California primary sees fierce contests but low turnout

California voters turned out in low numbers on Tuesday for a primary that could pave the way for a shakeup of the state's congressional delegation following election rule changes and an overhaul of the state's political district boundaries.

While new maps and new rules may have changed the way the game of California politics is played, making some districts more competitive across party lines, early official estimates of statewide turnout hovered at just over 15 percent.

Under California's new open primary rules, the two top vote getters in each district will proceed to the general election in November regardless of party, so two Democrats or two Republicans could be competing for the same seat come Nov. 6.

Redistricting has also tossed some longtime incumbents into the ring against each other after a decade of remarkable stability in the state's majority Democratic delegation in the House of Representatives.

In one of the most closely watched races, where two Democratic incumbents appeared poised to face off against one another in the general election, just a trickle of voters cast ballots on a sunny day in California's 30th district in Los Angeles County, according to early results.

Among those casting ballots there were 82-year-old Ester Berrenson and her husband of 64 years, 86-year-old Manny, who walked to their polling station during the breezy afternoon. Both voted for Democratic incumbent Brad Sherman against fellow Democratic incumbent Howard Berman.

"He comes out and talks to us," Manny Berrenson said, explaining why he and his wife had voted for Sherman. "He goes to the high school at least half a dozen times a year. He goes there and talks about what he's doing."

Due to the "top two" rule, both are likely to advance to a final competition in November, according to early returns. Sherman had 40.3 percent to Berman's 32.6 percent just after midnight with 18 percent of precincts reporting.

In their newly redrawn district, about 50 percent of voters there come from Sherman's old stomping ground, while just 25 percent come from Berman's prior district.

"Tonight is far from over, but we're confident about our momentum moving into the general election," a senior adviser to Berman's campaign, Brandon Hall, said in a statement.

Changes favor Democrats

The changes in California are generally seen to favor Democrats in a state that gave President Barack Obama a 24-point margin of victory over his Republican rival John McCain in 2008, analysts said.

Two incumbent Democratic congresswomen, Janice Hahn and Laura Richardson, also appeared set to face off against each other in November in the 44th district in Los Angeles County in a race in which no Republicans were running.

Shortly after midnight, Hahn was leading with 62.1 percent with 6.5 percent of precincts reporting.

For years, political stability in the nation's most populous state was a result of the deliberate creation of electoral districts to favor incumbents, a process known as gerrymandering. In 263 elections from 2002 to 2010, only one congressional seat changed political party.

But ahead of this election, a non-partisan citizen's commission was put in charge of redrawing congressional districts. The number of districts did not change, but the boundaries were adjusted to reflect population shifts since the last national census in 2000.

"With non-partisan redistricting and this new 'top two' primary system, California suddenly becomes very interesting and one of the more competitive states in the entire country," said Kyle Kondik, political analyst at the Center for Politics at the University of Virginia.

In their quest to win back a majority in the U.S. House of Representatives, Democrats would have to gain at least four or five seats in California, which Kondik said would be difficult but not impossible.

Democrats made progress in one key U.S. House race where analysts had said they risked being frozen out of the general election should a Republican and a right-leaning independent candidate advance to the November polls.

But, as early returns trickled in, Democratic state Assemblywoman Julia Brownley appeared poised to face a Republican challenger, state Senator Tony Strickland, in November in California's coastal 26th district.

Republicans control the House with a 242-190 majority, with three seats vacant. Outside California and Illinois, Democrats are mainly playing defense, trying to hold existing seats.

Nationwide battle

Primaries were also held on Tuesday in New Jersey, New Mexico, Montana, South Dakota, North Dakota and Iowa.

In Montana, the U.S. Senate battle is one of the nation's hottest with the state's only House member, Republican Denny Rehberg, challenging first-term Democratic Senator Jon Tester.

Both candidates are known across the state and are expected to easily win their respective party primaries on Tuesday.

In Iowa, State Representative Pat Grassley - the grandson of U.S. Senator Chuck Grassley - won his primary, defeating another Republican in the Iowa House in a contest forced upon him and State Representative Annette Sweeney by redistricting.

Republicans are targeting the New Mexico U.S. Senate seat of retiring Democratic Senator Jeff Bingaman in their quest for a U.S. Senate majority in 2012. Democrats hold a 51-47 majority, with two independents who usually vote with Democrats.

Republican Heather Wilson and Democrat Martin Heinrich are projected to win their respective party races and run against each other for the coveted Bingaman seat, according to Brian Sanderoff, president of Research and Polling Inc in Albuquerque.

In New Jersey, polls are closed in the vote to fill the seat of U.S. Representative Donald Payne, the state's first black congressman, who died in March. His son is among the candidates.

Once California Government starts handing out IOU's (again), AUSTERITY and PERSONAL RESPONSIBILITY will come to the "front burners".

Voters don't care anymore, the Dems rule the state and it's going into the ground. Wonder who Dems will blame for the failure ? Can't be GOP, we have no power in this state.

Another reason for the embarrassing voter turnout is that people and businesses are moving out of California in droves. Don't know who's left to to pay taxes.

California is the fifth largest economy in the world, It drives the the U.S. economy so if California goes so goes the nation. If the U.S. economy goes so ends world peace and global security. Your state is a big domino in this world economy and like Wall Street is to big to fail so when that reality finally sinks in to even the tea braggers you will get your bailout or we as a nation will go down with you. Most people did not vote because of Election Fraud. It has happened in every state that has voted. If the vote and the count (and it is) is on the "machines" - then fraud was committed.

So far it has been found that the software is 'flawed', the machine count is off, or occasionally counts a vote for one candidate as a 'minus' instead of a 'plus' for the candidate that was voted for, etc. All of this has been documented since Bush was assigned the presidency by the courts - which is illegal under our LEGITIMATE government.

Then we have the "newly walking dead" voting, illegals voting, etc - lets face it - we all are aware that the people who win (if it is a major position) is "put there" by an 'unknown' who has the 'power' and backing/covering up from those same people put into power by the fraud.

Why, you ask? That is an easy answer. Why do YOU think states are banning UN Agenda 21? Because it makes it so "We the People" can no longer own property, and those who already own property will be 'donating' it to the community - for the 'community good".

Good new though, Alabama has been the First state to BAN UN Agenda 21 and other like it: The Alabama Senate Bill (SB) 477 legislation, known as the “Due Process for Property Rights” Act, was approved unanimously by both the state House and Senate. After hesitating for a few days, late last month Republican Governor Robert Bentley finally signed into law the wildly popular measure - but only after heavy pressure from activists forced his hand.

Virtually no mention of the law was made in the establishment press.

Analysts say the measure is likely the strongest protection against the UN scheme passed anywhere in America so far. The law, aimed at protecting private property rights, specifically prevents all state agencies and local governments in Alabama from participating in the global scheme in any way.

The people of Alabama acting through their elected representatives and NOT UN bureaucrats, have the authority to develop the state’s environmental and development policies, the official synopsis of the law explains; infringements on the property rights of citizens linked to “any other international law or ancillary plan of action that contravenes the Constitution of the United States or the Constitution of the State of Alabama” are also prohibited under the new measure.

Agenda 21 is a plan to... implement controls on how to govern the populous and make decisions for the people of the world through actions taken by the UN”. Their focus is on the global impact of use of land, education and depopulation through control measures including: eliminating personal property rights, private education and eugenics (forced sterility) in order to have organized global harvesting of the planet under UN control.

The UN is planning to take over conservation and management of the world’s resources for their developmental purposes. By abolishing personal property rights, the demise of rural area living, removal of personal ownership of natural resource; this will take away the power from individuals and place it firmly in the hands of governments who have agreed to these UN controls.

It is being done here through legislation, rules, regulations, zoning, planning and regional planning; things that impact individuals property rights through the use of International Council for Local Environmental Initiatives (ICLEI) programs. The ICLEI is a UN agency, and some of the other private organizations in league with ICLEI are:

• National League of Cities
• International City/County Management Group
• National Governors Association
• American Planning Group

They are implementing rules and regulations throughout the States, regions, and communities through zoning, planning and regional planning; things that impact our property rights.

President Obama supports the UN’s Agenda 21 initiative.

It will end individual property ownership. No one is to be allowed to live in rural areas, nor own any type of natural resource. All people will be moved to “communities” to live; leaving and creating more unpopulated areas for UN to have better access to US natural resources, etc.

But hey - There will be “community gardens” as shown in Obama’s “Julia”. She gets to retire to work in the “community garden”. NOT her own garden, but the community garden.

In Obama’s and the UN’s eyes – The community good is everything (think ant farm). Individual rights, wants, property ownership, needs must be changed to community needs. Everyone will work for the community good; no more individual rights, gardens, farms, koi ponds, horseback riding, etc. No individual business ownership as the UN corporations will handle all of that.

Legislation will prevent local, county and state governments from adopting the (ICLEI) programs. “I know it is totally against our Constitution from reading the U.N. biodiversity assessment,” Rep. Anne Cartwright (R), the primary sponsor of the bill. “It’s through local initiative that it is being implemented in bits and pieces to erode our property rights.”

What is happening within our country under our legitimate Constitutional Republic government is not a choice “of directions” we will go in as it is currently being presented to us by “progressives”. Instead it is an actual attack on individual freedoms and natural rights by those who are domestic enemies working to further the goals of the “New World Order”, “World Economy” - the UN, etc.

Below are some of the actual plans that were used in Germany {and are known to us today thru the trials at Nuremberg} to overthrow that legitimate government; the way it is apparently - complete with the lessons learned in the previous attempts {especially from what happened in H---- Germany (not allowed to use that word even though it is our history)} that were modified and are being used now against the USA, and the world.

Among deprivations of rights, none is so effective in cowing a population, crushing the spirit of the individual and putting terror in every heart.” Justice Robert Jackson, Chief U.S. Prosecutor at the Nuremberg Trials

The Party was organized to take over power in the German State by creating the appearance of the support of a majority of the German people; {As is happening here} yet it was organized to seize power in defiance of the will of the people.” {As is happening here today: DHS, laws against our Constitution, etc}.

There was practiced violent interference with German elections. {New Black Panthers – Washington Post: The lawsuit was focused on the party and two of its members, who stood out front of a polling place in Philadelphia on Election Day 2008 wearing military gear. They were captured on video and were accused of trying to discourage some people from voting. One carried a nightstick.}

There were reports of the SD describing in detail how its members later violated the secrecy of elections. {Election Fraud – Fox News: The Democratic presidential primary petitions that put then-candidates Barack Obama and Hillary Clinton on the 2008 primary ballot in Indiana are the focus of a criminal investigation. There are allegations that numerous signatures and names on the petitions were forged, so many in fact, that questions have been raised as to whether now-President Obama even qualified with enough legal signatures to get on the primary ballot in the first place.}

A separate government was set up within the legitimate government within the Party to exercise outside the law every sanction that any legitimate state could exercise and many that it could not {Obama’s “Czars”, TSA, DHS}.

The Party had its own secret police, its security units, its intelligence and espionage division, its raiding forces, and its youth forces {DHS, TSA, look up “Obama youth”, etc if they are not removed now on youtube.com}.

It also established administrative mechanisms over time {Patriot Act, NDAA, warrantless searches, warrantless spying, TSA, etc} to identify those who supported the legitimate government.

They “encouraged” the populace to inform on their own neighbors, friends, family {“See Something, Say Something”, and other videos the DHS put out here in America}.

Eventually they organized and dominated every phase of German life {as is being tried here thru the UN laws, and executive orders, bills, laws made here}. They created a “Party” police system, which became the pattern and the instrument of the police state, which was the first goal in their plan. {DHS, TSA, militarized police departments - starting to arrange themselves throughout our nation to control our every move and where we can go: at airports, bus stations, train stations, even on our own roads}

A presidential decree was created suspending the extensive guarantees of individual liberty contained in the constitution of the Weimar Republic.

Those decree’s were restrictions on personal liberty, on the right of free expression of opinion - including freedom of the press, on the right of peaceful assembly, the right of association, and violations of the privacy: postal, telegraphic, and telephonic communications; and no need for warrants for house-searches, orders for, confiscations as well as restrictions on property, etc all taken away under the guise of “keeping the people safe” {much like what is happening within the USA today, as all of the “restrictions” on our freedoms are “for our own safety”}.

Many were arrested as “belligerents” – no real crime committed, just disagreeing with the destruction of their legitimate government.

Secret arrest and indefinite detention; without charges, without evidence, without hearing, without counsel, and no court could issue an injunction, or writ of habeas corpus, or certiorari. The German people were in the hands of the police, the police were in the hands of the Nazi Party, and the Party was in the hands of a ring of evil men who wanted to run the world. {NDAA, Patriot Act, various executive orders, warrantless arrests, etc}

The concept then was to control the world; the concept now is to make a one-world “government”. What is the difference?

if someone registers them to vote without checking or without caring about their legal status, and they show up to vote, they certainly can...there are 180,000 possible illegal immigrants registered to vote in Florida alone and the DOJ is taking the state to court to prevent them checking if they are legal...and withholding access to the Database that would confirm their status...

The real crime here is not who is voting ("Illegals," "morons," etc.) it is that only slightly more than 15% of eligible voters voted. Democrats and Republicans should jointly tell all the American people that it is not only yur right to vote - it is your responsibility. We laugh at the too often "rigged' elections in third workd countries, but I see their people braving bombings, beatings, murder, and all kinds of physical challenges to vote - yet they usually have over 80 or 90% turnout.     Affinity, it is you that fail to see the point. Pelosi and Boxer both have a great deal of influence in California budget and other matters, just as Harry Reid has in Nevada... it is their wish that State and Federal Government should control all aspects of our lives.

                  The problem is when the masses give up minorities are willing to step in to gain great power and control for their own benefit.
                  It doesn't matter who gets in as long as big money decides both parties, I'm going to keep voting every incumbent out and for as many independents as I can. If everyone did that it wouldn't change the government in one election but it would sure shake them up to realize that if they do not start serving the people over big money contributions they will be finding temporary employment.The only thing that is going to save the country is putting the pressure on government to serve the people rather then self interests. The major problem is that we really don't hold all of our leaders accountable. We let them toss the hot potato of blame back and forth blaming each other. The truth is that they are all responsible for making excuses rather then solving problems while serving their own self interests then the country that they have sworn an oath to protect. We seem to have either totally incompetent people in power, totally corrupt people or both from what I can see of the direction that this world is heading.

They only care about their money, they complain about having to pay employees more every time the Fed. minimum wage goes up!! Really??? You know how hard those people have it? You would be amazed the ugly, nasty & racist comments they make!!

                  In 3 short years of watching them I realized the Republican party is not for me....I'm not the right sex, race and I don't have the same hate. I left that party and will always be a proud Democrat!!

                        Part of the low turnout is directly traceable to the recent court ruling regarding Prop 8. If one judge can overturn the votes of 8 million voters there is no point in voting. Likewise, if voters look at the list of candidates running for office and have to settle for the person they believe will do the least harm, voting becomes meaningless. We have become a nation of sheep, always afraid of being politically incorrect. We are not producing leaders, we are producing facilitators for the most vocal of those among us. Our country has been invaded by foreign nationals from many countries south of us. They are represented by tax-free agencies whose goals are to change our laws, and in some cases to take over U.S. territory. This is also true for groups claiming civil rights are being violated. Their goals are to change our culture to meet their needs, making a mockery of traditions we hold dear.

                                    You're an idiot. I'm a retired Federal Civil Servant GS-840-12 Nuclear Engineer who worked for the Navy. My pension after taxes, health insurance and life insurance are taken out is $1720 a month. That's about the minimum wage. The Repuglican Congress twice during the last month voted 100% to get money to keep student interest rates low and to keep from cutting the military budget from Federal workers and retirees. My brother-in-law a grocer gets $2100 + from Social SEcurity plus a union pension. Social Security does not look at his Union pension and say You've got a pension, we'll cut your social security benefits by 67%. They'd look at my Federal pension and tell me that. The guy across the street a retried Mechanic gets $1800 a month from Social Security and $1800 a month from Unemployment and my federal pension is the problem. As I said before, you sir are an idiot.

                                        People of America, I hope You/We all wake up soon and take a long hard look at what has become of this country. Take a look at the cold war propaganda that would describe life for the average citizen in the former Soviet Union. People we took our propaganda queues from to main sources. DO THE RESEARCH PEOPLE. Look up OPERATION PAPERCLIP, We didn't only take scientists from the third Reich we also too a lot of the propaganda people. Our leaders are not stupid people. They saw how at the birth of the electronic age the power the media has. Of course we do not use the same Propaganda but we do use the same tactics.                                         I had an issue voting in the CA primary thanks to the location they gave me having no one there from the Registrar office. No posters, signs or people. I called to notify them and get another location. Same deal. So my vote, along with others who got the same surprise, is put on hold until the general election in Novemeber.

                                          A low turn out does not bode well for Obama because the TEA party is well organized and funded across the nation and have already made inroads into local and state politics. The political divide is the religious-ization of American politics. Is there any valid justification for any politician to bring religion into American politics? Is there any valid justification for poisoning legislation that has no chance in hell of getting past the Democratic-ly controlled Senate? The real story is Obama has been running against the headwinds of the FOX-hole and all the toxic talking heads of Clear Channel, I heart Radio and other outlets since he gained the right to beat McCain in 2008. What echos in my mind are the words of Romney:

                                          "I have some great friends who are NASCAR owners"
                                          Which brings me to the other sayings by Romney:

                                          "Corporations are people my friend"

                                          "I like being able to fire people"

                                          "I'm not concerned about the very poor"

                                          But then again, when you can't defend the guy that's LIED to us for years, all you have left is to twist the statements of his opponent.

                                          Tell us about "I'll cut the deficit in HALF by the end of my first term". Or maybe, "Guantanamo Bay will be closed in one year".

                                          Or how about "you can keep your same health insurance", or "you can keep your same doctor", or even "your health insurance premiums will go down an average of $2500". (all of which were direct LIES since we have to change insurance because it doesn't "meet the Secretary's" standard, and my doctor has said that he can't keep me, and my insurance went up FOUR TIMES what it was last year, with NO additional care provided than we normally get).

                                          Wait, those are FACTUAL statements NOT taken out of context.

                                            Democrats have made sure that they will retain power in the State.

                                            Lumping every single candidate into a long list ensures that any and every incumbent Democrat will retain their office, because votes for other candidates are diluted by the numbers being spread across a long list.

                                            Feinstein won easily, because she's the "name" on the list. Can ANY of you in California name anyone else that was on that list? I had to do a lot of research just to find out who some of those people were and then decide. For the Democrats in the state it was easy....Feinstein.

                                            And it will be the same way for EVERY district in the state. Dilute the votes and the incumbent will win EASILY.

                                            This is pretty close to the most corrupt State in the nation when it comes to politics. The legislature is DOMINATED by Democrats and every law passed is done so to ensure that they stay in power.

                                            Doesn't matter that they have bankrupted the State. Doesn't matter that they continue to raise taxes, driving more and more businesses out. Doesn't matter that areas that have been in poverty for DECADES have been controlled by Democrats for every single year of those decades. Doesn't matter that Democrats keep the poor in virtual slavery with their "entitlement" programs that don't allow anyone to really escape poverty.

                                            Doesn't matter about anything except keeping that power, buying those votes, and turning what WAS the richest most productive State in the nation into just another poverty stricken welfare zone.

                                              The low turnout actually makes it look like the Repuglicans have a chance in some Congressional districts. I guess Repuglicans were more interested in showing up for the primaries and Democrats. I know in the 9th Congressional District, Wind power Engineer and incumbent Jerry McNerney got less than 50% of the vote with the 2 Repuglican candidates getting over 50% of the vote. I do believe that's a glitch caused by higher Repuglican turnout in a district with more registered Democrats. In the 10th district, voters like myself, who got rid of Richard Pombo a few years back have a good shot I believe at getting rid of a party of No, teabagger, Jeff Denham as another engineer Democrat and astronaut Jose Hernandez made the #2 spot. He trailed by 20%, but then there was another registered Demo on the ballot as well as a former Democratic Congressman's son, Condit, running as an Independent. The Repuglican candidate got less than 50% and hopefully, I'll be able to help send him packing in November. Retired Nuclear engineer and 14 gallon blood donor.
