Highlighting their importance, Mitt Romney will be appearing at fundraising events when he visits London and Jerusalem at the end of July.

As with candidate Barack Obama’s speech in Berlin during the 2008 campaign, Romney’s foreign tour is a reminder that Americans living abroad are no longer forgotten citizens in election years. They’re a source not only of votes, but of campaign funds: one of Romney’s London events is a dinner with a minimum contribution of $25,000 and his event in Jerusalem asks $50,000 per couple (unless you've raised $100,000 for the Republican's campaign).

Susan Dzieduszycka-Suinatat, president of the Overseas Vote Foundation said, “Too many Americans abroad still think they need to be maintaining a U.S. residence or mailing address to vote -- that is totally untrue. Some think their ballots aren't counted -- another myth!”
If it’s a close election this November, the outcome might come down to a few thousand votes in swing states such as Florida, Virginia and Ohio. And some of those last few thousand swing-state voters may be residing not in Miami, Charlottesville or Cincinnati, but in Tel Aviv, Shanghai and Berlin. The votes of Americans overseas are counted in the state in which they last resided: the Virginian residing in China has his or her vote counted in Virginia.
What are the presidential candidates keeping from voters? Former Cantor spokesman Brad Dayspring and former DCCC spokesman Doug Thornell talk about Mitt Romney's tax releases, disclosure of campaign contributions, and what's to come for each campaign.
According to the federal Election Assistance Commission, in the 2008 election those three states had almost 150,000 overseas votes counted:
- 26,300 in Ohio
- 28,000 in Virginia
- 95,000 in Florida
Matt Brooks, the executive director of the Republican Jewish Coalition -- who just returned from a voter-mobilization trip to Israel with Ari Fleischer, former press secretary for President George W. Bush -- said about 150,000 Americans living in Israel are eligible to vote.
The Obama and Romney campaigns are bombarding the airwaves with attacks. Democratic strategist Michael Feldman and Republican strategist John Feehery discuss.
“We wanted to go over there to help raise awareness of the critical issues facing Israel and facing the Jewish community in the 2012 election and encourage those folks who are eligible to register and to vote in November,” Brooks said.
“We believe this is going to be a very close election and if we’re able to mobilize a significant number of U.S. citizens living abroad who are eligible to vote, especially in the battleground states -- Florida was decided in 2000 by a little over 500 votes -- we’re going to leave no stone unturned,” Brooks said.
He contended that “President Obama has a problem with the Jewish vote and the Jewish community” partly due to his “failed policies” in the Middle East.
David Harris, the president of the National Jewish Democratic Council, the Democrats’ counterpart to the RJC, said, “We hope to travel there or get Democratic surrogates -- including elected officials -- to Israel,” to make the case for Obama to American voters there.
Of the RJC, Harris said, “We have a much easier sale than they do,” since Jewish voters have long preferred Democratic candidates by about a three-to-one ratio.
Another group working on facilitating voting by Americans living in Israel is iVoteIsrael, formed last year.
National Director Elie Pieprz said, “By creating a streamlined process, sort of a voting concierge, iVoteIsrael seeks to overcome the largest obstacle to voter participation,” which is overseas residents receiving their ballots too late from their state or county elections official in the United States, or sending them back too late for the vote to be counted.
“The goal of the campaign is to maximize the absentee vote from Israel,” Pieprz said. “We are not endorsing any candidate or party, and our message is targeted at both sides of the aisle.”
But the Federal Voting Assistance Program, the agency in charge of helping overseas Americans vote, recently stirred a furor by changing the form used to register to vote or request a ballot.
On the revised federal post card application, the would-be voter is asked to check whether they “intend” or “do not intend” to return to the United States.
Roland Crim, a spokesman on voting issues for American Citizens Abroad, said in a statement that if overseas Americans declared an intent not to return they would “risk having state election officials improperly disqualify their votes in federal elections.” He said, “The language of the new form acted as a form of voting repellent, particularly for voters uncertain as to what the future might portend.”
“No voter should be asked to check that box,” Dzieduszycka-Suinatat said, partly because state and local election officials might not send the ballot to the voter if they think he’s never coming back to the United States.
According to Defense Department Spokesperson Cmdr. Leslie Hull-Ryde, the FVAP, which is part of the Defense Department, changed the language on the 2011 form "to assist voters in complying with voter eligibility laws in most states." She said 40 states and the District of Columbia have statutory language regarding the intent of an absent voter to return to the state or district.
Now on the FVAP website, both the older post card application -- which does not ask about intent to return to the United States -- and the 2011 revised form are available. Voters “can use either form depending on their needs and comfort level,” Hull-Ryde said.
Apart from that controversy, Dzieduszycka-Suinatat said voting for overseas Americans is often smooth since they can receive their ballots online. (Go to the Overseas Vote Foundation website.)
And she said, “FedEx teams with [the Overseas Vote Foundation] every election year to offer at-your-doorstep pick up for ballots to be sent back to U.S. election offices in a matter of a day or two at very reduced rates, special for U.S. voters overseas.”
She added that this year U.S. citizens residing abroad have another incentive to vote: their unhappiness with a 2010 law called Foreign Account Tax Compliance Act, which imposes fines for those who do not report information on their foreign bank accounts (if their aggregate value exceeds $50,000) to the Internal Revenue Service. The minimum penalty for failing to submit the information is $10,000; the maximum penalty is $50,000.
“It makes all kinds of sense to find people who are hiding money overseas to keep it from being taxed,” she said. “But what happened is that in their net, they ended up persecuting the average Joe who lives overseas.”
She said, “It’s almost as if the U.S. doesn’t appreciate the fact that we’re out here representing the country, building trade.” She said, “without representation, overseas Americans can be somewhat persecuted.”

Look that form up. Also consider this: If Romney really wanted to "hide" his foreign bank accounts by having them placed under his wife's name, then he would have to file on his 1040s "Married filing Separate."
In case you don't know, it would cost him more than double in taxes to file separately than it would be to file jointly. If he is the "big bad evil wealthy that doesn't pay any taxes" as the liberals and Obama says he is, why would he make it so he has to pay the government more than he really has to.
Governorship may have different disclosure rules, but we aren't talking about governorship, we are talking about presidential.

Romney took a leave of absence to rescue the Olympics as revealed by Bain. The Olympics lasted until February 2002. After the close of the games, Mitt submitted his formal resignation to Bain retroactive to his departure of the leave of absence.

I love how the right are defending Romney but criticize Obama for doing the same thing. Things such as Romneycare as opposed to Obamacare.
The point is Obama is trying to import jobs to this country and Romney/Bain Capital are trying to export jobs to China. Am I the only one that sees a problem with that? Romney gets up in front of the crowd and states how he loves this country yet he sent jobs overseas. I believe he is confusing this country with this country's money. He loves money and doesn't give a damn about the working people that made this country great.
We need a president that will fight for jobs for this country like Obama did for GM, Chrysler, and all the little jobs related to them. Not a heartless "businessman" whose only interest is making money at the expense of the working people by sending jobs to other countries.

There's something not right about Romney.
His resistance to releasing his tax returns, something of which his Honorable Father did many years ago, demonstrates to all of us Dem's or GOP that he's hiding something.
I think it's so damaging that he is willing take the heat for not releasing them, than to reveal his secret or perhaps reveal Bane's secret.

Why do pollsters disagree so much?
There is certainly some disagreement – even in final polls just before an election, but when you average all of the polls, you tend to get a better overall picture – probably because you are then greatly enlarging the size of the 'sample', thus minimizing the 'margin of error'.
One of the best sources in this regard is Realclearpolitics.com, which is an 'average of the polls'. Their accuracy over the last two Presidential Elections (2004 and 2008) has been quite good – beating all of the major pollsters, although they do have a slight Democratic bias.
One caveat that needs to be made with regard to Realclearpolitics.com, however, is that in the process of averaging polls, they 'mix apples and oranges' to some extent, which distorts reality – For example, they may combine some polls of 'All Adults' with polls of 'Registered Voters', and other polls of 'Likely Voters'. This can result in significant errors when estimating an upcoming election because Pollsters recognize that polls of 'All Adults' are typically biased towards Democrats by about 7% (when compared with actual election results), and polls of 'Registered Voters' are also biased in favor of Democrats, but with a smaller margin of about 4% (see link below for an explanation). All major pollsters recognize that polls of 'Likely Voters' are the best indicator of election results, but most of them don't switch to 'Likely Voters' until about a month before the elections – to avoid an embarrassing result when their final poll is compared to actual results..
If you look at the poll average issued daily by Realclearpolitics and make the adjustments for 'Adults' and 'Registered Voters', you actually will find an amazing consistency among pollsters. For example, on July 17, 2012, the Realclearpolitics' average of 'Likely Voters' polls shows Romney with a 2% lead, and if you 'adjust' the polls of 'Adults' and 'Registered Voters' for the average bias in those polls, they would also show Romney with about a 2% lead over Obama, even though their overall average favors Obama by about 2% because of the 'Adult' and 'Registered Voters' mix.
Of course, these polls change constantly, and we'll get a much clearer picture as the election approaches.

One last point for those who want to make a 'guess' as to the favorite at any point in time is the 'adjustment' for 'Undecided Voters', which most pollsters say are about 7% of the electorate at this point in time. Studies have shown that when there is an Incumbent running for election, most of them 'break for the challenger' by anywhere from 65% to 85% (see link below)- typically they are 'Undecided' because of dissatisfaction with the Incumbent, but just haven't made that final commitment to vote against them. If this holds true in 2012, then that could add anywhere from 2% to 5% to Romney's total . At this point in time, it appears that Obama could be in serious trouble.

For the past decade the gap between the very top and very bottom of the income ladder has been growing at the fastest rate. Median household income for the bottom tenth of the income spectrum fell by 12% from a peak in 1999.

What's Obama hiding in his school records - that he lied by saying that he was born in Kenya to get admitted as a 'Foreign student' and get special financial grants? Or that he scored poorly on his SAT and that might show that he's not very smart after all?

The only Americans overseas that should be allowed to vote are members of the armed forces. Any others should be required to return to the US to vote.
I disagree Jonathan. The US Armed services employees many Americans in a civilian capacity to assist at military bases all over the world. Also consider Embassy staff and even those businessmen that are making an honest living but can't take the time to travel.
Plus there is the subject of the constitutionality of what you are suggesting. It could be considered to be an unfair barrier to voting.
Not to mention that not every American living overseas has the time or money to come back to the country to vote. Much better to have our current system.

Romney has said the confusion is due to the fact that it took some time for such disclosure documents to accurately reflect his role at Bain, an argument he took to the airwaves in a media blitz on Friday. WASHINGTON -- Mitt Romney's repeated claim that he played no part in executive decision-making related to Bain Capital after 1999 is false, according to Romney's own testimony in June 2002, in which he admitted to sitting on the board of the LifeLike Co., a dollmaker that was a Bain investment during the period.
Romney has consistently insisted that he was too busy organizing the 2002 Winter Olympics to take part in Bain business between 1999 and that event. But in the testimony, which was provided to The Huffington Post, Romney noted that he regularly traveled back to Massachusetts. "[T]here were a number of social trips and business trips that brought me back to Massachusetts, board meetings, Thanksgiving and so forth," he said.
Romney's sworn testimony was given as part of a hearing to determine whether he had sufficient residency status in Massachusetts to run for governor.
Romney testified that he "remained on the board of the Staples Corporation and Marriott International, the LifeLike Corporation" at the time.
Yet in the Aug. 12, 2011, federal disclosure form filed as part of his presidential bid, he said, "Mr. Romney retired from Bain Capital on February 11, 1999 to head the Salt Lake Organizing Committee. Since February 11, 1999, Mr. Romney has not had any active role with any Bain Capital entity and has not been involved in the operations of any Bain Capital entity in any way."
Bain, a private equity firm, held a stake in the LifeLike Co. until the end of 2001, including during the period in which Romney claimed to have no business involvement with Bain entities. Bain had heavily invested in LifeLike, a company that Romney identified personally as an opportunity, in 1996 and sold its shares in late 2001. His involvement with LifeLike contradicts his assertion that he had no involvement with Bain business. His testimony is supported by his 2001 Massachusetts State Ethics Commission filing, in which he lists himself as a member of LifeLike's board.
Romney has long said that he took a leave of absence from Bain because the work of organizing the 2002 Winter Olympics was so grueling, which has allowed him to deny responsibility for Bain activities during 1999 and 2002.
His activities during that period also included Staples board meetings: "I returned for most of those meetings. Others I attended by telephone if I could not return."
Bain was involved with Staples early in its life, taking the company public in 1989. Romney used his Bain position to obtain a seat on the board, which he held into 2002. He regularly cites the jobs that Staples created as reflecting positively on Bain's record.
The Boston Globe on Thursday blew a giant hole in Romney's claim that he left the private equity firm in 1999. The Globe reported that Bain's own filings with the Securities and Exchange Commission suggest that Romney remained deeply tied to the company until sometime in 2002.
Bain described Romney in 2001 SEC filings as the "sole stockholder, chairman of the board, chief executive officer, and president." Another form stated that he owned 100 percent of the company in 2002 and received a six-figure salary from Bain in 2001 and 2002. His listed title: "Executive."
Earlier reporting on the topic by Talking Points Memo and Mother Jones had already begun to chip away at the Romney narrative.
The Romney campaign is still sticking with its candidate's story.
"The article is not accurate," spokeswoman Andrea Saul said in a statement released to reporters following the Globe story. "As Bain Capital has said, as Governor Romney has said, and as has been confirmed by independent fact checker multiple times, Governor Romney left Bain Capital in February of 1999 to run the Olympics and had no input on investments or management of companies after that point."
Yet Romney's sworn testimony appears to back up the SEC filings and contradict his personal disclosure forms submitted to Massachusetts officials in 2002, in which he said that he retired from Bain on Feb. 11, 1999.
Romney's lawyer at the Massachusetts hearing said that Romney's work in the private sector continued "unabated" while he ran the Olympics: "He succeeded in that three-year period in restoring confidence in the Olympic Games, closing that disastrous deficit and staging one of the most successful Olympic Games ever to occur on U.S. soil. Now while all that was going on, very much in the public eye, what happened to his private and public ties to the Commonwealth of Massachusetts? And the answer is they continued unabated just as they had."
Instead of leaving in 1999, Romney suggested in his testimony that he only left Bain after the Olympics in 2002: “I left on the basis of a leave of absence indicating that I, by virtue of that title, would return at the end of the Olympics to my employment at Bain Capital, but subsequently decided not to do so and entered into a departure agreement with my former partners. I use that in the colloquial sense, not legal sense, but my former partners."
The opening statement delivered by Romney's lawyer in the 2002 hearing said Romney "continued to serve on the board of directors of a significant Massachusetts company and to return here for most of its board meetings."
In a statement released Thursday, Bain defended Romney. "Mitt Romney left Bain Capital in February 1999 to run the Olympics and has had absolutely no involvement with the management or investment activities of the firm or with any of its portfolio companies since the day of his departure," the statement reads. "Due to the sudden nature of Mr. Romney's departure, he remained the sole stockholder for a time while formal ownership was being documented and transferred to the group of partners who took over management of the firm in 1999. Accordingly, Mr. Romney was reported in various capacities on SEC filings during this period."
UPDATE: 9:15 p.m. -- The Romney campaign responded by focusing on Romney's involvement with Bain itself, and argued that the state Ballot Law Commission validated the argument that Romney was not involved in day-to-day Bain matters.
"After extensive hearings the Ballot Law Commission came to the same conclusion as numerous independent fact checkers in finding that Mitt Romney ended his active employment with Bain Capital in 1999," said Romney spokeswoman Amanda Henneberg. "Every public judgment, including a unanimous one from the Ballot Law Commission, has confirmed this fact."
Henneberg called the controversy over Romney's employment at Bain "just another distraction from a desperate campaign that is willing to say anything to divert attention from President Obama’s failed record in office.”
However, the purpose of the Ballot Law Commission inquiry was to determine Romney's residency, not whether he had done any part-time work on behalf of Bain. Indeed, in two days of testimony, the Democratic lawyer didn't question Romney about his role at Bain, as the issue wasn't a live one. That question only arose in recent years when Romney categorically denied any active involvement with Bain.
In addition, the Romney campaign's response does not address whether by sitting on LifeLike's board until 2001, Romney's 2011 disclosure form statement that he had "not been involved in the operations of any Bain Capital entity in any way" was false
