There was no risk to President Barack Obama as a result of a prostitution scandal at a Colombia hotel that involved a dozen Secret Service officers, Homeland Security Secretary Janet Napolitano told a Senate panel Wednesday.
Napolitano, who was facing questions from the Senate Judiciary Committee for the first time since the scandal erupted earlier this month, testified that the alleged behavior by Secret Service employees is "inexcusable" and a "thorough and full investigation is under way." She said the officers' behavior "was not part of the Secret Service way of doing business."
"All 12...have either faced personnel action or been cleared of serious misconduct," Napolitano said. "We will not allow the actions of a few to tarnish the proud legacy of the Secret Service."
Napolitano also said part of the investigation will include a review of training to see "what if anything needs to be tightened up."
When asked by committee Chairman Sen. Patrick Leahy, D-Vt., if Secret Service officers are specifically training on issues related to having intimate relationships with foreign nationals, she said the training is "focused on professionalism, on conduct consistent of the highest moral standards."
Napolitano also testified that the Secret Service Office of Professional Responsibility, which is investigating the incident in Cartagena, Colombia, had not received any similar complaints of misconduct in the last 2 ½ years.
The Homeland Security inspector general is also supervising the investigation and "the investigatory resources of the Secret Service," she said, adding that she expect the inspector general to do a complete investigation.
Leahy said before the hearing that he wanted to know how thorough the investigation into the misconduct has been and whether such behavior by Secret Service officers has been tolerated in the past.

"I think that's a very legitimate question. And I've raised it twice with the director of the Secret Service. We'll raise it again," Leahy told NBC's "Today Show."
The Secret Service announced late Tuesday that all 12 implicated officers had been dealt with: eight forced out, one stripped of his security clearance and three cleared of wrongdoing, all within two weeks of the night in question.
The scandal erupted after a fight over payment between a Colombian prostitute and a Secret Service employee spilled into the hallway of the Hotel Caribe ahead of President Barack Obama's arrival at the Summit of the Americas in Cartagena. A dozen military personnel have also been implicated, and Defense Secretary Leon Panetta said they have had their security clearances suspended.
Obama said Tuesday the employees at the center of the scandal were not representative of the agency that protects his family in the glare of public life. "These guys are incredible. They protect me. They protect Michelle. They protect the girls. They protect our officials all around the world," the president said on NBC's "Late Night With Jimmy Fallon."
"A couple of knuckleheads shouldn't detract from what they do," Obama added. "What these guys were thinking, I don't know. That's why they're not there anymore."
Lawmakers across Congress say they are concerned about the security risk posed by the proximity the prostitutes — as many as 20, all foreign nationals — had to personnel with sensitive information on the president's plans.
"No one wants to see the president's security compromised or America embarrassed," Leahy said.

Napolitano said that there was no risk to the president. Questions about the culture of the agency, she said, are still being investigated but she was not aware of this being a wider problem.
"This behavior was not part of the Secret Service way of doing business," Napolitano testified. "We are going to make sure that standards and training, if they need to be tightened up they are tightened."
Elsewhere on Capitol Hill, House Speaker John Boehner said the scandal is an embarrassment to the agency and the United States, but stopped short of calling for an independent investigation.
"What I'm looking for are the facts. I don't want to just jump out there and make noise just to be making noise," Boehner told reporters. "Let's get to the bottom of this."
The Colombia scandal has been widely denounced by official Washington, but it's a delicate political matter in an election year with the presidency and congressional majorities at stake. All sides have praised Secret Service Director Mark Sullivan's swift action and thorough investigation, in part because he's spent significant time keeping key lawmakers in the loop. Pentagon officials, too, are investigating and are expected to brief Senate Armed Services Committee Chairman Carl Levin and ranking Republican John McCain on Wednesday.
In a similar but unrelated incident, Panetta said Tuesday that three Marines on a U.S. Embassy security team and one embassy staff member were punished for allegedly pushing a prostitute out of a car in Brasilia, Brazil, last year after a dispute over payment. Panetta, speaking in Brasilia, said he had "no tolerance for that kind of conduct."
The military investigation into the Cartagena incident is continuing.
Another Senate panel is looking for a pattern of misconduct. Sen. Joe Lieberman, chairman of the Homeland Security and Governmental Affairs Committee, told reporters on Tuesday that he'll hold hearings on the service's culture and whether clear rules exist on how employees should behave when they are off duty but on assignment.
"I want to ask questions about whether there is any other evidence of misconduct by Secret Service agents in the last five or 10 years," Lieberman said. "If so, what was done about it, could something have been done to have prevented what happened in Cartagena? And now that it has happened, what do they intend to do?"


Secret Service personnel & military members on duty in forign countries, young men with raging hormones putting their lives on the line day in and day out should have had more decorum...but to dismiss them??? WHY are the politicians caught in extra marital affairs...public sex scandals in public restrooms, giving hush money to mistresses, having children outside their marriage, using taxpayer phones to conduct tryst meeting spots, going AWOL from duties as officials to travel abroad to see their mistress....

Folks were tired of the economic and social bullying etc, and refused to renew the contract for which Mr. Noriega paid a high price; however their nationals have proven, contrary to our initial opinion, that they are able to continue to manage the operations of the canal. The WALMART saga is only the tip of the iceberg of another form of bullying overseas while claiming that it is the culture of the country to bribe, and accept same. Over the past 20+ years US companies account for the largest percentage of mall construction overseas but it has been at the expense of families losing their properties as the locals give in to bribes to move them out. These companies are not subjected to financial scrutiny related to the source of their funds as done to the locals. These malls after the first 3-5 years are not generating much revenue so they move on to other countries and repeat the crime. The dollar has been used as the world's cocaine but in my recent travels a notable new generation which grew up resenting these behaviors is taking the bull by the horns. We have a lot of good to offer and do so very well, but some of our messengers have been misrepresenting us for more than 100 years. We are now facing that new generation overseas who, regardless of the outcome, are not afraid to take us on. We cannot send folk out as misguided missiles and assume that by virtue of their culture they are properly trained in matters of character, common decency, and the ability to think critically when not under supervision. MAYBE THEY NEED A GPS AS ZIMMERMAN in Florida, which would disqualify them for those responsibilities.

Napolitano runs the largest federal agency that has ever been and really cannot be expected to know every little thing that goes on there. Also it is difficult to predict exactly what questions you might get at a Congressional Hearing so she can't prep for everything. A good answer is to say that you are going to look into the matter and get back to the questioner when you have an answer, not make it up on the fly...a particular republican talent I've noticed this primary season. Don't know what your beef with Holder is...he's running another large and diverse agency that is still getting over the Bush years and legacy.

This is just the first time they have been caught doing what they thought they were entitled to do while off duty. Just hide and wait, it will all come out before its over. That is unless they can find a suitable scapegoat and sweep it under the carpet.
Actually they will probably bury the article and hide it from the public like they always do. People lose interest when they don't hear about something for a while, all the time being reassured the government is doing all it can to protect us.
This might be the first international incident that has come to public attention, but I happen to know that secret service members were arrested in Iowa for public intox while "not on duty, but on assignment". That leads me to believe that the secret service thinks they can do whatever they want.
They are not some incorruptible angels from heaven. They are human just like you and I. Same opportunities to make mistakes we have yet because of the prominence they hold as guardians of our President, they are held to a much higher standard than we are. So what's the problem here? They are being fired, reprimanded and cleared just like you and I would expect to happen to ourselves in a similar situation. 'mcclori' states that "but I happen to know that secret service members were arrested in Iowa for public intox". So, they were arrested. You know about it. Where is the cover-up?
That leads me to believe that the secret service thinks they can do whatever they want. Really? What is it they did that was so wrong? Got hookers in a country where it's legal? Hell, we have legal prostitution here in the US in some parts. Are we now the great moral hypocrites to denounce it? Simply because one jacka** tried to stiff a girl? I'm 38, spent 13 years in the Navy and went around the world twice. I've had a hooker or 2 in my time as well. It's a non issue. Time for the head hunting to stop and move on.
This is the true agenda behind the charade of the congress. Try to pin something on Obama while at the same time the congress is the most corrupt organization around. Maybe it is time to convene a grand jury to look into all of the congressional abuses of power and whoring. At least the SS was off duty while they were doing their screwing. Congress screws the entire country a lot worse than the agents getting laid did, and they think the public is too stupid to realize it or do anything about it.

I'm from Arizona I question anything she/he does. But I don't hold her responsible for this, but I also don't see her doing anything about it either just look at the boarder she protected and now states is safer then when she was Governor. And she is the head of HLS and protecting the whole Country, time to worry. Someone asked how she got the job, she was part of Obama's campaign in AZ.
This is a management issue. If the voters don't feel the management is effective, they should change the executive (President) who appointed inept folks like Napolitano to their positions. The folks in Congress ought to stop grandstanding about this, and work on something that might actually be productive for the people of the U.S.

Very FEW political appointees are truly qualified for the departments they lead. It doesn't matter the party in power, the appointments are political paybacks for backing the winning candidate. Usually they just rubber stamp the agenda of the POTUS and cut out their own little niche of power, influence peddling, financial connections that enrich themselves, and basically crap all over the citizens. I'm pretty sure that when someone pays for a hooker they do that out of their own pocket. It's rather hard to convince your employer to reimburse for that without a receipt. And before you give me the "their salaries are taxpayers money", do you think YOUR employer has the right to tell you what YOU spend YOUR wages on? I don't even care about the hooker part. It was legal there, and it is legal in the U.S.. They were off-duty. The main question is if any information was compromised.
