From the moment Mitt Romney announced House Budget Committee Chairman Paul Ryan as his vice presidential running mate, the campaign debate has been full of charges and countercharges over some of the congressman's proposals on Medicare and the budget.
What are the facts? Here’s a guide to Ryan’s budget and his ideas for remaking Medicare.
If you are 65 years old or older and now receiving Medicare benefits, would Ryan’s Medicare proposal affect you? If so, how would it affect you?
No – if you’re receiving Medicare benefits now, Ryan’s proposal would not affect you.
His plan would gradually increase Medicare’s eligibility age from 65 to 67. But his phased-in increase in eligibility age wouldn’t start until 2023, 11 years from now.
Also starting in 2023, Ryan’s proposal would do away with Medicare’s open-ended payment system which now covers most medical costs for seniors. Ryan would limit Medicare spending for those born in 1958 and later, that is, people who turn 65 in 2023 or later.
People who turn 65 in 2023 or later years would get payments from the federal government to help them purchase private insurance; the payments would be higher for low-income people and lower for high-income people; they’d also be higher for sicker people and lower for healthier people.
The payments could grow over time no faster than the nominal annual growth rate in per capita Gross Domestic Product, plus 0.5 percentage points, but they might not keep pace with the increase in the cost of medical care.
Democrats have been on the offensive ever since Paul Ryan was announced as Mitt Romney's vice presidential pick. Gov. Bobby Jindal, R-La., responds to attacks from the left over Ryan's budget plan.
So Ryan’s proposal would not have any effect on seniors, that is, on people who are now receiving Medicare?
His Medicare proposal would not affect today’s seniors.
But – and this is a crucial point – Ryan’s proposal for another federal program – Medicaid, the joint federal-state health insurance program for the poor – would have an impact on those seniors who rely on Medicaid to help pay for nursing home care.
As the Kaiser Family Foundation has noted, “Medicaid is the nation’s largest source of coverage for long-term care, covering more than two-thirds of all nursing home residents” and the elderly and disabled “account for roughly two‐thirds of (Medicaid) spending.”
Ryan proposes to convert the federal portion of Medicaid into grants to each state, allowing each to tailor its Medicaid program to its own population’s needs.
The federal payments to the states would be indexed both to the inflation rate and to the growth in state population. But overall federal outlays on Medicaid would be cut by roughly one-fifth over ten years.
According to an assessment by the nonpartisan Congressional Budget Office (CBO), the spending path as designed by the Ryan’s plan might allow states to “improve the efficiency” of Medicaid in delivering health care to low-income people. But “even with significant efficiency gains,” states would need to increase their spending on Medicaid, CBO said, (and perhaps raise taxes in order to do that) or “make considerable cutbacks” in Medicaid.
“Cutbacks might involve reduced eligibility for Medicaid” or lower payments to health care providers, “or increased cost-sharing by beneficiaries – all of which would reduce access to care.”
If you are 45 years old how would Ryan’s Medicare proposal affect you?

Since Ryan’s proposal, if enacted, would limit Medicare spending for those born in 1958 and later, a person who is 45 years old today would – once he or she became eligible for Medicare – receive benefits that would be less generous or less comprehensive than those now enjoyed by today’s Medicare recipients.
And since Ryan wants to gradually increase the age at which people are eligible for Medicare, a 45-year-old would need to wait longer to get covered by Medicare.
If Ryan’s Medicare plan became law, then starting in 2023, the CBO said, “Most elderly people would pay more for their health care than they would pay under the current Medicare system.”
What’s Ryan’s argument for treating future retirees – those born in 1958 and later – less generously than today’s Medicare recipients?
Ryan says the future costs for Medicare and Medicaid are unsustainable and will lead to tax and debt burdens that will be unbearable.
“We need to preempt and avert a debt crisis” which would force immediate cuts in Medicare and other programs, he told NBC’s David Gregory last year on Meet the Press. “And the way we propose to do that is do it on our terms and prevent people who are currently retired and people about to retire from having severe disruptions in their lives.”
Republicans have charged that President Barack Obama’s health care overhaul is now cutting Medicare spending by more than $700 billion. Obama, not Ryan, is the one hurting seniors, they say. Is this true and if so, are Obama’s Medicare “cuts” similar to or different from Ryan’s proposed reductions in future Medicare spending?
According to the CBO, if Obama’s health care law were repealed, then $711 billion in reductions in Medicare spending over the 2013–2022 period would not occur.
Even Obama campaign spokeswoman Stephanie Cutter on CBS’s Face the Nation Sunday referred to “the $700 billion cuts in Medicare that the president achieved through health care reform.” She said these cuts are “taking subsidies away from insurance companies, taking rebates away from prescription drug companies.”
But that’s not where all of the cost savings will come from: a significant portion of the $711 billion will come from curbing payments to hospitals and other health care providers. Other cuts may be ordered by the Independent Payment Advisory Board, an outside group mandated by the Affordable Care Act.
In contrast to Ryan’s future reductions (starting in 2023) Obama’s reductions in Medicare spending are taking place now – at least the Affordable Care Act orders them to occur and the CBO assumes they will occur.
But it is too soon to judge whether these reductions are providing the same level of care to seniors as before, but simply providing it more efficiently, or whether some seniors are getting (or will get) inferior care as a result of these reductions.
Republican national chairman Reince Priebus said on Meet the Press that Mitt Romney “appreciates and admires the work and the ideas that Paul Ryan has done. But Mitt Romney has his own plan” to reform Medicare. What is that plan?
As presented on Romney’s campaign web site, his proposal – although not fully detailed – includes most of the same ideas Ryan has proposed: not changing benefits for anyone now retired or close to retirement. But for future retirees, he would change Medicare from an open-ended payment system into one in which future beneficiaries would get a payment from the government to buy insurance coverage.
Romney’s proposal says, “If seniors choose more expensive plans, they will have to pay the difference between the support amount and the premium price; if they choose less expensive plans, they can use any leftover support to pay other medical expenses like co-pays and deductibles
Is Ryan’s budget plan, which was OK’d by the House last March, now in effect?
No, it isn’t. The House approved Ryan’s fiscal year 2013 budget resolution in March by a vote of 228 to 191, with no Democrats voting for the proposal and 10 Republicans voting against it. But the Senate has not adopted any budget resolution for FY 2013, which begins on Oct. 1. So in the coming fiscal year, as in the current fiscal year, Congress will operate without any budget. But spending will of course continue.
Apart from turning Medicaid over to the states and redesigning Medicare for future retirees, what else would Ryan’s FY 2013 budget proposal do?
It would cut overall spending by about 12 percent over the ten-year budget window, as compared to the spending plan proposed by Obama; it would cut cumulative deficits by more than 50 percent. Among other things it would limit federal aid to college students and concentrate it on lower income students.
Does Ryan want to cut taxes for rich people, as Democrats charge, and if so by how much?
His FY 2013 budget proposal seeks to have only two income tax rates: 10 percent and 25 percent. The current top income tax rate is 35 percent – so this rate reduction could mean a tax cut for some people -- but Ryan also says he wants to “broaden the tax base” and get rid of “the burdensome tangle of loopholes that distort economic activity” by abolishing many tax breaks. He hasn’t specified which ones he’d seek to eliminate.

With a national system we would have no need for medicare, they would be covered. We would not need medicaid, they would be covered. We would not need private insurance, they would be covered. We would not need so much in social security.
Doctors would not need malpractice insurance. Instead of all doctors paying for insurance, the country would just take care of those few that are injured by doctors. A much smaller number than the amount of doctors that pay for costly insurance. It would be much cheaper to care for the injured than trying to insure against being injured. And the government could revoke the license of bad doctors, insuring that the good ones stay. Maybe a program of retraining or a second chance if the doctors show progress.
We could lower auto insurance if all medical was covered by the nation.
My employer alone would save $1000 a month if they didn't have to pay into my medical insurance. And I would have another $400 every month back in my paycheck. That works out to $16800 every year just from my life.
At $1400 each month, using my employment as a base, and taking into account US population and the unemployment rate, so about 280 million workers, thats, $392 billion per month in revenue to fund National Health Care.
Lets cut that in half, everyone puts in $700 a month, and pays lower car insurance, their employer doesn't pay anything and doctors don't pay malpratice insurance so their costs can go down. That works out to 196 billion each month, or $2.352 trillion dollars per year funding a national system.
Since health care in 2010 accounted for $2.6 trillion which included a lot of money going out to profits on the insurance side of things, $2.352 trillion should do nicely, but it would be a big so sorry to the insurance companies. Which is why national health care will never happen, the insurance companies would be pretty much down and out.
That looks good if it were privately managed but take the post office as a guide....do you really want the same bureaucrats running your health care.
The post office runs on its own income, not tax dollars. It is falling short due to legislation that requires it to prefund decades of benefits. You have no idea what losing the postal service would mean to businesses which use it for billing and marketing.
You could also ask yourself why do we have to subsidize the electric and gas utilities when the private market said they could do it better and cheaper than when they were public utilities. Seems like subsides would mean the private market can't do it better and cheaper without tax dollars.

The pension funding by the post office, should be done...unless you want someone later to pay for it. As for businesses, they do not operate like government....they adjust to market conditions or go broke...the post office does not....you forget, the plan they are operating under is theirs...now they want a change to let their pensions slide for later funding...businesses work on pay now or go away basis....eliminate the subsidies/taxes including unfunded ones and watch the economy grow.
Considering that the oil, gas and coal industries have been around for quite a long time, you would have to consider them fully mature industries. They should not need subsidizing in today's market place, unless they themselves were operating to maximize short term profits before longevity of the business. Specially if you consider the disadvantage newer forms of energy production would be at due to existing infrastructure supporting decades old industries. It would make more sense to subsidize burgeoning technology instead of undermining it by subsidizing mature industries.
Sure, prefunding some benefits is a good idea, but not at the levels the postal service is currently required to fund.
Some businesses go broke, others get bailed out at the expense of our national debt, then complain about being taxed.

A new Gallup/USA Today poll contains a counterintuitive finding: the age group most receptive to House Budget Chair Paul Ryan's plan to deal with the budget - seniors.
The poll finds 48 percent of seniors (those 65 and over) support Ryan's plan over President Obama's plan, while 42 percent back the president.

Right now, insurance rates are set WITHOUT the majority of the elderly in the insurance pools thanks to Medicare....and private insurance is already way overpriced. Can you imagine what will happen to rates once all the elderly with health concerns are dumped onto the market....insurance rates will skyrocket.
Even with that, according to Ryan...a senior will get a voucher to buy that skyrocketing insurance on the private market that will cover a miniscule portion.

Find me anyone that has been denied healthcare in the US. Check around and check even the illegals..you can not. Do not give us a national healthcare system that costs trillions and does not cover what we are covering now at a cost of less than $1000/ family in paying for EMR treatment. Obamacare is a two trillion dollar solution that does nothing to curb costs and it will not stop the EMR use.
It will build a big government bureaucracy with big salaries and pensions all for added costs that are never to be removed nor changed once the program is enacted. Obamacare will make all decisions based on the common costs good and not the individual good....except for the rich and the elite, they will have separate coverage.... and they will be considered on an individual need basis...but of course they know what is good for us.
If we fine tuned the current system, provided more access instead of more money for government, we might start lowering costs. Just getting legal costs down through tort reform would go a long way to re-organizing the system, but that does not increase government, does it? If the goal were better and greater access for more people, the Obamacare plan would be near the bottom as a real solution...but once the goal is government power and control...it becomes THE partisan plan forced through Congress using LA buyout, free care for NB, a Medicare Advantage program only available to FL, a new health facility in MA....and who knows what else to buy votes.
Obamacare stinks as much as the process took to get it passed and we should all vote for anyone opposing the process and will repeal the bill.

A health economy only exists when the money flows around. When the money stops flowing, capitalism is dead.
There are two ways to keep the money flowing, private companies send money back into the system through paychecks to workers, or the government sends tax dollars back into the system though paychecks to workers.
When the private market isn't hiring, you have to hope tax dollars are there to flow around.
What happens when the government is being strangled and doesn't have the revenue to send back into the economy, and the private market isn't hiring.

I am curious though. If its worth saving then how come we haven't heard a plan from the Democrats about how they are going to save it, no budgets in four years, etc?
The Dems claim they are trying to save Medicare and yet they have produced nothing, no plans, no budgets, and yet its Republicans that are actually putting proposals out there on how to save it?
Maybe its not really Ryan's Plan that they don't like so much as it is the fact that the Democrats pretend to be the defenders of Medicare, Social Security, the Poor , etc. and can't come up with a single proposal, plan, or budget to save any of those programs...
The Democrats couldn't even save our economy which is why 3.8 years into Obama's Presidency Unemployment is .4% higher than when He took office. With a success rate like that do you really want the Democrats trying to save Medicare and SS?
The Democrats have stolen 500 Billion from Medicare to pay for Obamacare, and for the Last two years Medicare has lost 2% of Tax Revenues because the Dems decided to cut taxes on it to try and prop up their failed economy.

To all the supposed fiscal hawks out there....could you please explain to me the enamour with Ryan when he was the guy who was on the Bush budget committee that decided to leave the wars off the budget, the Medicare Part D Drug Company giveaway off the budget, hid the effects of the tax cuts on the debt ....and....has a budget that adds $11 trillion to the debt over 10 years.

Postal service operates like a private enterprise receiving no subsidies from the government and is now financially struggling due to the combination of the bill and reduced revenues caused by electronic mail.
Ryan needs to be far more specific about his plan. Is there a website that gives full details? For example, my daughter is 40 and has been contributing to SS/Medicare for nearly twenty years. Does she automatically go into a voucher system? What about the money she has been contributing for years? Does her retirement age change? What if she has a pre-existing condition when she retires? Will the voucher be enough to cover higher insurance rates? I am 63 and will, presumably be unaffected by changes, but that does not mean that I will accept unexplained/presumptive changes for my children. If some part of SS money is privatized, who will be investing that money? Individual or a committee? What if the individual has less than a HS education? How will that person's money be protected? Too many questions to support Romney/Ryan at this point.

Your daughter, like me and many others will have the privilege of paying more into social security than she will ever hope to receive in benefits. What if God forbid she dies before she reaches retirement age? She loses it all if her dependents are over 18. The question has changed a lot over the years and the answers to the questions are not really something the people who are trying to scare the voters want to address seriously.

Ryan has more specifics on his website in pdf form and of course with all proposals it is debated and compromised except with do nothing Reid not taking the responsibility to look at Ry ans plan.
If Reid and his buddies don,t like some of the provisions, it can be amended,debated, and given back to the house for approval.

I am 47 and have been paying for medicare and medicaid and social security since I started working full time at 17. Medicare/Medicaid is already spending more than it's taking in. Social Security will run out of money in 2035 without an infusion of 6.8 TRILLION dollars in the next 5 years. Unfortunately if some changes aren't made now. There will be NO benefits for people our ages when we retire.

Ryan plan has 2 tax rates 10% below $250,000 and 25% above $250,000 and it also removes a lot of loop holes. so you say you are not buying the BS on the news and yet you are accusing one party of giving tax breaks to the rich which is a biased media lie.
