WASHINGTON - President Barack Obama will call on Monday for a one-year extension of Bush-era tax cuts for families earning less than $250,000 a year, according to a White House official, seeking to spare the economy the impact of taxes going up on January 1.
Obama, a Democrat, will make the request in a statement at the White House, said the official, who spoke on condition of anonymity. Republicans in Congress, however, are unlikely to be swayed, as they have consistently argued that the Bush tax cuts should be extended for everyone.
Obama has made what he calls "tax fairness" a key feature of his campaign for re-election on November 6, repeatedly urging Congress to make the tax cuts permanent for families making less than $250,000 a year.
The tax cuts enacted by Obama's Republican predecessor, George W. Bush, will expire on January 1 without congressional action, part of a so-called fiscal cliff that potentially could hit the U.S. economy alongside deep automatic spending cuts.
Analysts warn the impact of rising taxes and lower federal spending could tip the economy back into recession.
The New York Times said Obama would announce the tax cut extension in the Rose Garden on Monday, citing un-named senior administration officials.
It reported that the proposal would mean another fight between the White House and Republicans, and could also “put him at odds with Democratic leaders like Representative Nancy Pelosi of California and Senator Charles E. Schumer of New York, who have advocated extending the cuts for everyone who earns up to $1 million”.
Its report said the announcement comes “as both parties and their presidential candidates head into the rest of the summer trying to seize the upper hand in a campaign that has been closely matched and stubbornly static”.
President Obama tells a group of supporters in Poland, Ohio, takes aim at rival Mitt Romney and his prescription for the economy while maintaining that the overall employment numbers, from the past 28 months – and the creation of 5.4 million new jobs – are a "step in the right direction."
Representative Tom Price, a member of the House Republican leadership, said earlier on the "Fox News Sunday" program that the House would pass legislation before the end of July to preserve the Bush tax cuts for another year.
Republicans control the House of Representatives and Obama's fellow Democrats control the Senate.
Representative Xavier Becerra, a member of the House Democratic leadership, said Democrats would not support any measure that did not address the nation's fiscal challenges on a long-term basis.
"Those are bills to nowhere," Becerra said on "Fox News Sunday," referring to the House Republicans' legislation to extend the Bush tax cuts.

The American Jobs Act would have boosted the speed of the economic recovery, as well as helped FIX the failing infastructure that we the people rely on daily. The tax increases that are listed in the bill, would only tax people making over $750k a year, people (NOT COMPANIES, CORPERATIONS ARE NOT PEOPLE) which could afford to pay a small amount extra. It allows for employers to get Tax Credits for creating jobs in THIS COUNTRY (not outsorcing into India or China) as well as allowing a Tax Credit for each person hired.

The Republicans have scooted by on the ideal that they'd take power back no matter the cost. They'd have every one of us suffer, then push it on Obama like it's his fault. They promised jobs, they promised to fix things, they did not, and if you're still on their side, you'd have probably fought for the South during the Civil War. Obama believes that those that have the means do not need help. That is why he wants taxes lowered on those in poverty. To ease the burden on them. Yet the Ultra Rich and their Reich Wing buddies will do everything they can to get it too, which will doom the nation all in favor of turning the highest profit. I say tax the hell out of the Rich. We bailed the Rich out, we gave them tax cuts, and they didn't make any new jobs at all. They even threatened to take more away, or packed up their stuff and jumped to a new continent so they could have all the free slave labor they could want.
You've seen what they want, yet you keep voting for them. America NEEDS the money, the Rich have money, but they'll do everything they can not to pay into the system we're all paying into. They've already made it clear that they're not interested in America as a long term investment unless they control everything, and run absolutely unregulated. That's why they all moved over to China, and the China Men greeted them by stealing all their products, kicking them in the teeth, and selling the knocks offs for cheap. Like they deserved.
Frankly, I'd rather have the guys that want me to have a good life and have Health Care in power. Not the psychopaths that want me to die in a warzone because I wasn't born with a silver spoon in my mouth, and because if I survived, they'd actually have to pay me benefits and health care.

Bain Capital specializes in investing in failing companies that in the right configuration can prosper and grow. Obama's claim to fame with business is basically as a lawyer for the community basically blackmailing Citibank to give mortgages to poor communities that couldn't afford to pay for and had not record of paying a loan.

Being a republican to get elected to be the Massachusetts Governor in a democrat dominated state is no small feat. Couple that with having a democrat dominated legistlature, the policies he was able to get enacted took Massachusetts from 49th in Job Creation to 47th. Hint Democratic policies are the biggest job killers and democratic politicians are the biggest road blocks to industry.

It wont help social programs that are being cut to the bone in any state with a (r) governor? My brilliant governor in PA is already slashing (or has already slashed) public education, adult mental health and adult basic health care for the working poor. The record doesn't agree with you - in fact, if you look at the 'Misery Index' that Jimmy Carter used to get elected (combined Unemployment + Inflation Rates), Bush had the second best overall record in the last 40 years - 8.11% (very close to Clinton 7.80%) - Carter was the worst, and got as high as 21.98% a few months before the 1980 election. ThaMonkeh.....While I agree with the general sentiment of your post, the fact is that people in poverty do not pay any Federal income taxes, so their taxes cannot be cut. Too many are in poverty because there is no incentive for them to get out of poverty, the next step does not give them any gains. Once they are on public assistance or medicaide, any step they take to get back in the work force costs them more in benefits than they gain by a minimum wage type job. We need to limit the time people are allowed to stay on medicaide and other public assistance and wean them off of it by not cutting all their beneifts as soon as they start working at a low paying job that offers no benefits. This same thing holds true for extended unemployment benefits as well. People do the math and realize that they are ahead of the game staying home for as long as possible because the expense of commuting to a job, clothing, child care, etc makes it financially advantageous to stay home as opposed to taking a lower paying job. AFter the initial 26 week payout covered in most states, extended benefits should decline on a weekly basis to get people motivated to get out and take a job, any job, to get back to work. The illegals take the jobs Americans don't want, lets give them a financial reason to want those jobs !
Funny moment- The President has been pressing for no tax cuts, but raising taxes to pay for more spending ideas he's having. Now that his policies are proving not to have succeeded (stimulus- billions for thousands of temporary jobs? Money going to donors and failing companies owned by them? Shutting down domestic energy production and being surprised at a lack of new jobs. Introducing multiples of new restrictions to business, new taxes to business, and being surprised that they aren't hiring anymore. New restrictions to small/mid-sized businesses and being surprised that they aren't creating new jobs AND closing their doors. Now that his polls are sluggish the President is resolving to call for "Obama tax cuts"- not extension of the "Bush tax cuts"- to help the middle class. What really is happening is that the President's advisors are realizing that their utopian ideas of crushing the rich and redistributing the wealth to the masses isn't working, spending massively and penalizing the productive isn't working, and the government taking over larger aspects of the US and it's economy isn't going as smoothly as planned. They have to shore up and there are a few tax and spending issues that are ending that if not renewed we will further slow the economy (the Bush taxcuts, a highway spending bill, student loan interest rates) and cost the people. So, the President is going to call for those tax breaks- along with MORE taxes on the wealthy. He can't let go to his class warfare but he needs money- like any politician- so he's hamstrung.

We are a consumption/service sector economy yet we still tax based on production. The simple solution is to trash our current irrational tax system and replace it with a system that takes advantage of consumption. A FAIR Tax or static FLAT Tax are the only options. The more intelligent solution is to return to a more balanced economy between service and long term domestic exportable manufacturing. But that's a whole different discussion.

Also, just because ther will be the opportunity to purchase health care while having a pre-existing condition does not mean that premium will be affordable. Those who are not under the 400% margin for the poverty level in the US will be in exactly the same boat they are now.

Bain mostly takes failing companies and re-works them to profitability. Sometimes the only way to turn them around is bankruptcy. For those companies that go into bankruptcy, after bankruptcy, the companies start turning a profit and most start growing That is how they make their money. Worse yet, they get demonized for taking profits, but profits end up going into other failing companies that they end up turning around.
77% of the companies Bain Capital has invested in are still in existence and profitable. GS steel was their biggest failure. I've looked through the problem companies. Companies like Ampad and Stage Stores suffered from expansion joined with a suddenly shrinking market. Both recovered especially Stage Stores which is about the same size it was at the point of Bankruptcy. Ampad is profitable, but the paper market is still shrinking and they have been sold 3 times in the last 10 years. GS Steel suffered from a round of steel dumping. The "loading up on debt" was re-tooling to more efficient equipment to compete or fail. part of the debt was purchasing Georgia Steel. That purchase was to bring an experienced manager on board who they thought would improve competitiveness and at the same time cut costs by consolidating management, Sales, and administration. The Experienced manager quit after one year, and GS spent the next several years trying several other managers who ran the business into the ground with $553 million in debts.
Some of you really need to stop, freaking whining about paying your taxes. The ability to tax and spend, is the sign of a healthy and strong nation. Lower taxes isn't less government, it's poorly funded government.

Go back to mandating that the states expand Medicaid for those who can't afford it, and fund this through the repeal of the Bush Tax Cuts for those making $250,000/year or more.

The government has had it wrong for years. In an attempt to be popular and secure another term, congress and the president have consistently cut taxes during boom times. The government should keep taxes consistent to build up a surplus. Former president Bush gave everyone a tax cut from the surplus created by the boom during his first couple years and former president Clinton's final years. Bad move.....the market constantly "re-adjusts" itself usually leading to a recession. It is during these times that more people become un-employed and need assistance. The surpluses created during these boom times should be used to fund unemployment assistance, food stamps, medicaid, medicare, and social security. If there is any surplus left over, then taxes should be cut in an attempt to spur more spending and get the economy rolling again. When it does, taxes should be raised to replenish the coffers for the next "adjustment". Of course it's suicide for any politician to raise taxes, so I don't ever see this happening.

I agree, but only partially. First of all, we ought to have a consumption tax, to encourage more saving and investing. We should also balance out the services and manufacturing sectors of the economy. However, we cannot abandon the progressive tax system, or the income system itself. Quite simply, the fair tax and the flat tax fail on two issues: economic fairness, and revenues. If we were to institute a flat tax, we would need to put it at a relatively high amount, maybe 20% or more, just to be revenue-neutral. And doing so would amount to a massive tax cut for the wealthy, or a small tax increase for those who pay the 15% capital gains tax, and a massive tax increase for the middle class, increasing income inequality and dooming the economy to decades of inequal economic growth, which can stifle innovation and essentially make America "the Land of the Unequal and the Home of the Rich." A fair tax would do the same thing, because consumption taxes disproportionately affect the middle and lower classes due to the fact that those two income groups consume more than they invest, and vice versa for the upper class. Plus, a consumption tax is complicated in the fact that it is often more expensive to collect taxes than an income tax. The fair tax, to generate $2.5 trillion in revenues, would have to be taxes at around 25%, and I don't know about you, but that is a lot, considering state and local sales taxes. I propose using both the income tax (while simplifying the tax code and keeping it's progressive edge) and the consumption tax to provide a balance between production and consumption in the US.
Look, ladies in gentlemen. America is in trouble. We cannot keep expecting the US government to give us all these great benefits (schools, roads, SS and Medicare) while cutting our taxes down to 0. We all have to tighten our belts, for the good of the nation. We need to accept higher taxes, less benefits, lower defense spending, and a reformed approach to fixing the economy. We also need to accept the fact that government CAN create growth, not just by fostering an environment but by spending money to create jobs via building projects. We also have to admit that government cannot do everything perfectly (but I think we already know that). We need to start thinking about the future, but we cannot give up on ourselves. People who advocate austerity say they want to "protect the people of the next generation [including myself] from crushing loads of debt," but fail to realize that doing so will reduce my chances of getting a job in the future due to a depressed economy. We have to balance fiscal prudence with economic stewardship; that means cutting spending on areas like defense and and raising taxes to balance the budge and fix entitlements, but also investing in the things that made America great, like infrastructure, education, and innovation. Republicans want to balance the budget, but they want to keep defense spending where it is and cut taxes, which is a mathematical impossibility. Democrats (like myself) want to make the tax code fair and raise revenues, but fail time and again to bite the bullet and say that everyone should pay higher taxes and that entitlements should be reformed out of fear of being castigated by the public. We as a nation need to accept these sacrifices, not just for our children, but for ourselves. If we are to make this century an American century, we need to start making sacrifices, right here, right now.

Roy brings up a very good point - if the top 10% paying 70% of all income taxes is not enough, what is? Say it out loud, what is enough? Stop playing with percentages for a few who skate, the vast majority of earners pay high tax rates. Invested money that returns a profit pays less because that encourages investment. Should Obama get his increase on gains, it is estimated the stock market will lose 30% of its value as investors pull out and find other places for their money.
And if you tax the income of people earning $250k or more, at best it will raise about $50 billion annually. Likely a lot less, as these are the people who are smart enough to make changes in their income to avoid taxes. This is why closing those "loopholes" makes more sense.
So please all you brilliant libbies - tell us what is the plan for the other $950 billion+ that Obama is currently overspending each year? How exactly will pulling money out of the economy in order for the government to find a new rathole to throw it down going to change anything?
And why oh why, when the estimates show the federal government wastes more than $100 billion annually aren't you holding these fools feet to the fire on that? Since the Republicans won't do anything to help the middle class Obama will, its about time the upper 2% start paying more to help this country out. Assuming I'm reading this as intended, I believe it is false. I've read the largest middle class tax break (to qualify - it includes middle class income tax breaks and small business tax breaks) was buried into Obama's stimulus bill from 2009. "The Stimulus" cost short of a trillion dollars but half of it was the type of middle class tax break already described above. Funny to me how republicans referred to it as a "cost", when they had told us tax breaks pay for themselves for the past decade.
There is no doubt that the Bush tax cuts heavily favored the rich. All data supports that.

The Bush tax cuts haven't done what is was supposed to do from the begining. The only thing it has done for me is to give me a few more dollars that really over the course of a year. Negligable but I'll take it.
Why is it that when they remove a temperary tax reduction they call it a tax increase? It just going back to the original tax scale. If you have no tax reduction and they want more tax that is a true tax increase.
IRESPOND-2315268...............It is not really even $250,000, it is net taxable regular income of over $250,000 which means most who would be hit are actually grossing well over $350,000 per year ( since people in those income brackets tend to make a larger chunk of income from capital gains and dividends, those have a MAXIMUM tax of 15% ), and the tax increase would ONLY effect that amount over $250,000 taxable income, not all income. Anyone crying over this potential tax increase is probably making well over $350,000 a year, time to pay your fair share ! I also think that they should limit the amount of LT Cap gains and dividends that can be claimed under the 15% rule, people making multi millions, sometimes much more, ( hedge fund operators for example ) never pay more than 15% MAXIMUM rate ! This is just not right. Any dividend or cap gains over $500,000 a year should be considered regular income and yaxed as such.

It might be good for this country to bring in everything from Mexico and Canada and load the ships at our ports. In the old trade days towns became cities and rich doing this. Paying more in taxes would only insure that the government would spend more than it already does. If you were getting millions of dollars each year for free, and knew you would for the rest of your life, would you value it? Or would you buy fancy cars, homes, or whatever else caught your eye?
'Free money' is never valued, and is often wasted in ways that it would never be if it were earned. Raising taxes isn't the answer. Being more responsible with how tax dollars are used, is.

Government has to also reduce their rate of spending. Also, over time the recipients of the cuts normalize their spending habits to meet their new income levels and no longer become stimulative. ie the 1986 tax reform act helped give us the tech boom of the 90's because outside of the short gulf war there was little in exogenous events to hinder growth.
Based on the easy credit of the 90's into the early 2000's bush and company would have been better off to not have the tax cuts. They just heated things up more, after all the dot com bust made people wary about investing into technology but housing and toys was something else.
Regardless of what side of the aisle one is on, politicians recognize that when taxpayers see any potential surpluses they think they deserve a tax cut.

Not quite. America is in debt because we spent when we should have saved and cut taxes when we should have increased them. The trade deficit is an entirely different (but not completely unrelated) issue. Tax revenues are below the average, and spending is above average. Both are mainly because of the recession, but they are also influenced in part by the fiscal policies of the past decade. If we are to reduce the deficit, we have to both increase taxes AND cut spending. We can bitch about where to raise taxes and where to cut spending, but if we are to go into austerity, we might as well use it completely. Republicans, you cannot argue that tax increases will hurt the economy by taking money out of it and then justify massive spending cuts because they hurt the economy as well. Democrats, you have to admit that tax increases on the wealthy are insufficient and any tax increases should be across-the-board, and you will also have to concede to entitlement reform.

For the last @!$%#ing time, Europe is NOT socialist. They have private industries in manufacturing, mining, finance, etc. Socialism=0 private industries. They are NOT bankrupt because of their "entitlement programs." They are bankrupt because of the recession and their bailing out the banks. I'll give you an example: Spain and Ireland (which had low corporate tax rates at the time) had surpluses and low debt burdens before the recession, while the Italians were slowly reducing their debt burden via growth. Unfortunately, when the housing bubble burst and the global financial industry collapsed, Europe (and the US, and just about every other country in the world) had to bailout their banks and service the needs of the unemployed, increasing spending and decreasing revenues. Germany, which faced a similar but apparently mild situation, offered to bail out the fiscally unstable countries (Spain, Ireland, and Italy among them) in return for draconian austerity measures. Even then the German people were opposed to the bailouts, thinking of their European counterparts as lazy and frivolous with their money (while that may be true to some degree, it is not completely accurate) and refusing to help their lazy neighbors. Unfortunately, when the countries received the bailouts and began enacting austerity measures, unemployment shot up and some countries (Spain, Italy, and Ireland among them) fell back into recession, while others (like France) barely above water. The recession and chaos in the financial markets (particularly the bond markets) caused increasing bond yields, increasing debt burdens as the economy foundered. More bailouts were offered and more austerity measures were enacted, but the nations fell further into recession. One nation, Great Britain, although not a member of the EU but a major trading partner, also enacted austerity following the election of the Conservative Party. The country fell into recession, and the nation descended into chaos. This is a warning to the United States, and to the world: do not go into austerity until the economy is at or near full employment. Essentially, wait for the economy to get stronger, and then start cutting the deficit. Unfortunately, the Republican Party (and many Democrats) have ignored it. The Ryan budget is more draconian than any austerity measures enacted by European governments, and doesn't even go full on into austerity, as it cuts taxes instead of increasing them. The Ryan budget actually doesn't make a dent in the deficit, as it repeals the ACA (and all it's deficit-reduction measures) and cuts taxes. The budget is not economical; it's suicidal. And at least the "socialist Europeans" have decent schools and a better good healthcare system than we do!!

While it may be legal, how is it that everyone else pays their taxes and the Mittster dodges paying taxes for years? If anybody is stalling anything, it's Reid and the democrat controlled Senate. No budget for over 1000 days, no jobs bills, etc. Reid won't even bring up the bills the House has sent over for debate for fear some democrats might actually like the ideas, and the bills pass. there is one very important detail about these tax cuts that everyone is forgetting. The cuts are in social security payments not in real tax cuts against your income. So as we all discuss the benefits of the extra dollars in our pockets today, in the future we will be be paying the piper with lowered social security benefits as we go to retire. The social security program has already been raided multiple times by the government to pay for pet projects thus this suggestion will hurt it even more. Think twice folks before giving away you future. Now if they wish to really cut taxes lets see a flat tax per income bracket with NO deductions for anyone thus each are paying their fair share. Absolutely everyone should be a part of running this country - no free loaders regardless of income. Along with this change should be a removal of all government pension plans as they are today. Again no free-loaders - Everyone should pay into social security! 401 plans can replace the current taxpayer supported retirement programs for all government employees including teachers, police, and fire departments to match those programs by the average program of the Blue chip companies. If these retirement programs are good enough for the average Joe they are good enough for everyone. The removal of automatic raises for all government paid employees should be a part of the package, Raises should be tied to performance just like in the private sector. Again what is fair for the masses should be fair for the rest. The other huge budget item is the removal of all pork belly add on's to every bill. Just pass the bills as they are presented with no hidden agendas.

Even under a flat tax there has to be starting cap you can't impose a 20% tax on someone living on a $600 a month social security check. The rich already have enough breaks that Romney pays a lower tax rate than a couple making $17,400 a year. Even a flat tax would have exemptions and they'd all go to the rich.
We just need to get rid of all taxes and have a national consumption tax that is the same % for everyone. Rich people but bigger more expensive things and will pay more in taxes. Poor people shouldn't pay as much in Federal taxes, but they should pay something. As is it, 49.5% of Americans pay no Federal Income tax. That is not fair to anyone. That is simply NOT TRUE.....That 49.5% number is based soley on those people that file Federal Income Tax Returns....The majority of Seniors on Social Security don't have to file, unless they have other "income" above certain limits....
Those poor that exist on Government Handout programs don't file tax returns.
Those receiving S.S. Disability payments don't have to file, and are still allowed to earn some income before their benefits are affected or reduced ...I think the number is $1,000 a month in outside earnings....

Who said everyone did? I just used the total dollars paid out published by the government and it was 178 billion. And those on the right seldom talk about Obama making claims he couldn't deliver on most bash him on spending hundreds of billions on welfare programs. They never mention Bush's stimulus programs. The main difference between Obama's stimulus spending and Bush's is most of Bush's went to the banks and financial institutions while Obama's was support of the states and infrastrucure improvements to create jobs.

The reason Bush originally implemented the stimulus program was because economists knew the best way to stimulate the economy was to get a small amount of money into the hands of a large number of people. This only helps if you give it to the people that spend it. Give a $600 check to a couple making 30K a year and they'll eat out more and maybe put money down on a car. Give someone rich the money and it bumps the balance in their savings account by $600. Unless you believe giving Romney an extra $600 will trickle down.

Romney plans to change federal payments for all federal welfare programs, medicaid, foodstamps, school lunch etc. into block grants administered by the states. The first year he would give the states 120 billion less for these programs than now but since they're now administered by the states if they can't make up the funding it's a states problem. He also proposes raising military spending by over 260 billion a year. Eventually the states are going to get fed up with the federal government taking the bulk of all tax revenue and shifting more and more of the costs to the states.
And your Obama panacea is unsustainable. Utopia, Obama style, has no way to be paid for. Union proliferation has put strangleholds on everything they touch. Unfunded pension plans are a ticking time bomb. I am a union member and fully recognize the uselessness of their very existence. The Democratic nirvana will never, ever be realized.
