Subscribe to RSSMitt Romney tried again on Thursday to shift the campaign conversation away from his refusal to disclose more of his tax returns, raising questions about what may be in them.
While Romney accused President Barack Obama of demonizing business success by hounding the Republican challenger over the issue, tax experts were speculating about what might be in Romney's undisclosed returns.
So far he has released only his 2010 return and a draft of his 2011 return. He has pledged to release the full 2011 return when it is ready. He has also made disclosures to election officials that shed some light on his personal finances.
Formerly governor of Massachusetts, Romney co-founded private-equity firm Bain Capital, a highly successful investment house, and is one of the wealthiest individuals ever to run for the White House.
Presidential candidates are not required to disclose their tax returns, but it has become common practice. Romney's father released 12 years of returns when he ran for president in 1968.
Obama, whom Romney presumably will challenge in November, has released returns back to 2000.
Did he pay low taxes in 2009?
Could it be that Romney paid very little in taxes in 2009 or earlier?
Romney's tax return information released in January showed he paid a 13.9-percent effective tax rate in 2010 and expected to pay a 15.4-percent effective rate on his 2011 income.
Those rates are far below the 35-percent top tax rate for wages, chiefly because Romney gets most of his income from investment gains, which are taxed at a rate of 15 percent.
The 2008 financial crisis hammered many wealthy investors. Some tax experts speculate the crisis may have generated large capital losses for Romney that, carried forward into 2009, might have sharply reduced his tax bill for that year.
Romney campaign spokeswoman Andrea Saul said on Thursday that there has been no year in which Romney paid zero taxes.
Romney might have had other types of income in 2009 and earlier that could not be offset by capital losses, other experts said.
"The number everyone is focused on is, of course, the effective tax rate," said University of Notre Dame accounting professor Brad Badertscher.
Obama reported paying effective tax rates of about 26 percent in 2010 and about 20.5 percent in 2011.
What about that massive IRA?
Romney's individual retirement account, or IRA, holds as much as $101 million, despite an annual contribution limit of about $6,000. How could it have gotten so large?
Some tax experts suggest its value has been bloated by stock acquired by Bain at rock-bottom prices. The IRA holds some of Romney's most lucrative investments, according to a financial disclosure form filed with election officials last August.
Pre-2010 tax returns might reveal little about the IRA, however, since personal returns only show contributions and withdrawals in a given year, and would not show, for example, the values of partnership interests.
Wife's Swiss bank account
Ann Romney, the candidate's wife, held a trust with a $3 million bank account at UBS AG, the Swiss banking giant that in 2009 agreed to settle U.S. charges that it helped Americans evade taxes. The account was closed in 2010, the Romney campaign said.
University of Southern California Professor Edward Kleinbard wondered if the Swiss account generated income for the Romneys in ways they would rather not disclose, perhaps for instance by investing in foreign currencies against the U.S. dollar.
"Most presidential candidates don't think it appropriate to bet that the U.S. dollar will lose value by speculating in Swiss francs, which is basically the rationale offered by the trustee of Romney's 'blind' trust for opening this account," Kleinbard wrote in a Los Angeles Times opinion piece on Wednesday.
The trustee in charge of the Swiss account said it was an attempt to diversify investments.
Carried interest
Romney earned about $13 million in income over the past two years from "carried interest," a form of earnings available to private-equity firm partners and taxed at the 15 percent investment tax rate, rather than the higher rate on ordinary income, according to the campaign.
The carried interest provision of the U.S. tax code has repeatedly been targeted for elimination by Democrats who call it unfair, but the private-equity industry has fought repeal.
What about offshore investments?
In 2010, Romney and his family had substantial income from private equity, venture capital and other funds, according to disclosures in August to the Federal Election Commission.
Much of this income came from funds organized by Bain Capital. Some of the funds and affiliates are in tax havens such as the Cayman Islands, Bermuda and the U.S. state of Delaware.
"The so-called offshore account in the Cayman Islands, for instance, is an account established by a U.S. firm to allow foreign investors to invest in U.S. enterprises and not be subject to taxes outside of their own jurisdiction," Romney said in a recent interview in National Review magazine.
The tax returns released thus far also show investments in places such as Luxembourg and Switzerland.
No one is claiming these investments were illegal, but the use of offshore tax havens could hurt Romney in the campaign.

While I believe Mr. Romney should release additional financial information, I also understand the real purpose of the demands for those releases is to gain material for more wealth envy sound bites, not any legitimate suspicion there are real misdeeds to uncover.
7/31/12 Bain investor who knows Romney called Harry Reid and told Harry Reid that Romney paid no taxes the last 10 years. Harry Reid announced it to public this afternoon.
Romney did not show his complete 2010 taxes, parts are missing. 20011 is only an estimate.

There are no such thing as "tax loop holes".
There is a TAX CODE, it is created by people like Obama, Harry Reid and Nancy Pelosi. People who are smart enough to READ it and hire an accountant simply follow the letter of the law to reduce their tax BURDEN to as low a level as possible.

Why don't we just run every person..Senate, Congress & White House out of D.C. & start from scratch..Since voting is smoke & mirrors..I.E: Florida, Chads hanging or not hanging, brothers that are coincidentally governor of the state that will make the deciding vote on Presidental elections, that will be unnecessary & the electoral college (powers that be decide) is the final say. I suggest we go old school, after dipping our finger in ink we pledge our one & only vote, then (who can we trust??) a trustworthy panel counts each & every vote with cameras live at all times during the counting; switch counters as in shifts. Then when we have a final count of the people, for the people, the winners will be announced fair & square. Of course, there will be no media coverage regarding the candidates, no commercials or large campaign donors or lobbyists. And to explain their motives, beliefs in the future of our country & a step by step guide of the plan they will initiate if they are elected, the candidates will be expected to present a neatly printed & bound essay-like paper that the voters will have complete access to all candidates papers. They will be expected to read or listen to a recording of theses said papers before voting. There will be a quick Q &A before voting to assure that they are familiar with the content & not planted as a warm body, paid off by said candidate. Of course, there will be some dishonesty which people a lot more wiser than me can plan & make revisions for...I know this is crazy talk & it will never happen, so save your time & energy on debuking or debating my ideas. Just giving a different perspective of mine to mull over & possibly give someone some ideas of better ways to have a fair & balanced election system with $$ being the deciding factor.

Hate to have to be the bearer of bad news Paid My Fee, but Romney has yet to fully release ANY of his tax returns. There are a large number of addendum's that he has yet to release from his 2010 tax return most of which concern his overseas investments, and so far he has not released his 2011 returns as he has not yet filed them despite the fact that almost all of the rest of us file ours by April 15th every year. Perhaps he will try to get an extension until after the election, but that will just cause more suspicion of him and speculation about what he is hiding too.
This news item about Mitt's failure to fully disclose his 2010 taxes centers around an item known as a "Report on Foreign Bank and Financial Accounts, or "FBAR", which holders of offshore accounts are required to file by Federal tax law, and Mitt has so far refused to release this document to public scrutiny as required in order to run for President. So, as of last Wednesday, when this news item was reported, Mitt isn't legally running for President anyway, and he obviously has something negative about his offshore investments that he is trying very hard to keep out of the hands of the news media.

I suspect that Mitt has an even larger problem than off-shore accounts, I suspect they may also reveal his direct connection to Bain Capital while he was Governor of Massachusetts. I still find it hard to believe that the FOUNDER, CEO, COB, and only shareholder in an almost $1billion firm could keep his hand out of the cookie jar.
Frankly, I don't know if the unhinged Santorum and the unbalanced Gingrich would be better or worse. They all seem to have wounds from the circular firing squad that was the Repiblican primary race. Even Ron Paul seemed sane, at times. Three tings were striking.
First, the uniform hatred of Obama, almost as if this upstart upset their plans as some sort of personal revenge.
Second, the uniform view the Romneycare in Massachussetts could not work nation-wide. I guess women in South Dakota get different breast cancers than those in North Dakota or Wyoming. Or Lyme disease is different in Kentucky than it is in Indiana. Oddly citizens won't be able to opt out, but states will, thus uninsuring at least 3million more people.
Third, Obama's recovery attempts are all socialist and have all failed. This despite the fact that AIG and a small interest in Chrysler is about all that remain from TARP. Let's forget about as many as 10million more who might be unemployed as the whole of the auto industry collapsed including Ford, Toyota, Honda, Subaru, Isuzu, VW, BMW, and even Mercedes. Why so many? Because suppliers, even of the high-end bits, could not survive without the mass market; which would have disappeared without GM and Chysler.

Obama came in on the tail end of Bushonomics and that stupid war in Iraq cost more than several generations in this country will ever earn. I'm sick of it all. "Clinton's" surplus was, in fact, due to the Repubs' 'contract with America'. The only difference was, CLINTON was smart enough to see the handwriting on the wall, and 'co-opt' much of what the pubs were pushing. Obama, so far, has not been that politically savvy, and just might lose the Senate this time around.
Romney made his millions somewhere. His tax returns will probably show us where which is why he doesn't want to release them. He probably earned them through Bain from companies that Bain put under.
In addition, he has probably stashed money into countless tax havens to avoid paying U.S. taxes.
His tax returns probably contain such corruption that he doesn't dare reveal them.

Once again YOUR IGNORANCE is showing. The IRS can only police tax collection. The IRS cannot volunteer or reveal any information on the tax returns to any other party without a properly drawn warrant, which is very hard to obtain if you don't know what you are looking for. But if I were the Massachussettes Attorney General, I would be asking for the returns for the years during and immediately after his Governorship. Since he might have also been managing or at least dealing with Bain Capital. That was legal 10years ago, but not now.

This witness - indicated the long form birth certificate - placed on a US Gvt website - by the White House - was out of numerical order - and had other "mistakes" to indicate it was a forged and fraudulent document.

As far as Romney's tax returns - Reagan only released one year while running so what's the problem? The problem for me is whether or not Romney banked on the collapse of the American economy that he talks so much about saving. Mitt Romney is the best thing that could ever happen to President Obama's election efforts. His decision to not release his tax statements is by far a red flag of what the future would be under the leadership of Mitt Romney. On the other hand, if Mitt Romney had nothing to hide and released his tax statemnets just prior to the November election and satisfied the voters, he would surely win the election: a ploy worth examining.
