out be BRITISH COMPANY then SOLD to the US. How about the MATL line or the Keystone Pipeline from Canada to the Gulf of Mexico so THEY can pump the oil Straight back to Canada? And you want to hear even more assinine under THIS ADMINISTRATION? How about FOREIGN COMPANIES and UTILITY COMPANIES being able to declare AMERICAN FARM LAND, RANCHES, and FORESTS as CONDEMNED - part of the imminent domain deal. You even have these foreign companies SUING in US COURTS to SIEZE US PROPERTY and what does the current administration do? UH, I will sign off on that...

                        This asshat in the whitehouse needs to go. And while I don't necessarily believe Romney is a good choice, and we sure as hell don't have a homeless vet on the ballot, I guess this year I will have to vote NONE OF THE ABOVE. I would rather put a poor homeless person in the white house, because at least they sure as hell understand the value of money, the joy of home ownership, and the corruption of allowing BANKS to dictate the cost of the American Dream, which with this CURRENT ADMINISTRATION will only ever be a dream never to be realized. A homeless guy knows and understands that illegal immigrants shouldn't have precedent over an AMERICAN homeless guy, or be shown amnesty and social assistance while there are AMERICAN CITIZENS living under bridges and eating from dumpsters. And trust me when I say this, a homeless guy isn't going to concern himself with $25k a plate campaign fundraisers, when he can have a $5 wiennie roast and relate to the people that actually vote for him. But I guess most of all, the homeless guy would be grateful to have rent free place to live for 4 years and do the job asked of him, instead of worrying about shaving a few strokes off his golf game, or jet setting in a TAX PAYER PAID aircraft, with a security detail so they can have 9 vacations a year.

                        And it seems to me that Mr Rand's proposal of having some sort of product for what we are paying for makes perfect damned sense to me. I sure as hell am not going to take my car to the repair shop, pay $3k to have the engine replaced, only to have that car not start, run, or otherwise not move. The same holds true for our foreign aide money, unless of course we are spending that money to see our fellow countrymen killed, maimed, and tortured, and our flag burned in protest.

                            I don't think either party has put out a good candidate since JFK. And frankly, I am embarassed to call myself a Republican. My grand mother was a republican, my mother was a republican, and they are both spinning in their graves at the dross that keeps rising to the top, and then the parties call them "cream".

                            There is a decided lack of wisdom in the things that are said by Mr. Romney and Mr. Ryan, and frankly, from a lot of the republican candidates. I really cannot understand how people can be that unwise when running for public office. However, I must give some credit to the media for their incredible talent for their liberal spin in order to incite the masses to frothing at the mouth and read their half truths and innuendos. All to get high numbers of hits on their articles so they can justify the high amount of advertising dollars they charge for the side bars on their articles and pop ups.

                            You can't trust half of what is reported. I think I'd rather go and get my news from the British papers or Canadian ones. They at least will give some semblance of the truth without the spin, because they have no vested interest in American politics except for entertainment purposes. Kind of like watching Pavlov's dog perform. And that's on both side of the aisle.

                            We need to stop spending money we don't have, and quite getting our country under greater obligation to China, which, I think owns about a third of American soil as it is.

                            We as a nation need to come together and say "enough is enough." That power comes in November when we cast our votes. We need to stop buying into the propoganda that the politicians are selling us on whose to blame and we need to stop buying into the news media's schtick to sell more advertising dollars.

                            Everyone keeps complaining about the 1%, and yet the news media are the biggest part of those people.

                            Remember the old Matthew Broderick movie from the 1980's where the computer was getting ready to launch a real nuclear attack? Matthew tells the computer to play every attack scenario there is only to see that total annilation was the inevitable outcome no matter how it was played.

                            "THE ONLY WAY TO WIN, IS NOT TO PLAY."

                            Okay guys, stop playing the game. Stop using our computer keyboards for spreading the devisive agenda and lets come up with some real solutions. We are a nation of 6 billion people, strong, smart and independant. Somewhere out there is a person or group of persons who has the solution. We have a voice. We can use it for good or to continue to play into their hands.

                              The 1973 peace treaty between Egypt/Israel, is backed by the US with $3 billion each year to Israel and $1.5 billion to Egypt.

                              So the vast majority of aid to Egypt is in the form of a peace payment that the US agreed in 1973. In exchange, the Israeli,Egyptian border (including the border with Gaza) is peaceful, and protected from both sides. There have been no hostilities since 1973.

                              You want to cancel that treaty? Not only would it lead to a huge escalation in Southern Israel, it would also cost the US many times more in extra forces in the region to prevent another tripartite war.

                              How is that the *conservative* position? That is insane!

                              Good point Andreas. Don't assume that the American government is so completely ignorant. We get something for that money. Even if its just cash in the pockets of American arms producers. There's power that's bought with that chump change that these countries get.

                              I can understand if you think that money's not well spent. I think its not well spent when it goes to tax breaks for the oil industry. But there's some value behind that money and if we are going to cut it then we need to be sure we aren't going to pay more in the long term.

                                The actions of a few should not fan the flames of hatred. That makes you no better than them. While I am not for sending my tax dollars overseas, I do know that foreign matters are much more complicated than they seem on the surface, and pulling out aid would be worse than to continue support of the new governments in Libya and Egypt.

                                No need for Islamic hatred. That also makes you no better than them.

                                Think about it the next time a US citizen overseas kills a civilian, and then urinates on their corpse while someone else photographs it. We are not above reproach.

                                        Why did we go into Iraq and Afghanistan? We are still at war in Afghanistan.

                                        So overreacting and pulling all aid, who wins the terrorist's. Who looks weak?

                                        Fox news and the GOP want this President to look weak, well by what we have been seeing with Romney and Co, they are the weak and desperate.

                                        There are a Billion Muslims around the world, yet we should run and hide from a few thousand.

                                        Instead of coming together Romney/Ryan try to score political points, but all they did is look unpatriotic, and desperate.

                                        Hummbird - Seems Obama is the desperate one. Can't spend any time in the Oval Office doing his job because he has to campaign and attend fund raisers. Was bragging today that he finally raised more money than Romney last month. Obama is a desperate failure and will be spending all his time campaigning from now to November to save his big jet and time to play golf. To hell with our country and the ME.                                         I am a Democrat that will not be voting for Obama. It is not because of Obamacare, but because of his shady dealings with the Arab countries. The first group of people outside the US he met with were arabs in of all places, Egypt. Why would we be giving any aid to Egypt, do we really think they have our backs whether we give them the money or not????? Egypt has a brotherhood terrorist as president and Libya allowed Americans to be killed there. Not one more penny for them. Let them get the money from the oil rich Arab countries!

                                        Obama most certainly isn't the first president to give aid to an Arab country, its been a yearly thing for decades and decades in this country. What is shady about going to the hot spot of the world exactly, even more so with the things that have happened in Egypt these last couple years?                                           FACT: The world is evolving and money no longer "buy" the US security. We would like to think all nations are as civilized and share the same freedoms we enjoy. They do not and as such we need to review our policies to ensure we received a fair ROI for the billions we spend. If not, stop the flow of funds to these foreign lands and lets take care of our own nation and people first.

                                          Right on Bill, for me it isn't about the money - it's about our people and our best course of action. I would invite most of my neighbors in for tea, but there are some I would not. They don't come to my house and I don't go to theirs, and I'm fine with what they do not being my business or my responsibility as long as they don't screw with me.

                                          2) Pay interest on money that we borrowed.

                                          3) Give money away to countries that hate us and are working on nuclear weapons. (North Korea: China's ally and neighbor, who, by the way, China does not help!)

                                          4) Realize that the money we gave away does not help the poor, but winds up in the hands of their dictator.

                                          5) Spend money to defend ourselves from said dictator.

                                          We give these new regimes billions in aid and they kill our people. Maybe the President will learn we cannot buy friends overseas like he can buy votes.

                                          The administration was so excited about the "Arab Spring" and how the people won freedom from the dictators. Maybe if he had gone to the briefings or those briefs were worth listening too, this might not have happened. Reminds me of how the liberals were so glad to be rid of the Shah of Iran in 1978. Now 34 years later that country still is one of the oppressive nations on the face of the earth.

                                          Obama's foreign policy is so bad it makes me long for the days of Jimmy Carter's horrible diplomacy. I just hope the general public is intelligent enough to know how bad this policy is for our country.

                                          I guess this also means that Hillary 2016 is now down the drain. This after Bill gave his grudging support at the convention. Oh, poor Clintons!
