President Barack Obama called Wednesday for tax cuts for American manufacturers and higher taxes for companies that move overseas, pressing what he hopes will be a winning campaign issue.
Appearing at a Milwaukee padlock plant, Obama said the U.S. must do everything it can to make it more attractive for American businesses to stay put and grow here home, "and the place to start is our tax code."
The president visited Master Lock, a manufacturer that has brought jobs back to the United States. Reprising ideas from his State of the Union address, he asked Congress to approve tax system changes right away, including a minimum tax on multinational companies, so that American firms can't skirt taxes by moving jobs and profits overseas. He also pushed for tax breaks for businesses that move into communities that have been hurt by factories leaving town.
"Don't wait. Do it now. Get it done," Obama shouted, his jacket removed and shirtsleeves rolled up, as he stood in front of a pile of stacked orange metal boxes, including one stamped "Made in the USA."

Obama, who is en route to a three-day West Coast fundraising swing, said he decided to visit Master Lock "because this company has been making the most of a huge opportunity that exists right now to bring jobs and manufacturing back to America." And he called on other businesses to follow its lead and take advantage of rising costs overseas and growing productivity at home.
Master Lock brought back 100 jobs to the U.S. from China in response to higher labor and logistical costs in Asia.
Pointing to a rebound in manufacturing and pushing U.S. businesses to extend it, the president said: "Ask what you can do to bring jobs back to your country, and your country will do everything we can to help you succeed."
The president made his economic pitch as Congress was poised to advance a key component of the jobs agenda he unveiled last September. Lawmakers from both parties were praising an emerging deal Wednesday on extending a payroll tax cut through the end of the year and renewing jobless benefits for the long-term unemployed. They hoped to send the measure to Obama within days.
The extension would be a win for Obama, who has said the cut in the Social Security payroll tax — amounting to about $40 per paycheck for the average worker — is vital to keeping the economy on the right path.
"I'm glad to see that Congress is making progress," Obama said. "It will make a real difference in the lives of millions of people and as soon as Congress sends an extension of this tax cut and unemployment insurance to my desk, I will sign it right away."
Obama has repeatedly talked up the nation's manufacturing base as an engine of growth and a sign of a recovering economy. He has urged companies to promote "insourcing," promising new tax incentives for businesses that bring jobs to the U.S. instead of shipping them overseas and eliminating tax breaks for companies that outsource jobs.
The manufacturing sector was hard-hit for more than a decade. Manufacturers shed 5.8 million jobs from 1999 to 2009 as many companies shifted jobs overseas to take advantage of lower costs and many plants were modernized and automated, allowing firms to do more with fewer workers.
But the sector has shown more vitality in recent months, bolstering Obama's case. Manufacturers added 50,000 jobs in January, the most in a year, and added 237,000 jobs in 2011, the largest annual boost since 1997. Of the 3.2 million jobs added by the economy since February 2010, about 400,000 are in manufacturing.
Obama carried Wisconsin by 14 points in 2008 but is expected to face a more difficult challenge this year after Republicans captured nearly every statewide office two years ago and the president's standing declined in parts of the Midwest. Obama's visit coincided with the one-year anniversary of the first widespread protests against proposals from Republican Gov. Scott Walker to effectively end collective bargaining rights for most public workers.
Walker, who greeted Obama at the airport, had been scheduled to join him for the event at Master Lock but decided at the last minute not to attend. Walker's spokesman, Cullen Werwie, said the governor was recovering from the flu and had to cancel his plans to go to the event.
The governor has been targeted for a recall election that could come in the spring or summer and has sought to define the outcome as a bellwether of how Obama will fare in Wisconsin next fall. Walker has said a win would deliver a "devastating blow" to Obama's re-election campaign.
But despite the political undertones Obama got a friendly tarmac welcome Wednesday from Walker, who presented him with a Milwaukee Brewers' jersey that bore the number 1 and Obama's name.
The two smiled and shook hands and Walker took a diplomatic tone in comments to a pool reporter at the airport: "Today's the president's day. I'm appreciative he's in Wisconsin, appreciative he's focused on manufacturing. We'll leave politics for another day."
The scene stood in stark contrast to Obama's tarmac moment with Arizona's Republican governor, Jan. Brewer, last month.
Most of Obama's trip will be devoted to fundraising. The president is holding eight fundraisers for his re-election campaign in the Los Angeles area, San Francisco and Seattle.
After departing Milwaukee, Obama was to attend two fundraisers in Los Angeles. The first is an outdoor fundraising reception at the home of soap opera producer Bradley Bell and his wife, Colleen, featuring a performance by the rock band the Foo Fighters. The campaign expects 1,000 supporters to attend, with tickets starting at $250.
Obama is also attending a dinner at Bell's home co-hosted by actor Will Ferrell and his wife, Viveca Paulin. Eighty people are expected to attend the dinner, with tickets costing $35,800. The fundraising will benefit the Obama Victory Fund, a joint fundraising committee for Obama's campaign and the Democratic National Committee.


Soon the right wing will be unable to deny the economic improvement and will get thir orders to credit the turnaround to Republicans. Fortunately the president has a chart that shows otherwise. Now the only question is which crazy will be first to try to get this comment collapsed?

I don't think it's a case of the GOP hating America, I think it's a case of having a different opinion on how to fix the problems here. Also, politicians on both sides of the isle take money from foreign donors and foreign companies. Read "throw them all out" for some examples. Pointing the only the Reps (or only the Dems) makes me think the speaker is just another party lemming.
Start thinking for yourself and evaluate based on ideas and actions - not party affiliation.
Also, start listening to people with alternative viewpoints - you may learn something (even if you don't change your mind).

Incredible is the blind support for a miserable failure of a president whose single "accomplishment" has been one month of modest job growth...after 36 months of pathetic statistics.
While I agree with Obama's sentiment, I am very disappointed it's taken him over 3 years to start pushing for these types of items. It also makes me wonder if he will continue to push for them if he wins the next election. If the Democrats had pushed these types of reforms in 2009, I think the country would be in much better shape today. (the funny thing is, it doesn't cost any money to tell a company they will be taxed more if they move jobs overseas, or they will get a tax break if they move jobs back to the US...i just don't understand why our politicians - both sides - are so slow to take these types of steps)

I find it interesting that Obama would travel to Wisconsin, of all places for this. Wisconsin is in the middle of a heated recall election of Gov. Walker....The President just gave Walker tons of press coverage about jobs returning to Wisconsin, something the Unions claimed Walker was killing....
Before the stimulus bill was passed Obama's office produced a report that estimated what the stimulus bill would do to unemployment as a function of time. According to that report, unemployment has been a little worse that if the government did nothing. So according to an Obama adviser, all of this spending which has produced mountains of debt has had no effect on the unemployment problem.

Maybe we should talk about the unemployment % during Bushes years when they never exceeded 7.4% for 8 years, the unemployment rate was growing when Clinton Left Office and Bush turned it around, and the rate was a nice normal level up until the 2008 economic colapse. It appears the amount of job growth was keeping up with the expanding populace just fine.

I guess you didn't look at the graph. If you did you would have seen that the unemployment rate started to rise in 2006 which just happens to coincide with the Democrats winning Control of the House and Senate.
At that time the unemployment rate was 4.4%...
I am glad that the President is getting a chance to leave Washington and take some vacation time. It has been such a long time since he has had a chance to leave time. I hope that he has a good time out our in California. Apparently it is the "rich" whose taxes he wants to raise that are paying for his campaign. I just wonder how much this trip is costing the tax payers especially considering the fact the the federal government must borrow the money to pay for it.

What does our President really know about manufacturing? He toured the Solindra plant and see what that did for them.
I think that most companies that have movered some operations over seas have had to do so to stay in business. I do not think that our President understands nor knows how to solve the real problem. I do not think that the economy has a chance of turning around until solve the trade deficit problem.

Unemployment does NOT immediately rise the minute people are elected. It is the result of policies in place the past 1 - 2 years prior. The years prior to 2006 were 100% GOP/Neo-con. Lowering taxes and interest rates to fuel inflation and hide the impact of two wars and the flight of millions of manufacturing jobs from the USA by covering with the housing bubble was shameful. Unemployment was only that low because they had fabricated mortgage, real estate building, lending and sales jobs on smoke & mirrors - and worthless collateral supporting a huge section of securities.
The GOP-Neo-cons wanted wars, but didn't fund either of them while cutting taxes thus setting us in a deficit tailspin.

The economy was already tanking when the GOP lost out in 2006. I pulled my money back then - the Dems had nothing to do with that. Guess Clinton escaped your notice. Perhaps you might want to look into Bill's actions against Saddam, his statements about WMD and a few other items attributed to Bush. Then take a gander at Bill's repealing of Glass-Steagal. The money was there for the wars, it was appropriated. Perhaps there needs to be a 'Truth Team' to expell some commonly held liberal misconceptions.
As to Master Lock, they'd better be careful. Every time Obama shows up at a plant for a photo op they end up going bancrupt.
Targeted tax incentives and penalties are exactly what's needed to assure equality in ALL free trade arrangements, not just China's. Master Lock didn't bring people back because they were overly patriotic, they brought them back due to changing conditions and costs in China. But you can bet that they will continue to look overseas as long as it will make a buck... the tax incentives push them our way.
The time to do this is now. Jobs are being created... let's create them here.

What about when Obama visited Caterpillar, Inc., on February 12, 2009, trying to push his $787 billion stimulus package, that would be passed into law four days later on February 16, 2009. (Even though just one month earlier, in January, Caterpillar had announced that they would be cutting 22,000 jobs.) Remember, on February 13, the day after he visited Caterpillar, Representative Aaron Schock, from the same district that Caterpillar is located in (the 18th congressional district of Illinois), spoke on the house floor. He said, "Not one employee at that facility approached me and asked me to vote for this bill. In fact I have received over 1,400 phone calls, emails, and letters from Caterpillar employees alone, asking me to oppose this legislation. Why? Because they get it. They know that this bill is not stimulus. They know that this bill will not do anything to create long term sustained economic growth." This proved to be true, because on March 17, 2009 Caterpillar announced another 2,400 more layoffs.
What about when he visited Solyndra LLC on May 21, 2010 and promised to give them $535 million of our tax dollars? Which by the way, we can't forget that an independent accounting firm PricewaterhouseCoopers LLP warned him two months before that visit that they had money problems ---- problems big enough to "raise substantial doubt about it's ability to continue as a going concern." Even so, on August 31, 2011 Solyndra announced that it was filing for Chapter 11 Bankruptcy, and went out of business.
There is an interesting article in today's Washington Post about the venture capitalists in Obama's administration and how much money was channeled by his adminstration to fund clean energy firms. Titled Federal Funds Flow to Clean Energy Firms with Ties to the Obama Administration. To date five green energy firms getting Obama money have declared bancruptcy. Seems lots of campaign contributors to Obama make out like little bandits when it comes time to offer up taxpayer monies.

Few people realize that non- American business now has the ability to sue our government for discrimination or unfair business practice, yet those same country's do not have to abide by our Constitution, employment laws or other rules. This is a win-win for foreign traders and investors as they now produce profit from differances in social makeup and not productivity or expertise. Currancy manipulation by foreign country's, China is one, have lowered the cost of their product here in the States', and made our products more expensive in those same countrys'.

Geo, your statement regarding net jobs loss is out of context. You cannot blame Obama for jobs lost at the very start of his Presidency, as his jobs bills were not passed until February. Excluding January 2009, Obama has had a net jobs gain. As you see here (http://en.wikipedia.org/wiki/Jobs_created_during_U.S._presidential_terms). During Bush's entire presidency, from his first budget to his last, there was a net job loss of 1.8 million jobs. Looking just at his second term, there was a net job loss of 4.5 million jobs. Obama, from his first budget, has had a net job gains of some 1.9 million.

The reason the Presidents budget recieved few votes is that it was not large enough to reduce, and make a majority vote in favor. Congress wants to get their own for their constituants and contributors, and appear to lower the Pres. budget. Never believe a politician. Yes improving. Seems to have been overall stable, with the exception of some markets such as housing, for a while now, and now appears to improving. Business and consumers are apparently confident it is not going to get any worse and slowly returning to their old ways.
It is interesting though, that before, everything negative in the economy was the result of Bush and now that things are turning around a few short years later, it's automagically the result of Obama policies.

Cgent47 there are a lot of reasons why unemployment rate is only calculated by the number of people who want to work.
There are a number of people who aren't looking for work. This includes people from rich families and people who get money from other sources. It also includes people who have given up on looking for work, and this is why the unemployment rate is expected to rise later this year - more confidence in the economy leads to more people looking for work.
How do we know the economy is improving? A better statistic to look at is job gains over the month. In January 250,000 jobs were gained. Compare this to January 2009, where 750,000 jobs were lost. It is inevitable that the economy is improving. The only thing disputable is whether Obama caused it or not.
Now, general consensus among economists follows that reducing taxes and increasing relief spending is the best way to help the economy. Normally, this increased spending and reduced revenue (due to tax cuts and the fact that there is a recession) wouldn't be considered completely fiscally unstable. In fact, if Obama had inherited the possible $5.6 trillion surplus that he would have had if Bush continued Clinton's surpluses, this would be completely fine.
However, even before the recession, the deficit was $400 billion, then a record deficit. This was because Obama started in the middle of two wars, and had the top income tax bracket at a near low. Obama isn't intentionally trying to run deficits, he has made many proposals to keep deficits as low as possible, but all of them get rejected by Republicans in the House and Senate. However, we have to be very careful in a recession not to cut spending from essential sources such as Medicare/caid, Social Security, Education, and infrastructure.
If anyone is confused about the economical/fiscal situation, please read the above.

Why is it so difficult to see that the economy collapsed under Bush? I experienced it vividly. I was affected by the collapse just as my parents were by the Hoover collapse.Therefore, I know when it happened. Obama couldn't have figured into that event because he was not yet in the White House. AFTER he was in the White House he did things to improve the economy and to keep us out of a depression that would have made the Great Depression look like a quick game of Monopoly. This company reminds me of Amana. They moved their appliance manufacturing to Mexico a few years back and recently moved it back to Iowa because everything that was built in Mexico had to be rebuilt here. They couldn't get any quality control with their cheap labor and realized that the cost savings just weren't worth it. There was no grandiose movement to bring the plan back. They simply went to Mexico get cheap labor and found that that is what they got. They moved back to the United States to save their reputation.
The moral is that manufacturing will not return to the United States until it is no longer cost effective to build overseas and ship the finished product back here.

If anyone should get credit for Master Lock bringing jobs back, it should be Scott, his main objective is to make Wisconsin business friendly with tax cuts, thus bringing back jobs, thus growing the economy, thus benefiting everyone. As for the vane attempt to recall Walker, its not a matter of if there will be a recall election, but how spectacularly it fails, Walker will trounce whoever decides to run against him. Bank on it. Clearly state where they received some type of federal stimulus that made it an advantage to move its labor force back the US? Without knowing any more than this short article tells me, I think the idea of tax breaks for American based manufacturing companies and higher taxes for those who outsource is a great idea! More jobs for Americans and therefore more money staying in America. Now for it to actually happen, I doubt that. The political process of donations and lobbyists will probably never let it come to fruition. Great idea though.

Manufacturing can survive on its own if our government would enforce our existing trade agreements. Jobs aren't moving to China because of cheaper labor (transportation costs back to the US eat up much of that advantage). Companies move to China because they get the export advantage subsidies that China provides with an artificially undervalued currency. They also move to other countries because they don't have to implement expensive environmental controls. Steel produced in China is cheaper in part, because they do not enforce many (if any) environmental regulation on manufacturing in their country. There is currently no trade remedy when manufacturing in the US has to pay a capital cost of 20% on a project on environmental controls alone. There's an additional 20% price/cost advantage to moving production overseas.
Lisa Jackson and Obama's EPA have not received the memo that manufacturing is good. There were fewer Title V air permits granted last year than any other year in recent memory.
Manufacturers impact their environment. If you give your dog food and water and lock him in your living room unattended for several days, he will impact his environment. The same goes for manufacturing. They produce goods, but they also produce wastes and pollution. I was under the assumption that the left never supports manufacturing because of this.

46% of all Americans are living in or at the edge of Poverty. Credit card debt was a whopping $13.2 trillion right before Christmas. Student loan debt is reaching a trillion. And that's only two example of the private sector debt in this country.
Obama's national debt is at least $14.7 trillion and is growing by leaps and bounds every month as he is doing everything he can to buy his reelection.
The only thing Obama has been able to accomplish in 3 years is the mounting debt in both the private and government sectors without a clue as to how this debt is going to be reduced.

The myth of the Clinton "surplus" comes up again and again. It never happened. The last year the national debt did not increase was 1957 when Eisenhower was in the White House, over 50 years ago, and that was our last real budget surplus. That is why we now have a 15+ trillion dollar natioal debt. Budget gimmicks and off-budget spending do not make for a real balanced budget.
In addition, Clinton left a recession for Bush to deal with. GDP growth was already negative with rapidly dropping federal tax revenue as Bush was sworn into office.

Bob - these are the official national debt numbers from the U.S. Treasury. Please see if you can find even one year when the national debt did not increase while Clinton was in office. The only year he even came close was the 2000 fiscal year, and that was the year the tech/equity bubble broke. High income folks were making huge dollars from their investments jacking up government revenue that was never sustainable and STILL the national debt increased.

Only the very misinformed think such a thing. So, how do you ignore these key pieces of information which you would naturally run into if you were doing responsible research as to what caused the recession...?
1) The first month Obama took office we had lost 700,000 jobs. The month before we had lost 750,000 which is a strong indication that a recession was already well underway and there was clear momentum to job losses before he took office.
2) The unemployment rate was 7.6% the month he took office....considering there was clear momentum (see point 1) to the job losses wouldn't it be a bit unfair to blame the unemployment rate on him?
3) First of all....show me where you got your statistics that show the debt has increased 52% in four years. Also...Obama has only been in office for 3 and the FY2009 budget was Bush's.
4) More on debt....do you think it's possible that due to massive layoffs (see point 1 and 2) that there was a severe shortage of revenue to the government....that there was much less economic activity? That he inherited two UNPAID for wars along with the Bush tax cuts (Unpaid for) that added to our debt....were these his fault?
And known of my points got to the heart of what caused the recession. The recession was caused by decades of deregulation.....
The Great Recession was declared over by economists in the summer of 2009. Every time the economy tried to rebound Obama made a speech knocking businesses and talking about fair share. After lying about shovel-ready jobs, he blocked real shovel-ready jobs with the Keystone pipeline. If Obama had done nothing, the economy would be steaming along by now. He waited until election year to get the bus out of the ditch.

Then the ad followed by showing Obama saying he had no idea the economy was this bad, using that as an excuse for the slow recovery. The man is running out of excuses.

As Ruken pointed out...I can't say with 100% certainty that Obama's policies helped to avoid a great depression...but I do listen to those who aren't affiliated with one group or the other. The CBO has given the stimulus a lot of praise for helping us....and the CBO is certainly more reliable than you or your RNC ads.

Most voters are not political junkies like us. Most can't even tell you who the Speaker of the House is. Those ads are very persuasive because they show Obama saying one thing and doing another. Now, Obama can counter those ads with his defense of the last four years, but I have a feeling he can't justify the big issues to the average Joe and Jane such as the debt, the number of soldiers lost in Afghanistan under his watch, the (real) unemployment rate, gas prices. The biggest knock on him is his inability to unify the nation. People who voted Democrat for the first time thinking he was the one to unite the nation. He said he would. Just look around you.
